Biotechnology Social Development Awards-2017 Biotechnology as an emerging area has immense potential to improve the lives of people specially the socially and economically disadvantaged sections of the society. The need of the hour is to trap these potential and make them available for the larger population of India residing in villages and remote areas. There are many dedicated organizations and individuals who are already contributing their best by delivering essential needs to our community such as healthcare and hygiene, generating more avenues for livelihoods, empowering people and developing local/social entrepreneurs, producing skilled workers & advocacy. In an attempt to recognize these organizations/ individuals and thereby popularizing the role of biotechnology in social development, the Department of Biotechnology invites applications for ‘Biotechnology Social Development Award’ from Government/non-government organizations /individuals for the year 2017. The applicants can be an individual/ extension scientist/teacher/NGO/ Organization. There are three awards annually: two for individual and one for Organization. Each Award will carry a cash award of Rs. 5.00 Lakhs alongwith a citation and a trophy. 1
Organization : M. S. Swaminathan Research Foundation (MSSRF) M S Swaminathan Research Foundation was established in 1988 as a not- for-profit trust, founded by Prof. M S Swaminathan, renowned agriculture scientist, who has received First World Food Prize in 1987 for his contribution in the agriculture sectors. MSSRF has launched an evergreen revolution through ‘ecologically sustainable agricultural production, and sustainable livelihood security of the poor’ and working with the aims to accelerate use of modern science for sustainable agricultural and rural development specifically focusing on tribal and rural communities with a pro-poor, pro-women and pro-nature approach. The Foundation applies appropriate science and technology options to address practical problems faced by rural populations in agriculture, food and nutrition.. MSSRF is also giving emphasis on developing people’s own organizations and institutions through motivation of the people to help them with knowledge and information to establish linkages with external institutions and to facilitate an equity oriented, gender-sensitive and inclusive development process. The organization has also been recognized with various National and International Awards including ICAR recognition and Best Green Institution Award from the State Biodiversity Board. MSSRF has been a instrumental in establishing cooperatives of various kinds benefitting more than 100000 direct families. It has been inspiration in developing self-confidence in the community for their livelihood options by addressing problems and constraints faced and solutions achieved. MSSRF has two Regional Centres (RCs) and 25 field-level Centres operated 3
in different parts of India for last 20-25 years that cater the location specific needs of the people through the conservation and the sustainable use of biodiversity. Its unique centre MSSRF-Community Agro Biodiversity Centre (CAbC) has been instrumental in culturing and dissemination of new frontiers of knowledge and also to brought back women in agriculture through development of viable, economic and social model which could create multiplier impact. The other centre in Odisha state is known as Biju Patnaik Centre for Medicinal Plants Research and Development also giving major thrust to the conservation of RET plants (Rare Endemic and Threatened) of medicinal plant conservation and education programmes. The contribution of MSSRF in the development of rural entrepreneurs, micro-enterprises establishment and dissemination of information, knowledge and technology helped reducing poverty, improving income and overall well being of the village community. The landmark achievement of MSSRF is the implementation of programmes and projects in 10 villages in Wayanad district, Kerala since 1997 which has now spread in more than 80 villages benefitting more then 2200 families. 4
Award for the Individual Dr. Partha Pratim Chakrabarti Dr. Partha Pratim Chakrabarti is working as Principal Scientist with ICAR, Central Institute of Freshwater Aquaculture (CIFA), specializing in the Aquaculture Production and Environment Division. He has been functioning from CIFA regional centres Rahara and Kalyani in West Bengal and has been involved in aquaculture research and extension activities for the last two decades. As a dedicated scientist, he has carried out various field-level studies and successfully engaged in the implementation of Tribal Sub Plan programme of Govt. of India with the promotion of fish seed production, breeding, revolutionizing fish culture in West Bengal and North-Eastern states of India. Dr. Chakrabarti has successfully demonstrated formation of fish clusters, through the adoption of integrated farming systems for sustainable livelihood among the tribal and backward communities, with the introduction of new tools and techniques. For the past 20 years, he has achieved great heights in the diffusion of fish farming technology to end users through extensive field- based activities, emphasising on infrastructural growth and motivating people through knowledge dissemination while at the same time, establishing linkages with end users. Dr. Chakrabarti has created a large number of skilled manpower and promoted entrepreneurship in the field of aquaculture, disseminating the importance adoption of fish farming in villages benefitting poor farmers. He has been instrumental in establishing co-operatives of beneficiaries through implementing training 5
and demonstration activities for technology dispersion helping more than 1000 families. This was achieved through the implementation of community livelihood-based projects such as skill development, with integrated farming system. His active involvement with State Governments, self-help groups, NGOs helped the tribal community at large, benefitting more than 2000 tribals from different states. His landmark achievement is in the Sunderban deltaic area, especially for accelerating the use of modern science for sustainable agricultural and rural development. His focus has been on integrated fish farming with duck and poultry, among the tribal and rural communities of Bali Island in Sunderbans. Dr P. P. Chakrabarti has also extended the benefits to the widows who have lost their spouses to tiger attacks. His efforts have largely contributed to the spreading of integrated fish farming in North- Eastern states in villages Khekio and Dimapur of Nagaland; Sonajuli and Doimukh of Arunachal Pradesh; Barapukuri, Tezpur, Dhekiajuli, Misamari, Barak Valley, Manushmari and Bodo territorial areas of Assam and covered more than 100 villages and encompassing more than 1000 families. 6
Award for the Individual Ms. Sangeeta Atul Kulkarni Ms. Sangeeta Atul Kulkarni is an extension scientist working with Jnana Prabodhini, a prestigious organization, established in Pune in 1962 by Late Dr. V.V. Pendse, who was an Educationist, Social Organizer, Patriot and an active ideologue. Jnana Prabodhini is a multifarious institution working in the fields of education, research, rural and women development and spread its wings in to multifarious activities towards motivation and attitude formation in youngsters to face challenges in life. Sangeeta Kulkarni as a dedicated teacher and scientist devoted more than 25 years in multifarious activities of the organization. At Jnana Prabodhini Nav Nagar Vidyalaya, Nigdi. she has shouldered responsibilities in promoting biotechnology at the school level from 8th Standard. She has played an instrumental role in training of more than 1500 school students on various aspects of biotechnology, by inculcating innovative attitude to take active interest in developing solutions to the current environmental problems. She focused her innovation at the field level to popularize biotechnology among the rural populations with sustainable agriculture development and organic farming. The efforts have created large number of skilled manpower and entrepreneurship development with the delivery of technologies to the end users. She has demonstrated excellent organizational skills in team building and mobilization of masses up to grass root level. Presently she is associated with a nearly more than 30 villages from Velhe, Bhor and Maval blocks of Maharashtra and she could 7
bring a significant change in sustainable economic development through adoption of various viable interventions in bamboo and medicinal plants, including micro-propagation, promoting research and extension activities in various multifarious areas including livelihood. She has taken active interest in mobilization of women power. She is actively engaged in advocacy and development of leadership qualities in women and girls. Through her research, she has addressed gender issues related to women in science and technology. She has been recognized as a resource person for ‘International Training Programme on leadership and career development for women scientists and technologists’ under the women scientists’ programme of DST. Also she is volunteering in Swatch Bharat Abhiyan movement of Govt. of Maharashtra. 8
