CAGNE
• CAGNE History and Credentials
• CAGNE formed out of residents anger towards ADNID new flight path trial over
areas not previously flown over – Feb-August 2014
• CAGNE has evolved and now represents residents across West Sussex, as well as
some parts of Surrey, and oppose new flight paths and Gatwick’s 2nd runway
• CAGNE conducted the only research into concentrated flight paths (PBN/ PRNAV)
during ADNID and employed an independent noise company that now questions
    Gatwick’s population and noise figures.
• CAGNE is currently supported by 11 Parish Councils, CPRE Sussex, and works with
other aviation groups around Gatwick and the world.
• CAGNE have been constructive in its approach and continues to meets with senior
management of the CAA, NATS, GAL and DfT.
• CAGNE works closely with local MPs, district and county councillors
• CAGNE attend GATCOM – the Gatwick liaison group
• CAGNE are independent, made up of residents from many sectors of industry

Current noise ruling on departures –

 Noise is the number one consideration up to
  4,000ft
 From 4,000-7,000ft noise and CO2 are traded
 From 7,000ft CO2 is the only consideration

Arrivals has no fixed guidance apart from CDA and
saving CO2 which leads to stabilisation

EASTERLY ARRIVALS
USING NATS DETAILS TO CREATE A ZONE MAP FOR ARRIVALS USING
AGREED METHODOLOGY WITH NATS FOR DEPARTURES
• RESULTS CLEARLY SHOW ROOM FOR IMPROVEMENTS
• MOVE ARRIVALS WEST AND SOUTH OF BILLINGSHURST
• MAPS SHOWS HOW AT PRESENT LARGE POPULATIONS ARE
DIRECTLY OVERFLOWN IN A CONCENTRATED MANNER
• THE GREEN TRACK ILLUSTRATES THE MINIMUM DISTURBANCE AS IT
DOES NOT TOUCH ANY CIRCLES OF POPULATION
• THE BLACK LINE IS SUGGESTED AS A LIMITING BOUNDARY PATH. IT
MODESTLY INTERSECTS CIRCLES BUT IF CONDUCTED ON A LESS
FREQUENT BASIS MIGHT BE MORE TOLERABLE THAN CURRENT
   SITUATION
• THE DOTTED RED LINE IS THE CURRENT MAIN PATH OF ARRIVALS
   WHICH IMPACTS ALL POPULATION CIRCLES.

EASTERLY ARRIVALS 2015 – concentration
of vectoring and a move of 2m away from runway/ join of ILS
NATS over the last year has increased stabilisation run in length on west and east of
Gatwick. In the west this has led to a concentration over Plaistow, Loxwood, Ifold,
Billingshurst concentrating noise. CAGNE suggest widening out the swathe from the
current normal of about 2miles to 4 miles. This would increase the area for turning
planes and lead to lower concentration and noise.
Suggestion is to increase the width of the swathe which looks like this below
and is already flown by NATS some days so is possible and still allows space
for redefining and reducing noise further.

• FAS – FUTURE AIRSPACE STRATEGY

  IN 2019
• CONCENTRATION IMPLEMENTED BY 2020
• GOVERNMENT POLICY – ‘to significantly

  aircraft noise’
ADNID WAS THE FIRST TIME
RESIDENTS EXPERIENCED PRNAV
CONCENTRATION CREATES A LARGER
          NOISE WALL
• Dispersal – shared impact of noise
• PRNAV – concentration of aircraft continuously
  down one line
• PRNAV/ PBN can be used to benefit residents
• ‘One size does not fit all’ theory
• Noise number one consideration up to 6,000ft –
  currently 4,000ft
• Residents given same consideration as airlines
  and airports profits/ efficiency
GOVERNMENT POLICY
• Currently - ‘to reduce the number significantly affected by
  aircraft noise’ which includes concentration
• Reality concentration creates noise ‘ghettos’ and is
unbearable to those on the ground
• It creates a wall of noise which is far reaching compared to
  dispersal
• The aviation law of 1921/2 needs to change to protect
  residents from aviation
• A noise authority that has powers to protect communities,
that is independent from aviation and has real powers is
  required (Airports Commission 2015)
• Real compensation is required, paid for by the aviation
industry – not double glazing, etc
SUPPORT CAGNE IN CREATING A BALANCE BETWEEN
 AVIATION AND RURAL/TRANQUIL COMMUNITIES
NO 2ND RUNWAY
• Gatwick 2nd Runway will create:-
• Unbearable increase of aircraft noise to tens of thousands of Horsham district residents with no
compensation to those that chose to live in rural areas with very little ambient noise – 30-
35decibels. Urban areas have 70-80decibel noise constantly. Gatwick will go from 250,000 flights a
    year to 560,000.
• Grid locked roads and overcrowded railways – Horsham district has endured little infrastructure
upgrade and is already a congested area which in turn creates more pollution and health issues
• Demand for 20,000 (1) houses will pave over green countryside. This figure is questionable as AC
state 32,500(3) ‘low skilled’ workers to start, which general means low paid workers who need to
live in affordable housing close to the airport
• Loss to future generations of green open space and heritage – this would be an irreversible
urbanisation of our precious rural areas (recreating the Heathrow suburbs - polluted, congested,
    overcrowded, mass urbanisation)
• 32,500 jobs needed to start ... in an area that has over 7,000 vacancies currently in a 10 mile radius
    to Gatwick
• How many school places will be required? Lack of medical facilities and health care is a major
concern now. Will businesses relocate in West Sussex? Will new businesses want to be in a
congested area with a lack of staff?
