ED21/8869 27 January 2021 A l l : Planning Department Site Address: 250 McKenzie Rd, Bass 3991 (Lot 1 PS542242) RE: Use of land as Industry in Farming Zone and display Business Identification Sign To whom it may concern, It is requested by the landowners to use the land at 250 McKenzie Rd Bass (Lot 1 PS542242), as Industry in Farming Zone in accordance to clause 73.03 — Industry. It is also requested by the landowners to display a Business Identification Sign at the entry to the property in accordance with clause 52.05-14 McKenzie Motors and Machinery has been providing the Bass Coast and surrounds with agricultural machinery and plant repairs in accordance t o clause 35.07-1 Rural Industry, since January 2019. Since the onset of the COVID-19 pandemic, the businesses direction is moving towards motor vehicle repairs, maintenance and also to obtain a VicRoads roadworthy testers licence. The Bass Coast currently has several VicRoads roadworthy testing sites, however, none within a 25km radius o f the proposed site, providing inconvenience to local residents. Early 2020 marked the end of Bass River Motors' operations on Hade Ave, Bass after many years of business and McKenzie Motors and Machinery view this as an opportunity to continue providing the local community with a licenced roadworthy testing site, also t o service, maintain and keep motor vehicles safe and roadworthy on our roads Compliance with current Zoning: Clause 73.03 'Industry' (paragraph 'e') 'laundering, repairing, servicing or washing any article, machinery, or vehicle, other than on-site work on a building, works, or land' aligns with the proposed business changes. Currently, the landowners do not comply with the Farming Zone land use terms with its new business model without a planning permit. Business Hours: The current business hours are 8:00am to 5:00pm on weekdays Monday t o Friday, and not on any weekend day or gazetted public holiday unless arranged prior. There are no proposed changes to these hours. Changes to vehicle traffic on McKenzie Rd: As McKenzie Motors and Machinery is solely owned and operated by one individual, it is not possible to provide any service to more than three vehicles per working day. McKenzie Motors and Machinery also sources most of its repair parts within the municipality, and has one parts delivery per working day. Therefore, there will be approximately seven scheduled additional customer and supplier vehicles travelling to and from the site per working day Access to site: 250 McKenzie Rd has an all-weather access road to the dwelling and outbuilding. The outbuilding has ample carparking spaces to allow safe parking of customer vehicles, and will park no more than
ED21/8869 four customer vehicles at any given time. The access road will have a 10km/h speed restriction which provides customers with safe and easy access to the site. Environmental impact to site: The landowners entered into a vegetation management plan on Section 173 agreement (AH181155X) amendment (A09269391). This existing and ongoing vegetation management plan will not be affected by this planning application. The building that the business operates from is 60m north and 60m west away from the fenced and managed vegetation. The building is also over 170m south from the nearest dwelling in separate ownership. All stored lubricants on-site do not exceed a fire protection quantity under the Dangerous Goods (Storage and Handling) Regulations 2012. At any given time, no more than 5001 of unused oil or lubricant, and no more than 1000L of waste oil is stored on site. McKenzie Motors and Machinery has an ongoing commercial relationship with Cleanaway Australia for the safe disposal of all waste oils and hydrocarbons produced as a result of its current operations. And in addition, has an emergency spill kit, and bunding available for any unlikely spill events. Disturbance to neighbouring properties: All adjacent properties and landowners to 250 McKenzie Rd are either customers or close friends of the landowners. Ongoing communication and maintaining the current business hours provide no disturbance to these adjacent landowners, and will also provide them with local servicing for their motor vehicles. Business Identification Sign: McKenzie Rd, Bass is a straight 3.4km road heading east from Bass Highway to where it intersects at McGrath Rd, Glen Forbes. This 100km/h zoned unmade gravel road makes identifying the business premises difficult without the usage of appropriate signage.
