WHAT’S NEW Girls and their customers will be happy to learn there’s a new Girl Scout Cookie™ for the 2021–2022 season. As a cookie volunteer, you can take heart knowing we’re working with Girl Scouts of the USA to update our resource toolkit on our Little Brownie website to make your role simpler. 3

Necessary Links All forms listed below can be found here: www.gshg.org > Cookies+ > Volunteer Info ___Product Program Manager Agreement Volunteers who want, or need, access to eBudde must complete this online form, be a registered Girl Scout volunteer & have a current background check. ___Withdrawal Authorization Form A signer of the troop account must complete this online form giving GSHG permission to credit or debit the troop account. Additional troop bank account documentation may be required if there has been any change in the leadership team or troop bank account since last year. Troop bank account information must be entered into eBudde. ___Parent Permission Forms Must be completed online by parent or legal guardian. If personal credentials (valid driver’s license number and social security number) are not provided, cookies must be pre-paid for. ___Parent Debt Forms Must be printed & signed by parent or guardian accepting financial responsibilty for cookies. If form is not completed, cookies must be pre-paid for. A seperate form nust be completed for each daughter. ___Troop Debt Forms Must be printed and signed by person accepting the troop product management position as well as the troop leader. If toop defaults or proper procedures outlined in this form are not followed, the person(s) completing the form is solely responsible for any uncollected cookie debt. ___Delinquent Form In the event a parent does not pay for cookie by your troop’s set deadline, a completed Delinquent Form is required. Failure to complete the Delinquent Form by March 8th will result in the Troop Product Manager be solely responsible for any missing funds. Please see the Troop & Parent Debt Forms for specific procedures. ___Service Area Bonus Form Service Area Product Managers must complete online no later than 11:59 pm on March 16th to qualify. ___Operation Cookies From Home (OCFH) Troops who had girls donate cookies to Operation Cookies from Home should complete this online form in order for the girls to receive their patch. Typically these cookies are virtually donated (council sends bulk cookies at the of the program directly to local military bases), however some girls know military personally and opt to pail them directly. In the case the cookies come out of the troop sup-ply, are credited to the girl under the OCFH column and USPS receipt is needed to complete the form. Forms must be completed no later than 11:59pm on March 16th. ___Cookie Point Program Credit Usage How to use Council and Online Cookie Points. All Cookie Point Program Credits expire 12/15/2022. 9

Inspire her to think like an entrepreneur GOAL SETTING Goal setting is one of the five essential skills girls develop through the Girl Scout Cookie Program®. With your support, they’ll learn how to set realistic goals and achieve them. FIVE ESSENTIAL SKILLS 1. GOAL SETTING Girls learn how to set goals and create a plan to reach them. Action steps: Encourage girls to set incremental, achievable goals. Help girls break down those goals through setting weekly challenges. 2. DECISION MAKING Girls learn how to make decisions on their own and as a team. Action steps: Talk with girls about how they plan to spend the troop's cookie earnings. 3. MONEY MANAGEMENT Girls learn to create a budget and handle money. Action steps: Build on girls’ interest in learning to manage all facets of the cookie business, such as creating a budget to fund a troop experience or figuring out the percentage of customers who selected the donation option. 4. PEOPLE SKILLS Girls find their voice and build confidence through customer interactions. Action steps: Ask girls about new marketing ideas they want to try. They can discuss how to tailor their cookie pitch to achieve their goals. 5. BUSINESS ETHICS Girls learn to act ethically, both in business and life. Action steps: Talk to girls about the importance of delivering on their promise to customers. They can also consider offering a Girl Scouts® Gift of Caring option. Encourage girls to keep climbing. Once they set a package goal, they might challenge themselves further, like building more marketing or entrepreneurship skills. 11

Cookie Cupboard Guidelines • All cupboard orders must be placed online through eBudde. • For orders less than 50 cases, allow 48 hours after placing your order for pickup. • For orders more than 50 cases, please have them entered into the eBudde system no later than 10a.m. Monday morning, to be picked up on Thursday/Friday of the same week. • The minimum case order has increased to qualify for delivery. Please check with your Regional Product Program Manager for their specific requirements and distance limits. Delivery day/time cannot be guaranteed. • Cookie orders are filled in the order in which they are received. Pending orders are deleted from eBudde 24 hours after the scheduled pickup day/time. • Cookies cannot be returned or exchanged after they leave the cupboard. • All cookie cupboards close Friday, March 4th, 2022. How to Re-order Cookies Once you log into eBudde you will click on the “Transaction” tab at the top of the dashboard. A list of your troop transactions will appear. Click “Add a Transaction” The minimum case order has increased Pop-up screen will open and you fill complete the following: to qualify for delivery. Select the number of cases of each variety you are ordering. Orders are only available in full cases from the cookie cupboards, 1 case = 12 packages. Contact Information – Please be sure the contact information, including a phone number, is included in the contact information field. If someone other than the person placing the order is to pick up the order, they must be listed as an authorized “Troop Cookie Pickup Only User” in eBudde. Your troop product manager can add authorized cookie pickup personnel to eBudde under the settings tab. If your order meets the minimum requirements for delivery, please note “FOR DELIVERY” in this field. Click Save/Print – Be sure to bring the print out as well as photo identification to the cookie cupboard at the time of the pickup. This new transaction will NOT be fully saved until you also click the SAVE button at the top of the main transaction screen. 18

Cookie Booths & Booth Etiquette Cookie Booth Selector — Saturday, January 29, 2022 Your Service Area Only Round 1 – 9:00 a.m. -9:30 a.m. Troops may choose four booths; limit 2 per chain. Round 2 – 9:31 a.m. -10:00 a.m. Troops may choose four additional booths; total limit 3 per chain. Round 3 – 10:01 a.m. -10:30 a.m. Troops may choose six additional booths; total limit 4 per chain. Tuesday, February 1, 2022 All Service Areas are Available Round 4 – 6:00 p.m. eBudde will open up for all troops to select booths in any Service Area through March 6th. Please remember to deselect booths your troop is no longer participating in. It is the Troop Leader &/or Troop Product Program Manager’s responsibility to make sure parents who attend cookie booths are fully aware of our cookie booth etiquette listed below and follow it. Cookie Booth Etiquette is very important and we ask that adults and Girl Scouts alike follow the following Cookie Booth Etiquette Standards • If two troops show up to the same location, please work it out as sisters to every Girl Scout, have booth confirmation available (use appropriate language). • There must be 2 registered and 1 background check approved adult at each cookie booth station. If you are setup at a large chain, such as Lowes, covering 2 doors then you must have 4 registered adults. • Girls are encouraged to accept payments and make change; an adult should be carefully watching all financial transactions. • Never leave Girl Scouts alone OR unsupervised at a booth. • If theft occurs at a cookie booth, DO NOT attempt to physically retrieve the stolen items and DO NOT allow the girls to do so. Instead, get a good description of the offender(s), call 911. Make sure the Girl Scouts know what to do in the case of theft. The girl’s safety is our top concern. • In the case of an incident where you or your Girl Scouts feel threatened, or money/product is stolen, call 911 immediately and then call 1-866- 236-7944. • If approached by individuals challenging the Girl Scouts or market place competition, adults are asked to not engage in debate. • At a booth, Girl Scouts should be identifiable as Girl Scouts by wearing membership pins, uniform, sash, vest, or Girl Scout clothing. Local store managers have the right to ask anyone participating in a cookie booth to leave. • Girl Scouts should always behave in a manner appropriate to a public place. Adults are responsible for the actions of themselves and the actions of the girls. Keep in mind that girls and adults who are not willing to follow procedures and etiquette should not be permitted to participate in cookie booths. • If Girl Scouts or adults need a food or drink break, they must eat and drink discreetly AWAY from the cookie booth table (customers should not be able to see girls eating or drinking from table). Food, drink and other items are not allowed on the booth display, or near area. NO SMOKING OR VAPING AT COOKIE BOOTHS! • If a Girl Scout needs to be reprimanded by attending parent/guardian, the conversation should be away from other Girl Scouts and the cookie booth area. • A Girl Scout CANNOT ask for troop donations or if they can “keep the change” for anything other than the Gift of Caring or Operation Cookies from Home cookie donations. A money donation jar or contain-er of any kind cannot be displayed at a cookie booth. 21

PARENT DEBT PROCEDURE 2022 It is the procedure of Girl Scouts of Historic Georgia (‘GSHG’) to work with all Service Areas to remediate outstanding debt to the troop and/or Council. To that end, if a delinquent payment is anticipated, this should be communicated to the Product Program Manager before the payment is due from the troop to avoid money being withdrawn, via Automated Clearing House (ACH), and a penalty incurred for insufficient funds. Following are guidelines established to remediate outstanding debt. FOR UNCOLLECTED FUNDS FROM A PARENT 1. The Troop Leader/Service Area Cookie Manager and/or SAM must notify Council of uncollected funds for the first ½ ACH pull via email (to Director of Product Program and/or Product Program Manager) per the date specified in the Volunteer Cookie Manual. The following support documentation must be provided: a. Delinquent Account Form b. Copies of all receipts for cookies/payments c. A copy of the signed parent permission slip d. Any correspondence 2. Upon receipt of documentation, Council will adjust the troop amount due to reflect the unpaid parent’s portion. 3. Once notification has been received, Council will contact the parent. a. 1st notice: Parent will be contacted by phone as well as email informing them that they have five (5) business days to pay in full.* b. 2nd notice: After five (5) business days, a second letter will be sent to the parent with a copy to the SAM/SA Cookie Manager and Troop Leader. All efforts will be made to offer the parent payment options.* No cookies shall be swapped or checked out by parent until first initial amount is paid to Cookie Manager. Once paid, parent requesting more cookies must have money from any remaining cookies paid before additional cookie orders are filled. Parent is responsible for receiving a receipt for any cookies picked up and any payments made. Parent should not take cookies or leave money without a receipt. 4. Failure by parent to respond within ten (10) business days after 2nd notice will result in a certified letter being sent to parent requesting a response within ten (10) business days. The Council will continue to offer the parent payment options.* 5. If there is no response after twenty-five (25) business days from the 2nd notice, a Final Notice will be issued to the parent informing them that GSHG will be filing “Theft by Taking” or “Theft by Conversion” charges against them with the appropriate court of law. 6. Girl(s) will not receive rewards/incentives for any sales until outstanding debt to the Council is paid in full. Debt paid after Cookie Program Credits expire will be forfeited. 7. Adults/girls who have any outstanding debt to the Council are not permitted to participate in the Council product program and/or Cookie Sale or other fund-raising activities until such debt is resolved. 8. Any adult who has an outstanding debt to the Council is not a certified member in good standing of GSHG and, therefore, may not officially represent the Council in the community, Council, or beyond. In addition, she/he cannot handle troop, community, or Council funds or products. *Payments will be accepted via certified check, money order, credit/debit cards or cash. Troops that cannot make their full initial payment (not including delinquent parents) will be denied access to eBudde and no additional cookies for the troop can be ordered through the cupboards or through troop-to-troop transfers until the troop brings its account current. Product Program Manager, Membership Manager, Service Area Cookie Manager and cupboards will be notified. All delinquent troops will have five (5) business days from ACH pull date as specified in Volunteer Cookie Manual to correct this issue and pay in full. 3. Council will notify troops via email within five (5) business days of any Non-Sufficient Funds (NSF) issues after the troop’s first 1/2 payment. All delinquent troops will have five (5) business days from notification by Council to correct this issue and pay in full or troop will be denied access to eBudde and no additional cookies for the troop can be ordered through the cupboards or through troop-to-troop transfers until the troop brings account current. Product Program Manager, Membership Manager, Service Area Cookie Manager and cupboards will be notified. 4. If final payment is unsuccessful, troop will be notified via a phone call and email from the Council. Troops will be given five (5) business days to pay off debt or sign a Council conditioned payment plan. Product Program Manager, Membership Manager, Service Area Cookie Manager and cupboards will be notified. Service Area Product Program Manager will complete a Delinquent Form on the troop. 5. On day 6 following the first delinquency contact, if no payment is received, troops will receive an email and/or letter from the Product Program Manager, with a copy to the SAM and SACM, requesting full payment or a signed payment plan within ten (10) business days. 6. On day 16 following the first delinquency contact, if no payment is received, troops will receive a certified letter from the Director of Product Program requesting full payment within fifteen (15) business days or submit a signed payment plan. 7. On day 30 following the first delinquency contact, if no payment has been received nor a troop Promissory Note been signed, a Final Notice will be issued stating that GSHG will be filing “Theft by Taking” or “Theft by Conversion” charges with the appropriate court of law. 8. Troops will not receive rewards or be allowed to participate in any upcoming Product Program and/or Cookie Sale until payment is resolved. Debt paid after Cookie Program Credits expire will be forfeited. 9. 11. Money handling must be done in accordance with the policy as stated in the Volunteer Cookie Manual. Cookie Managers handing money for deposit to Leaders/Treasurers are responsible for securing a signed receipt from both parties; otherwise, Cookie Manager will be responsible for money not accounted for at the time. Cookie Manager is solely responsible for filling out receipts for any transactions with parents. If Cookie Manager does not comply with receipts, Cookie Manager is solely responsible for that debt. 12. Cookie Managers are required to follow GSHG Product Program Manager’s direction with regards to pre-paid parents. If Cookie Manager gives cookies to a parent that should be pre-paid only without collecting the money first, Cookie Manager will be solely responsible for debt if parent does not pay. 13. Cookie Manager will be required to ensure product sale proceeds are in the troop checking account. Any amount of troop proceed money missing needs to be explained to Membership Support Manager. If adequate explanation is not provided within 15 business days, Cookie Manager is solely responsible for that debt and amount owed to troop will be added to charges. *Payments will be accepted via certified check, money order, credit/debit cards or cash.
