IMPORTANT INFORMATION CMC and MMC Credit The 2019 IIMC Region III Meeting has been approved for 1 CMC Education Point and 1 MMC Advanced Education point per 4 hours as follows: Concurrent Sessions #1 – 3 hours (.75 CMC/MMC Points o Is Your City Under Attack? o Active Shooter Training Concurrent Sessions #2 – 6 hours (1.5 CMC/MMC Points) o Professional Skills Management o Community and Media Relations Total hours possible = 9 hours Total Points possible = 2.5 CMC Education or 2.5 MMC Advanced Education with completed learning assessment. Directions to Chateau Elan and Information about Transports from Airport Interstate 85 provides a direct route to Château Élan from downtown Atlanta and the Hartsfield-Jackson International Airport. I-85 travels north and south through Atlanta and is very easy to navigate. If using a mapping service like Apple or Google Maps please double-check directions with the information provided below as no mapping service is reliable all the time. Traveling from Atlanta or the Hartsfield-Jackson Airport (Approx. 45 minutes): 1) Take I-85 North to Exit 126. (Follow signs out of Airport to I-85) 2) Take a Left, and Château Élan will be the first gate on your Left. If you are flying into Hartsfield-Jackson Airport and do not want to rent a car, please check the box on the registration form and our staff will contact you for flight times, so that we may arrange transportation for you. IIMC Region III Conference Schedule of Events Wednesday, February 20 12:30 pm – 4:30 pm Registration 1:15 pm – 2:00 pm Opening General Session Welcome from Dianne Landers, GMCA President and Braselton Mayor Bill Orr 2:15 pm – 5:15 pm Concurrent Workshops Cyber Attacks on Your City Cyberattacks on city government computer networks continue to rise, disrupting operations, jeopardizing sensitive data and creating large unplanned mitigation expenditures. What do city leaders need to know about cybersecurity? How do you ensure your city is protected and prepared when something happens? Listen as three different aspects of this topic are explored-prevention, response and public relations. Instructors: Kelly Tullis, PMP, Chief Information Officer, Georgia Municipal Association A graduate of Georgia State University (B.S. in Hospitality Management), Kelly Tullis has worked in the Information Technology Department at the Georgia Municipal Association for 20 years. She assumed the position of Chief Information Officer in 2017 after serving as the Director of Information Technology for more than 3 years. Kenneth Howard, City Manager, Hinesville Kenneth Howard has a Bachelor of Science Degree in Business Administration from Fort Valley State University. He served as the Assistant City Manager in Hinesville from 1995 through 2017, being appointed City Manager in January 2018. In 2011, we served as the President of the Georgia City-County Management Association Brittany Denney, Public Relations Manager, Hinesville Brittany Denney is the head of Public Relations, Marketing and Branding for the City of Hinesville. She has a B.A. Degree in English from Valdosta State University and a M.A. in Professional Communication from Armstrong State University. She is also a graduate of the Dale Carnegie program and a graduate of the Leadership Liberty program. (3 Hour CE Credits for Georgia) Active Shooter Training Advanced Law Enforcement Rapid Response Training (ALERRT) has become the national standard for active shooter training across the United States. The curriculum and learning material was created as a partnership between Texas State University and federal law enforcement agencies. The Civilian Response to Active Shooter Events (CRASE) course is a 3-hour seminar designed and built on the Avoid, Deny, and Defend strategy developed by ALERRT in 2004. CRASE provides strategies, guidance and a proven plan for surviving an active shooter event. The FBI considers ALERRT (Advanced Law Enforcement Rapid Response Training) the national standard for active shooter events. CRASE is a lecture-based course geared towards civilians and coincides with ALERRT material. Topics include the history and prevalence of active shooter events, the role of professional guardians, civilian response options, medical issues, and drills.
The Active Shooter course is designed to equip attendees with skills and techniques to use before, during and after active shooter events in the workplace. Instructors for CRASE are certified nationally to share this information. This specific course is taught by the Gainesville, Georgia Police Department and has been offered to area citizens and businesses. Instructors: Corporal Drew Reed has been employed with the Gainesville Police Department since 2006. He has served on the Patrol Division, in Community Policing for Government Housing and as a Domestic Violence Investigator. He currently works for the Community Relations Division. Corporal Reed also conducts bicycle patrols within the community during the spring and summer. Corporal Reed has hundreds of hours of training in many different aspects of law enforcement. Corporal Reed received the Medal of Valor (the highest award given) in 2013 for his actions in saving a child from a house fire. Corporal Jessica Van has been employed with the Gainesville Police Department since 2011. Prior to starting her career with the department, she received a Bachelor of Science in Biology from Brenau University. She later earned her Master of Science in Criminal Justice Management from the University of Maryland. Corporal Van has been assigned to the Patrol Division, with experience as a Domestic Violence Unit and Field Training Officer. She is currently assigned to the Community Relations Unit and frequently educates the public on response to active shooters, personal safety and defensive tactics. Thursday, February 21 7:30 am – 9:00 am Breakfast Buffet in Versaille at your leisure/visit with exhibitors 9:15 am – 4:15 pm Concurrent Workshops and Athenian Leadership Society Training Professional Skills Development 206 (Management and Leadership Styles) Regardless of official title or number of direct reports, city/county clerks will always need to bring leadership to their roles in local government. Such management skills should never be taken for granted, and must be refined based on the challenges of each task and each individual’s leadership styles. This course (required in Georgia) will help you understand your management style and how your personality affects your work performance in making decisions, collecting information, organization, and more. Participants will complete the Myers Briggs Personality Assessment. This class is limited to 30 participants. Instructor: Chrissy Marlowe, Faculty, Carl Vinson Institute of Government, University of Georgia Chrissy Marlowe is an Institute of Government faculty member working in both the Governmental Training, Education, and Development division and the Planning and Environmental Services unit. She instructs local elected officials and staff as well as members of boards, authorities, and commissions in such areas as comprehensive planning, quality growth, local government planning and development processes, and historic preservation. She also teaches in the Institute of Government’s Management Development Program. Her prior experience includes 11 years with the Georgia Department of Community Affairs, where she fostered local government planning, strategic land use, and community design principles and conducted educational programs for elected officials and planning professionals. Education: M.F.A., Historic Preservation, Savannah College of Art and Design; B.A. Art History, University of Georgia (6 Hour Elective Course in Georgia) Community and Media Relations This class examines the importance of building effective working relationships with the media and the role the media plays in informing the public and shaping their opinion of municipal governments. Advice for repairing poor relationships is provided, along with insights on when and how to speak with reporters, especially during times of crisis. Instructor: Amy Henderson; Director, Communications and Marketing, Georgia Municipal Association Amy Henderson is the Director of Communications and Marketing for the Georgia Municipal Association, where she handles public relations initiatives, media relations and the marketing of the association’s programs, services and training. In addition, she teaches classes on media relations and public presentations to city officials. A Troy University graduate with a Masters’ in Communication from Kent State University, Henderson has worked as a reporter/editor for the Bainbridge, GA, Post-Searchlight and the Sandy Springs Neighbor. She also previously worked for the public relations/advertising firm Baker Communications and the Georgia Association of Chiefs of Police before joining GMA in 1998. A panel of journalists will also provide insight and advice at the close of the program. (3 Hour CE Credits for Georgia)
Athenian Leadership Society Training Thursday, February 21; 9:15 am – 4:15 pm The Athenian Leadership Society Training sells out quickly during each IIMC Conference. Attendance is limited to 30 participants. We are pleased to bring this training program to the IIMC Region III Conference. Make sure that you register early to get your seat. What is an Athenian Dialogue? Dialogues are conversations that go beyond the usual knowledge recall and application process familiar to all municipal clerks in training seminars. They are unique because they explore leadership principles and practice, drawing on the insights contained in a book that all participants have read. The premise of the Athenian Dialogue Society is that clerks are leaders in very profound yet subtle ways. Participants devote a full day (6 hours) to a Dialogue and come away intellectually enriched by this communication experience. Pre-Event Reading: “Eat Mor Chikin- Inspire More People Doing Business the Chick-fil-A Way”. Participants are responsible for purchasing and reading the book prior to the conference. Eat Mor Chikin – Inspire More People Doing Business the Chick-fil-A Way provides an outline of the journey of Chick-fil-A Founder S. Truett Cathy and the trials and tribulations of life that led him to achieve success while making a difference in the lives of his employees and customers. Growing up during the Great Depression and living in the nation’s first government subsidized housing project, Truett learned the principles of hard work, fairness, honesty, loyalty, and respect which led him to create a fast food motif in 1967, selling the first boneless breast chicken sandwich and being the first fast-food restaurant to operate in a shopping mall. Eat Mor Chikin stresses the value of people and principles, gaining loyalty and trust in your employees, and making a difference through actions and commitment – all of which are important lessons for the role of a municipal clerk. The principles shared by Truett Cathy and the lessons expressed by the testimonials in the book provide important examples of how municipal clerks can play a role in improving the relationship of trust and teamwork between local government and its citizens.
