State of Ohio 1/7/2021 • Governor DeWine reported that over the last 24 hours the state saw a jump in positive cases by 10,251 which is significantly higher than the 21 day rolling average of 7,471. • The Governor also provided greater details regarding Phase 1B of the state’s vaccination plan which will begin with vaccinating people who are 80 years and older. Beginning the first week of February, the state anticipates vaccinating school personnel with the goal of having children in a full time or hybrid learning environment by March 1, 2021. • The Department of Health will hold a webinar for registered providers that outlines the state’s expectations and instructions for distribution. • Governor DeWine and Director Lori Criss, Ohio Department of Mental Health and Addiction Services, reminded Ohioans that your mental health is just as important as your physical health. Recent Ohio Department of Health Orders • 1/8/21 – As of today the Ottawa County Health Department has received a total of 300 doses of the Moderna vaccine. Currently all of the doses of have been administered to individuals in Phase 1A. Additional clinics are currently being coordinated with those
remaining in Phase 1A. All vaccine dispensing will be subject to availability of doses and approval and will be distributed according to state and federal guidelines. • 1/7/21 – Governor DeWine announced details surrounding Phase 1B of the vaccine rollout. This rollout is scheduled to begin the week of January 18th and will be based upon age and health conditions. Further details can be found on our website regarding the tiered approach. • 12/31/20 – Governor DeWine extended the Statewide Curfew, which is now in effect until January 23, 2021. This curfew is from 10pm to 5am. • 12/30/20 – On Wednesday, December 30th, Governor DeWine announced a change to the quarantine guidelines in regards to schools. In a classroom setting, individuals sitting less than 6 feet from a student who tests positive will not be required to quarantine if masks are being worn. This only refers to classroom settings and not for sports or extracurricular activities. • 12/29/20 – On 12/28/20 the Ottawa County Health Department received an additional shipment of the Moderna vaccine. Currently 89 doses of the vaccine have been administered to individuals in Phase 1A. Additional clinics are currently being coordinated with those remaining in Phase 1A. All vaccine dispensing will be subject to availability of doses and approval and will be distributed according to state and federal guidelines. • 12/24/20 – On 12/22/20 the Ottawa County Health Department received its first shipment of the Moderna vaccine and on 12/24/20 the Ottawa County Health Department started to administer doses of the vaccine to first responders. All vaccine dispensing will be subject to availability of doses and approval and will be distributed according to state and federal guidelines. Ottawa County Health Department Activities • Currently there are 21 people in isolation and 97 people under quarantine in the Ottawa County School System. These numbers have been communicated to the schools and reflected on their individual dashboards. They are actively monitoring the cases in the schools with the districts and communicating weekly with the school superintendents. • Ottawa County stayed at risk level 3 (Red) in the Public Health Advisory System this week. Ottawa County meets 3 out the 7 indicators that influence risk category. Risk level 1 (yellow) means a county meets 0-1 indicators, risk level 2 (Orange) means the county meets 2-3, risk level 3 (Red) means the county meets 4-5 indicators, and risk level 4 (Purple) means the county meets 6-7 indicators. Magruder Hospital COVID-19 Testing at Magruder thru 1/8/2021 Number of COVID- Number of Positive Number of COVID- Number of 19 Tested Cases at COVID-19 Cases 19 Tests Pending Negative COVID-19 Magruder Test Results 6,609 1,001 35 5,573 • Current census: 5 with 1 COVID-19 positive patients. • Magruder Hospital has received 200 dose of Moderna vaccine and have vaccinated all staff wishing to be vaccinated. • Magruder Hospital is receiving transfers from other local hospitals as part of their regional plan. Non-critical patients who are still not ready to be released after being treated for COVID are sent to Magruder Hospital. • Magruder Hospital has 25 beds with their Surge Plan increasing them to 36 beds. • 1271 Influenza A & B tests have been performed with all tests being negative. • The Hospital has implemented a no visitor policy in all areas as of Monday, November 16, 2020. • Magruder Hospital has opened the Magruder Community Clinic at 730 Jefferson Street in Port Clinton. The COVID triage line, COVID registration and testing has transitioned to this clinic, creating a dedicated clinic for our community members and their COVID testing needs. Hours of operation will be 8:00am-5:00pm Monday-Friday. The triage line/clinic phone number is 419-301-4304, and the fax number is 419-732-2864. https://www.magruderhospital.com/community-clinic • Adult flu shots will be given in The Pharmacy at Magruder. The Pharmacy is located at the end of the same building as Urgent Care and is open Monday through Friday from 9am to 6pm, and Saturday/Sunday from 9am to 5pm. No appointment is required and the Pharmacy can bill insurances, so be sure to bring your card. For pediatric flu vaccinations, please check with your primary care provider or the Ottawa County Health Department. If you plan to receive your flu shot from your Magruder Medical Group Primary Care Provider, please call their office to make an appointment. https://www.magruderhospital.com/flu-shots • Café is still closed to the public, but is providing call-in and curbside pickup. Ottawa County Emergency Management • EOC Coordination calls with our response partners will be HELD ON WEDNESDAYS at 9:00 a.m. while we are higher than yellow on the County Risk Map. • Have been coordinating scheduling of vaccinations for EMS, Fire, senior living homes, DD group homes, etc. • We have plenty of simple masks for anyone in need. Also a good supply of gloves and gowns. • EMS has reported an increase in calls but says Dispatch has been good with providing COVID warning for the call prior to their arrival. • Disposable masks being pushed out through area chambers of commerce and OCIC.

Job & Family Services Individuals If you receive a letter or email from the Ohio Department of Job and Family Services referring to unemployment benefits, PIN resets, or requests for employment information, or with a USBank debit card for unemployment benefits, you may be the victim of identity theft. Please notify ODJFS by emailing UCBenProtest@jfs.ohio.gov or calling the Unemployment Integrity Hotline at 1-800-686-1555 (Option 1). The Ohio Attorney General’s Consumer Protection Section has an Identity Theft Unit that provides information for Ohioans who believe they may be victims of identity theft. While the unit may not have information about your specific case, they can provide guidance and assistance with credit reporting agencies, creditors, collectors and any
other entity that may have information that was obtained under fraudulent circumstances. To learn more, call 1-800- 282-0515 or visit www.OhioAttorneyGeneral.gov/IdentityTheft. The Ohio Department of Job and Family Services also that individuals take steps to advise their bank that they are a victim of identity theft. If it seems questionable (as in they’re working full time and have not been unemployed), complete the form as accurately as possible. Additionally, you may notify ODJFS by emailing UCBenProtest@jfs.ohio.gov . • Financial assistance is available for those in need for rent, mortgage, and utilities. • Traditional Emergency Financial Assistance is available to individuals who have dependent children in their homes and have household incomes at or below 200% of the federal poverty guidelines based on their family size. A copy of the application is also attached, and there is assistance for rent, utilities and if employed, car repairs. Mental Health • They have been seeing an increase in overdoses. • Offering a lot of virtual services trying to keep their clients engaged. • There is a grant available for detox services for those who cannot afford treatment. • The Ohio CareLine is a toll-free emotional support call service created by the Ohio Department of Mental Health and Addiction Services and administered in community settings. Behavioral health professionals staff the CareLine 24 hours a day, 7 days/week. They offer confidential support in times of personal or family crisis when individuals may be struggling to cope with challenges in their lives. Their number is 419-557-5177. • The MHRBEO Hotline is available 24/7 at 800-826-1306. Riverview • Riverview staff and residents have received their first round of COVID-19 vaccinations. Their second dose is scheduled for Saturday, January 16th. • All nursing homes and assisted living facilities are currently working with their pharmacies to schedule vaccinations for their facilities. • Ottawa County has the second oldest population in Ohio. • The State’s RED CMS risk level rating continues to climb. Staff is tested twice per week. There have been no residents who have tested positive. Rates of county positivity are posted here. (Archive is here) Senior Resources • Senior Centers in Ottawa County will remain closed due to continued increase in cases in our county, as well as strict requirements for testing that must be met. • Grab and Go meals will continue at the Senior Centers. If any seniors are interested, please contact the senior center closest to their home or contact Senior Resources. • Senior Resources continues to remain at capacity of 320 meals served daily. We continue to look for Contingency Meal Drivers. If interested contact Dianne Mortensen @ 419-898-6459 or complete a county application and send to Senior Resources. Salvation Army • Financial assistance is available to help with rent, utilities, etc. by calling 419-732-2769.
Schools • Weekly meetings with school superintendents and the Health Commissioner continue. Villages (Oak Harbor only report) • The state legislature has extended the virtual meeting rule until July 1, 2021 in House Bill404. • Oak Harbor continues to have buildings open by appointment. Utilities are available by drive up/walk up window, regular mail, online or auto-deduct options. Customers needing assistance are requested to contact us early so we can offer the most and best options available to them. We are continuing to restrict entrance into the homes of customers unless a serious emergency exist. • Municipal buildings continue to be closed to the general public and vendors without an appointment. Police officers can meet with customers in the foyer in the Church Street entrance. • Utility customers may remit utility bills via regular mail, drop box at the utility office, drive-thru window (8AM-430PM), automatic deduction or online pay options. If you would like to enroll in online options, please call our utility office at 419/898-3231. • Utility shut-offs for delinquency have continued however, customers are being offered a variety of options for utility payments. Please call the billing officer early if you need assistance. • In-home service calls by utility staff are restricted to emergency utility issues only. • For businesses that may be eligible for federal COVID-19 Relief Funds, contact Mayor Quinton Babcock for details and application. • Village Council meetings are streamed on Facebook Live the first and third Monday at 7:00 PM. • Contact the Village at 419/898-5561 for general questions, zoning assistance or to reach the fiscal office.
