WHITCHURCH WI The WI successfully held its last meeting by Zoom - we have the technology! Members will be advised of future arrangements. Margaret Palin President WINSLOW ROTARY On 10th October, Winslow Rotary Club held another of its Lend a Hand Days when Members help local people with tasks around the hoe which they are no longer able to do for themselves or perhaps no longer feel confident to tackle. We helped some 20 people this time, four of whom were in Whitchurch. We are planning over the coming weeks to prepare and distribute Christmas hampers to local older people and to participate in the Rotary Toy Box programme where we donate toy boxes for children living locally in refuges with a parent who is escaping an abusive relationship. In the new year we intend to work on Rotary’s Shoe Box programme through which local people and especially children fill standard shoe boxes with small gifts and toys to be sent to destitute children in Eastern Europe. Covid-19 has forced us to cancel our December Festival of Voices which normally takes place in Winslow Parish Church with a large Welsh Male Voice Choir and nationally recognised soloists. The loss of this event, our Classic Car rally and Winslow Show, has caused a funding gap. To help fill it, on Halloween we are running a “virtual” balloon race. Supporters have been buying and decorating balloons on-line. The launch point is Dracula’s Castle in Rumania and the winner will be the owner of the balloon which travels furthest over 7 days. We are also approaching a small number of local businesses which we hope will be have the resources and willingness to help fund our charitable efforts. Whitchurch Parish Council Clerk to the Council Miss Shirley Francis email: clerkwhitchurchaylesbury@gmail.com DRAFT MINUTES OF THE PARISH COUNCIL MEETING (VIRTUAL) ON MONDAY, 12 OCTOBER 2020. NB: The November print issue included the minutes for October 2019. Those below are correct. Present: Cllr A Bond (in the Chair), Cllr Mrs M Perry, Cllr P Alderman, Cllr Mark Parrott 1. Apologies for absence – Cllr Miss A Bond – noted and accepted. 2. Declaration of interest To declare and note any personal or prejudicial interests, and to declare and note any pecuniary or non-pecuniary interests. Cllr Ashley Bond declared an interest in Agenda item 8, Planning, as a member of the Buckinghamshire Council Planning Committee 3. Open Forum: (under adjournment) a) Bucks Council Cllr Peter Cooper sent his apologies due to a prior engagement. b) The Chairman reported that work on the Buckinghamshire Plan has commenced and that the AV Local Plan has not yet been approved. He advised that the Chesham and South Bucks Plan has been withdrawn. The White Paper on Planning is being finalised. c) The Council wishes to thank the members of the public who gave first aid assistance to a resident during an unfortunate event in the village. e) Updated information and contact details for the Neighbourhood Police have been posted on the village noticeboards and on the village website f) it was agreed that advice on the use of the defibrillator would be provided in the phone box, including the emergency contact number. It was also agreed that training in its use would be investigated by Paul Alderman. The question of more bins in the village was raised, and the Clerk reminded Councillors that she had asked for an inventory of bins in the village, which the Village Plan Group had agreed to provide once they’d undertaken an audit of village property. The then District Council had refused to increase the bins as it would mean amending their collection schedule and a possible increase in price. 4. To note the resignation of Cllr J Sampson The Chairman advised that Cllr Sampson and resigned. All Councillors present expressed their thanks for his work on the Parish Council and wished him well in the future. 5. Minutes of Meeting held on 14th September 2020 To agree as a correct record the Minutes of 14th September 2020. RESOLVED: That the draft minutes be duly received, accepted, and agreed as a true record. 6. To receive update on matters arising on the Minutes Item 8: Tree at Two Hoots, Oving Road – Bucks Highways have been advised 7. Finance The Clerk advised that the current cheque book was with the auditor so any information would be incomplete. She advised that there could possibly an underspend of approximately 17
£3k-£5k, but that it would go towards the play area improvement works. 8. Planning The matter of the Sandpit amended plans (20/03073/APP) was highlighted. The application for the three garages was withdrawn. The new application is for residential use of the barn. There will no new buildings on the site. 9. Highways/Footpaths Matters A tree had fallen down on the road to the Meadows and has since been removed 10. Recreation Ground a) New, more permanent, Covid19 signs have been ordered b) Members agreed the hire agreement for the recreation grounds in principle, subject to a few minor amendments d) Agreed to establish fee rates for grounds in the locality 11. Grass Cutting Contract Members were extremely happy with the contract 12. Correspondence a) email from the village Litter Pick Group advising that a litter pick had just been undertaken. b) Email from a member of the public asking for permission to undertake metal detecting in the village. Clerk said that she would advise him to write to private land owners/farmers direct. c) Buckinghamshire Council consultation on post 16 education transport. Whitchurch Neighbourhood Plan Group The Neighbourhood Planning Group has had a response from Bucks Council Neighbourhood Planning Officer which has seriously undermined our strategy with regard to setting the boundary for our NP. The consultation process required to authorise an extension of the NP boundary beyond the normal Parish Boundary will be 14 weeks, as opposed to an expected 6 weeks. the NP group has agreed that it is of more value to the Village to press ahead as quickly and simply as possible, using the existing normal Parish Boundary. RESOLVED: That the Council gives permission to the NP Group to progress the plan A revised letter of application will be sent to Buckinghamshire Council. The NP Group would also like to extend our sincere thanks to Cllr Sampson for all that he has done to progress the Neighbourhood Plan. As the PC liaison in the group, his energy, focus and attention to detail have been invaluable. Cllr Perry serves as both a PC member and a NP Group member. The Chairman of the NP Group proposed that Cllr Mrs Mel Perry replaces Jeremy Sampson in the formal role of NPG liaison. RESOLVED: that Cllr Mrs Mel Perry is to take on the role as NPG Liaison. 14. Whitchurch Neighbourhood Watch Reported crimes and incidents 15th September to 14th October I’ve received no reports of any crimes or anti-social behaviour in the village during this period. Covid-related scam alerts Trading Standards have warned that criminals are evolving their behaviour to rip off consumers as the coronavirus crisis develops. Some of these scams include: Criminals have sent fake government emails offering grants of up to £7,500. The emails contain links which steal personal and financial information from victims. Fraudsters have been sending scam emails which offer access to ‘Covid-19 relief funds’, encouraging victims to complete a form with their personal information. Criminals have been targeting people with official-looking emails offering a ‘council tax reduction’. These emails, which use government branding, contain links which lead to a fake government website which is used to access personal and financial information. Fraudsters are also preying on benefit recipients, offering to help apply for Universal Credit, while taking some of the payment as an advance for their ‘services’. Criminals claiming to be from the NHS Test and Trace service are sending phishing emails and links saying that the recipient has been in contact with someone diagnosed with Covid- 19. These lead to fake websites that are used to steal personal and financial information or infect devices with malware. Victims are being targeted by fake adverts for Covid-related products such as hand sanitiser and face masks which don’t exist. Criminals are sending fake emails and texts claiming to be from TV Licensing, telling people they are eligible for six months free TV licence. Victims are told there has been a problem with their direct debit and are asked to click on a link that takes them to a fake website used to steal personal and financial information. Claims of ‘miracle cures’ including fake treatments or quick-turnaround tests. Remember, remember the rule of six this Bonfire Night! With this year’s village bonfire night celebrations having been cancelled, the rule against social gatherings of more than six people means garden fireworks displays are set to be smaller. Please remember to keep pets indoors and be aware of local livestock if you are setting off your own fireworks. Be Safe, Be Seen The same child is in both photos. Advice about installing and using CCTV If you are considering installing (or already have) CCTV, the following link gives some practical advice and information about its use – particularly in relation to privacy laws. One thing to bear in mind is that if a video shows a crime taking place, it could be used as evidence, in which case it must be seen by an impartial jury. If the video has been widely shared, it could be claimed that the jury can’t be impartial, making it an unfair trial, which could be enough for the case to be thrown out of court.
