1 Goodbye 2019/20, hello 2020/21! As we welcome the start of a new financial year, here are some 2019/20 photo highlights from our staff and residents… Local resident Natalie snapped this beautiful sunrise over the Civic and Community Centre on her morning run. Annabelle was excited when COVID-19 restrictions eased and the library reopened. Anzac Day was a little different this year because of COVID-19. Mayor Elizabeth Fricker, Walkerville RSL President Norm Coleman OAM and Walkerville RSL Vice President Richard Trotman-Dickenson AM paid their respects at a low- key wreath laying at Memorial Gardens as the surrounding community stood on their Siblings Eve and Flynn were featured on 10 News First driveways to light up the dawn. 2 What do you think of our budget? Council is seeking your feedback on its Draft 2020/21 Annual Business Plan. Each year, Council is required to produce a budget as part of a business plan which describes how it will deliver its services and achieve its goals using available funds. The Draft 2020/21 Annual Business Plan is forecasting: • An average residential rate increase of 1.85% (including growth) • An average total rate increase of 1.51% (including growth) • Total income of $10,212,207 • Total expenditure of $10,196,985 • Total expenditure allocated to capital works (the renewal of existing infrastructure, along with new projects, within the Township) of $2,745,000 • A budgeted operating surplus of $15,224 The draft plan is available by: • Clicking here (or visiting www.walkerville.sa.gov.au) • Collecting a printed copy from the Civic and Community Centre: 66 Walkerville Terrace, Gilberton We invite community comment on the plan by: • Completing a copy of the feedback form inside the business plan • Emailing responses to: walkerville@walkerville.sa.gov.au with the subject line “2020/21 Budget” • Posting responses to: Chief Executive Officer, PO Box 55, Walkerville, SA 5081 All feedback must be submitted by 5pm on Friday, 24 July 2020.
3 COVID-19: stage 3 South Australia has transitioned to stage 3 of the State’s Roadmap for Easing COVID-19 Restrictions. The Commissioner of Police signed a new Direction on Sunday (28 June 2020) endorsing a greater reduction of restrictions in South Australia. As part of the changes – which came into effect on Monday (29 June 2020) – venues are now allowed one person for every 2sqm, instead of the previous maximum of one person for every 4sqm. In addition, patrons are able to stand up and have a drink at the bar, as long as 1.5m social distancing protocols are followed. All contact sports are also now allowed. If your business, sports club or community group does not have a COVIDSafe Plan, you must complete one as soon as possible. Trained Lifeline counsellors will receive calls and also provide a call back support service if you are in need of additional support caused by social isolation and long periods of quarantine. 4 Additional Library services back from Monday! With SA’s Stage 3 easing of restrictions, we are pleased to be able to return further library services from Monday 6 June 2020. Limited public PC’s will be available to book onsite for short periods, along with printing, copying and scanning facilities. The study desk will again be available for use with sanitiser supplied, social distancing in place and stays limited to a maximum of two hours. It is a requirement to use the provided sanitiser on entry and exit to the library to keep everyone safe. As restrictions further ease, we look forward to reinstating more of our valuable library services for the community. Take a look at what happens inside Council’s recycling processing facility after you leave your bin on the kerbside. The Northern Adelaide Waste Management Authority (NAWMA) has just released a new community video. The video outlines good practice for kerbside recycling and shows residents what happens to items after they are put into the kerbside recycling bin. 5 Keep an eye out for our new blue benches Council’s “smurf” chairs have been delivered and will soon be distributed around town. *Display only, not actual location. The 12 benches will be placed across several parks and reserves in the area for those walking around town. The idea is to create an even greater connection in our little community for those going for a stroll, grabbing a coffee, walking their dogs or for those who wish to just sit and enjoy the sunshine. Stay tuned for a map of all 12 locations once the benches have been installed later this month. Digital Walkerville Did you know that we are continuing to share our programs and events with you online? As our in-person events were cancelled because of COVID-19 and we are unsure when these services will be able to resume – we are continuing to support the people and businesses which had programs scheduled at the Council by turning these into virtual sessions. We believe this is an important way to keep offering these programs to our residents who were planning on attending. 6 School holiday craft videos Check out Walkerville Library Facebook page over the school holidays. We will be bringing you craft activities that you can do at home, including foil art, science activities, ‘make your own game’ and ‘make your own musical instrument’. If you participate in any of our activities or create some great craft, please be sure to tag us or send us a photo! Author talk with local Adelaide author Pip Williams Walkerville Library recorded an author talk with Pip Williams. Her latest book The Dictionary of Lost Words, which was published only two months ago, has been a best seller and a great read for many during isolation. The author talk video can be watched here. More information on the book can be found here. Sustainable Garden Tour Alan takes us around his sustainable and wildlife- friendly garden. The garden is full of fruit trees, vegetables and herb plots, as well as companion plants to attract insects and deter pests. He has worm farms and compost bins that create fertilizer in addition to insect and lizard hotels to ensure his garden is full of wildlife. 7 This week’s Walky Talk Did you know it is time to renew your pet’s registration? This week’s online Walky Talk episode shows you how easy it is to register your dog or cat online via the Dog and Cats Online (DACO) system. Make sure you check out the video and any past episodes you may have missed: https://www.walkerville.sa.gov.au/community/digital-walkerville Dog & Cat Registration -- - Renewal Notices 1 July 2020 – 31 August 2020 Dog registrations fees have increased slightly this year with the main fees being: • Non-standard dog: $75.00 • Standard dog: $37.50 • Concession: 50% rebate applies to standard or non-standard rate (for eligible concessions) Dog and Cat Owners will now start receiving their renewal notices by post, sms or email. It is important to check your emails to see if you have received your notice. Once you have received your renewal notice with your renewal code, you will be able to go online at www.dogsandcatsonline.com.au and renew your dog and cat’s registration at any time before 31 August 2020. You can also add any new cats or dogs at the same time.
8 Cat Owners who have registered their cat’s microchipping details into DACO will receive a Cat Owner Notice. Cat owners must maintain their details on www.dogsandcatsonline.com.au by simply checking all details are up to date and completing the free renewal. If you need assistance with registering your pet, please contact Council for assistance. How do you register a new owner for a dog or cat? How do you transfer a registered dog or cat to a new owner? The Dog and Cat Management Board have created a range of easy reference guides available for the public on how to complete a microchip record, how to transfer a dog and how to register a new dog or cat, just to name a few. These guides can be found on the dog and cat management board website or by contacting our Customer Experience Team for assistance on 8342 7100. Changes to Medindie parking controls Council’s contractors will undertake changes to parking controls in an effort to improve congestion within Briar Avenue on the week commencing 6 July 2020. Extent of works (refer to below maps for further clarification): • Unrestricted parking on the north side of Briar Avenue with blocks of permit parking for applicable Briar Avenue residents if requested. • “No Stopping” on the south side of Briar Avenue from 8 am to 4 pm on Monday to Friday except on Public Holidays. • Yellow line marking for “No Stopping” on the corner of Briar Avenue and Rasp Avenue. 11 Wesleyan Cemetery Improved Landscaping and Maintenance Program As part of the 2019/ 2020 ‘Wesleyan Cemetery Improved Landscaping and Maintenance Program’ Administration will be undertaking the following improvements within the Cemetery over the coming weeks: • The removal of a failing tree; • The replant of 14 new trees in various locations; • The installation of additional bench seating; • The installation of lawn areas; and • General garden bed renewal. Vale Park traffic disruptions The residential gas network servicing Harris Road and surrounding streets – including Ilford Street and Arundel Street –is currently being upgraded. The work is not being completed by the Town of Walkerville. Administration are working with the contractors to keep traffic disruptions to a minimum.
12 Capital Works Update Roundabout reconstruction at the intersection of Walkerville Terrace and Smith Street. The existing roundabout at the corner of Walkerville Terrace and Smith Street, Walkerville, has been reconstructed this week. There are minor works still occurring to finalise the associated landscaping and service cover alterations. Dutton Terrace roundabout upgrade. The existing roundabout on Dutton Terrace and Victoria Terrace has been upgraded to meet DDA compliance. The roundabout has been reopened. Shade sails over Walkerville Oval Playground. The shade sails will be erected late next week. Street sweeping helps keep the Township clean Additional autumn leaf collections have commenced within the township. The street sweeper will be focusing on streets where there is significant fallen organic leaf matter. Officers are inspecting streets and adding to the list as required, this list changes week to week subject to the amount of leaf litter present. This not only keeps our streets looking clean and tidy, it also helps protect our environment by removing leaf litter and debris before they enter the stormwater system. It also reduces the chance of flooding in the event of heavy rain and importantly clean streets ensuring our roads are safe for motorists, cyclists and pedestrians. Our sweeper has to stop to spread materials that have been placed into piles. While we appreciate the efforts of residents to pile leaf litter, our street sweepers cannot pick up these piles. Leaving the leaf litter spread in the gutter helps keep our sweepers moving. Our street sweeping programs are seasonally adjusted to effectively manage the level of risk in streets where issues are present generally relating to street tree litter.

While we make every effort to keep our streets clean year-round, you can help out by doing the following: • Avoid sweeping leaves or clippings onto the road; • Do not park caravans, trailers or boats on the road for extended periods. Residential Parking Permits Reminder: Renew your parking permits for 2020/ 2021 A renewal letter and application form were sent out at the beginning of May to residents who have residential parking permits that were due to expire this week (30 June 2020). Residents are required to reapply for their permits. Click here to print a copy of the renewal form. Council Meetings The next Ordinary Meeting of Council will be held at 7.00pm on Monday 20 July 2020. All Council and Committee meetings will be temporarily held online until further notice. The Council Chambers will not be open to the public during this time, however, meetings will be live streamed via YouTube.
