1. INTRODUCTION 1.1. PARTICIPATION PROCESS 2018/2019 IDP AND BUDGET CONSULTATIVE SESSIONS - NOVEMBER 2017 In October 2017 the Municipality embarked on a series of formal public participation meetings or cluster meetings. Nineteen meetings were held between October-November 2017. Information about the schedule of IDP Meetings in October and November 2017 was communicated both internally and externally. The meetings took place in the evenings, normally around 19:00 and were chaired by a Director within the Stellenbosch Municipality. The meeting would cover the IDP and Budget. Progress reports on the priorities identified for the 2017/2018 financial year was provided. Community members engaged with municipal officials around the priorities as well as other service delivery concerns within the ward(s). Minutes of all these meetings were noted and audio recordings serve to verify the content of the minutes. Ward councillors and ward committees were responsible for compiling these plans. 4

2.2. DESCRIPTION OF HOW WE WANT OUR WARD TO LOOK IN 10 YEAR’S TIME (OUR VISION) Innovative, safe, pedestrian and tourist friendly. 2.3. DESCRIPTION OF HOW WE WANT OUR WARD TO LOOK IN 5 YEAR’S TIME (OUR STRATEGIC GOAL) To develop and promote Ward 9 as a Safe destination to work, play, eat and live as well as a cultural, historical and wine tourist centre and to promote a pedestrian and cycle friendly CBD through inter alia the following objectives in the next five years. Construction of pathway on bank of Eerste River from Landbou Hall to Coetzenburg Bridge. Collaborating with the Annual Public Art Project to promote the installation of Public Art Work on a regular basis. Constructing a Walk and Cycle Route along the length of the Eerste River in WCO24 by June 2019. The development of pavements that are wheelchair friendly throughout WARD 9 by 2018. The effective use and maintenance of historical Municipal owned buildings by 2018. The development and renewal of Ward 9’s Infrastructure [sewerage, water reticulation and roads], as per the Engineering Schedule, but preferably by 2018. The construction of Green Pedestrian / Cycle Networks linking places of cultural interest, and the accompanied public cycle safes by June 2019. Convert crime hot spots into safe nodes by providing lighting and other appropriate developments. Developing and promoting a Pedestrian Friendly CBD by improving zebra crossing and other walkways. The continuous beautification of Ward 9 with landscaping. To Develop and support an integrated transport strategy to include NMT and to address the transport and parking challenges in the areas. Better policing of Signage, and assurance to Signage Compliance. Improved Municipal Law enforcement in terms of compliance to municipal bylaws. Developing marketing initiatives promoting the Stellenbosch CBD and the various assets. The utilisation of the Landbou hall for appropriate activities. The identification and creation of public garages via public private partnerships. Better policing/traffic management of traffic laws and regulations, especially at Merriman and Bird Street market. Urban Development: Partnership with the private sector to do supervision of maintenance work in the Ward. More prominent street name signs 10
