Section One: Introduction 1.1 Background The Government of Eswatini (GoE), through the Ministry of Tourism and Environmental Affairs (MTEA) received support from the Green Climate Fund (GCF) to build capacity for National Adaptation Planning (NAP) with the United Nations Environmental Programme (UNEP) as an implementing partner. The NAP readiness project will support the GoE to advance its NAP process by building on existing capacities and enhancing institutions already in place for adaptation planning through the following outcomes: 1. National mandate, strategy and steering mechanisms in place; 2. Climate change information and knowledge available for appraisal of adaptation options; 3. Resources mobilised to inform and facilitate medium- and long-term adaptation options; and 4. Planning units of relevant ministries monitor, review and communicate results of the NAP process. In this regard the MTEA is seeking a national full-time project finance officer staff to join the Project Management Unit (PMU). 3
Section Two: Scope of Work 2.1 Objective The purpose of this role is to provide timely, accurate financial information and ensure that project expenditures are in line with specific project document and adhere to all UN Environment procurement and financial management requirements. The terms of reference for this service shall include the following: Liaise with suppliers on issues of procurement of goods and services under this project; Establish a project-level budget monitoring and reporting system; Process payments, file and archive all relevant documents (vouchers, invoices); Develop budget status reports, monthly and quarterly financial progress reports; Ensure that adequate financial controls are in place to maintain propriety and proper accountability of expenditures; Ensure the financial transactions are properly authorized, recorded, have adequate supporting documentation, filled, maintained and can be easily extracted for the purpose of preparing financial statements; and financial audits; Monitor budgets and expenditures and contribute to preparation of budget revision; Prepare project financial reports, statement and submit to Project Manager for clearance as required; Check budget lines to ensure that all transactions are booked to the correct budget lines; Checks and ensures that all procurement process and expenditures of the project in accordance with the UNEP and government procedures. This includes ensuring receipts to be obtained for all payments. 4
Section Three: Minimum qualifications of the individual 3.1 Qualifications, Competencies and Experiences Recruitment Qualifications Education: A degree in Accounting and Finance, BComm, Business Studies, procurement or any other relevant programme Experience 3 years or more of relevant administrative or programme experience and desired is required at the national or international level. Skills: Experience with donor funded projects will be an added advantage; Demonstrated experience in procurement and preparation of financial reports and budget variance analysis; High integrity, strong result orientation, drive for excellence and takes initiative; Good communication skills; Be a team player and have client focus. Good interpersonal skills and result orientation; Work experience with MS Office applications is a must and knowledge of any accounting software package will be an added advantage. Systematic, well organized approach to work and demonstrated ability to apply good judgment in prioritizing assignments, effective time management and efficiency in meeting commitments, observing deadlines and achieving results. Experience working in a multi-cultural and/or international work environment. Experience in Government and in interdepartmental procedures. Language Fluency in both written and spoken English Requirements: 3.2 Criteria for Evaluation Candidate will be evaluated using the scoring below; Criteria Scores 1- Cover Letter – explaining the motivation for applying, how the experience 10 and skill-set of the candidate are suitable for this work. 2- Relevant educational qualifications of the candidate. 30 3- Relevant experience of the candidate (3 year or more) 30 5
4- Other requirements 30 TOTAL SCORE 100 The minimum score required to pass is 80%. Candidates scoring above this mark will be shortlisted and invited for interviews. 6
Section Four: Submission Checklist and Eligibility 4.1 Application Please submit your applications to the; Principal Secretary following the instructions below in pdf format applications should be emailed to climatechangeeswatini268@gmail.com or hand deliver the application at the Ministry of Tourism and Environmental Affairs, Mhlambanyati Road, Second Floor Income Tax Building, clearly marked “Project Finance Officer for NAP” consisting of the following; i. An Application Cover letter explaining how you are the ideal candidate for the vacancy ii. Curriculum Vitae (CV) including at least three references iii. Certified copies of relevant qualifications and certificates 4.2 Eligibility All Eswatini citizens qualified for the position are eligible and encouraged to apply. 4.3 Reporting The successful candidate will report to the Project Coordinator leading PMU at the Climate Change Unit Offices under the Meteorology Department. 4.4 Notification of Selection and Timeline It is expected that the successful candidate will be selected within two or three weeks of the closing submission date, although this timeline is subject to change. MTEA reserves the right to cancel this vacancy at any time. Applicants who have not received correspondence three weeks after the deadline for submission of applications can consider their application unsuccessful. 4.4.1 Schedule for events The following schedule of events represents MTEA’s best estimate of the schedule that shall be followed with regard to this procurement vacancy process. Unless otherwise specified, the time of day for the following events shall be between 8:00 a.m. and 4:30 p.m. MTEA hereby reserves the right, at its sole discretion, to adjust this tentative schedule as it deems necessary, including, without limitation, extending the deadline for submission of applications. Notification of any adjustment to the following schedule of events shall be provided to all applicants. Recommendation of Award to Principal February 20, 2021 Secretary: Finalization of the Professional Services February 22, 2021 Agreement(s): Start Date of work: March 1, 2021 4.4.2 Late Submission The applications must be sent to the address/addresses indicated above and received no later than the date and time indicated in the Data Sheet or any extension to this date. Any application received by the MTEA after the deadline for submission shall be not be considered. 4.4.3 Intention of notice to award Following the contract award decision, the procuring entity shall prepare a notice indicating the name of the best evaluated applicant, the value of the proposed contract and any evaluation scores. The notice will be; a) sent directly to all short-listed applicants by letter and, where appropriate, by fax or email; and, b) published on the Government’s public procurement website. The MTEA will allow a period of at least ten working days to elapse from the date of despatch and publication of the notice before a contract is awarded.
