Concluding remarks
Concluding remarks (I) • Activity completed within the timescale prescribed by ICAO. • Activity conducted in accordance with the guidance given by ICAO. • Significant undertaking for WMO and the subject matter experts involved – No extra-budgetary resources were used by WMO – No face-to-face meetings were held. All matters handled via teleconference and correspondence
Concluding remarks (II) • WMO was not requested by ICAO to ascertain the global and/or regional intentions of the prospective SWx information providers • WMO developed ‘acceptable means of compliance’ against each of the ICAO criteria • Audit procedures, reporting templates, working methodology and schedule were all developed from scratch
Concluding remarks (III) • Post-audit debriefings amongst the WMO audit team members were conducted – Share experiences, lessons learned, etc. • Differentiation between demonstrating capability at the time of the audit versus perceiving to have the capability at the time when the ICAO Annex 3 provisions will become applicable – Reflected in the compliance ratings and supporting commentary in each report

Next steps • ICAO Meteorology Panel (METP/3) held 26-27 April 2018, Montreal Done – Reviewed and endorsed the WMO audit report and the process used to plan, prepare, conduct and report on the site assessments and audits • ICAO Air Navigation Commission review of the METP/3 report in May/June 2018 and recommendation to ICAO Council • WMO IPT-SWeISS/2, 21-23 May 2018 – Review progress report on the activities of TT-AVI to IPT-SWeISS • ICAO Council designation of space weather information providers in September/October 2018 • Operational space weather service in November 2018

Proposed action
Proposed action De facto, TT-AVI has concluded its mandate with WMO final report to ICAO on the outcomes of the site assessments and audits (March 2018). TT-AVI leader attended METP/3, 26 and 27 April 2018 at ICAO Headquarter in Montreal (Canada), and no further effort is foreseeable. It could be considered anyway useful to keep alive the TT-AVI up to IPT-SWeISS-3 (2019), frozen but ready to go online in brief if needed by WMO Secretariat and with the approval of IPT-SWeISS Chair.
Proposed action It is proposed to silence any type of activity for TT-AVI, leaving its members returning participate actively to the others IPT-SWeISS Task Teams, with the exception of one member that will maintain the duty of TT-AVI rapporteur up to IPT-SWeISS-3 (2019). The rapporteur will maintain the supporting role to the WMO Aeronautical Meteorology Division if needed, as done during the audit phase.
Proposed action The TT-AVI rapporteur will follow the activation of ICAO SW information services and will send a report to the IPT-SWeISS-3 (2019) on the first months of SW services towards aviation. During IPT-SWeISS-3 (2019) meeting TT-AVI will be eventually resolved. IPT-SWeISS is invited to comment on the proposed action: to maintain TT-AVI alive up to IPT-SWeISS-3 (2019) leaving one of the TT-AVI members being rapporteur in the coming months.
