TVLL Local League Rules 2022 Temescal Valley Little League Amended 02/27/2022 League ID: 0405-28-15 The current Little League baseball official regulations and playing rules shall govern and control this league and said Little League baseball official regulations and playing rules are hereby adopted and made a part of these league rules as though they were set forth herein. Local League Rules - General 1. Local League Rules are governed by the Temescal Valley Little League Board of Directors (BOD) and may be changed or modified by the BOD by a majority vote. Second half of spring season a 2/3 vote must be used to pass any changes to rules or activities pertaining to TVLL. 2. To be considered a BOD member in good standing and be able to vote on league matters you must attend 60% of scheduled meetings. Failure to do so will make you ineligible to vote during All-Star manager selections. 3. Managers will carry a binder/list of all authorized (background checked) volunteers with pictures. Any unauthorized adults (no background check) found assisting, during practice or game, will cause the Manager of that team to be suspended for the next following game and all team activities (I.e. practice). A second offense allows the BOD to remove the Manager from his position for the remainder of the season. 4. All scheduled games must be played. Makeup games should be played during the half in which the game was originally scheduled to be played. All makeup games must be played whether relevant to the outcome of the division or not. Game must be made up on the next available date and failing to do so counts as a forfeit. Only rain-out and specified school events that are cleared through the BOD prior to reschedule and the TVLL coaching coordinator will be accepted. Local League Rules - Senior Division (15+) 1. Starting of the game: All games shall start with both teams lined up on the first and third base lines by reciting the Little League Pledge and the Pledge of Allegiance. 2. Time Limit: Games shall last 2 hours and 45 minutes, no new inning shall be started within 15 minutes of the SCHEDULED end of the game 3. Rules: Inter-league rules will apply to inter-league division based upon league/leagues where the game is to be played. 4. Winning the division: The team with the most wins will determine the winner of the half. If applicable, the winner of the first half will play winner of the second half to determine which team will participate in the Paul Wahl Tournament of Champions (TOC). a. All playoff games need to be played in the corresponding half. b. If there is a tie in the overall record in any half c. 2 way Tie Breakers – Head to Head – 1 game Playoff
d. If a three-way tie breaker exists in overall record Head to Head, Run Differential with TVLL Opponents only will be next, third coin flip Local League Rules – Junior Division (13/14) (TBD by District in Inter-League) 1. These inter-league rules are governed by the Board of Directors for the following Little Leagues and may be changed or modified by the BOD with a majority vote of all combined leagues. a. Temescal Valley Little League b. Wildomar Little League c. Canyon Lake Little League d. Lake Elsinore Little League e. Menifee Valley Little League f. Temecula Little League g. Murietta National Little League 2. These inter-league rules shall govern all Junior division games played between Temescal Valley Little League, Wildomar Little League, Canyon Lake Little League, Menifee Valley Little League, Temecula Little League, Murietta National Little League and Lake Elsinore Little League. 3. All games count towards team standings, even inter-league games. 4. All scheduled games should be played. Make up games should be scheduled with the priority given to the games that will affect division standings and player tournament eligibility regardless of the league. 5. Any disciplinary action of a manager will be the responsibility of that specific manager’s Board of Directors. 6. Home team will provide umpires and 3 baseballs. 7. Starting of the game: All games shall start with both teams lined up on the first and third base lines by reciting the Little League Pledge and the Pledge of Allegiance. 8. Time Limit: Games are scheduled 2 hours and 30 minutes. No new inning will be started after 2 hours and 15 minutes have elapsed. Any inning started shall be completed. The last game of the day will be played to completion – 7 innings or 9:45pm. 9. Rules: Inter-league rules will apply to inter-league division regardless of the field of play. Special ‘ground rules’ will apply per field (see section on ground rules). 10. Pitching: All games count for pitching eligibility. 11. Pitching Log and Line up Cards: Managers are required to keep a pitching log and complete schedule. The pitching log must be signed by the home scorekeeper. Line up cards must list pitchers that are NOT eligible to pitch. If a manager fails to present his pitching log prior to the
start of the game, the inter-league disciplinary committee will review the matter. A second offense will result in at least a one game suspension. 12. Winning the division: The team with the most wins will determine the winner of the half. If applicable, the winner of the first half will play winner of the second half to determine which team will participate in the Paul Wahl Tournament of Champions (TOC). a. All playoff games need to be played in the corresponding half. b. If there is a tie in the overall record in any half c. 2 way Tie Breakers – Head to Head – 1 game Playoff d. If a three-way tie breaker exists in overall record Head to Head, Run Differential with TVLL opponents only, then by coin-flip. Local League Rules – Major Division (11/12) and 50/70 Division (11/12; 13) 1. Starting of the game: All games shall start with both teams lined up on the first and third base lines by reciting the Little League Pledge and the Pledge of Allegiance. 2. Time Limit: No new inning shall be started after 2 hours have elapsed. Any inning started will be completed. If final game of the day it will be completed. 3. Pitching Log and Line up Cards: Managers are required to keep a pitching log and complete schedule. The pitching log must be signed by the home scorekeeper. Line up Cards must list pitchers that are NOT eligible to pitch. If a manager fails to present his pitching log prior to the start of the game, the league BOD will review the matter. A second offense will result in at least a one game suspension. 4. The Major Rosters: will consist of no less than 12 players and no more than 12 players. Replacement player: If a Major team’s roster falls below 12 players, for 5 or more scheduled games, the Player Agent will select a player from the AAA division to fill out the Major team’s roster. The Player Agent will consult with manager of said Major team for selection of the replacement player. If such AAA player does not move up to the Major division the said player will not be eligible to participate in All-Stars. If selected player refuses to advance, that player takes the roster spot of the AAA player that does advance; or a player on a waiting list will be called as a replacement player to the team in need. 5. Winning the division: All teams will participate in an end of season tournament where seeding will be determined by overall season standings. If there is an odd number of teams, the 1st place team will receive a bye for the first round. The remaining teams will play a single elimination tournament. The winning team of the tournament will participate in the Paul Wahl Tournament of Champions (TOC). ● 2 way Tie Breakers – Head to Head – 1 game Playoff ● If a three-way tie breaker exists in overall record Head to Head, Run Differential with TVLL Opponents only will be next, third coin flip Local League Rules – AAA Division (9/10/11) 1. Management: At this division 1 Manager, 3 Coaches and 1 Backup Coach per team. Backup Coach will be on the roster in case the Manager or a Coach will not be able to be at a game. Only 1 Manager and 2 Coaches total will be allowed on the field and/or dugout during a game.
2. Starting of the game: All games shall start with both teams lined up on the first and third base lines by reciting the Little League Pledge and the Pledge of Allegiance. 3. Time Limit: Games are scheduled for 2 hours and are played to the conclusion of the inning. No new inning shall be started after 1 hour and 45 minutes have elapsed. Any inning started shall be completed. This does not apply to playoff games. 4. Batting. Play until three (3) defensive outs have been made or 5 runs have been scored or once through the lineup. The final inning, as decided upon solely by the umpire, shall be declared prior to the first pitch of the top of the final inning and stated as an “open inning” (i.e. No 5 run limit). 5. The drop 3rd strike rule: District 28 is not implementing dropped 3 rd strike for tournament play and, as such, TVLL will not implement dropped 3 rd strike rules. 6. Pitching Log and Line up Cards: Managers are required to keep a pitching log and complete schedule. The pitching log must be signed by the home scorekeeper. Line up Cards must list pitchers that are NOT eligible to pitch. If a manager fails to present his pitching log prior to the start of the game, the Board of Directors will review the matter. A second offense will result in at least a one game suspension. 7. Pitch counts and limitations: All pitchers participating in AAA TVLL games will be limited to the 9-10 league age green book pitching limit of 75 pitches per day (as of 1/6/2020) with four (4) calendar days of rest or 65 pitches per day with three (3) calendar days of rest. In other words, any pitcher who is league age eleven (11) pitching in AAA division, must adhere to league age 9/10 pitching limitations. 8. Players: At the time of the draft a minimum of 11 players will be required to fill a team. If at any time a team loses a player(s) the Player Agent will consult with the Manager of said team to select a player from the AA division to fill out the AAA team’s roster to a required minimum of 11 players; or a player on a waiting list will be called as a replacement player. 9. Winning the division: All teams will participate in an end of season tournament where seeding will be determined by overall season standings. If there is an odd number of teams, the 1st place team will receive a bye for the first round. The remaining teams will play a single elimination tournament. Management: At this division 1 Manager, 3 Coaches and 1 Backup Coach per team. Backup Coach will be on the roster in case the Manager or a Coach will not be able to be at a game. Only 1 Manager and 2 Coaches total will be allowed on the field and/or dugout during a game. 2. Starting of the game: All games shall start with both teams lined up on the first and third base lines by reciting the Little League Pledge and the Pledge of Allegiance.
3. Time Limit: No new inning shall be started after 1 hour and 45 minutes have elapsed. Any inning started shall be completed. 4. Batting. Play until three (3) defensive outs have been made or 5 runs have been scored or once through the lineup. 5. Pitch counts and limitations: All pitchers participating in AA TVLL games will be limited to the 7-8 league age green book pitching limit of 50 pitches per day (as of 1/6/2020) with two (2) calendar days of rest. In other words, any pitcher who is league age nine (9) pitching in AA division, must adhere to league age 7/8 pitching limitations. A. First ½ of season assisted. First 4 games (games 1-4) of first half of season. Pitcher will be throwing from the front of the mound. Once the pitcher gets to 4 balls in count the coach steps in to finish the remaining strikes. The next 4 games (games 4-8) the pitcher will be throwing from the front of the mound with no coach assist. B. Second ½ of season Games (8-end of season) pitcher pitches with no coach assistance and from regulation distance. Normal pitching. 6. Bunting. a. Bunting is permitted. If “bunt” is shown by the batter, he must then either complete the bunt, swing normally, pull the bat back and/or “take” the pitch. 7. Stealing is permitted of 1st, 2nd, 3rd bases in the first half of the season. 8. Opening home plate to be determined by majority vote by AA Division managers half way through the season. 9. First half of the season: It is coaches’ discretion to play infielders and outfielders where they can be successful. The recommendation is to allow players to multiple positions if possible. 10. All games will include 6 infielders and a maximum of 3 outfielders. 10. Official game score will be kept for every game. It is the home team’s responsibility to keep score and the visiting team’s responsibility to pitch count. Scorebook will be kept to record players positions, pitching changes, pitch count, balls, strikes, runs and outs. 12. The AA Division is a player-only pitch division. There will be no coach pitches. 13. Only 1 extra base will be awarded on overthrows, up to third base, as designated by rule #7. 14. Ball hit to the outfield will be played until a designated infielder has secured possession of the ball. At the point of possession, the batter and all runners may advance to the next base at their own risk. Example: If the runner is between first and second when the shortstop possesses the ball, that runner may advance to second base or return to first base. 15. Pitch counts MUST be tracked and will be strictly enforced by the Umpire on Duty and the TVLL UIC.
16. If agreed upon by the TVLL Board of Directors there will be a Post Season Tournament at TVLL, similar to an All-star format, for the AA division as a result of District 28 not having a 7/8 All-Star division. Specific tournament rules will apply to this tournament. 17. Playoffs: The AA division will adhere to the playoff structure as defined in the Post Season Playoffs and Seeding section of this document with the winner of the playoffs representing TVLL at the TOC a. Tiebreakers: v. All playoff games need to be played in the corresponding half. vi. If there is a tie in the overall record in any half vii. 2 way Tie Breakers – Head to Head – 1 game Playoff (If necessary) viii. If a three-way tie breaker exists in overall record Head to Head, run differential with TVLL Opponents only will be next, third coin flip. Local League Rules – Single A Division 1. Management: 1 Manager and unlimited Coaches per team. 2. Starting of the game: All games shall start with both teams lined up on the first and third base lines by reciting the Little League Pledge and the Pledge of Allegiance. 3. Game time limit. Games shall last 1-1/2 hours. No new inning shall be started within 15 minutes of the SCHEDULED end of the game. DROP DEAD Time will be at scheduled game time. 4. Defensive Positions. There is no limit to the number of defensive players on the field each inning. All players play defense each inning. Only 7 players will be allowed to play defense in the infield if a catcher is utilized. 5. Batting. Play until three (3) defensive outs have been made or once through the lineup, whichever happens first. 6. Bunting. No bunting. 7. Base Stealing. No base stealing. 8. Base running: Base runners are limited to advancing one (1) base on a hit within the infield and are limited to advancing two (2) bases on a hit to the outfield. Advancement is at the runner’s peril. 9. Overthrows. No base runner advancement on an overthrow. 10. Positions. Players are to rotate positions every two (2) innings, so that each player has equal playing time at all positions. Players can not play more than 2 innings per game at the same position. 11. Scoring. No official score is kept. No score book is required. 12. Pitching. Coach pitching only, no kid pitch. A manager or coach will pitch to his own team. a. Coach may pitch up to eight (8) pitches maximum. b. If the 6th pitch is fouled, the coach may pitch another ball – pitch 7 c. If the 6th pitch is not fouled, the batters’ ‘at bat’ is complete d. If the 7th pitch is fouled, the coach may pitch another ball – pitch 8. e. If the 7th pitch is not fouled, the batters’ ‘at bat’ is complete. f. If the 8th pitch is not put into play, the players’ ‘at bat’ is complete. g. Batter is NOT out on third strike, batter could potentially have 6 strikes. h. A batter hit by a pitch is not awarded a walk. i. Strikeout does not count as a defensive out. Local League Rules – T-Ball Division 1. Management: 1 Manager and unlimited Coaches per team.
2. Starting of the game: All games shall start with both teams lined up on the first and third base lines by reciting the Little League Pledge and the Pledge of Allegiance. 3. Game time limit. Games shall last 1 hour. No new inning shall be started within 15 minutes of the SCHEDULED end of the game. DROP DEAD Time will be at scheduled game time. 4. Defensive Positions. There is no limit to the number of defensive players on the field each inning. All players play defense each inning. 5. Pitching. a. First half of the season. Players will hit off of a Tee. No Coach pitch option. b. Second half of the season. Coaches will pitch up to five (5) pitches to the batter. If the ball is not put into play after five (5) pitches, the batter must revert to using the Tee 6. Batting. All players bat each inning, the last batter should be ‘announced’ and that batter shall run the bases. Rotate batting order every inning. 7. Base Running. All hits will be considered singles. 8. Overthrows. No base runner advancement on an overthrow. 9. Positions. Players are to rotate positions every inning so that each player has equal playing time at all positions. 10. Scoring. No score is kept. No score book is required. Local League Rules – Managers 1. Managers/Coaches Meetings a. A managers meeting shall be held throughout the regular season as determined by the President and/or Vice President. b. Attendance by the manager or coach is mandatory. Failure to attend the mandatory meetings could result in a one game suspension of the manager; failure to attend two mandatory meetings could result in a two game suspension of the manager. Upon the third failure to attend a mandatory meeting, the manager will be relieved of his managing duty and will not be allowed to manage for the remainder of the season. c. The Vice President, Player Agent and UIC of the respective division shall attend the meeting. d. Mandatory Rules Clinic for all Managers in the AA and above divisions. Mandatory Skills Clinic for all Managers in every division. The Western Region/District Rules Clinic could be held on 2 nights, both nights are required. 2. Absent Players. If a player misses three (3) events (practice, games, etc), the manager will notify the Player Agent. The player agent will determine if a replacement is required. 3. Player Trades: All competitive and non-competitive player trades must be completed at their respective drafts. Once a manager leaves the draft, trades cannot be made. 4. Snack bar Duty: Each team will be responsible for covering six (6) hours of snack bar duty throughout the season. Teams with the first game of the day will have snack bar setup duty and teams with the last game of the day will have snack bar tear down duty. 5. Field Maintenance: Managers, both Home & Away, are required to set up the field for the upcoming game. 6. All managers from the AA division through Juniors may be expected to umpire 2 games for free during the season (Not at the same level you manage).
Local League Rules – Scorekeeper 1. Every team must have a score keeper representative at the scorekeepers clinic held by district and if a representative does not attend that team will not be eligible under any circumstances to Play in the Paul Wahl TOC tournament 2. Home team is required to provide the scorekeeper and pitch count. • The visitor team may provide the pitch counter with the agreement of the Home team. 3. The official scorekeeper will be responsible for maintaining the pitch count during the game. 4. The official scorekeeper must attach the roster card for each team to the page of the scorebook. The roster card and pitch count log must indicate each player that pitched and how many pitches were made by that player. 5. The official scorekeeper is responsible for getting the manager’s signature in the pitch count log immediately following the game. Local League Rules – All-Star Selection 1. Approximately one month prior to the end of the season, the league will hold All-Star registration; any player who is eligible and can commit to playing in the All-Star Tournament must sign up to be eligible to play in All-Stars. 2. All-Star applications must be turned in by the deadline. 3. The Board of Directors will determine what tournament teams will be representing the league. Final determination of teams represented will be at the sole discretion of the current Board of Directors. 4. The All-Star Manager position for each team will be determined by the Board of Directors. 5. All-Star player selection process: a. All eligible players will register for, and participate in, a mandatory tryout, if determined necessary by the TVLL Board of Directors. In most circumstances, a tryout will only be held when there are more interested players than available positions on a specific All-Star team. (E.g. If only 10 players register for All-Stars then no tryouts will be held because all players will be needed for a team). b. According to District 28 rules and regulations, a player must have played in at least 60% of regular season games to be eligible for an All-Star selection. Local League Rules – Fields 1. Practice. No team shall hold practice at a time announced by the league as a major function or game. 2. Chain Link Fence. No soft-toss or hitting off a tee into a chain link fence. 3. Trash. All trash must be picked up when leaving the fields, practice area, and dugouts. 4. No sunflower seeds, candy or gum are permitted by players, fans, or coaches at any time. 5. Field set up. It is the responsibility of both teams to prepare the field for play. 6. No coaches are to play catch on the field with players in the bull pen, on the field of play (behind the Plate) (Safety Rule) ADDENDUM- (2018) Local League Rules – Post Season Playoffs and Seeding Where indicated in each division’s league rules, the division will use a post-season playoff to determined representation of TVLL at the Paul Wahl Tournament of Champions (TOC). The format and seeding will be determined based on the number of teams within the division.
It must be made clear in the league rules which divisions will participate in post-season tournaments. Seeding: 2-team divisions: The team with the highest season winning percentage will be awarded home field for the final game. The winner of the finals will be awarded the season championship and the right to represent TVLL in the Paul Wahl Tournament of Champions (TOC). 3-team divisions: The team with the highest overall season record (winning percentage) will be awarded the #1 seed with the remaining teams seeded based on their respective season winning percentage. Seeds #2 and #3 will play in a one-game semi-final game with the winner advancing to the finals. The winner of the finals will be awarded the season championship and the right to represent TVLL in the Paul Wahl Tournament of Champions (TOC). 4-team divisions: The season will be broken into halves and the winner of each half will be awarded the top two (2) seeds for the tournament. The team with the higher overall season record based on winning percentage will be awarded the #1 seed. If the same team wins both halves, the #2 seed will be determined based on overall season win percentage. If there are ties in records, please refer to the Tie Breaker section. The #3 and #4 seeds will be based on overall season winning percentage record. The bracket will have #1 play #4 and #2 play #3 on the same day defined as the tournament semi-finals. The winners will advance to the finals with the highest seed awarded home field to be scheduled on the Championship Day (Closing Day) of the league. The winner of the finals will be awarded the season championship and the right to represent TVLL in the Paul Wahl Tournament of Champions (TOC). 5-team divisions: The season will be broken into halves and the winner of each half will be awarded the top two (2) seeds for the tournament. The team with the higher overall season record based on winning percentage will be awarded the #1 seed. If the same team wins both halves, the #2 seed will be determined based on overall season win percentage. If there are ties in records, please refer to the Tie Breaker section. Seeds #3 through #5 will be based on overall season winning percentage record. Seeds #4 and #5 will play in the quarter-finals as a 'play-in game' with the winner advancing to the quarter-finals to play the #1 seed. Both quarterfinal games (1v4/5 and 2v3) will be played on the same day with the winner advancing to the finals to be scheduled on the Championship Day (Closing Day) of the league. The winner of the finals will be awarded the season championship and the right to represent TVLL in the Paul Wahl Tournament of Champions (TOC). 6-team divisions: The season will be broken into halves and the winner of each half will be awarded the top two (2) seeds for the tournament. If the same team wins both halves, the #2 seed will be determined based on overall season win percentage. If there are ties in records, please refer to the Tie Breaker section.
Seeds #3 through #6 will be based on overall season winning percentage record. The top two (2) seeds will receive a bye during the quarter-finals. The remaining seeds will be paired #3 v #6 and #4 v #5 with the higher seed awarded home field. The quarter-finals games will be played on the same day. The winners of the quarter-finals will advance to the semi-finals where the lowest remaining seed will play #1 and the highest remaining seed will play #2 with #1 and #2 having home field designation. The semi-final games will be played on the same day with the winner advancing to the finals to be scheduled on the Championship Day (Closing Day) of the league. The winner of the finals will be awarded the season championship and the right to represent TVLL in the Paul Wahl Tournament of Champions (TOC). Tie Breaker Rules (current rules) a. All playoff games need to be played in the corresponding half. b. If there is a tie in the overall record in any half c. 2 way Tie Breakers – Head to Head – 1 game Playoff (If necessary) d. If a three-way tie breaker exists in overall record Head to Head, Run Differential with TVLL opponents only will be next, third coin flip. Eligible Divisions The following divisions are eligible for the post-season tournament to represent TVLL in the Paul Wahl TOC: AA AAA Majors Juniors It must be clearly stated within the League Rules which division will use a playoff format to determine TOC representation. If not specified within the rules, an outright season winner will be determined to represent TVLL based on season record. The TVLL BOD will review annually which divisions will participate in a post-season tournament prior to the season start.
