INTRODUCTION The Junior Rugby Sevens Tournament was established by Hora Hora Junior Rugby Club in 2015 to introduce age-group players in the Whangarei area to developmental coaching and Sevens rugby, in an effort to assist in the identification and development of potential Sub-Union and also Provincial Representative Rugby players for the future. This tournament will now be run by the Whangarei Junior Rugby Management Board. The 2018 Whangarei Junior Rugby Sevens Tournament will be an important step in this process of developing Junior Rugby Players and therefore it is an expectation that all players, coaches, management, parents and Provincial Union staff adhere to the Tournament Handbook and participate with this philosophy in mind. WHANGAREI JUNIOR RUGBY SEVENS TOURNAMENT RULES All games will be governed by the 2017 IRB “Laws of the Game” rule book, IRB Seven-a-side rule variations, the application of NZRU under 13 Variations and NZRU Domestic Safety Law Variations, except where specifically stated below. ELIGIBILITY 1. Players must be registered to Northland Rugby Union. 2. Players must be in the correct age-group for the grade they are playing in as dictated by eligibility rules of the grade. 3. All Players must be under the age of the grade at January 1st in the year of the tournament. 4. Each player must be registered on Sporty.co.nz. WEIGHT RESTRICTION 1. All grades are Open Weight. REGISTRATION 1. All players must be registered on Sporty.co.nz. 2. Players must fill in the 2018 Junior Rugby Registration form on Sporty.co.nz. ENTRY FEE 1. Entry Fee: $120 per team. 2. Entry cut-off date: 24 February 2018. 3. Early Bird entry fee: $100 per team. 4. Early Bird entry cut-off date: 16 December 2017. 5. No entries will be accepted after 24 February 2018. SQUAD NUMBERS 1. Teams are allowed a maximum of 12 players in their squad for the duration of the tournament, of which all 12 players may be used for each game. 2. The Team Coach/Manager must carry their Team Sheet at all times. A copy must be submitted to the tournament director 1 week prior to the first game of the tournament. 3. Given the developmental philosophy of the tournament, the expectation is that all 12 players will be used at some stage during the tournament. PLAYING TIME: DEPENDANT ON NUMBER OF TEAMS ENTERED 1. The period of Round Robin play shall be no longer than 7 minutes in each half with 1 minute for half time. No extra time will be played in the Round Robin rounds in the event of a draw.
2. The period of play for the Final shall be no longer than 10 minutes each half with 2 minutes for half time. Where there is a draw at full time during Semi Finals and Finals play then there will be an extra 5 minutes of play per half with a straight swap-over and restart. Golden Point rule applies. The first team to score will win. 3. Games will start on-time as scheduled. BOYS GRADE: FORMAT 1. 5 Grades: U11 – U13 – U14 – U16 – U18 2. Each grade shall have a maximum of 8 teams which shall be split into 2 Pools of 4 Teams. 3. Pool Play = Round Robin. (Based on Pools of 4) Each team will play all the other teams in their pool. GIRLS GRADE: FORMAT 1. 3 Grades: U11 – U13 – U15 2. Each grade shall have a maximum of 8 teams which shall be split into 2 Pools of 4 Teams. 3. Pool Play = Round Robin. (Based on Pools of 4) Each team will play all the other teams in their pool. POINTS ALLOCATION: POOL PLAY 1. Win = 4 points. 2. Draw = 2 points per team. 3. Loss = 0 points. **BONUS POINTS** 1. Loss within 7 = 1 point. 2. Four or more tries = 1 point. TIED TEAMS FORMULA If on completion of the Round Robin matches two or more teams have the same aggregate number of points awarded, their final ranking will be determined in accordance with the following formula in order of sequence: 1. The winner of the match already played between the two teams shall be declared the winner. 2. If the two teams concerned had drawn the match indicated, the team with the lowest number of red and yellow cards in all games shall be declared the winner 3. If this is equal, the team which had scored the most tries in the all games shall be declared the highest ranked. 4. If this is equal, the team which has the highest amount of bonus points shall be declared the highest ranked.
5. Where there is still a tie, the highest ranked shall be declared by the toss of a coin. SUBSTITUTIONS Rolling substitutions. Substitutions can only be made through the Referee and is only permitted during stoppages of play. INJURED PLAYERS 1. Care must be taken in the event of an injury. If the Referee deems a player to be injured or concussed that he/she cannot continue to play then that player must be substituted. Blue card rule applies. 2. For serious injuries, please see Serious Injuries Protocol. REFEREES Referees will be appointed by the NRU. DRESS CODE Teams to play in jerseys, socks and shorts – provided by their School or Club. BEHAVIOUR STANDARDS Teams are reminded that, at any time during the tournament, they are ambassadors for both the sport of Rugby and their Provincial Union. Any inappropriate behaviour, verbal or physical harassment, on or off the field, during the tournament will not be tolerated. What we expect: 1. Help create a positive atmosphere for players, officials, management and other spectators by showing respect at all times for players, officials, management and other spectators. 2. Abide by your Club Team Code of Behaviour and refrain from using bad language, harassing or ridiculing others or behaving in a threatening or violent manner. 3. All reserves and Management Staff shall remain in the designated areas on the side line for the duration of games. This excludes half time breaks. 4. Report any inappropriate behaviour to the Tournament Director, WJRMB Staff or someone in a position of authority. 5. Alcohol and drugs are not permitted and will not be tolerated at the venue at any stage during the Tournament. Any spectator suspected of being intoxicated or under the influence of drugs will be asked to leave the grounds and Police notified. Any player, official, management or others found to have been behaving inappropriately may face disciplinary
action. The Tournament Director has the sole right to remove any person from any game or ground associated with the WJRMB Junior Rugby Sevens Tournament. AFTER TOURNAMENT PROCEDURE Following the final game there will be an official after-match presentation of trophies and prizes for the winning teams. MATCH RESULTS Referees to take results to the Scoring Officer following the game. Results are to include Tries scored, Conversions, Penalty Goals, Yellow Card, and Red Card. The Scoring Officer will collate results / points tables each round. DISPUTES If there are any disputes, issues or disagreements between any parties then these must be brought to the attention of the Tournament Director. Any and all disputes, issues or disagreements will be reviewed by the Tournament Director who will adjudicate on the matter. After careful consideration, including discussions and/ or the need for additional information if required from either or all parties, the ruling from the Tournament Director will be final. CARDED PROCEDURES 1. If a player is Red Carded/ordered off then the Team Coach/Manager must inform the Tournament Admnistrator with the player’s details after the game in which the Red Card is received. 2. The Referee must fill out the Red/Yellow Card form, completing all sections, and give it to the Tournament Administrator straight after the game. 3. Any player receiving a Yellow Card will spend 2 minutes in the sin bin. The Yellow Card timer will not start UNTIL the offending player has sat down in the sin bin chair. The offending player may join the game once he has finished the suspension and only during a break in play. The sin bin official will notify the referee that the offending player has finished suspension and eligible to play in the game. Note: A Red Card player is sent off for the remainder of the game and suspended from the playing for two games. This player will miss the games following the current game he/she received the Red Card. If a player accumulates 2 Red Cards anytime during the Tournament they will be suspended from playing for the rest of the Tournament. 4. Blue Card concussion procedures: Concussion Process On-Field: The issuing of a blue card triggers formal Off-field follow up processes/procedures Blue card removes any doubt as to whether player removed for concussion.
There can be no opportunity for the player to return to the field once a Blue Card is issued. Note: Card does not signify conducting of PSCA (this does not apply in Community Rugby) The card that the referee will issue will be similar in concept to the yellow/red card that currently is in use. When a player is suspected of concussion the referee will show the card (as they currently do for yellow/red cards) at the next stoppage. The player is asked to leave the field. Below is a copy of the card, note the concussion indicators and questions that will be available to use. Copy of Referee card: Front Indicator Evidence Symptoms Headache, dizziness, “feeling in fog” Physical signs Loss of consciousness, vacant expression, vomiting, inappropriate behaviour, unsteady, slow reactions Behavioural Inappropriate emotions, irritability, nervous or changes anxious Cognitive Slow reactions, confusion/disorientation, poor impairment attention, loss of memory before and after concussion Back: Clarification questions Which ground are we at today? Which half is it now? Which team are you playing today? Which team scored the last try today? Off-Field Follow Up Processes/Procedures – Referee and Team Coach 1. Issuing of Card (by Referee) initiates: a. Identification of concussed player on WJRMB Junior Rugby Sevens team sheet. b. Completion and submission to the NRU of a Serious Injury Report by: Match Referee Team Coach c. NRU Operations manager will draft a letter to Club/player confirming that the player has been stood down from playing rugby because of concussion. This letter will outline the procedure to return to play.
d. NRU Operations manager has a Concussion database of players that are involved for statistics purposes. Off-Field Follow Up Processes/Procedures – Player 1. Issuing of Card (by Referee) a. This initiates implementation of World Rugby Concussion Guidelines requiring the player to complete each stage of the World Rugby GRTP (Graduated Return To Play) Protocols. (NZ Rugby DSLV Law 10.1.2) Recommended that suspected concussed player seek medical attention within 24 hrs. Player must obtain medical clearance to resume contact training. Player must produce a medical certificate to NRU to resume playing, this must be received by the NRU office 24 hours before scheduled return to play. b. There are no grounds for a team to challenge the issuing of a Card (except misidentification of player) FIRST AID First aid is the responsibility of individual teams however there will be basic first aid at the Main Tent. SERIOUS INJURY PROTOCOLS AT THE GROUND Call 111 and arrange for an ambulance to transport the injured player to hospital. Ensure that there is emergency access available to the ground at all times. The amount of force required to knock someone unconscious is similar to that required to cause a spinal injury. If the player is unconscious do not move them before the ambulance/Doctor has arrived UNLESS the player has stopped breathing. If the player has stopped breathing follow the principles of ABC (Airways/Breathing/Circulation) and administer CPR.
