Fraser Coast League Rules 2021 NAME: This competition shall be known as the ‘Fraser Coast League’ and shall be played between Hervey Bay and Maryborough Division 1 Men’s and Women’s teams. For 2021 it has been agreed that the competition will: • commence on week of 13th March 2021 • be played for the full season • Semi-finals will be played on 28th August 2021 in Maryborough • Finals will be played on 4th September in Hervey Bay COVID UPDATE: Covid Safe Plan – Stage 3 Restrictions 13th March 2021 Both MDHA and HBHA have implemented Covid Plan Return to Play under Stage 3 Restrictions. All members are required to abide by these plans and other initiatives as directed by Queensland Government, Queensland Health, HA and HQ. ADMINISTRATION: The league shall be administered by Hervey Bay Hockey Association in 2021. The association charged with administration of the league (excluding disputes – see Rule 7) is responsible for: ❖ requesting each association to provide 2 member and 1 proxy for both the Fraser Coast League Judiciary and Appeals Committees on the prescribed Nomination Form (Appendix B) by 30 March 2021 ❖ Collating and distributing a list of: • Teams and contacts to each participating team • Judiciary and Appeal Committees members to each association ❖ Setting and distributing the draw as per formula (Appendix D) by end of March 2021. ❖ Collaborating with The Maryborough & District Hockey Association to ensure results are verified prior to finals ❖ Calling a post Fraser Coast League meeting to be held no later than 30 September. 1. Conditions 1.1 Teams competing in the Fraser Coast League must be affiliated with their local associations and players registered with that club, HQ and HA 1.1 Centres will pay playing fees to their own associations, regardless of home or away 1.2 After commencement of the League these rules cannot be altered/changed 1.3 Local Fraser Coast League Rules: • Shin pads are compulsory for all field players 1.4 All other FIH Rules of Hockey shall apply 1.5 Central timing will be used and matches will be played in Quarters of 15 minutes, as per HQ directive, with no time outs for injuries and PC’s. 2 Insurance Insurance cover is automatic once a player registers with HQ and HA. 3 Uniforms Club uniforms must be registered with team nominations (with photo if necessary). 3.1 Should two teams’ uniforms require a change of strip, due to similarities, the HOME TEAM shall be permitted to wear their strip. 3.2 Should teams purchase new strips they are to be numbered Fraser Coast League Rules 2021 -2- 13 March 2021
Fraser Coast League Rules 2021 4 Dual Registration No Dual Registered player shall play in the Fraser Coast League competition until their dual registration has been verified by the respective hockey association/club. Should a player be dual registered with two associations within the Fraser Coast League centres, that player is to nominate the team for which he/she is to play prior to the commencement of the competition, and not play for another team in the League. 5 Technical Benches/Records 5.1 The host association is responsible for providing: 5.1.1 Tech Sheets for all matches 5.1.2 Tech Bench personnel, if a visiting team is unable to provide personnel. 5.1.3 completed Tech Sheets to the other association, either by fax or email (scanned copy) for result purposes, no later than 12 noon the following day 5.1.4 Centre that is the administrative association is to supply a centralized records clerk for all Fraser Coast League fixtures results and also be responsible for the Fraser Coast League points table. Note: Each association is to provide their respective Judiciary Committee member/s with details of all misconduct cards issued each week 5.2 Tech Bench personnel shall be responsible for: 5.2.1 ensuring Tech Sheet (including players’ shirt numbers) is completed correctly (teams shall be allowed a maximum of 16 players per match) 5.2.2 recording on the Tech Sheet, goals scored, scorers and game result 5.2.3 recording all misconduct cards issued (red/yellow/green), along with reason 5.2.4 ensuring that the Tech Sheet is signed by captains and umpires 6 Premature Termination of Match In the event of a match that is in progress having to be terminated due to adverse weather conditions, the decision regarding continuation of the match will be made by the umpires, tech bench and team captains/coaches. If no decision can be agreed upon, the final decision will be made by a member of the home association’s executive. The match can be postponed up to a maximum of 15 minutes due to the adverse conditions. If it is not possible to continue the match after waiting the 15 minutes the following will occur: 6.1 If the match has less than 15 minutes remaining, it shall be deemed concluded and the score at the time of termination will be the final result. 6.2 If the match has more than 15 minutes remaining, the balance of the match is required to be played. Washed out matches will be scheduled for the next available Sunday at the original venue, unless teams mutually agree to a draw. 7 Disputes The Fraser Coast League Judiciary Committee, shall deal with any disputes and matters of misconduct that may arise during the course of the Fraser Coast League as per List of Duties and Scale of Penalties (Appendix C) 8 Appeals The Fraser Coast League Appeals Committee, shall deal with any appeals against decisions made by the Judiciary Committee per List of Duties and Scale of Penalties. (Appendix C) 8.1 Players may submit an appeal in writing, within 48 hours of the Judiciary finding, to the Administrative Association for the season, along with a $50 fee. 8.2 Appeals will be heard where possible prior to the player’s next scheduled match. 8.3 Fee will be retained if appeal is dismissed and refunded if appeal is upheld 9 Umpires 9.1 Fraser Coast League matches: When teams are playing ‘away’ games, the Host Centre will be responsible for supplying umpires where possible 9.2 Grand Finals: Endeavors will be made to acquire the services of suitably qualified ‘outside’ umpires. However, should this not be possible the following will occur: 9.2.1 each centre playing shall provide a suitably qualified umpire in the first instance, 9.2.2 or the centre hosting the final shall provide the umpires where possible 9.3 Failure to umpire: If umpires do not fulfill their duties, this will result in the loss of three (3) League points to his/her team, as well as a $100 fine to the club. Fraser Coast League Rules 2021 10 Forfeits Forfeits will be registered as a 3-nil win to the team not forfeiting. At least 24 hours notice should be given in writing, or by phone to the opposing team contact person and the Host Centre. Regardless of notice given: 10.1 The Host Centre shall charge the forfeiting team a $100 fine (single ground fees will still be payable to the home centre). 10.2 The forfeiting team is liable for monetary loss incurred by opponent due to the forfeit. 11 Points 11.1 Win – three (3) points 11.2 Draw – one (1) point to each team 11.3 Loss – zero (0) points 11.4 All teams will contest the Finals Series. In the event of teams being level on points at the conclusion of the Round Robin, the following will occur: 11.4.1 Goal difference will decide the higher team. If level then: 11.4.2 Most goals for 11.4.3 If still level count back on team’s success in Round Robin games (against each other) to decide the winner 11.4.4 If still level – toss of a coin 12 Semi-Finals and Finals 12.1 Eligibility for finals: Players must play in at least four (5) Round matches 12.2 Dates/Venues: All Semi Finals 28th August 2021 in Maryborough. All Finals will in Hervey Bay 4th September 2021. 12.3 Semi-Finals: 12.3.1 Match 1 – Team 1 v Team 4 – both men and women 12.3.2 Match 2 – Team 2 v Team 3 – both men and women 12.3.3 Match 3 – Team 5 v Team 6 – women where applicable 12.4 Grand Finals: 12.4.1 Winner Match 1 v Winner Match 2 – both men and women 12.4.2 Loser Match 1 v Loser Match 2 – both men and women 13 Draws in Semi-Finals and Finals In the event of a draw at the conclusion of normal time, Extra Time will apply as follows: 13.1 There shall be a break of three (3) minutes 13.2 Full teams will then return to the field and play an extra ten (10) minutes each way (no break), ‘Golden Goal’. The match is concluded when a goal is scored. 13.3 In the event of a draw at the end of extra time the following will apply: 13.3.1 Semi Finals – the higher graded team advances to the final 13.3.2 Finals – Penalty Shootout (APPENDIX E) Fraser Coast League Rules 2021 -4- 13 March 2021

Appendix C: Scale of Penalties Duties of Judiciary/Appeals Committees Scale of Penalties Umpire Warning Cards: • Red Card: Immediate 1 Week Suspension Incident to be reported to Judiciary, who may impose a further suspension as per the Scale of Penalties below • Yellow Card: On field suspension (minimum of 5 minutes) Yellow cards shall accumulate – after 2 Yellow Cards, player will be suspended for the next Fraser Coast League match. Note: Accumulated Yellow Cards will be cleared for the purposes of this competition, if player has no additional Yellow Cards issued for 3 weeks/matches • Green Card: On field suspension as per FIH rules (no accumulation) The following Scale of Penalties is to be used when dealing with matters of misconduct and the like resulting from a player receiving a Red Card or any matters that may be reported in writing to the Judiciary Committee during a Fraser Coast League match. Appendix C: Continued Duties of Fraser Coast League Judiciary Committee Structure: The Judiciary Committee shall consist of 2 members of each Association & a nominated chairperson participating in the Fraser Coast League, as nominated at the start of the season. Should an Association’s member be unable to attend, then that Association’s Proxy will act in his/her stead. Disputes: The Judiciary Committee shall only be required to meet (either by phone hook-up or in person) to deal with charges and disputes arising from: • a player receiving a Red Card during an Fraser Coast League match • a written account received by the Administrative Association within 48 hours of the conclusion of the Fraser Coast League match Powers: The Judiciary Committee shall have the power to: • call witnesses • investigate matters as they see fit • impose suspensions in addition to the mandatory 1 week for a Red Card • forward their decision in writing to the Administrative Association Note: It will be the responsibility of the Administrative Association to advise all parties (including the Records Secretaries) of the findings of the Judiciary Duties of Fraser Coast League Appeals Committee Structure: The Appeals Committee shall consist of 2 members of each Association and a chair person participating in the Fraser Coast League, as nominated at the start of the season. Should an Association’s member be unable to attend, then that Association’s Proxy will act in his/her stead. Disputes: The Appeals Committee shall only be required to meet (either by phone hook-up or in person) to deal with appeals against decisions made by the Judiciary Committee, received in writing along with the prescribed fee, within 48 hours of said decision. Powers: The Appeals Committee shall have the power to: • call witnesses • investigate matters as they see fit • dismiss/uphold appeals • increase/decrease penalties imposed by the Judiciary Committee • forward their decision in writing to the Administrative Association Note: It will be the responsibility of the Administrative Association to advise all parties (including the Records Secretaries) of the findings of the Appeals Committee The decision of the Appeals Committee will be final and no further correspondence will be entered into by any party involved in the charge/dispute. -8-
Appendix D: Formula for Fraser Coast League Draw The Fraser Coast League Draw is the responsibility of the Administrative Association. Formula: Upon receipt of Team Nominations, a draw is to be set using the following formula: 1. Men/Women – Full season 2. Away teams to play no later than 6pm timeslot 3. Every attempt is to be made to ensure even amount of ‘Away’ games to be played 4. Special requests from clubs received with their nominations may be considered 5. No changes to the draw will be permitted unless mutually agreed by both teams, umpires and Host Centre 6. The draw is to be distributed by the end of March 2021 Finals Series: 1. All Finals Series matches are to be played on an Artificial Surface. 2. For Semi-Finals, matches will be played as follows in Maryborough: a. Match 1 – Team 1 v Team 4 – Men and Women b. Match 2 – Team 2 v Team 3 – Men and Women c. Match 3 – Team 5 v Team 6 – Women only 3. For the Grand Final in Hervey Bay: a. Winner Match 1 v Winner Match 2 – Men and Women b. Loser Match 1 v Loser Match 2 – Men and Women 4. Finals venues to be reversed each year. -9-
Appendix E: Shoot-Out Competition 1. The Tech Bench and Umpires will specify the goal to be used. 2. Each team shall nominate five (5) players to take and one (1) player to defend the Shoot- Outs from those eligible to play in the match. 2.1 Eligibility of participants: 2.1.1 Players who receive a Red Card during the match may not participate in the Shoot-Out and/or enter the field during the Competition. 2.1.2 Players who receive a Yellow or Green card during the match may participate in the Shoot-Out and/or enter the field during the competition, even if the term of the suspension is incomplete at the conclusion of normal time. 2.1.3 A player nominated to defend the Shoot-Outs can also be nominated to take a Shoot-Out. (In this case, that player will be allowed a reasonable period of time to take off or put on his/her protective equipment accordingly.) 2.2 Substitutions/Replacements: If a player participating in the Shoot-Out is incapacitated, they may be replaced as per Eligibility above. 2.3 Misconduct: 2.3.1 A player may be suspended by either a Red or Yellow Card (but not Green) for misconduct during the competition, and will not be allowed to take any further part in the Competition. 2.3.2 If the suspended player is the defender, that player may only be replaced by one of the five (5) players already nominated to participate in the Shoot-Out. 2.3.3 If the suspended player is an attacker, their next Shoot-Out will be counted as no goal. (The Shoot-Outs taken by this player and scored before being suspended will count). 2.4 Personnel allowed on field: 2.4.1 All players on the Team Sheet other than any player who has been excluded permanently (red card) during the match, are permitted to enter the field of play outside the 23m area used for the Shoot-Out but must be at least 10 metres from the spot where the ball is placed at the start of the Shoot-Out. 2.4.2 Only the players nominated to take part in the Shoot-Out Competition may take their sticks onto the field. 2.4.3 The goalkeeper/defending player of the team taking a Shoot-Out may be on the back-line outside the circle. 2.4.4 A player taking or defending a Shoot-Out may enter the 23m area for that purpose. 3. Taking the Shoot-Outs: 3.1 A coin is tossed; the team which wins the toss has the choice to take or defend the first Shoot-Out 3.2 A series of five (5) Shoot-Outs will be played. Players from each team take a Shoot- Out alternately against the goalkeeper/defending player of the other team in the sequence nominated on the Shoot-Out Competition form, making a total of 10 Shoot-Outs. 3.2.1 The goalkeeper/defending player starts on or behind the goal-line between the goal posts; 3.2.2 The ball is placed on the nearest 23m line opposite the centre of the goal; -10-
Appendix E: Continued 3.2.3 An attacker stands outside the 23m area near the ball; 3.2.4 The umpire blows the whistle to signal the start of the Shoot-Out; the attacker and the goalkeeper/defending player may then move in any direction; 3.2.5 The Shoot-Out is completed when: i. 8 seconds has elapsed since the starting signal ii. a goal is scored iii. the attacker commits an offence iv. the goalkeeper/defending player commits an unintentional offence inside or outside the circle in which case the Shoot-Out is re-taken by the same player against the same goalkeeper/defending player v. the goalkeeper/defending player commits an intentional offence inside or outside the circle, in which case a penalty stroke is awarded and taken by the two players involved in the Shoot-Out concerned unless either of them is incapacitated or suspended vi. the ball goes out of play over the back-line or side-line; this includes the goalkeeper/defending player intentionally playing the ball over the back- line. 3.3 If teams are still equal after the first series of five Shoot-Outs, additional series are to be taken using the same players (with alternating starting teams for each series). A winner will be determined when one team has scored or been awarded one more goal than the opposing team, after each team has taken the same number of Shoot- Outs. Note that: 3.3.1 The order in which the subsequent Shoot-Outs are taken, does not need to be the same as the first series. 3.3.2 All five Shoot-Outs in any subsequent series may not necessarily need to be completed to determine a winner. 3.4 Unless varied by this Shoot-Out section, the Rules of Hockey apply. -11-
