1. Introduction The 2019 edition of the CEV Volleyball European Silver League continues the success story from the inaugural 2018 event, with participation of 16 national teams representing as many as 13 National Federations. The CEV Volleyball European Silver League 2019 features 8 teams per gender, all sharing the ambition to improve their skills and international status while competing for the much coveted ticket to move to the European Golden League in 2020 – which will go to the eventual winners. For some of these rapidly growing and developing teams, the European Silver League matches will be a truly valuable opportunity to test themselves as they prepare for the major highlight of the year – the CEV EuroVolley 2019. Participants and Competition Format Participants: 8 teams according to European Ranking (not participating in the 2018 FIVB Nations League and 2019 CEV Volleyball European Golden League) Competition Format: League Phase 2 Pools of 4 teams each. Pool composition according to serpentine system based on the CEV National Team ranking list. Home & Away matches. 6 matches per team in League phase. Final Phase The Pool A & B winners will play Home and Away matches according to the CEV Official Regulation point 14.2.1 §2 and 14.2.2. The order of the matches will be determined by Drawing of Lots. The winner of above mentioned Home & Away matches will qualify to the 2020 CEV Volleyball European Golden League 3. Competition Calendar The reserved periods in which the competition will take place are: League Phase (Men & Women) 1st Leg 25 – 26 May (weekend) 2nd Leg 29 May (Wednesday) 3rd Leg 01 – 02 June* (weekend) 4th Leg 08 – 09 June* (weekend) 5th Leg 12 June (Wednesday) 6th Leg 15 – 16 June (weekend) Due to the participation the CYP Women NT in the 2019 The Games of the Small States of Europe they will play 2nd & 3rd leg matches 04th and 18th of June respectively. Final Phase In the absence of any application for hosting the Final Four Tournament the CEV has decided that the final classification of the 2019 CEV Volleyball European Silver League will be determined by playing only final between winners of each pool. According to the Drawing of Lots organized internally at the CEV Office the order of the matches will be as follow: European Silver League Men’s: Home Match 26 June (Wednesday) 1st ranked Pool A – 1st ranked Pool B Away Match 30 June (Sunday) 1st ranked Pool B – 1st ranked Pool A European Silver League Women’s: Home Match 25 June (Tuesday) 1st ranked Pool B – 1st ranked Pool A Away Match 29 June (Saturday) 1st ranked Pool A – 1st ranked Pool B National teams will not be able to call up any of their players prior to the Finals of the 2019 CEV Volleyball Champions League scheduled for the 18th of May 2019, provided the fact that their players are involved with their respective club teams. 4. Officials to be appointed by CEV CEV Supervisors According to the previously announced principals, the organizing NF’s is responsible to appoint the CEV Supervisor. The NF’s can appoint the local person from the confirmed by CEV 2019 CEV European Cups Supervisors list. The proposed names should be present at the respective 07 form. The organizers will bear all related costs as travel, accommodation and per diem. 1st Referee The ERC has appointed the neutral 1st Referee for each match. The nomination is visible on the CEV database and CEV website as well. The CEV will book the travel ticket to the nominated persons and bear all cost related to it as travel costs, per diem and visa cost (visa if necessary). The organizers will bear the cost of the local transportations and accommodation. 2nd Referee The ERC has appointed the local 2nd Referee for each match. The nomination is visible on the CEV database and CEV website as well. The organizers will bear all related costs as travel, accommodation and per diem. Reserve Referee The organizing NF’s is responsible to appoint the local Reserve Referee for each match. These proposed names should be insert into respective 08 Form and approved by the ERC. The organizers will bear all related costs as travel, accommodation and per diem. 5. Financial Conditions Participation fee for single gender is 15,000€, double gender: 25,000€ (same deduction of 5,000€ in case of one team in 2019 CEV Volleyball European Silver League and one team in 2019 CEV Volleyball European Golden League The CEV bears the costs for the international transportation and per diem of the 1st referee. Prize money for the matches in the League phase: 1,000 EUR for the winning team and EUR 500 EUR for the defeated team. Official Forms All the CEV forms (04, 07, 08, 09, 09bis & 10) related to the competitions and respective phase/matches are/will be created inside the CEV Database and have to be filled in, close and send to the CEV in a due time indicated in the forms itself. 9. Match Schedule Please notice that the official match schedule was agreed by participants during the meeting in Luxembourg 13th of December 2018. The definitive dates and starting time of the matches has been announced by closing respective 07 form and confirmed by CEV. They are available at the CEV database and on the CEV Website. 10. CEV Challenge System Organisers may apply for the use of a Challenge System according to article 96.6 of the CEV Volleyball Competitions Regulations and Challenge System Regulations, and these are available as an e-book here: http://ebook.cev.lu/general/CEV_Challenge_System_Regulations/files/assets/basic-html/page- 1.html The deadline for submitting applications for the League Round is Monday, 29th of April 2019 to nationalteams@cev.lu 11. Official Balls All matches during the 2019 CEV Volleyball Golden European League will be played with the MIKASA Ball MVA-200 12. Team Composition Participating teams are permitted to have a team delegation composed according to article. 21.2 §1 of the CEV Volleyball Competitions Regulations. 14. Competition Bulletin / Handbook Layout The official Competition Bulletin / Handbook shall be prepared by the organiser. The latter must mandatorily use the official layout template available for downloading on the CEV ftp server. The Bulletin and Handbook must be approved by the appointed CEV Supervisor only. 15. Marketing & Commercial Rights, Branding & Graphics 1. MARKETING & COMMERCIAL RIGHTS The CEV cedes 80% on- and off-court advertising spaces for all League round matches to the Organisers, except for the net band advertising where a 50/50 split will be provided. All commercial rights’ split has been taken into consideration in the official layouts made available on the ftp server. No protected product categories are reserved by CEV except for “Betting & Gambling” and “Sports equipment – Volleyballs”. For further information on commercial rights please contact marketing@cev.eu. 2. GRAPHICS & BRANDING Due the re- branding of all CEV competitions, we have put at disposal of all the participating federations the new brand guidelines, templates and layouts to be used in the frame of the competition. All graphics and files are to be downloaded from the CEV ftp server: ftp://nftp.cev.lu User name: CEV_marketing Password: 4marketing2010 Folder: …/DOWNLOADS/VOLLEYBALL /2019/Golden & Silver European League/*.* We strongly recommend to use free ftp client like Filezilla, Cyberduck, Transmit etc.! When using a web browser (Internet Explorer, Mozilla Firefox, etc.) for an FTP connection, FTP uploads are sometimes very slow and downloads are not protected (not recommended for uploading or downloading large files). In this case we cannot guarantee trouble-free connection to our server. Net layout LED system play list form Approved LED system application form 1. Approval process: CEV will create for each federation a folder in the “UPLOAD” section of the CEV ftp server. National federations or their graphic designers are requested to upload all their layouts into the NF folder NO LATER THAN 15th April 2019 for approval by CEV. Layout files will not be accepted via email. For all cases which are not described or mentioned, the Organisers shall consult the respective design solution with CEV before producing. All promotional material (print, digital) shall be approved by CEV before producing. For further information on graphics production and branding please contact graphics@cev.eu. 16. TV 1. Media rights allocation National Federations are granted the national and domestic TV rights to all home matches (also called 1st party rights) in the territory of the country of the National Federation. Such domestic rights are granted for 48 hours after completion of each relevant match. For the avoidance of doubt, all other media rights not explicitly granted to the National Federations are reserved to the CEV and its appointed Media agency. 2. International signal production obligations League round: the international signal production of the home match of the National Team is optional. Should a National Federation decide to produce the international signal during this phase, the broadcast standards and delivery obligation indicated below apply. Final Phase (Home & Away matches format) the production of the home match of the National Teams is mandatory and in accordance with the CEV Broadcasting Standard B. This means the delivery of a continuous, live clean world feed signal of first class international broadcast standards in high definition, 16:9 (4:3) safe HD 1080i/625 lines, 50Hz Digital ITU-R BT. 601 colour system as a reference. As a reminder, please send the duly completed and signed TV-01 Form to tv@cev.eu & nationalteams@cev.eu 3. Delivery of the international signal According to the Official CEV Volleyball Competition Regulations and the CEV TV-01 form, it is mandatory that the host broadcaster appointed by the participating National federation book the necessary uplink and satellite space at its own cost. It is also mandatory that the appointed host broadcaster shall provide the CEV media agency with the following technical details at the latest 1 week prior to the respective match: -Satellite parameters for the TV signal (prefered satellite are Eutelsat 7B or Eutelsat 10A) -A “Biss-1” encryption code -Technical information such as format, audio configuration, SNG operator’s contact details in case of transmission issues. Such international signal shall be made available free of charge to the CEV media agency. 17. Social Media and Official #Hashtags As you will be aware, CEV now operates on four social media platforms, namely: Facebook (www.facebook.com/CEVolleyball) Twitter (www.twitter.com/CEVolleyball) YouTube (www.youtube.com/CEVolleyball) Instagram (www.instagram.com/CEVolleyball) National Federations are requested to link to these whenever posting or tweeting about the competition. We are also able to confirm that the official #hashtags for use are: #Volleyball – when referring to the sport of Volleyball #EuroLeagueM – for the Men’s competition #EuroLeagueW – for the Women’s competition 18. Accreditation Cards According to the CEV Volleyball Competitions Regulations and CEV Organisation Guidelines for National Teams, each person accredited must receive an accreditation card/badge. Each organizer is responsible to produce its own accreditation cards via a new software for all team delegation members and present them during the Preliminary Inquiry.
