KILDARE INVITATIONAL DARTS LEAGUE K.I.D.L CONSTITUTION 2019 SEASON
K.I.D.L: Kildare invitational Darts League is set up to promote darts on a fair basis for all players in all divisions. It is our aim to make darts competitive and enjoyable to all players of all standards, we have set up Kildare Invitational Darts League to prevent the packing of teams and also to stop outside players ambushing our league. PLAYERS: All players are requested to submit an entry form for the attention of the committee’s approval to join the league. The committee will meet to approve all entries, if your entry is successful the committee will notify the team captain in due course. CONSTITUTION: The constitution will come into effect every year after the A.G.M. is held. The constitution is in place to protect the league and the members of the league (Affiliated Players). The committee reserves the right to amend or add to the constitution throughout the year if necessary and in the interest of the league and its members, all teams will be notified of any changes made. MANAGEMENT & ROLES: The whole management of the league shall be conducted by the league chairman & committee, who have been elected, and which shall consist of the following officers; Chairman, Secretary, Treasurer and Four Committee members. The following will serve on a two-year cycle, (Chairman, Secretary and Treasurer) standing committee members will be elected on an annual basis. A motion of no confidence can be called with the support of 2/3 rd’s of the league. Handle all bank deposits and bank correspondence. 2. Issue and sign all cheques in conjunction with counter-signed by Chairman/ Secretary. 3. Keep a proper “set of books” supplied by the league. 4. Prepare and submit a balance sheet annually. 5. Make a financial report at the Annual General Meeting. 6. Surrender all books and data to his/ her successor immediately after the election. 7. Ensure that all league monies are banked by the treasurer only. SECRETARY: The secretary shall attend all meetings, take minutes of proceedings; receive all correspondence; shall maintain a record of all decisions handed by the committee; keep a register of all clubs admitted to the league; correspond committee decisions, engagements and promotions. Shall preform and such duty; and engagement as may be directed by the committee. The secretary shall be responsible for arranging all matches and competitions; recording results thereof, keep a complete register of members and transfers. COMMITTEE: The committee shall meet when called by the chairman. Assist the chairmen with tasks related to running the league and tournaments. Assist the chairman with tasks related to end of season final and presentation nights. Advise in all matters pertaining to the league and have the general supervision of its operations. Assist the chairman in all disciplinary matters.
DISCIPLINARY AND APPEALS: Disciplinary issue’s will be dealt with by the disciplinary panel which consists of the following committee members. Disciplinary officer – Cyril Henry Disciplinary panel – Damien Gleeson Disciplinary panel – Paddy Whelan In the event of any member of the panel unable to attend the chairman will step in Members of the committee who share membership of the club subject to discipline shall refrain from commenting or voting on the matter. Only players directly involved in any disciplinary issues and/ or team captains can attend disciplinary meeting. Any penalty imposed by the committee shall take effect immediately; unless granted permit to play under a stay of proceedings until an appeal is complete. A member or team who was before the disciplinary committee and is aggrieved by the committee’s decision may appeal. An appeal of any decision handed down by the committee must be in writing giving the following information: A. What is being appealed B. The reason for the appeal Received by the secretary no later than 48 hours from the committee handing down its decision All Appeals Meetings will be held on Mondays following disciplinary hearing. APPEALS PANEL: The appeals panel will consist of the following members Appeals Officer – Nicky Leahy Appeals panel – Timmy Murphy Appeals panel – Tom Foy The appeals panel will hold a meeting and then a decision will be made as to what action will or will not be taken. DISCIPLINARY ACTION/ OUTCOME: Subject to this constitution the committee may reprimand, suspend or expel any member or club proven guilty of misconduct or breach of constitution rules. Appeals can carry the following outcome: 1. Overturn the original verdict 2. Deem the original verdict to be correct 3. Increase original verdict based on merit of offence All Disciplinary Decisions will carry forward to new League Season COMMUNICATION & SOCIAL MEDIA: Communication is essential for sharing league news and information with league members. Communication will be timely, appropriate, accurate and related to league business. The committee, clubs and members will guarantee all correspondences and social media commenting: Shall not infer negligence or incompetence of a committee member, official, club or registered member. Shall not be in a manner considered unlawful or perceptually unlawful.
Shall not offend, intimidated, humiliated or bully another person. Shall not be misleading, false or injure the reputation of another person. Shall respect and maintain the privacy of members. Shall not bring the league into disrepute. Shall not comment on business under investigation or subject to judicial processes by the league. Any committee person, club or member undertaking inappropriate communications or social media activities will be subject to discipline in accordance with the constitution. UNSPORTING CONDUCT: No member of the league will engage in “unsportsmanlike conduct towards anyone” during league games, any issues that arise during matches should be reported to a committee member as soon as possible. The committee will then make contact with all parties involved and invite them to attend a hearing. TEAMS & MEMBERS: The league shall consist of teams, with each team required no more than ten players, each team should have a team Captain. It is a requirement of each team captain to present the team registration form along with the fee of €250 to the league treasurer. It is the requirement of each player to present their Affiliation Form and a fee of €10, to their team captain to forward onto the league treasurer. All documentation must be printed out clearly and signed by the respective person involved. REGISTRATIONS: Teams can add players to their team up until the 4th of January each year under Committee Approval. Teams will not be able to add players to their team after the 4th of January. It is the responsibility of each team captain to submit a Registration Form for a new player or a Registration of Team. Should any team resign from the league during the season, voluntary or otherwise, all played games will be forfeited to each team they have played. FEES: Team registration fee is €250 per team Player affiliation fee is €10 per player All Registration Fees & Affiliation Fees to be paid no later than 14 days after the A.G.M. Once a player id registered for a team, that player will not be allowed to change teams for the duration of the season, also, any team adding a new player to their team must have a new player affiliation fee paid before the player can play TEAM STRUCTURE: The structure of the teams in the league shall consist of Divisions as follows and may vary depending upon the number of registered teams. After receiving all team registrations and fees, the committee will determine the number of divisions and the number of teams in each division. 1. Each team can have no more than 10 players at any one time. 2. League matches will consist of 8 games each night starting with 3. One leg of 701 Doubles 4. Followed by 6 Singles (best of 3 legs) 5. Final game of 501 Doubles (best of 3 legs) 6. Every team will play at home and away against each other 7. The home team will have advantage of going first 8. In circumstances of having to play each other on a 3rd occasion in the league, then there will be a toss of a coin. 9. Player due to play next game should be present in venue no later than when the preceding game starts, other teams should not have to wait for opposing team player/s to arrive to venue. 10. Can all captains please text in their results to 085 120 9292 as soon as match is finished.
CHAMPIONSHIP & SHIELD: Both the Championship and shield games will be held in neutral venues with no team having home advantage. Format for both are as follows: All venues will get to host a championship or shield game. Best of seven games (each game best of 3 legs) Toss of coin (winner of coin toss has choice to throw first or put the other team in first) Teams will be handicapped Handicaps will depend on position of where each team finished in their division Each round of championship/ shield will have an open draw. UNDERAGE PLAYERS: All players must be 18 years of age or older, if the committee think a player is under age that player will have to produce valid ID to prove he/ she is 18 years or over. WEBSITE: The website is only a guide line to league tables & league teams. Information regarding the league may be requested from the committee. AGM: Annual General Meeting will be held once per season when called by the chairman. Attendance at the AGM, when an election is being held, is restricted to members in good standing of Kildare Invitational Darts League. If anyone has issues to be for the AGM, they must be submitted to the secretary two weeks before the AGM takes place. The committee will endeavour to cover all issues brought forward to the AGM. All teams involved in the league will carry only one vote which will be cast by each team captain/ representative on the night of the AGM. No committee nominations will be taken on the night of AGM, anyone wishing to state their intent to be part of the committee must submit in writing to the secretary seven days prior to the AGM. COMMITTEE: The committee will meet throughout the season to deal with arising issues and to keep an overall view on how the league is progressing. GENERAL RULES OF PLAY: All fixtures should commence at 9.30pm. Home teams are asked to open the match boards by 9.30pm for the away team to practice. Away teams are obliged to arrive at the home team venue by 9.15pm, any delays should be communicated to the home team captain as soon as possible. Any fixture cancellations must be reported to the committee immediately with a proposed reschedule date. It is the responsibility of the cancelling team captain to agree a reschedule date for the fixture with the other team captain and propose this date to the committee for approval. All rescheduled fixtures must be played within 1 week. Under special circumstances, fixtures may be played within 2 weeks subject to committee approval. In the event an away team is late and has not contacted home team, home team has the right to claim the first game, second game after 15 minutes. If the away team has not contacted/ arrived by 10pm the game will be awarded to the home team. It is hoped that all games will be played in a sporting manner. Each team may consist of up to ten registered players, playing an unregistered player is strictly forbidden. Any team identified as playing an unregistered player can be expelled from the league. Home team has advantage of throwing first in each league match. During play, non-throwing players should always remain behind the oche, with the exception of the checker and marker. Team members are encouraged to be supportive for their players, but should be respectful of players at the oche and minimise noise while players are throwing. Checkers and Markers should be avoid distracting players at the oche by movement or talking to other players/ spectators. Results from fixtures should be sent to the committee by text later than midday on the day following the fixture. Text should include overall match score, 180s, 15 dart legs (or better) and 100+ checkouts. It is the responsibility of each team captain to submit statistics for their own team. Statistics which are not submitted within the deadline above may not be included for that team. It is the responsibility of each team captain to monitor the conduct of their team and report any issues with opposing teams to the committee as soon as possible. The committee will investigate all reported issues with relevant team captain as soon as possible and take appropriate action as necessary. The committee’s decision is final in relation to all reported incidents and subsequent actions. Player due to play next game should be present in the venue no later than when preceding game starts, other teams should not have to wait for opposing team players to arrive to the venue.
