Importance of Safety Overview: The purpose of this document is to emphasize the importance of safety at Lions Hondo Little League and to identify important safety issues of which all individuals involved should be aware. Administrators, coaches, parents, and players should take safety issues very seri- ously. Little League Baseball introduced A Safety Awareness Program (ASAP) with the goal of re-emphasizing the position of a Safety Officer to “create aware- ness, through education and information, of the opportunities to provide a safer environment for kids and all participants of Little League Baseball”. This program has been very successful by dramatically decreasing little league baseball related injuries. Lions Hondo Little League Safety Officer information: Lions Hondo Little League shall have an active Safety Officer on file with Little League Headquarters. Lions Hondo Little League safety officer for the 2022 season is Melanie Licon at phone number 575-840-6205. The League Safety Officer is a current Lions Hondo Board Member in good standing. Publish and Distribution of Safety Manual: Including the phone list above there are several points addressed in this document to make it ASAP compliant. Further information beyond this document on ASAP is available by con- tacting the Lions Hondo Little League Safety Officer. In addition, this document will be dis- tributed in hard copy to all volunteers of Lions Hondo Little League. A copy will also be available at the Lions Hondo L.L. Concession Stand or by contacting the league Safety Of- ficer. All accidents and safety violations must be reported to the Safety Officer within 24 hours of the incident. Timely reporting of safety violations is a key factor in promptly dealing with safety issues. A report will be generated and filed by the league and re- ported to the District Safety Officer or District Administrator. The safety plan herein refers to play at the Lions Hondo Little League Baseball fields located at 2758 S. Sunset Ave, in Roswell, New Mexico. Copies of this Safety plan will be distributed to all Lions Hondo Little League staff. Additional copies are available from any board member and are available at the concession stand located at Lions Hondo Little League. Further copies can be obtained directly from the Safety Officer. Emergency Phone Numbers and League Officials Contact List: The phone list for police, ambulance and Lions Hondo League officers is posted in every scorebox and is also posted in the concession stand. The City of Roswell N.M. also has 911 services for emergencies. It is good practice to identify those coaches and parents who have cell phones available prior to the start of any game or practice. Arrangements should be made in advance of all games and practices for emergency medical services. Any Board Member, who is on Duty, will always have an active working cell phone with their person, to contact emergency services in the event of an emergency. No less than one Board Member will be required to be on duty anytime there are scheduled games to monitor safety for players, parents, and spectators.
Little League Volunteer Application: All managers, coaches, Board members and any other volunteer or hired help who has repetitive access to the players and teams of Lions Hondo Little League shall complete and submit a new Official Little League Volunteer Application Form (attached) along with presenting a copy of a government photo ID, for verification. Lions Hondo Little League will complete verification process of volunteer applications for all prospective volunteers using JDP. Failure to fill out or accurately complete the approved Little League Volunteer Application Form will automatically deny person or person’s volunteer status at Lions Hondo Little League.
Fundamentals Training for Coaches: Lions Hondo Little League will provide a fundamental coaches training. Fundamental coaches training will be held prior to the season. All coaches training will be scheduled by the current Coaching Coordinator. All coaches training material will be reviewed and approved by the current league President. At least one coach or manager from each team will be required to attend the League Sponsored Coaches Fundamental Training Clinic at dates/locations to be determined prior to the season. Fundamental Coaches Training: Date, Time and Location for this training will be announced prior to the season First-Aid Awareness Training: At least one coach or manager will be required to attend Lions Hondo Little League sponsored first-aid awareness. All volunteers registered with the league are welcome and encouraged to attend first-aid awareness. First aid awareness will be provided by the league at no cost to any volunteers who are registered with the league for the current season. Every manager and coach will be required to attend first-aid awareness at least once every 3 years. First Aid Awareness: Date, Time and Location for this training will be an- nounced prior to the season
Inspection of Fields Before Use: Prior to each game, coaches and umpires will walk the field to inspect for hazards. Coach- es and or umpires must remediate all hazardous conditions prior to the start of play. Coach- es will be required to walk/inspect practice areas prior to practice. Annual Little League Facility Survey: A Little League Facility Survey is updated annually online, and a copy kept on file. Contact the safety officer or league officials for a copy or access if necessary.
Lions Hondo Concession Stand Policies: Lions Hondo Little League shall have a Safety Plan in effect for its League Concession Stand. This plan will be reviewed and updated annually. The following list highlights that plan: Adult supervision must be in effect at all times. All volunteers will wash their hands on a regular basis. Unwrapped food must be handled with food services gloves, paper towels or plastic wrap. Glass containers of any type will NOT be sold at the concession stand. Everything must be cleaned up and put away after each shift. Eating or drinking in the concession stand during business hours will be prohibited. A list of emergency phone numbers and procedures will be kept in the concession stand. No one under the age of 13 will be allowed in the concession stand during business hours. One person with a NM Food Handlers card will be available at all times.
Regular Inspection and Replacement of Playing Equipment: Regular inspection of equipment is mandatory to ensure safety. Replacement of defective equipment must be done immediately by contacting the current league Equipment Manager. Equipment checks are done formally by three sources: 1) By the League Equipment Manager and League Safety Officer at the beginning of the season and periodically throughout the year. 2) By coaches at the beginning of each game and practice. 3) Umpires prior to the start of and during the course of a game. Implement Prompt Accident Reporting: The League will use the provided incident tracking form from the Little League web- site and will provide completed Accident forms to the Safety Officer within 24-48 hours of incident. Please see copy of Accident Reporting Form (attached).
Field and Dugout Safety: It is important to remember that we all want to make baseball a safe and enjoyable experi- ence for all the young players. A bulleted list of several of the league policies and key Little League baseball rules regarding field and dugout safety follows. Arrangements should be made in advance of all games and practices for emergency medical services. A First Aid Kit will be located in the concession stand. Each team will also be issued an up- dated First Aid Kit and is a requirement to have it at every practice and game. No games or practices will be held under severe weather conditions (especially lightning) or when field conditions are unsafe. It is important for coaches and officials to be diligent with regard to playing conditions. Always err on the side of caution during extreme heat. Plenty of water breaks should be taken between innings during games and during practices. The fields and surrounding areas will be inspected on a regular basis. The field will be walked before each game by the umpire and home team manager to look for and to correct any unsafe conditions (holes, broken glass, rocks). Any field or areas used for league practic- es shall be inspected for unsafe conditions by team coaches prior to all league practices. A Little League Facility Survey is updated annually online, and a copy kept on file. Contact the safety officer or league officials for a copy or access if necessary. Only players, managers, coaches, and umpires are permitted on the playing field during play. Coaching staffs, and umpires are responsible for the continuous inspection of equipment. This whether it is league equipment or equipment brought by the player. Non-safe equipment must be removed immediately and replaced.
Player Safety: All Little League Rules and Regulations, both playing rules and safety rules, shall be enforced at all times whether practice or games. Little league rules are supplied to all coaches prior to the season. It is important to read and review the rules each season as many of them pertain to player safety, including the following: catchers wearing the proper safety equipment during both pitcher warm up and during infield drills both at practice and games. Coaches should inspect equipment on a regular basis, making sure it fits correctly and is in proper working order. Broken or improper equipment can be replaced by contact- ing the League Equipment Manager. Catchers must wear a catcher’s helmet with face mask and a dangling throat guard, chest protector and shin guards. Male catchers must wear a long-model chest protector, athletic supporter, and cup at all times. All male players are required to use a protective cup, regardless of playing position on the field. Warm-up catchers must wear catcher’s helmet, facemask, and dangling throat guard while warming up pitchers. This applies between innings, during bull-pen warm-ups and pre-game infield drills, Adults may NOT warm up a pitcher on or off the field. This is a safety issue for both the player and the adult. A runner must slide OR avoid a fielder who has the ball and is waiting to make the tag. Except when returning to base, no head-first slides are permitted. If any coach or parent is unsure of the proper interpretation of this rule please see the safety officer or other league officials. Coaches shall instruct all players in safe sliding techniques as well as how to avoid a pitched ball. Players must not wear watches, necklaces, rings, pins, jewelry, earrings, or other me- tallic items . This rule does not prevent a player from wearing a medical alert bracelet or medical alert necklace
Player Safety: On-deck batters are NOT allowed. No player should handle a bat while in an enclosure, or dugout until it is his/her turn at bat. No batter shall leave the dugout until the umpire calls for the batter. Players who are ill or injured should remain under coach supervision until released to the parent or guardian unless a league board member is available to watch over the player. Any player who is injured during the course of practice or a game and required medical at- tention shall not be allowed to return to practice or participate in games unless the safety officer has been provided with a doctor’s release for that player. Any player who is ejected from a game must leave the field. If no parent is available, the player shall be watched over by a league board member until a parent arrives. After a game or practice, coaches should not leave the area until all players have been picked up. Players will be instructed in proper stretching and general sports health maintenance proce- dures, including proper throwing, fielding and hitting techniques to limit injury. Injuries should be reported immediately to coaches. Coaches will closely monitor players and govern the timing of a player’s return from injury to limit further harm. All league officials will use the incident tracking form and will provide completed accident forms to the league safety officer within 24 to 48 hours of the incident. Lions Hondo Little League Batting Cage Policy Batting cages must be used under adult supervision. Only adult pitchers are to be used and a protective L-Screen must be used Only one adult pitcher and one batter shall be allowed in the batting tunnel at one time. When a pitching machine is used only adults shall operate the pitching machine. Every batter shall use a Little League Baseball safety approved batting helmet
