Toowoomba Community Football All Day Carnival 2021 Rules and Format __________________________________________________________________________________ The Toowoomba Community Football All Day Carnival welcomes teams from all over Toowoomba for a full day of 7-a-side football. Community teams are encouraged to play in a competitive nature and to the best of their ability, but should keep in mind that the purpose of the Carnival is to enjoy and play football in the intended spirit. The 2021 Toowoomba Community Football All Day Carnival will be held on Saturday 26 June 2021, at Kearneys Spring Field 6 (primary access via Kearney Street or Sorrento Drive). There are a number of parking options, including spaces available for parking along Kearney Street and Sorrento Drive, and a large public carpark on the corner of Ruthven Street and Spring Street. = Kearneys Spring – FIELD 6 = Parking Options
All Day Carnival 2021 - Runsheet The All Day Carnival will be a big day, packed with plenty of football enjoyed in a very social atmosphere. A Welcome to Country will be presented just prior to the first match, with matches held from 8:00am through to 4:15pm. Presentations will be held at 4:45pm. Time What 7:45am Final deadline for all player forms and fees 7:50am Welcome to Country 8:00am to 2:10pm Pool Matches – 20 minutes each, 5 minutes between each match 2:45pm Finals matches kick off 4:15pm Grand Final Match 4:45pm Presentations Signing In Each team captain, or a person nominated by a captain, must ensure all players are registered with a signed Player Registration Form and fees (player and team) paid prior to the first match. It is strongly encouraged that this is organised prior to the All Day Carnival. Any players not registered will not be eligible to take to the field. Any teams found playing unregistered players, will forfeit that match. Teams and Players must be registered at least 15 minutes prior to that team’s first match. COVID Sign in Requirements At the time of writing, there were no current Queensland Government restrictions that would affect the All Day Carnival. However, this will be monitored by TCF Management. TCF requires each player and spectator to check in to the ADC via the TCF QR Code, which will be available at various locations around the field. Players and spectators are asked to observe social distancing where possible throughout the day. Hand sanitiser will be available at the TCF All Day Carnival Coordination Tent. Food, Coffee and Team Use of Kearneys Spring Field 6 TCF is excited to announce that our suppliers in 2021 will be the 2nd Shot Coffee Truck and Wilsonton Lions Club. These two suppliers will have everyone sufficiently catered for during the day. Cash and card (Eftpos) payments will be made available. Please encourage your team and spectators to enjoy coffee, cold drinks, hot food and snacks from these two great local community organisations. Come along and support them. The full size football pitch will be halved, with the All Day Carnival matches played on smaller fields and run in the opposite direction to the usual TCF full pitch matches. There will be ample space around the fields for teams to use, and all teams are strongly encouraged to bring their own gazebos and camp chairs, and to spend the day at the field to soak up the TCF All Day Carnival atmosphere. Family and friends are welcome and certainly encouraged to join in the celebration of the day. TCF can also announce with some excitement, that this year we will have the Optus LED Screen Truck in attendance at the All Day Carnival. Optus are a great supporter of local
football, and this big screen will be set up with football matches playing all day. In addition, FIFA will be set up for anyone to play throughout the day. Please note that there is NO smoking permitted anywhere within Kearneys Spring Sporting Ovals and parklands. TCF All Day Carnival – RULES It is the responsibility of the Team Captain to distribute the Carnival Rules to all team members. It is the responsibility of each player to ensure they read and understand the Carnival Rules. All players must conduct themselves in a way that is respectful and considerate to team members, opposing teams, referees/officials and spectators. All of the regular rules of the TCF Competition will apply, with the following exceptions: Matches will be played on a smaller field with smaller goals. Two (2) games shall be played concurrently, as per the Draw. The All Day Carnival fields will be marked with red line marking paint. A maximum of seven (7) players shall take to the field at any one time. A minimum of five (5) players shall constitute a team. Each match shall be one 20-minute period of play. There will be no half-time break. There shall be no coin toss before the start of play. The end of the field that each team starts at shall be determined by the Draw. The team allocated to the southern end of the field shall take the kick off at the start of the match. The beginning and end of each match shall be signalled by a siren / air horn. Each Group match will have one (1) referee and no (0) assistant referees / linesperson. Assistant referees / linesperson will be provided for the Grand Final only. There is no off-side. A substitution may take place without informing the referee. This is to avoid slowing the flow of play. Substitutions may only happen during a stoppage in play and must be from the halfway line. Instead of a goal kick, goalkeepers may either kick the ball off of the ground or throw the ball with their hands to restart play. Goalkeepers may not kick the ball out of their hands, kick the ball off the ground or throw the ball over the half-way line. This will incur an indirect penalty kick to the opposition on the edge of the penalty box. The use of the ‘Blue’ card will not be in play for the All Day Carnival. Yellow and Red cards will be used as per regular TCF Competition Rules. A player who incurs a red card will be suspended for their next Toowoomba Community Football All Day Carnival match. There are NO slide tackles. Foul and abusive language will not be tolerated and will be managed in accordance with the regular TCF Competition Rules. Shin pads MUST be worn by all players. There will be no borrowing of players for the All Day Carnival. Where there are teams of same colours, bibs will be made available.
Competition Format The number of teams that register for the Toowoomba Community Football 2021 All Day Carnival will determine the number of pools that teams are placed in for the day. The Pool Groups will be randomly drawn at Kearneys Spring Field 6 on Saturday 12 June 2021 at 2:45pm. There are 15 teams registered in the Toowoomba Community Football 2021 All Day Carnival. There are three (3) Groups (A, B and C) with five (5) teams in each Group. Each registered team will be randomly placed in a Group, and shall play against all other teams in that Group once. Finals shall be decided upon by rankings, with the top two (2) teams in each group, followed by the next two (2) highest third placed teams (making up the top eight (8) teams) progressing to the finals. Points will be awarded as follows: 4 points for a win 2 points for a scored draw 1 point for a scoreless draw 0 points for a loss 1 bonus point will be awarded for every three (3) goals scored in a single match by a single team 1 bonus point will be awarded for keeping the opposition scoreless in a match (with the exception of a scoreless draw, for which no bonus points shall be awarded). If a team forfeits, then the opposition will be automatically awarded a 3-0 victory and receive 4 competition points (no bonus points awarded for a forfeit). At the completion of the Group matches, teams will be ranked by: Points Goal Difference Goals Scored If teams can still not be split, the result of the match between those two teams will determine the higher ranked team. If teams can still not be split, the number of red cards, followed by yellow cards, given to each of the two (2) teams, will determine the higher ranked team. If a draw occurs during a ‘Finals’ match, five (5) minutes of additional time will be added. This shall be a ‘sudden death’ format, where ‘next goal wins’. If at the end of this additional time, the scores are still level (that is, no additional goals have been scored), a penalty shootout will occur as per regulation football rules.
