SUPPLEMENTARY REGULATIONS PART ONE 1. JURISDICTION: This event is a National Championship status Rally, promoted by the Hawkes Bay Car Club and will take place on 24th July 2021 in the Wairoa and Northern Hawkes Bay districts. The Rally will be held under these Supplementary Regulations, the MotorSport NZ National Sporting Code and its Appendices and Schedules particularly Appendix Three, Schedule R being the Standing Regulations applicable to all Rallies and Appendix Two, Schedule A – Driver and Vehicle Safety Requirements. Rally Hawkes Bay 2021 is the 4th round of Brian Green Property Group New Zealand Rally Championship. As this event is a round of the New Zealand Rally Championship all competitors that have entered any of the NZRC classes in this event must comply with the 2021 NZRC Portfolio and its regulations. A copy of these can be downloaded from the MotorSport New Zealand website or obtained from the NZRC Co-ordinator. The MotorSport New Zealand Permit Number is: 210350 2. [Type here] 3. THE EVENT 3.1 Venue: The Rally starts and finishes in Napier. The service park will be based in Wairoa. 3.2 Length: The Rally comprises of approximately 158km of special stages and approximately 300km of touring. There will be 6 special stages. 3.3 First Car Starts: From Napier at 0630hrs on Saturday 24th July 2021 3.3.1 Ceremonial Start: This will take part at the Soundshell, Marine Parade Napier on Friday 23rd July 2021. 3.3.2 Pre Start Area: Cars will not be admitted to the pre-start area until all numbers and advertising requirements are firmly affixed in the appropriate places on the vehicle. The pre start area opens at 1600hrs and all cars are to be in the area by 1630hrs. 3.4 First Car Finishes: At Napier at 1608hrs. TC6A is the final time control Crews will be permitted to report early to with no penalty. 3.4.1 All Brian Green Property Group NZRC Cars will be held in Parc Ferme until released by the Clerk of the Course. 3.4.2 NZRC Cars will be subject to Post Event Scrutineering 4. ENTRIES 4.1 Entries can only be made via the Rally Hawkes Bay Online entry system. Any entry will not be deemed valid until payment is received. Organisers reserve the right to refuse any entry in accordance with the prescribed provisions of the National Sporting Code. 4.2 Opening and Closing: Entries open with the publication of these regulations and close at 5.00pm on Friday 2nd July 2021. Entries received after the normal closing date and time but received prior to Thursday 22nd July 2021 will be deemed a late entry and will be subject to the late fee. [Type here] 4.3 Fees Cont Class A, B, C, D, $850.00 Plus: Late Entry Fee $150.00 Reconnaissance $ 50.00 RallySafe Fee (compulsory) $138.00 Competitors may only enter one class. 4.3.1 Refund Policy: Any competitor who withdraws from the event later than 5th July but prior to 1700hrs 11th July 2020 will forfeit 25% of their entry fee. Any competitor who withdraws from the event later than 1700hrs 10th July 2021, but prior to the commencement of documentation, will forfeit 50% of their entry fee. Any competitor who withdraws after the start of documentation will forfeit 100% of their entry fee. 4.3.2 Service Crew: One service crew vehicle free, additional service crew vehicles $25.00 per vehicle 4.3.3 Payments: Payments can be made by direct credit to the following account: Hawkes Bay Car Club Inc 03 0642 0733660-01 Use “Rally” and “#1 Driver Name” as reference when making payment 4.4 Number of Starters: The organisers reserve the right to abandon the event if less than 65 entries are received at normal closing date. The maximum number of starters will be 80. Any additional entries received will be placed on the reserve list in order of receipt. 4.5 Acceptance of Entry: These will be notified by e-mail no later than Tuesday 6th July 2021 together with Regulations Part Two and a seeded list of entries. 4.6 Competitor Requirements: (1) Knowledge and Understandings: In submitting the entry competitors (Entrant and Drivers) are deemed to fully understand the MotorSport NZ National Sporting Code and its relevant Appendices and Schedules. Particularly, (a) The National Sporting Code articles pertaining to protests and competitors obligations, and (b) Appendix Three Schedule R articles pertaining to Stage notes, Pace notes and Reconnaissance. (2) Licence Requirements: Both the No. 1 and No. 2 drivers shall hold a R Grade R1 / R2 or higher MotorSport NZ issued Competition Licence or as stated in the NZRC Portfolio. If the Entrant is other than a driver, an Entrants licence in the name of the Entrant is required. 3 Approved 6th June 2021

ELIGIBLE VEHICLES 5.1 Compliance: All vehicles shall comply with Appendix Two Schedule A and Appendix Three Schedule R of the current MotorSport Manual unless stated otherwise in these supplementary regulations. 5.2 Classes: Vehicles will be divided into the following classes: NZRC Classes as per the Brian Green Property Group 2021 NZRC Portfolio Category 1: NZ Rally Championship 4WD cars complying with FIA R5, R4 kit, S2000, MotorSport NZ AP4, Motorsport Australia AP4 or MotorSport NZ Manual Appendix Two, Schedule A. Category 1A: Group NZ 4WD cars complying with MotorSport NZ Group NZ-National Rally Car technical regulations. Category 2: NZ Rally Championship 2WD for FIA Group N 2WD, R1, R2, R3 and FWD 2WD vehicles Category 3: Open Class 2WD Championship Category 4: Historic Challenge Trophy Category 5: Rally Challenge Trophy, (Categories 5A, 5B and 5C) Refer to Article 4.3 of the 2021 New Zealand Rally Championship Portfolio. National Classes: Class A: 2WD 0-1400cc Class B: 2WD 1401-1750cc Class C: 2WD 1750cc and over Class D: 4WD 6. DOCUMENTATION AND SCRUTINEERING AUDIT Competitors must present themselves at documentation for the checking of licences and documents, issuing of competition numbers and applicable advertising material prior to presenting the car for audit scrutineering and for those cars with forced induction engines, restrictor inspection. Cars will not be cleared to compete until all of these numbers and advertising requirements are firmly affixed in the appropriate places on the vehicle. 6.1 Documentation: Venues For those competitors undertaking Reconnaissance Thursday 22nd July 2021: Kennedy Park Resort conference room, Storkey St, Napier between the hours of 1500hrs and 2000hrs All other competitors Friday 23rd July 2021: Harris Stand, McLean Park, Latham St, Napier between the hours of 1200hrs and 1600hrs 6.2 New Competitors Briefing: Any driver(s) who have not previously competed in three or more rallies must attend a special briefing, the times and venues for this is: Friday 23rd July 2021: 1630hrs at Harris Stand, McLean Park, Latham St, Napier 6.3 Scrutineering: This will be available at Harris Stand, McLean Park, Latham St, Napier on Friday 23rd July 2021 between the hours of 1200hrs and 1600hrs. 4 Approved 6th June 2021

This will be available at Harris Stand, McLean Park, Latham St, Napier on Friday 23rd July 2021 between the hours of 1200hrs and 1600hrs. Your specific report time to scrutineering and documentation will be advised in your acceptance of entry. 7. OFFICIALS IDENTIFICATION Officials of the event will be identified as detailed below. [Type here] 10. RESULTS Provisional results will be posted on the Official Notice Board located on Chrissport.co.nz 30 minutes after the last car finishes on Saturday 24th July 2021. 11. STAGE NOTES The use of Stage Notes will be permitted in accordance with Schedule R Part 1, Article 7.1. For those competitors wishing to purchase the Stage Notes it is essential that they advise of their intention on the box provided on the entry form. Information: The stage note system uses an automated computer program to generate a description of the special stage road using sensors fitted to a vehicle driven through each stage. Such notes describe the route in more detail than the Road Book and can be used without reconnaissance. The purchase and use of the stage notes is a direct contract between the competitor and Neil Allport Motorsport with the organiser’s involvement being limited to authorising the use and facilitating the preparation and distribution on behalf of Neil Allport Motorsport. There is no obligation on any competitor to purchase these stage notes. 11.1 RECONNAISSANCE An opportunity exists for those competitors who purchase the approved stage notes to take part in a convoy reconnaissance; this opportunity is NOT available to those who do not purchase stage notes. The convoy will be strictly controlled. There will be opening and closing times for stage entry established. Regulations covering Reconnaissance operation will be issued with Regulations Part 2. A compulsory Briefing will be held for all those undertaking reconnaissance. This will be at the Start of SS1 at 0730hrs. Cars are expected to be back in Napier by 1500hrs. An extra fee of $50.00 is payable to take part in Reconnaissance. NOTE: Unauthorised reconnaissance is strictly prohibited. Refer MSNZ Manual Sch R, Article 8.1 and Sch P penalty A 3R.10. 12. GENERAL A. Fuel: Competitors are reminded to ensure that they are familiar with and abide by the MotorSport NZ Code of Practice – Fuel Handling. This can be found on the MotorSport NZ website – www.motorsport.org.nz B. SERVICING All servicing will be restricted to the Service area located in Wairoa. As this is a public area servicing is to be conducted on groundsheets and areas left in a tidy condition. Service Park information and competitor location plan will be distributed with the acceptance of entry. If you have any specific requests regarding location, please indicate when you forward your entry. Supplementary refuel points have been provided for and are included in the Itinerary. Only refuelling may be carried out at these points. 6 Approved 6th June 2021

WITHDRAWAL FROM AND REJOINING THE EVENT Temporary or Permanent Withdrawal: Where a competitor decides to withdraw from the event the competitor must remain on the rally route until advising the sweeper car of their withdrawal. A completed notification of withdrawal form must be handed into the appropriate rally official for urgent transmission to Rally HQ confirming the withdrawal. Failure to carry out this procedure will incur a penalty. If a competitor believes that they may be able to restart the rally after an incident they should complete a “Temporary Withdrawal” form. If a competitor then wishes to re-join the event they must do so at a Time Control at the exit of a Service Park, eg TC2C and TC4c. They cannot rejoin in a starting position higher than that at which they had been running prior to the Temporary withdrawal. They must hand in a “Rejoining” Form to the time control chief. NZRC registered competitors may rejoin at TC 6 to enable them to take part in the Power Stage. The organisers may require cars that have suffered accident damage to be checked and cleared by the Chief Scrutineer or his appointed assistant before re-joining. No competitor will be permitted to restart the rally once they have handed in a “Final Withdrawal” form. D. POWER STAGE The "Power Stage" will be SS5 Mohaka Coach. Should this stage be cancelled prior to all NZRC competitors completing the stage then the power stage will be SS6 Waipunga. E. OFFICIAL PRIZE GIVING AND AWARDS The awards evening will be held at Norfolk Lounge Restaurant, RSA, 34 Vautier Street, Napier. This function includes a `two course meal and a bar service is available. Trophies will be awarded to overall and class winners. EFTPOS available Two tickets are included with the event entry fee. Additional tickets at $35 are available from the Event Secretary until 1600hrs Friday 23rd July. F. RALLYSAFE The Rally will be using ‘Rallysafe’ technology on this event. This will be compulsory for all competitors. THE UNITS WILL BE ISSUED AT DOCUMENTATION AND YOU MUST ENSURE THAT YOU HAVE THE CORRECT UNIT IDENTIFIED FOR YOUR CAR. Units must be installed before entering the Ceremonial Start venue. Failure to comply will incur a penalty. ALCOHOL BREATH TESTING As per Motorsport New Zealand Championship requirements, random Alcohol Breath Testing will be carried out at this event. [Type here] J. SPECIAL STAGE DESCRIPTIONS The Wairoa and Hastings Districts provide the venue for the days competition, Wairoa’s rugged, awesome contours and amazing scenery is not to be missed. Each road has its own feel and rhythm some with multiple changes of surface mid stage. SS1 - WAITARA (33.03km) Starting from the Taupo road end, Waitara Road is fast! Wide open flowing gravel highway, changing to the tight and narrow Pohokura Road down through Kiwi Country towards Tutira. SS2 /4 CRICKLEWOOD (26.23km) An old favourite, this is “THE ROAD”. Fast and furious, unforgiving corners and big drops – ABSOLUTELY AWESOME! SS3 - WAIHI (34.67) This stage starts from SH38, climbs for 20 kms then follows the ridge for 5 kms. The road then drops to the river for 8 kms and then climbs again through the staircase for approx 1.3km before the finish. Good county road, soft in places if wet. Weather permitting the good base will be retained. SS5- MOHAKA COACH (16.79) Another old favourite. This stage has a long history, Starts fast, tightens with big drops then opens again. It catches someone every year, so drivers beware. A challenge to get right!! SS6 – WAIPUNGA, (DARKIES SPUR) (19.20) Another one with a long history. There’s only 19km left but it hasn’t changed in years. It’s still narrow, tight and twisting and the drops? They’re still there! A good base. K.
