Fremantle to Exmouth 2021 Race and Rally 1 COVID-19 REGULATIONS 1.1 The racing will be conducted in accordance with Federal & State legislations relating to COVID-19. 1.2 Skippers are responsible for deciding whether to participate or not, and for compliance with all applicable rules and regulations, including all COVID regulations. 2 RESPONSIBILITY 2.1 Responsibility: All those taking part in the race do so at their own risk and responsibility. The Organising Authority, Fremantle Sailing Club and their respective officers, employees, volunteers and members, accept no liability for any injury, loss or damage that may be suffered by any competitor. 2.2 Specific attention is drawn to RRS Fundamental Rule 4 – Decision to Race, which states: “The responsibility for a boat’s decision to participate in a race or to continue racing is hers alone”. 3 RULES 3.1 The race will be governed by the Rules as defined in the Racing Rules of Sailing, the Notice of Race or Notice of Rally and by these Sailing Instructions. In the event of conflict, these Sailing Instructions will prevail. 3.2 RRS Appendix WP Rules for Racing Around Waypoints will apply. 4 SKIPPERS BRIEFING 4.1 Thursday 6th May will be a Farewell event where Skippers shall collect YB Trackers & information packs. 4.2 Saturday 8th 09:30hrs Skipper & Navigator mandatory weather briefing. 5 PRE-RACE RADIO CHECKS 5.1 Mandatory pre-race radio check - Fremantle Sailing Club Race Office will be open at 1105 hours Saturday 8th May for Radio Checks on VHF Channel 72. 6 INSPECTION 6.1 Boats shall be made available for spot inspections by the Race Committee or its nominee at any time up until 12 hours after the boats finish time. 7 MARKS 7.1 The Start Pin and Day Buoy will be Yellow Cylindrical Inflatable Buoys. 7.2 The NW Reef 1 “mark” and the NW Reef 2 “mark” will both be GPS Waypoints as defined in Sailing Instruction Section 13.1. 8 STARTING LINE 8.1 For Race boats, there will be a single starting line to the North West of North Mole. See diagrams at the end of this document. 8.2 The starting line will be between the Orange Flag displayed onboard the start boat (committee vessel) at the Port end, and a yellow inflatable buoy at the Starboard end. 8.3 Rally boats will commence the rally by passing to the west of the Committee boat. See diagrams at the end of this document. 9 STARTING TIME / START SIGNALS 9.1 The Race and Rally events are scheduled to start at 1200hrs on the 8th May 2021, with the warning signal for Race boats scheduled at 1155hrs. 9.2 Visual signals will be made from the committee vessel as describe in SI 8. 9.3 Sound signals and/or VHF communication may be made from the committee vessel. 9.4 A boat starting later than 15 minutes after the starting signal shall be scored DNS. 10 INDIVIDUAL RECALLS 10.1 After the stating signal the Race Committee may broadcast the sail numbers of those boats that have not complied with Rule 29.1. Failure of the Race Committee to make a broadcast or a boat to receive any broadcast will not be grounds for redress. This changes Rule 62.1. 11 EXCLUSION ZONE 11.1 Prior to and after the start, all boats shall not enter an area bounded by the lines joining Green No. 1 Harbour Entrance Buoy, Red “A” Harbour Entrance Buoy, Red “C” Harbour Entrance Beacon and Green No 3 Harbour Entrance Beacon. 11.2 All boats shall keep clear of the Campbell Barracks Military Exercise Area. 11.3 For the purpose of the RRS these areas are considered an obstruction and the limit of safe pilotage. 14 COMMUNICATION PROCEDURES 14.1 All race yachts are required to send a TXT (text) message via Satellite phone at 0900hrs +/- 10 minutes and 21:00hrs +/- 10 minutes every day for the duration of the event. 14.2 All rally yachts are required to send a TXT (text) message via Satellite phone at 0800hrs +/- 10 minutes and 20:00hrs +/- 10 minutes every day for the duration of the event. 14.3 The TXT message from yachts shall be in the following sample format: “Boat A OK” to the primary SKED mobile phone number +61411 862 234. Race control will reply “Boat A logged”. 14.4 Although unlikely, should the primary SKED phone number become disabled all yachts will be notified via TXT to their satellite phone of the backup mobile phone number. 14.5 Should yachts not be able to make contact with race control for a SKED via satellite or Mobile phone their YB Tracker can be used as a backup. Skippers need to review the YB Tracker instructions for details on YB Tracker Messaging. Race control will receive and reply to messages via the YB Tracker management interface. 14.6 Should yachts not be able to make contact via the methods described at 14.1 - 5 they can email their SKED message to fscexmouth@gmail.com 14.7 Should yachts not be able to make contact via the methods described at 14.1 - 6 they should then attempt to contact another yacht via VHF or HF radio and ask them to relay their SKED message. The relay yacht shall send the message in the following sample format: “relay via Boat A, Boat B OK” Race control will reply “Boat B logged”. 14.8 Race control acknowledge that some yachts might at times have difficulties getting their SKED message through. As such race control will accept messages outside, but as close as possible to the times detailed at 14.1 without penalty (race yachts). Race control will endeavour to do everything possible to assist inside and outside of the prescribed SKED times. The overall objective is that race control achieves and maintains regular contact with yachts and vice versa. 14.9 All boats shall maintain a continuous listening watch on VHF 72, repeater stations (within range) and 16 at all times. 14.10 For Race boats, failure to communicate in accordance with SI 14 on Satellite Phone or by the methods listed in SI 16 without reasonable cause shall result in the imposition of a penalty as below at the discretion of the Race Committee having regard to the circumstances Position Report Missed Penalty Imposed 1st Sked missed No penalty imposed 2nd Sked missed 20 minutes added to elapsed time Each successive sked missed 40 minutes added to elapsed time i.e a boat that missed 3 sked reports without reasonable cause during the race shall receive a time penalty of 60 minutes added to the boats elapsed time. Fremantle to Exmouth 2021 Race and Rally 14.11 For Rally boats, failure to communicate in accordance with SI 0 on Satellite Phone or by the methods listed in SI 16 - 7 without reasonable cause shall result in the imposition of a penalty Position Report Missed Penalty Imposed 1st Sked missed No penalty imposed 2nd Sked missed No penalty imposed 3rd and successive sked missed No longer eligible for Rally Awards 15 RESPONDING TO AND RECORDING SKED’S BY RACE CONTROL 15.1 Overview: Race control will use TXT (text message) management software as the primary means of managing SKED messages from all yachts. Once TXT messages are received, they will be acknowledged as above. The YB tracker interface will also be monitored for positions. Race control will log all communications, including positions in a live Excel document. 16 RACE CONTROL METHODS TO CONTACT YACHTS 16.1 Satellite TXT: Race Control will use Satellite phone txt messaging as the primary form of communications. Race Control may call yachts via Satellite voice call if required. 16.2 Satellite Group TXT: Race Control will set up “txt message Group’s” for messages to go to the entire fleet from the primary or secondary race control mobile phones if necessary. Sending a group txt might for example be used to advise a change to the SKED phone number, or for a weather alert etc. Yachts must acknowledge with a reply message in the following sample format: “Boat A Received” 16.3 Satellite Voice: Race Control may use Satellite phone voice calls if necessary. 16.4 YB Tracker Messaging: Race Control may use YB Tracker Messaging during the event to contact yachts. 16.5 Mobile Phone (LTE): Race Control may use mobile phone voice and txt messaging during the event. 16.6 Email: Race Control may use fscexmouth@gmail.com to contact yachts if necessary. 16.7 HF Radio: Race Control will not be monitoring but may use HF Radio to communicate with Yachts during the event. RO’s will have remote access to the Barrett Communications base stations at Bibra Lake and Wiluna. Race control will confirm which yachts have working HF radio 16.8 Marine VHF Radio: Race Control may use marine VHF radio, if within range to contact yachts if necessary. 16.9 AMSA, WA Water Police, and/or VMR groups: Although unlikely may use any of the above methods to contact yachts during the event if necessary. 17 POSITION REPORTS 17.1 All boats in the event (i.e. Race and Rally) shall report via communications methods in section 14 (satellite phone TXT etc) promptly after passing north of 29 degrees South (Geraldton) to declare (for example) ‘Boat A complies with 17.1 of the SI’s’: 17.1.1 Satellite communication device and VHF is operational. 17.1.2 Life raft(s) are on board. 17.1.3 Engine is operational and the batteries charged. 17.1.4 Boat and crew are in a satisfactory condition to continue. 17.1.5 The skipper has received and comprehensively considered a current long-range weather forecast. 17.1.6 The boat has on board sufficient water and fuel to satisfy Parts B-5 and B-6 of the Notice of Rally & Race. 17.2 Boats which are not recorded as having met the reporting requirements above shall be disqualified without a hearing (amends RRS 63.1). 17.3 Boats that make a false report will be subject to action by the Rally & Race Committee in accordance with RRS 60.2(c). 17.4 All boats shall report to Exmouth Race Control on VHF 72 promptly after becoming abeam of Point Murat. 18 FINISH 18.1 The finishing line will be the extension of an imaginary line extending from the Exmouth VMR Base to the Outer Port Entrance marker at the entry to the Exmouth Marina. Virtual marks Inner Waypoint & Outer Waypoint represent the inner and the outer extremities of the line but may not be precisely on the line itself. 18.2 A boat is required by the Race Committee to provide evidence, in the form of screen shot or photo of its GPS track and time, to demonstrate that it has correctly crossed the finish line and has correctly recorded its finish time. 18.3 Each boat shall inform Exmouth Race Control by SMS (+61 412 532 211) or VHF 72 of their finish time as soon as practicable, but no later than 30 minutes after finishing. 19 TROPHIES/PRIZES 19.1 Race Divisions 1, 2 and Double Handed - IRC 19.2 Race Divisions 1, 2 and Double Handed – ORCI 19.3 Race Divisions 1,2 and Double Handed – PHS 19.4 Race boat environmental prize scored according to attachment 1 19.5 Race Double Handed results and prizes will be combined with Division 2 if there are less than 3 entries in the DH division. 20 RALLY PRIZES SHALL BE AWARDED FOR THE FOLLOWING CATEGORIES: 20.1 Rally boat environmental prize scored according to attachment 1 20.2 Special contribution award shall be made by the rally committee to a rally boat or individual that has made the greatest contribution to helping others in the event or with preparation for the event. 20.3 Longest legal fish caught during event. Photographic evidence, incorporating tape measure (or similar), to be submitted. Boat name, position, date and time of catch, also to be submitted. Fremantle to Exmouth 2021 Race and Rally 20.4 Best video taken on board a rally boat during the event of not more than 3 minutes, as judged by the rally committee. 20.5 Best ‘on board meal’ presentation, as judged by the rally committee. Photographic evidence together with the recipe to be submitted together with supporting statements from the crew. 21 PROTESTS 21.1 Protests or requests for redress arising from the Race shall be lodged by email to sailingmanager@fsc.com.au or in person at Exmouth to the Race Committee within 2 hours of the finishing time of the protesting boat. 21.2 The Race Committee will, within eight hours of receipt of a protest or request for redress, post the time and place of hearing and a copy of the protest form on the Official Notice Board and notify the parties. This shall be compliance with and notification to the parties under RRS 63.2. 22 ANNOUNCEMENT OF RESULTS 22.1 Results will be announced on Saturday 15th May in the evening at Exmouth Sailing Club. Provisional results may be available prior on the event website. 23 HANDICAPS 23.1 PHS handicaps to be issued by ORWA. 23.2 PHS handicaps will distributed to skippers via email and placed on the FSC Noticeboard prior to the event 23.3 Handicaps will also be uploaded to FSC event website: https://www.fsc.com.au/exmouth2021/ 24 INCIDENT REPORTING 24.1 Whilst participating in the Exmouth Race or Rally, there is a fundamental obligation to inform Race Control/Officer of incidents as soon as practical. An incident is any event where there is any damage or risk of damage to people, property, and/or the Club. 24.2 MOB Incidents must be reported immediately to the fleet on VHF 72 and by satellite phone / SMS to Race control. 24.3 Any accident, boat, or equipment failure that results in any of the following, and when the report may improve safety and reduce the likelihood of a recurrence then a formal FSC Incident Report needs to be completed. • Injury that required professional medical attention • Incidents involving the need to inform Race Control such as; contact between boats, MOB, Grounding, structural failure • Failure of FSC’s management systems that resulted in a materially worse outcome • Incident requiring outside assistance e.g. activation of a beacon / distress signal, Sea Rescue, 3rd Party to the event / race. • A near miss of any of the above. A near miss is considered as an incident where no property was damaged and no personal injury was sustained, but where given a slight shift in time or position catastrophic damage and/or serious injury easily could have occurred.
