Pony Club Queensland 2019 State Dressage, Combined Training and Horse Trials Proudly hosted Zone 26 and Zone 7 Pony Clubs It is with the greatest of pleasure that on behalf of Zone 26 and Zone 7 Pony Clubs we extend an invitation to all competitors, families and friends to join us at Maryborough Equestrian Park in July for the 2019 State Dressage, Combined Training and Horse Trials Championships. Being located on the northern side of Maryborough on the Bruce Highway makes the location very accessible. Thanks to the Fraser Coast Regional Council we are provided with ample camping areas, good stable and suitable amenities. The team at Maryborough Equestrian Park always go above and beyond and will, as always have the facilities at their best for the July championships. Maryborough Equestrian Park is an outstanding facility and with suitable surfaces for each phase of the championships. With the well maintained cross country course located within the same venue we have the benefit of being able to hold the entire event in the one location. These events would not be possible without the amazing support of our sponsors. We thank you all in advance for your valued support and ask our competitors to also pass on their thanks to our sponsors and let them know that their support is appreciated. We look forward to offering a warm welcome to everyone in July 2019 and trust you have safe travels to join us at what we expect to be a great Championships with a friendly atmosphere. Organising Secretary: Susan McClenaghan 0488 555537 susan@austplaninvestment.com.au Entry Fees: Dressage $50 Combined Training $50 Horse Trials $60 Online Nominations Open: Monday 29th April 2019 Log into My Pony Club to nominate, purchase merchandise and book camping and stabling Closing Date: Sunday 9th June 2019 @ midnight Your results and qualifiers listed will be checked for accuracy. Zones will be sent notification of your nomination. If the nomination is not endorsed by the Zone the nomination will be rejected. No pending qualifications will be accepted. Please refer to PCQ rules for qualification requirements or contact your Zone for clarification. Stabling/Yards: $20 per horse per day (day trippers must also book and Pay for stables) Stable/yards are booked per day in accordance with Council requirements, not per night. Cost includes sawdust No companion horses Manure to be put in designated areas All stables/yards will be allocated. Anyone moving stables/yards without express permission of the stabling manager will be in breach of the biosecurity plan and will be asked to leave the grounds. Stables/yards must be left clean on departure – free of manure, urine, sodden sawdust and feed. In lieu of a stable bond Zones will be invoiced $50 each for any stables that are not properly cleaned prior to departure.

No dogs to be in the competition area, warm up areas or stable area. Loose dogs will be impounded by Council. Welcome Dinner: There will be no Welcome Dinner, but we will be organising a courtesy bus into the local RSL Club in Maryborough on the Tuesday and Thursday night. Merchandise: Orders to be placed online and must be received by 25th May 2018. Team Managers Meetings: Dressage 5.00pm 7th July 2019 Combined Training 5.00pm 9th July 2019 Horse Trials 5.00pm 10th July 2019 To be held in the secretary’s office Please prefill performance cards before submitting them at the team managers meeting Biosecurity: A quarantine areas will be identified on the stable plans and at the secretary’s office. Horse health declaration form must be handed in on arrival. In case of a lock down, the responsibility and expenses incurred at this event will rest with the owners of the animals. Catering: The canteen will be hosted by Pine Rivers Pony Club for the duration of the event, serving breakfast from 7am and closing at approx. 4pm each evening. Supplies: Maryborough has many specialty shops and grocery stores just a 5 minute drive away. Fuel is available in town of just north on the highway. Vet: Fraser Coast Veterinary Clinic – 4123 1570 Horse Feed: Kingston’s Rural Supplies – 4121 6634 Hay, chaff and other feed requirements will be available Orders can be phoned in for daily deliveries Stock Inspections: For those who have to return through tick-free zones, it is you’re responsibility to make all necessary arrangements. Nominated helpers: Zones will be required to supply pencillers/helpers throughout the event. Requirements will be notified at the Team Managers’ meetings. Team Managers will be responsible to ensure that helpers are provided as required. Please note that if helpers are not provided by their Zone their riders will not be allowed to compete. Safety: Whilst an official gear check will be carried out, the safety of rider’s gear is ultimately the responsibility of the competitor.
1. RULES All competitors will run according to PCQ rules. It is not feasible to print all the rules and regulations pertaining to a competition on a schedule. Team Managers and competitors are expected to be familiar with all applicable rules of PCQ. 2. BACK NUMBERS The Zone Team Manager will be responsible for the collection and return of back numbers. Back numbers not returned at the end of competition will be billed to Zones at $100/bib. 3. ORDER OF START Competitors will ride in the order of the draw. The draw will be in the program and available at the event. The final draw after scratchings will be posted on the day of the event. Riders must be prepared to ride earlier if there are scratchings. Times on the draw will be a guide only. 4. ENTRY ONLINE Incorrect or misleading information will incur elimination. Individuals nominate and pay online. Qualifiers will be validated for accuracy. Zones will receive notification of your nomination. If your Zone disagrees with the accuracy of the information in your nomination, or they have any reason why they do not support you representing them at this state championships, your nomination will be refused and your money refunded. 5. ZONES Zone secretaries will be required to confirm support of the list of nominee for their zone. They will also need to provide contact details for zone team managers. 6. FIXTURE Shall be defined as one programme held on one or more days by one Organising Committee. The one horse/one rider rule will apply. Riders may change horses between Dressage, Combined Training and Horse Trials events (Dec 97). 7. ZONE TEAM MANAGER Each Zone will appoint a Team Manager. His/her duties shall be: Responsible for all team members whilst at the event. Inspect uniforms and gear of competitors before they report to gear steward. Responsible for lodging of protest, which must be made in writing within one hour of the incident or of results being posted accompanied with a $50 fee Responsible for the back numbers and their return Assemble riders for presentation Collect and submit grading cards - Please prefill performance cards before submitting them at the team managers meeting Ensure that zone penciling and other duties are fulfilled Ensure that all competitors are mounted and present at Presentation 8. PRESENTATION For presentation of awards at the conclusion of a state fixture it is the Team Manager’s responsibility to assemble all competitors, mounted and in full uniform, ribbon winners or not for the final parade. An unmounted assembly may be organised at the discretion of the committee in extenuating circumstances. Request for special permission to leave must be made in writing by the Zone Team Manager and may be granted by the Judge in Chief and the Chief Steward in exceptional circumstances, Presentation of ribbons for competition completed on Day 1 may take place at the conclusion of Day 1 at the discretion of the committee, the Judge in Chief and the Chief Steward. 9. EXERCISE Competitors may only exercise their horses in the areas provided. Horses may be schooled or exercised only by the nominated rider on the day of the competition. Horses may be lunged by the nominated rider, a parent or club instructor, in the designated area.
Riders disregarding this rule could incur disqualification from the event. Competitors must not ride on or near any part of the official courses prior to the competition. Horses must be correctly saddled and the competitor must wear a helmet, riding boots and competition number whilst exercising their horse. Helmets to be Equestrian Helmets rated at PCQ standards as stands A/NZ 3838, A/NZ ARB HS 2012, EN 1384 (made up to and including 2015) BS PAS 015 (1998 or 2011) VG01.040 (2014-12) or ASTM F1163 or better. 10. CLASSES If numbers in any class are insufficient, classes may be combined. Groups of over 30 riders but less than 40 riders may be divided into two groups, but will be divided if numbers exceed 40. If there are less than 3 riders in any group the riders do not form part of a team (Zone or State). 11. SCORING Dressage 10 points to 1 point are descending to 10th place. The overall placings are determined by these points. In the event of a tie for overall placings, the actual marks for the number of tests involved will be averaged and the rider with the highest average score will be champion. If still equal, the rider with the highest score in the highest test will be the winner. Combined Training On each Judge’s sheet the good marks awarded for each movement together with the collective marks are added deducting any penalties for errors of course or test. For each judge the percentage of maximum possible good marks by the maximum possible good marks obtainable, and then multiplying by 100 and rounding the result to two decimal digits (any score of “x.xx5” and above is rounded up and any score less than “x.xx5” is rounded down. This value is shown as the individual percentage for that Judge. This percentage is then converted to penalty point. This is subtracted from 100 and multiplied by 1.0 with the resulting figure being rounded to ONE decimal digit. The result is the score in penalty points for the dressage test. ] Any penalties incurred in the jumping phase are added to the penalty points for the dressage test. If the final score gives equality of marks to two or more competitors, the classification is decided by the best (lowest) dressage score. If there is still equality, the closest to optimum time (under the time set) in the jumping test determines the result. Horse Trials Groups are scored 10 to 1 descending from 1 to 10 th place to determine team results and for team scoring riders completing the 3 phases but not in the top ten receive 1 point. The competition is on a penalty basis and the winner of the competition will have the lowest total penalty points. In the case of a tie, the winner will be the competitor with the best cross country score. If there is still a tie, the winner will be one whose cross country times was the closest to the optimum time. If still equal, the dressage mark will decide who is placed higher. This principle applies to tied place getters and teams. 12. TEAMS A team shall consist of four riders taken from the 4 best scores from each club/zone with the three best scores to count. (Three riders constitute a competition; competitions with less than three riders remain unofficial and do not count towards team placings in an event). A team of three (constitutes a competition) is acceptable and may beat a team of four riders. A team with less than 3 riders remaining in the competition cannot be placed at all. Riders under 26 years may make up state/zone/club teams. Where there are less than six (6) riders in a competition only first overall placegetter is eligible for the State &/or Zone Team. (Oct.12). Riders in all groups will be included in the State and Zone Teams. Refer to scoring handbook for more detailed method of scoring for teams in each discipline. In the case of equality: the rider with the higher grading will form the team. If there is an equality of points within the same grade or age group: Dressage: the rider with the highest average will form the team and if the scores are still equal, the rider with the highest score in the highest test will form the team. Combined Training: the rider with the highest dressage score will form the team and if still equal, the rider with the optimum time in the jumping will determine who forms the team. Horse Trials: the rider with the highest average will form the team and if the scores are still equal, the rider with the highest dressage score will form the team.
AWARDS PERPETUAL TROPHIES Perpetual trophies remain the property of PCQ and are to be returned following photographs taken at presentation. REPLICA TROPHIES Awarded to members of winning Zone & State Teams. CHAMPIONSHIP RUGS Sponsored by Aussie Blue Heeler Products are presented to the winners of each Grade/Age Group. MEDALLIONS Medallions will be presented to three places in individual Age Group/Grade Championship. SASHES To 5th place overall in each grade/age group To 3rd place in zone teams (Qld zones only) To 1st place in winning state team (no state team in combined training) RIBBONS To 5th place in each of the three rounds in the dressage competition. STATE POLO SHIRT Members of the Queensland State Team are entitled to receive a Maroon State Polo Shirt from PCAQ. Club Secretaries are to apply to PCAQ giving the size required within two weeks of the fixture.
Qualifying Criteria for State Events 2019 To compete at a State Championship, Horse & Rider combinations must, in the 12 months following the previous State Event, qualify as follows at the designated events: Dressage: 1. Qualifying events are Official or Zone Championships or previous State Championship 2. To gain a Q at any competition, horse & rider must have obtained a score of 60% or more in any 3 tests over a minimum of two (2) competitions. 3. The number of Q’s achieved at any competition will be recorded next to rider’s name in the results forwarded to PCAQ. One 60% achieved = Q1, two 60% achieved = Q2. E.g. Emma achieved 60% or over in two tests. Her result will show Q2. 4. State Championship nomination forms will have provision to show where 3Qs were obtained. 5. Riders 10 years & under, 12 years & under, 13 years & Under 26 years must have their horse registered & produce the card at all competitions to ensure they will be competing in the correct group. Nominations that do not have Registration No. Entered and do not have performance card on the day will compete HC 6. Whether rider/horse combination qualifies has no bearing on their places on the day. 7. Where a rider’s age necessitates going up an age group, or from 12 & under to graded competition, before the State Championship, horse & rider combinations who have qualified as above will be Considered qualified to compete at the new level. Any one turning 13 years or going up a grade after the close of nominations, previous qualification will be accepted. 8. One HC Performance will count as a Q1 9. There will be no “pending” for any State Event. Qualifying & Grading is at the close of nominations Combined Training: 1. Qualifying events are Official or Zone Championships or previous State Championship 2. To gain a Q at any competition, horse & rider must have obtained a Dressage score of 55 % or more AND NO MORE THAN 4 Showjumping penalties (June 2012) in the Showjumping phase 3. At State Event rider must nominate at the height of highest qualifier attained 4. A Q obtained at any competition will be recorded next to the rider’s name in the results forwarded to PCAQ 5. State Championship nomination forms will have provision to show where 2 Qs were obtained. 6. Riders 10 years & under, 12 years & under, 13 years & under 26 years must have their horse registered & produce the card at all competitions to ensure they will be competing in the correct group. Nominations that do not have Registration No. Entered and do not have performance card on the day will compete HC 7. Whether rider/horse combination qualifies has no bearing on their places on the day. 8. Where a rider’s age necessitates going up an age group, or from 12 & under to graded competition, before the State Championship, horse & rider combinations who have qualified as above will be considered qualified to compete at the new level. Any one turning 13 years or going up a grade after the close of nominations, previous qualification will be accepted. 9. One HC Performance will count as a Q1 10. There will be no “pending” for any State Event. Qualifying & Grading is at the close of nominations One Day Event: 1. Qualifying events are Official or Zone Championships, previous State Championship or EA Official Competitions 2. To gain a Q at any competition, horse & rider must have a dressage score of 50% or more with 20 jumping penalties or less in the cross country phase, and no restriction on time in cross country, and no restriction on time or penalties in Showjumping phase provided the combination completes the competition. This needs to be done in at least two (2) competitions one of which is to be a Pony Club Official ODE, Zone Championship ODE, and the previous year’s Pony Club State Event. Only one (1) EA Official Event may be used 3. A Q obtained at any competition will be recorded next to the rider’s name in the results forwarded to PCAQ 4. If using an EA event for the second qualifier, a copy of the official results should be forwarded with the nomination. 5. State Championship nomination forms will have provision to show where 2Qs were obtained.

Nominations that do not have Registration No. Entered and do not have performance card on the day will compete HC 7. Whether rider/horse combination qualifies has no bearing on their places on the day. 8. Where a rider’s age necessitates going up an age group, or from 12 & Under to graded competition, before the State Championship, horse & rider combinations who have qualified as above will be considered qualified to compete at the new level. Any one turning 13 years or going up a grade after the close of nominations, previous qualification will be accepted. 9. One HC Performance will count as a Q1 10. There will be no “pending” for any State Event. Qualifying & Grading is at the close of nominations Additional criteria which applies to All Disciplines: 1. To count as a Qualifying Event, Zone Championships must be run in the same format as a State Event and have been applied for and approved by the relevant PCAQ Sub-Committee. 2. To attend a State Championship, all riders 13 years & over are required to hold a minimum “C” Proficiency Certificate or Level C Instructor’s certificate (Aug.09), all riders under 13 years are required to hold a minimum “D” Certificate (Aug.10). 3. All riders nominating must have attended at least TWO musters (rallies) in the past twelve months at their club or previous club in the case of transfers or club where they are attending as an ‘honorary’ member because of school or work commitments. 4. Zone Secretary and/or Zone Delegate to check qualifying criteria have been met, proficiency certificate attained, attendance requirements verified, when validating nominations. Riders found not to be qualified may be stopped from competing. 5. Extenuating Circumstances On a case by case basis, where there are genuine extenuating circumstances for non-qualifying, rider may apply to a Zone Committee made up of Zone Chief Instructor, Zone President and/or Secretary plus the discipline delegate to the PCAQ Sub-Committee.. This committee will consider, agree and recommend whether or not the rider/horse combination is of sufficient standard to compete. 6. Injured horse or substitution of horse Refer Extenuating Circumstances above. The same Zone Committee - being satisfied that the horse originally qualified and nominated is unable to compete - would approve any substitution of horse after due consideration and agreement on whether such horse is of sufficient standard to compete in it’s nominated group. 7. Special Consideration Where a 12 & Under rider will move to graded competition after the close of nomination, he/she will be allowed to ride HC (taking part in all second rounds as applicable) in the new grade for up to 3 months preceding turning 13 years to gain experience at the new level.
