South Fayette Township School District Regular Meeting Minutes Tuesday, June 22, 2021 The Regular Meeting of the South Fayette Township Board of School Directors was called to order at 7:42 PM in the Studio, in the High School by President Alan Vezzi with the Pledge of Allegiance. President Vezzi apologized for the late start announcing the Board held an Executive Session prior to the start of the meeting to discuss personnel and/or legal issues. Mark Keener and Head Track and Field Coach Scott Litwinovich proudly recognized Senior Amy Allen for winning the WPIAL 200 meter and 400 meter, and as a member of the WPIAL winning 4x100 meter relay team which consists of Amy Allen, Amanda Marquis, Olivia Renk, Melana Schumaker and the 4x400 meter relay team; and the PIAA 4x100 meter relay team. He added the 4x100 meter relay team are invited to participate in the National Scholastics Athletics Foundation Outdoor Nationals at Hayward Field in Eugene, Oregon. Brian Tony reviewed the following for the 2021-2022 Final Budget, which is required to be voted on tonight: Budget timeline Projected enrollment No changes in revenue or expenses since the June 15 meeting Millage options include no increase remains at 26.7; .25 mill increase to 26.95; .5 mill increase to 27.2; 1.00 mill increase to 27.7; or to the index of 1.068 mill increase to 27.768 Impact of millage increase on the taxpayers Budget summary including expenditures, revenue, results of operation, and beginning and ending balances based on each millage option Minutes – Regular Meeting June 22, 2021 1
Joe Brennan, PJ Dick reviewed the following regarding the High School roof replacement project: Financials of the project Mobilized the site and safety scaffolding in place; contractor very safety conscious Approved change order and no pending change orders Approximately 3,000 square feet of plywood on the front side of the roof replaced due to water damage; included in the cost PVC due in this week CONSENT AGENDA Burroughs seconded Ainsworth on approval of the Minutes from the following Board Meetings: Virtual Committee Meeting of the Board Tuesday, May 18, 2021 Virtual Regular Board Meeting Tuesday, May 25, 2021 And on approval of the following Financial Reports which have been reviewed by the Superintendent and Secondary Administration: Athletic Fund Mark Keener High School Activity Fund Rebecca Bruce Middle School Activity Fund Rebecca Bruce Board Treasury Report – May 2021 Chris Juzwick And on the recommendation of the Superintendent, Director of Finance Brian Tony, and Tax Collector Kevin Biber for Board approval of the provided list of Real Estate Refunds due to reduction in assessment and/or overpayment. And on the recommendation of the Superintendent and Administrators for Board approval of the provided list of gifts/donations. And to authorize payment of monthly invoices from the General Fund for the amount of $579,945.59 beginning with check number 70104 through check number 70250, the Cafeteria Fund for the amount of $20,895.27 beginning with check number 8219 through check number 8229, and the Construction Fund for the amount of $1,805.00 beginning with check number 024 through 025. June 18 – Virtual SHOUT Conference included students and educators from across the Commonwealth June 21 – ESY and Summer Learning programs began Student Representative Report Ms. Stahl reported: Senior events included the Senior Parade, Senior Sunset, baccalaureate and commencement June 4 - Prom was held on the Gateway Clipper New student and Freshmen orientation scheduled for the fall; high school students serve as mentors for the incoming students; small MS GIRLs Night and True G.R.I.T. Programs held in May for transitioning 8th grade students to the high school IS prepared a video for transitioning 5th grade students to the middle school August 28 – Student Government’s Annual Glow Run event scheduled Business Office Ainsworth seconded Iriti on the recommendation of the Superintendent, Director of Finance Brian Tony, and Director of Innovation, Strategic Partnerships, and Instructional Technology Dr. Matthew Callison for Board approval to fund a portion of the Canvas Summer Projects in the amount of $1,874.50 from the 2020-2021 budget. And on the recommendation of the Superintendent, Director of Finance Brian Tony, and Director of Innovation, Strategic Partnerships, and Instructional Technology Dr. Matthew Callison for Board approval to fund a portion of the Canvas Summer Projects in the amount of $3,749.00 from the 2021-2022 Final Budget. Voice Vote – All Yes Mr. Ainsworth is not in favor of a tax increase; Mrs. Burroughs and Mrs. Iriti reiterated the same sentiments; Mr. Iagnemma asked for clarification on the amounts for a no tax increase. Burroughs seconded Ainsworth on the recommendation of the Superintendent and Director of Finance Brian Tony for Board approval to adopt the Final Budget for the 2021-2022 school year. The final budget revenue of $62,762,146.00 and expenses of $68,871,926.00 would balance with a 26.7 millage rate and borrowing from the fund balance in the amount of $6,109,780.00. Voice Vote – All Yes Iagnemma seconded Hannah on the recommendation of the School District Solicitor, Superintendent, and Director of Finance Brian Tony for Board approval to adopt Resolution 21-02, 2021 Homestead and Farmstead Exclusion, for the District to reduce property taxes, for qualified homestead/farmstead properties by $139.67. In accordance with the Homestead Property Exclusion Program Act (part of Act 50 of 1998) and the Taxpayer Relief Act (Act 1 of 2006) the District must reduce property taxes beginning July 1, 2021. And on the recommendation of the Superintendent and Director of Finance Brian Tony for Board approval to adopt revised Resolution 21-03 for the 2021-2022 school year permitting taxpayers to pay their real estate taxes in three (3) installments. And on the recommendation of the Superintendent and Director of Student Support Services Dr. Rachel Andler for Board approval of the 2021-2022 Allegheny Intermediate Unit Title III Consortium Memorandum of Understanding. And on the recommendation of the Superintendent, Director of Finance Brian Tony, and Director of Student Support Services Dr. Rachel Andler for Board approval of the Educational Services Agreement, including Addendum A: Special Education Services, with the Allegheny Intermediate Unit for the 2021- 2022 school year. And on the recommendation of the Superintendent, Director of Finance Brian Tony, and Director of Student Support Services Dr. Rachel Andler for Board approval to enter into an agreement with Bayada Home Health Care, Inc., to provide nursing and home health aide services for a student effective July 1, 2021 through June 30, 2022. And on the recommendation of the Superintendent, Director of Finance Brian Tony, and Director of Student Support Services Dr. Rachel Andler for Board approval to enter into an agreement with Holy Family Institute to provide services for the Student Assistance Program (SAP) effective July 1, 2021 through June 30, 2022. And on the recommendation of the Superintendent, Director of Finance Brian Tony, and Director of Student Support Services Dr. Rachel Andler for Board approval of the following nursing contracts effective for the 2021-2022 school year. Care Unlimited dba Aveanna Healthcare (Wexford office) Pediatric Services of America, Inc. dba Aveana Healthcare (Pittsburgh office) Epic Health Services, Inc. Aveanna Healthcare (Monroeville office) And on the recommendation of the Superintendent, Director of Finance Brian Tony, and Safety and Security Co-Coordinators Kevin Maurer and Tyler Geist for Board approval of a 3-year agreement with Fedora Intertech to perform annual Panic Alarm System Testing & Inspections in the High School, Middle School, Intermediate School, Elementary School, Student Support Services building, and the Administration Building/Field House, effective July 1, 2021 through June 30, 2024. The total cost will be $2,137.50 and is included in the 2021-2022 Proposed Final Budget. And on the recommendation of the Superintendent and Director of Finance Brian Tony for Board approval to enter into a 3-year renewal agreement with Hosack, Specht, Muetzel & Wood, LLP to audit the financial statements of the South Fayette Township School District as follows: Year end June 2022, $20,325 Year end June 2023, $20,935 Year end June 2024, $21,565 And on the recommendation of the Superintendent for Board approval of the following 2021-2022 tuition rates for non-resident students. This amount is determined by the Pennsylvania Department of Education in accordance with the requirements of Section 2561 of the Pennsylvania School Code. Grades 7 through 12 $11,122.67 Grades K through 6 $10,043.33 Kindergarten (1/2 elementary) $ 5,021.67 And on the recommendation of the Superintendent and Director of Finance Brian Tony for Board approval to enter into a Contract of Service with the PA-Educator.net Clearinghouse. The term of the agreement is from July 1, 2021 through June 30, 2022, at a cost of $1,950.00. This price has remained the same since the 2014-2015 school year. Fornella seconded Ainsworth on the recommendation of the Superintendent and Director of Student Support Services Dr. Rachel Andler for the Board to accept and approve the stipulated adjudication with respect to a student discipline matter. Voice Vote – All Yes Personnel Iagnemma seconded Fornella to approve the motion to amend the employment agreement between the South Fayette Township School District and Director of Finance and Human Resources Brian Tony, approved at the May 25, 2021, meeting to extend the terms of said agreement from three years to five years. Voice Vote – All Yes Fornella seconded Ainsworth to approve the motion to amend the employment agreement between the South Fayette Township School District and Athletic Director Mark Keener, approved at the May 25, 2021, meeting to extend the terms of said agreement from three years to five years. Voice Vote – All Yes Iagnemma seconded Fornella on the recommendation of the Superintendent and Network Systems Administrator Rob Warfield for Board approval of the resignation of Tyler Hudak as a 10-month Technology Assistant effective at the end of the 2020-2021 school year. And on the recommendation of the Superintendent and Administrators for Board approval to hire the following personnel for the 2021-2022 school year: Sarah Karger, 2nd Year Permanent Substitute High School English teacher, at the Master’s Step 2 rate of $52,370, this is due to a leave of absence Patricia Cortese, Permanent Substitute Grade 1 teacher in the Elementary School at the Bachelor’s Step 1 rate of $48,581, this is due to a leave of absence Lynsey Norman, Permanent Substitute Special Education teacher in the Elementary School at the Bachelor’s Step 1 rate of $48,581, prorated, this is due to a leave of absence Tyler Hudak, 10-month Technology Integration Specialist, at the salary of $40,000 for the 2021-2022 school year; with a 60 day probationary period And on the recommendation of the Superintendent and Administrators for Board approval of following EPRs for the 2021-2022 school year: Mentor Teacher for Dr. Payal Mital Allison Okel Mentor Teacher for Patricia Cortese Anne Liberatore Mentor Teacher for Lynsey Norman Kylee Phillips And on the recommendation of the Superintendent and Director of Food Services Tricia Wood for Board approval of the resignation of Jeanne Ellis as a Food Service employee in the Middle School. Her last day worked in this position will be June 14, 2021. Mrs. Ellis will continue to serve as a bus aide in the District effective for the 2021-2022 school year. And on the recommendation of the Superintendent and Intermediate School Principal Tom Kaminski for Board approval of the leave of absence request for Kelly Dissen, Grade 5 teacher in the Intermediate School effective on or about September 28, 2021. Day to Day Substitute Teacher $125.00 per day Building Substitute Teacher $150.00 per day Long Term Substitute Teacher $160.00 per day And on the recommendation of the Superintendent and Director of Finance/HR Brian Tony for Board approval of the following substitute nurse rates effective July 1, 2021. Voice Vote – All Yes Hannah seconded Burroughs on the motion to approve the 1-year extension of the current Act 93 agreement to June 30, 2022. Voice Vote – All Yes Iagnemma seconded Ainsworth on the motion to approve the compensation amount of $10,000 for the Assistant Athletic Director, effective for the 2021-2022 school year, providing flexibility to approve additional staff. Voice Vote – All Yes Mrs. Iriti exited the meeting at 8:26 PM. Education Petrillo seconded Hannah on the recommendation of the Superintendent, Assistant to the Superintendent for Secondary Education Kristin Deichler, and High School Principal Dr. Laura Hartzell for Board approval to run a 3-hour delay day in the High School for the administration of the PSATs on October 31, 2021. Only the students being tested will report to school at the regular start time and the remainder of the high school students would report on a 3-hour delay schedule starting at 10:20 AM. Athletics Iagnemma seconded Fornella on the recommendation of the Superintendent and Athletic Director Mark Keener for Board approval to permit the Girls 4x100 Meter Relay team to travel to Eugene, Oregon to participate in the National Scholastics Athletics Foundation Outdoor Nationals from Wednesday, June 30, 2021, through Saturday, July 3, 2021. The District will donate $2,000 towards the trip. Voice Vote – All Yes Construction There were no additional items discussed. Miscellaneous Fornella seconded Ainsworth on the recommendation of the Superintendent and Administrators for Board approval of the second and final reading of revised Board Policy 202 Eligibility of Nonresident Students. And on the recommendation of the Superintendent and Administrators for Board approval of the first reading of revised Board Policy 217 Graduation Requirements. Voice Vote – All Yes 1. The Board considered appointing two delegates to participate in the PSBA Delegate Assembly meeting to be held on Saturday, October 23, 2021 at 9:00 a.m., at PSBA Headquarters in Mechanicsburg, PA and will be accessible via Zoom. The Board agreed to approve the delegates at the July meetings. SUSPENSION OF BUSINESS TO HEAR FROM RESIDENTS AND/OR TAXPAYERS There were no comments at this time. Solicitor’s Report Mr. Wolfe had nothing to report. Board Comments President Vezzi acknowledged this as Dr. Lockette’s last Board meeting and thanked him for his 3 years of service to the District and wished him luck on his future endeavors. Mrs. Hannah thanked five local female legislators who contributed to a video to the GIRLs Night Out Program. Mr. Fornella also acknowledged this as Mrs. Deluca’s last Board meeting wished her luck on behalf of the Board on her future endeavors. South Fayette Foundation Lena Hannah Mrs. Hannah announced the Annual Golf Outing on July 16. PSBA/Legislative Committee Report Lena Hannah Mrs. Hannah thanked those who tried to help push through SB1 and SB733 regarding charter school reform. Parkway West President Alan Vezzi President Vezzi had nothing to report. SHASDA Jennifer Iriti Mrs. Iriti had exited the meeting. President Vezzi thanked Administration, the entire staff of the District and everyone who contributed to graduation this year; an awesome event and huge undertaking; turned out to be a beautiful evening.
