SCHOOL SPORT VICTORIA STRUCTURE OUR REGIONS Eastern Metropolitan Region Gippsland Region Greater Western Region Hume Region Loddon Mallee Region Northern Metropolitan Region Southern Metropolitan Region Western Metropolitan Region SPORT & PHYSICAL EDUCATION TIME ALLOCATION The mandated time allocation for physical and sport education in years P-10 government schools is: YEARS P-3 20-30 minutes per day of physical education. YEARS 4-6 3 hours per week of physical education and sport with a minimum of 50% for physical education. YEARS 7-10 100 minutes per week of physical education and sport. 2
COVID-19 SAFE PLAN School Sport Victoria (SSV) has a COVID Safe Plan in place and will work with all Coordinators to provide for the safe delivery of school sport in 2022, in line with relevant restrictions and advice. The COVID Safe Plan can be found on the SSV website: myssv.info/covid The advice is intended to ensure that the staff, students, volunteers and parents fully understand their responsibilities when attending an SSV event. The advice aligns with recommendations regarding sport and the use of indoor and outdoor facilities in the Department of Education and Training School Operations Guide and the COVID-19 Safe School Principles. Participating schools are encouraged to refer to the Guide in addition to the SSV COVID Safe Plan. BENEFITS OF SCHOOL SPORT Quality school sport and physical education are key elements in providing all Victorian students the opportunity to become healthy and successful learners. Quality school sport is part of the Active Schools Framework, which supports schools to take a whole school approach to physical activity. Regular school sport and physical education have been identified as key contributors to: Engaging students in schooling Studies show a positive link between participation in sports programs, physical fitness and improved school attendance Being more physically, socially and emotionally healthy, improved fitness levels, developing social interactions and friendships and better mental health Improving cognitive function in the classroom Contribute to improved academic performance Improved fitness levels leading to improved focus and concentration for longer periods of time Enhancing self-esteem and providing opportunities for self-expression, achievement and confidence Individuals who participate in organised sport demonstrate lower rates of anti-social behaviour 3
DUTIES OF A SPORT COORDINATOR Become acquainted with all rules, regulations and operating procedures on the SSV website Attend all District or Division meetings to have input into planning and operations Contact other School Sport Coordinators, District or Division Coordinators, Sporting Region Coordinator and Sporting Region School Sport Officer Develop a sporting event check list to ensure all matters have been attended to Ask members of staff to volunteer to coach teams Conduct a meeting of all coaches and outline: expectations, codes of conduct, rules, responsibilities, teams sheets, critical dates Planning arrangements for team events: permission slips, buses, due dates and venues Identify any clashes with school programs Ensure appropriate equipment is available, practice schedules and first aid Ask students to sign up to sports team e.g., lists on noticeboards and newsletter information Students should be reminded of SSV rules, codes of conduct and acceptable behavior, costs and dates Indicate to District or Division Coordinator the teams the school will be entering in a timely manner Ensure all teams take a completed team sheet and full competition details to the event Ensure all financial practices and indemnity forms of the school are adhered to Ensure all staff are aware of pupil time out of the school (daily organiser, sub school leader, etc.) District or Division winners should contact the relevant Coordinator to ascertain the next round of competition, opponents, venues and confirm match dates Ensure any matches postponed by inclement weather are rescheduled for completion by set dates Advise students and staff of opportunities to be involved in the Team Vic program. SCHOOL SPORT VICTORIA ADVISORY COMMITTEE The purpose of the SSV Advisory Committee is to support the strategic management of SSV, including its strategic directions, key programs and stakeholder partnerships. The role of the Advisory Committee is to provide advice to School Sport Victoria on: Trends in the education and sport sectors Government priorities and alignment Development of SSV policies Financial management and sustainability Partnerships and sponsorships, and Stakeholder and customer engagement and feedback (including schools) See the current Advisory Committee members. STUDENT LEADERS GROUP The aim of the Student Leaders Group is to provide feedback and advice to SSV to help guide and shape the future of school sport. The SSV Student Leaders Group for 2022 involves 22 students, from diverse backgrounds and experiences, ranging from years 5 to 12. 5
SSV MULTI CLASS ATHLETE INFORMATION Competition Pathways and Progression For Primary Schools, the Competition Pathway is District > Division > Sporting Region > State For Secondary Schools, the Competition Pathway is Division > Sporting Region > State School Teams and individuals must compete at each level of competition to reach the State Championships. Codes of Conduct Adherence to School Sport Victoria’s Codes of Conduct is required by Coaches, Players, Spectators Small Schools Schools from within the same Primary District or same Secondary Division, with a combined enrolment of no more than 300 students may enter District/Division/Sporting Region/State com- petitions as a combined representative team. SSV MULTI CLASS ATHLETE INFORMATION SSV will work with state sporting organisations (SSO’s) and the existing school sport structures to ensure that opportunities are provided for all students, regardless of gender, race or culture, in both segregated (against other students with a disability) and in integrated (with able bodied students) settings. SSV believes that the first level of entry to school sport is critical and must be inclusive. This level provides valuable integrated opportunities for all students to play sport with their peers. At a primary level this is at a District level and secondary level this is through Divisions. Where practical, schools must ensure that minor modifications are made to the rules, at this first level of entry, to better include all students. This is best done at a local level, and between schools, using a commonsense approach to competition. Swimming Multiclass Events (MC) – 50 metre Freestyle, Breaststroke and Backstroke. Age Groups 9/10, 11 and 12/13 (Primary) 12 - 15 and 16 – 20 (Secondary) Track and Field Multi Class Athlete events (MC) – 100-metre sprint, 200 metre sprint, long jump and shot put. Age Groups 9/10, 11 and 12/13 (Primary) 12 - 15 and 16 – 20 (Secondary) Cross Country Events for Multi Class Athletes (excluding wheelchair athletes) will be conducted concurrently with the following events: Girls 9/10, 11 and 12/13 - Girls 9/10 Years 2000m Boys 9/10, 11 and 12/13 - Boys 9/10 Years 2000m Girls 12-15 - Girls 14 Years 3000m Boys 12-15 - Boys 14 Years 3000m 6
Girls 16-20 - Girls 15 Years 3000m Boys 16-20 - Boys 15 Years 3000m Age Groups 9/10, 11 and 12/13 (Primary) 12 - 15 and 16 – 20 (Secondary) Students with a physical impairment and without a classification must contact Swimming Victoria on (03) 9230 9400 For Cross Country and Track & Field, students with a physical impairment and without a classification must contact Athletics Australia on (03) 8646 4550. Students with an intellectual impairment must contact Sport Inclusion Australia (SIA) on (03) 5762 7494 Students with a hearing impairment must contact Deaf Sports Australia on (03) 9473 1154 Students must hold a current classification to compete at region and state championships. Multi Class Athlete events will be conducted using the multi disability format for both boys and girls and results calculated using the Swimming Australia Multi Class Points Schedule (MCPS) and the Athletics Australia Multi Disability (MDS) Tables. PROTESTS AND APPEALS Team Sports Protests/disputes for Team Sports must be notified to the Convener on the day and, if possible, the Convener shall resolve such disputes ‘on the spot’ Any school aggrieved by the ruling the Convener shall play the match(es) under protest and the matter shall then be referred to the relevant Protest and Appeals Committee Appeals against the Convener decision must be lodged in writing The aggrieved school shall complete the SSV Protest Form (available on the SSV website), signed and endorsed by the Principal within 3 school days of the competition. Individual Sports Protests for Cross Country, Diving, Golf, Swimming, Track & Field and Tennis (Primary) must be notified to the relevant Referee on the day of competition only by either the competitor or teacher or, if no teacher is present, an adult responsible for the competitor Any competitor aggrieved by the ruling of the Referee may request to compete under protest (in the case of a disqualification/failed attempt) until their Appeal can be heard Appeals against the Referee’s decision must be lodged in writing and any fee payable on the day of competition only within the time limit as specified by the School Sport Victoria rules for that sport No protest or appeals will be heard after the competition is conducted. INVITATION Invitations to compete can only be considered in competitions for individuals and teams only where a place is available. These sports are Golf, Cross Country, Swimming and Track & Field. Please note that invitation requests: Can only be made by schools on the Invitation Request Form Can only be considered if it meets the Invitation Request criteria Can only be granted for one level of competition Can only be granted if there is a vacant lane (Swimming and Track & Field) Can only be considered where the level of performance would have normally qualified the student to compete at the level requested. FINES The school will face a fine of $100 if a team withdraws from a sport Region or State Final less than two school days prior to the finals and a replacement team cannot be found. 8
SELECTION PROCESS Each year, talented Victorian school students can trial for a place in the School Sport Victoria (SSV) Team Vic state team and participate in annual School Sport Australia (SSA) Championships. There are approximately 45 teams selected across 19 sports involving approximately one thousand primary and secondary school students representing ‘Team Vic’. The sports include Australian Football, Baseball, Basketball, Bowls, Cricket, Cross Country, Diving, Football (Soccer), Golf, Hockey, Netball, Rugby League, Softball, Swimming, Tennis, Touch Football, Track and Field, Triathlon (and Aquathlon), and Volleyball. The SSA Championships offer gifted and talented students the opportunity to participate in higher levels of sporting competition against students from other Australian states and territories. Please note that participation in SSV Team Vic state teams is self-funded, so students will be required to contribute to the costs of being a member of a team. Costs may include host state and administration levies, uniform, flights, transport, accommodation and meals. SSV makes every effort to keep all costs to a minimum and tries to assist team members through contact with schools, sponsor letter and a media release. There are funding opportunities available for student’s selected for a Team Vic team through the Australian Sports Foundation and the Sports Excellence Scholarship Fund (for students that eligible) – see Fundraising and Scholarships. To be eligible for selection, students must be enrolled and in regular attendance as a fulltime student at a primary or secondary school affiliated with SSV, and available to attend selection trials and training sessions and meet the costs of participation. Team training schedules will be available at the trials and team training is generally held on weekends or during school holidays. 12 Years and Under Teams The selection process for 12 Years and Under State Teams varies amongst sports - eligible students must be 12 Years of age, as at 31 December in the year of competition. Students turning 9 or 13 are ineligible. Entry for all trials except Cross Country is via online nomination, through the SSV website: www.ssv.vic.edu.au/team-vic The online registration to trial process will open on 1 December and close on 1 March each year for many teams. The remaining team’s registration to trial will open on 1 March and close on a date advertised on www.ssv.vic.edu.au/team-vic 9
Step 1: Students must consult with the Principal prior to registering online. For the following teams each school is only allowed to endorse a maximum of three (3) students – 12&U Boys Australian Football, 12&U Boys Basketball, 12&U Girls Basketball, 12&U Boys Cricket, 12&U Boys Football (Soccer) and 12&U Netball (one team with both genders) The Principal will give permission for the student to proceed with registering online only should the student be deemed capable to represent the school and participate in a State Level Trial. Trials are not Come & Try events, schools are required to endorse students with advanced skills only. Step 2: Once the student has been given permission from the Principal at their school to register the family of the student can then proceed to register online and pay the Non-Refundable $25 Fee www.ssv.vic.edu.au/team-vic Step 3: Once registered the family will receive two emails confirming receipt of registration. One will be a tax receipt and the second email will be an email with a form embedded needing a signature from the Principal and the school stamp. Step 4: The student must obtain the signature of the Principal and the school stamp. This signature must be obtained before the date of the first Trial. This signed confirmation must then be handed in to the first Trial Coordinator on the day of the Trial. (No Form, No Trial). Step 5: Before the end of term 1. SSV Coordinators will email the registered students and confirm the date, time, and venue of their trial. Step 6: After the first Trials are conducted successful students will be provided with information regarding the Conference Trials. Those students who are selected at Conference Trials will proceed to State Trials Cross Country - This team is selected from competitors at the SSV State Cross Country Championships. Students who turn 10, 11 or 12 in the year of competition are eligible for selection regardless of whether they are in primary school or secondary school. 13-19 Years Teams Nominations to trial for 13-19 year old teams is to be completed via the SSV website www.ssv.vic.edu.au/team-vic. Team Vic students must attend for the duration of the SSA Championships 10
FUNDRAISING & SCHOLARSHIPS While all young people selected for Team Vic have the talent and commitment to succeed, not all have the funds or support to take up the opportunity. To reduce the barrier to participation, students selected to represent Victoria as a Team Vic member to participate at the School Sport Australia Championships can: Create an Australian Sports Foundation fundraising project Apply for a Sports Excellence Scholarship Fund scholarship (pending eligibility): scholarships awarded from the fund will support the Victorian students from low socio-economic, indigenous or rural and regional backgrounds. Participating in sport provides young people with social, cultural and educational opportunities, encouraging healthy lifestyles, the development of life skills and lifelong friendships. For those from disadvantaged backgrounds, these benefits can be far reaching. You can find more information at SSV Scholarships and Fundraising. PRIVACY The information Privacy Act 2000 requires School Sport Victoria to inform you that, in the conduct of school sport, photographs may be taken of participants and results compiled to record student participation, celebrate student success and achievement and to promote events conducted by SSV. SSV limits the use of disclosure of any personal information to the purpose of participating in school sport. By accepting the invitation to participate in events under the auspices of SSV, you undertake to abide by the School Sport Victoria Privacy Policy. CHILD SAFETY School Sport Victoria (SSV) is committed to the safety, participation and empowerment of all children when delivering an extensive school sport program to Victorian primary and secondary school students. The SSV Child Safety Policy guides Advisory Committee members, our staff, volunteers, agents, contractors, member schools, life members, ambassadors and all other persons involved in supervising school sport on how SSV creates a child safe environment at our events and in our teams. OTHER POLICIES School Sport Victoria also has policies relating to Inclusion, Drugs in Sport, Healthy Choices, Hydration, and Injury Preventions. VTG25 | 18 – 21 SEPTEMBER 2022 The Victorian Teachers’ Games (VTG) is a multi-sport event exclusively on offer to teachers and educational professionals across Victoria. Held annually in a regional location, educators can participate and connect through a range of sporting, recreation, wellness and social events. Teams of staff from within schools view the event as a unique way to build team morale and enhance staff health and wellbeing. Who? Everyone employed in a school is eligible! What’s in it for me? You and your colleagues can participate in a variety of team-based or individual sport, recreational, wellness or social activities. The event schedule has something for everyone and you can tailor your experience to your interests. AMBASSADORS School Sport Victoria is proud to have an incredible stable of Ambassadors who support and advocate the importance of school sport. Each ambassador has been a champion in their chosen sport or field with many of them representing Australia at the Olympics, World Championships and Commonwealth Games. All School Sport Victoria Ambassadors are great role models both on and off the sporting field. 13
FREQUENTLY ASKED QUESTIONS Where do I find information about the rules each sport, draws, what district we are in, and contact details of my coordinator? All this information and much more can be found on the SSV website. If your district or division has local rules the information will be noted, if not SSV state rules apply for each sport. How do I apply for an Invitation? Download the SSV Invitations Policy Interschool Sport and Request Form. Complete all parts of the form, have signed by the school Principal and send it to the Coordinator of the level of competition for which you are applying for invitation. The Coordinator will then reply to accept or deny the invitation request. What happens if my team is late getting to a competition? Finals information on the web page includes the name and mobile number for the convener. If you contact the convener, and your lateness is beyond your control, they will try and change the draw. If you do not contact the convener, or the draw can’t be changed, your team will be penalised. Penalties are set out in the rules for each sport. What do I do if the weather forecast is bad for a Region or State Final? Check the SSV website for a message that the competition has been postponed, this would appear as an alert at top of region and sport page. If there is no message and you are still concerned contact the Convener of the event. Click on the event in the Current year’s Events section for the particular sport. The conveners name and contact number will appear in this section. Inclement weather will only delay an event if the environment is considered unsafe for play. How do I lodge a protest? Download the Protest Form. Complete all parts of the form, signed by the school principal, and send to the Coordinator of the level of competition for which you are protesting, within 3 school days. The Coordinator will form a Protest Committee and return a decision to uphold or deny your protest within 5 school days. How do I find about the next level of competition when my team wins at District/Division/Region Finals All information for finals can be found on the SSV website. You will not be contacted. How can I find out my school results? For Region results, select your Region, and find the Results link on the right-hand panel of the Region Page. For State results, select ‘State’, and find the ‘State Results’ link on the right-hand panel of the page. What opportunities are available for teachers in the SSV program? School Sport Victoria provides numerous avenues for Victorian school educators to become involved in School Sport Victoria activities, including as Region, Division and District Coordinators, Team Vic Officials, and as participants, conveners, and volunteers at the Victorian Teachers’ Games. 14
A student(s) of mine has qualified for State Swimming, Cross Country and Track & Field. What next? All information for these events is located at SSV website. Simply select ‘State’, select the sport (e.g. Swimming) and click on the event on the right hand panel of the page. All information, including the Rules, draw, competitor list and results will be displayed on this event page. Who should I contact if I have a question? Questions should be directed to the Coordinator of the level of competition that the question is relevant to. If you are unsure about who to ask, contact School Sport Victoria on (03) 9084 9001 to be directed to someone who can help. What are the Victorian School Sports Awards? The Victorian School Sports Awards recognise excellence across all categories of major school sports. They are commonly known as Blues awards and are awarded annually to students, teachers, volunteers and schools who have excelled or made an outstanding contribution to school sport. I have heard about students representing Victoria in School Sport Australia Championships. How can I find out more? Parents, teachers and students should regularly visit the SSV website for information regarding eligibility and nomination processes. The trials are for students who are gifted and talented in their sport. My child attends a non-government school, is the school eligible to affiliate with SSV so my child can trial for an SSV state team? Full membership is open to all government schools. Associate membership is open to non-government schools that wish to participate in the full SSV program. Affiliate membership is open to non-government schools that wish for their students to participate in state team selection process only. I understand participation in School Sport Australia Championships is self-funded. What opportunities do I have to raise money for my participation? SSV makes every effort to keep all costs to a minimum and tries to assist team members through contact with schools, sponsor letter and a media release. I have a student who did not nominate for the trials on time. What can they do? SSV must adhere to strict selection schedules and protocols so students who do not register on time cannot attend the trials. 15
I have a student who has been selected in a Team Vic team, but the family is suffering financial hardship. How can we assist them? Many schools assist their students with meeting the financial cost of team. In the past, schools have given students a grant of money, conducted out of uniform days, sausage sizzles, received sponsorship through local business etc. As noted, there are funding opportunities available for student’s selected for a Team Vic team through the Australian Sports Foundation and the Sports Excellence Scholarship Fund (for students that eligible) – see Fundraising and Scholarships. WEBSITE, SOCIAL & DIGITAL MEDIA The key communication platform for SSV programs is the SSV website. Information for State, Region and Division events, as well as SSV’s interstate team program ‘Team Vic’ is available through the website. Users may also find material on advocacy and resources for school sport, including SSV policies, forms, SSV Play Value Connect News, and the Coordinators Update. SSV also has a strong social media presence using six social media channels: Facebook, Instagram, LinkedIn, Twitter, Vimeo, and YouTube. These platforms are used to communicate with students, parents, families, schools, Principals, state sporting organisations, our partners and the wider community.
