53rd Flying Ant Skiff National Championships Sailing Instructions 11 January 2020 to 15 January 2020 Organising Authority: Flying Ant Skiff Sailing Association of Australia and McCrae Yacht Club Inc. 1
1. RULES 1.1 The regatta will be governed by the rules as defined in The Racing Rules of Sailing 2018-‐2020 (RSS) which took effect from 1 January 2017, Prescriptions and Regulations of Australian Sailing, the Flying Ant Skiff Sailing Association Class Rules and the Sailing Instructions. 1.2 Arbitration will be conducted in accordance with Appendix T of the RRS. 2. ADVERTISING 2.1 Boats shall display advertising chosen and supplied by the organising authority. 3. NOTICES TO COMPETITORS 3.1. Notices to competitors will be posted on the official Regatta Notice Board located on the upper deck at McCrae Yacht Club (McCYC). 3.2 Notices to competitors including changes to Sailing Instructions will also be posted on the Sailor App. 3.3 The Regatta Office is located in the race control tower on the upper deck. 4. CHANGES TO SAILING INSTRUCTIONS 4.1. Any change to the sailing instructions will be posted before 0930 on the day it will take effect, except that any change to the schedule of races will be posted by 1830 on the day before it will take effect. 5. SIGNALS MADE ASHORE 5.1. Signals made ashore will be from the McCYC Flagstaff. 5.2. When flag AP is displayed ashore, ‘1 minute’ is replaced with ‘not less than 30 minutes’ 5.3. When Code Flag “AP” over “H” is displayed ashore it means; “Boats must not go afloat, wait for further instructions”. This changes Race Signal AP/H 6. 6.3 Code flag “L” flown on the finish boat will indicate that another race will be started following completion of the current race. 6.4 To alert boats that a race or sequence of races will begin soon, the orange starting line flag will be displayed with one sound at least five minutes before a warning signal is made. 6.5 On the last day of scheduled racing, no warning signal will be made after 1500hrs. 7. CLASS FLAGS 7.1 Flying Ant class emblem on a white flag. 8. THE COURSES 8.1 Attachment A shows the courses, including the order in which marks are to be passed, and the side on which to leave each mark. 8.1 No later than the warning signal, the race committee signal boat will display the course to be sailed using numeral pennant 1 (course 1) and numeral pennant 2 (course 2). 8.3 Any boat entering a ‘No Boating Zone’ during racing will be disqualified without a hearing. The ‘No Boating Zone’ is found to the east of the Club and is defined by notional boundaries as indicated in Attachment C. 9. RACING AREAS 9.1 Attachment B shows the location of the racing areas on the waters of Port Phillip. 10. MARKS 10.1 Mark 1, 2 and 3, are pink inflatable cylindrical buoys. 10.2 Mark A, the start pin, is a stick mark with an orange flag 10.3 Mark B, the finish pin, is a stick mark with a blue flag 11. THE START 11.1 Races will be started using RRS 26. Signal Flag and Sound Minutes before start Warning Class flag up, 1 sound 5 Preparatory P flag up, 1 sound 4 One Minute P flag down, 1 long sound 1 Starting Class flag down, 1 sound 0 11.2 The starting line will be between a mast displaying an orange flag on the race committee vessel at the starboard end of the line and Mark A (stick mark with orange flag) at the port end. 11.3 A clearance buoy may be permanently streamed from the race committee signal boat from the time of the warning signal until all boats have started. The buoy is deemed to be a permanent part of the committee boat and any boat touching the buoy or passing between it and the committee boat shall be deemed to have touched the committee boat. 11.4 A boat that has not started 10 minutes after her starting signal will be scored Did Not Start without a hearing. This changes rules A4 and A5. 12 CHANGE OF THE NEXT LEG OF THE COURSE 12.1 Courses will not be changed during a race. If a significant wind change occurs before the first boat rounds the 2nd mark, the race may be abandoned. This amends RRS33. 3
13 THE FINISH 13.1 The finishing line will be between a mast displaying a blue flag on the race committee vessel and Mark B (stick mark displaying a blue flag). 14 TIME LIMITS AND TARGET TIMES 14.1 The target time for the first boat to complete the course is 30 to 40 minutes and the time limit for the first boat to complete the course is 60 minutes. Failure to meet the target time will not be grounds for redress. This changes rule 62.1(a). 14.2 Boats failing to finish within 15 minutes of the first boat that sails the course and finishes will be scored Did Not Finish without a hearing. This changes rules 35, A4 and A5. 14.3 At the discretion of the Race Officer, boats may be allocated a finishing position and be directed to return to the starting area or other location without crossing the finishing line. In this circumstance, boats will not place better on handicap than the median place of boats that finished the race. This changes rule 28. 15 PENALTY SYSTEM 15.1 RRS 44.1 remains unchanged. 16 ARBITRATION 16.1 The Racing Rules of Sailing, Appendix T shall apply with the Post Race Penalty T.1.b being amended as follows: T1 (b) A Post Race Penalty is 20% of the difference between a boat’s finishing place and the score for a DNF rounded up to the nearest whole number. The scores for other boats shall not be changed. The penalty shall not cause a boat to be scored worse than DNF. 17 PROTESTS AND REQUESTS FOR REDRESS 17.1 No protest or request for redress will be accepted unless the protesting boat notifies (and receives acknowledgement from) the finish boat on the water, immediately after finishing. Immediately infers, prior to consulting coach or support boat. The protesting boat shall declare her intention to protest or seek redress and identify the boat(s) being protested or the redress being sought. Once the Blue Flag indicating the end of the Finish window is lowered no more protest notifications will be acknowledged. The only exemption from this clause is for boats that retire from the race. This changes Rule 61 and Rule 63.1. 17.2 Protest forms are available at the Regatta Office located in the tower on the upper deck. Protests and requests for redress or reopening shall be delivered there within the appropriate time limit. 17.3 For each division, the protest time limit is 60 minutes after the last boat in the division has finished the last race of the session, after Sailing Instruction 14 (and subrules) has been applied to that race, or the race committee signals no more racing today, whichever is later. 17.4 Notices will be posted no later than 30 minutes after the protest time limit to inform competitors of hearings in which they are parties or named as witnesses. . Hearings will be held in the protest room, located at the rear of the race control tower, beginning at the time posted. 17.5 Notices of protests by the race committee or protest committee will be posted to inform boats under rule 61.1(b). 17.6 Breaches of class rules, instructions 2, 11.5 19, 21, 23, 24, 25 and 26 will not be grounds for a protest by a boat. This changes rule 60.1(a). Penalties for these breaches may be less than disqualification if the protest committee so decides. 17.7 On the last scheduled day of racing a request for reopening a hearing shall be delivered; • within the protest time limit if the requesting party was informed of the decision on the previous day; or 4
• no later than 30 minutes after the requesting party was informed of the decision on that day. This changes rule 66. 18 SCORING 18.1 The Low Point scoring system (RRS Appendix A) will apply. Ten (10) races in total are scheduled for the regatta 18.2 A minimum of four races are required to be completed to constitute a series. 18.3 When fewer than five races have been completed, a boat’s series score will be the total of all her race scores. 18.4 When five to eight races have been completed, a boat’s series score will be the total of all her race scores excluding her worst score. 18.5 When nine or more races have been completed, a boat’s series score will be the total of all her race scores excluding her two worst scores. 18.6 Handicap scoring will be calculated by FASSA using the Time Correction Factor method (TCF). 18.7 To request correction of an alleged error in posted race or series results, a competitor shall complete a Scoring Enquiry form available at the regatta office. 19 SAFETY REGULATIONS 19.1 Sign On and Sign Off: All boats must “sign on” before leaving the shore and “sign off” as soon as practicable after returning to shore at the completion of the session’s racing. 19.2 The Sign on period will close at the scheduled warning signal time of the first race for that session on that day. 19.2 The sign off period will close at the conclusion of protest time. That is, 60 minutes after the last boat has completed the last race of the session. 19.3 To Sign On and Sign Off each skipper or crew shall complete and sign the declaration sheet located on the lower deck beside the canteen. 19.3. Failure to Sign On/Sign Off in accordance with SI.19.1 will result in that boat being scored a DPI (Discretionary Penalty Imposed) of 50% of their finishing place in the first race of the day without hearing. This changes Rule 63.1, A4 and A5. 19.4. A boat which retires from a race shall notify the race committee as soon as possible and sign off as soon as returning to shore. 20 REPLACEMENT OF CREW OR EQUIPMENT 20.1 Substitution of helmsperson or crew will not be allowed unless authorised by the race committee. 20.2 All competitors shall use only one of each sail (mainsail, jib and spinnaker) for the regatta. 20.2 Substitution of damaged or lost equipment will not be allowed unless authorised by the race committee. 20.3 Requests for substitution shall be made to the race committee at the first reasonable opportunity on forms available at the regatta office. 20.4 If injury or damage or occurs on the water, equipment may be substituted before the following race. When a crew member or equipment is substituted during a series of races on the same day, the request shall be made before the protest time limit for the first race in which the substitute occurred. 21 EQUIPMENT AND MEASUREMENT CHECKS 21.1 A boat or equipment may be inspected at any time for compliance with the Flying Ant Skiff Sailing Class Rules of measurement and construction and sailing instructions. On the water, a boat can be instructed by 5
a race committee equipment inspector or measurer to proceed immediately to a designated area for inspection. 21.2 Lifejackets in accordance with Special Regulation Part II for Off the Beach Boats (2017-‐2020 RRS), must be of suitable condition and weight appropriate for the competitor. These will be checked at measurement. 22 OFFICIAL BOATS 22.1 Official boats shall be marked with a McCrae Yacht Club burgee. 23 SUPPORT BOATS 23.1 Support boats shall be registered with the organising authority between 0900 hours and 1200 hours on Saturday 11th January 2020. 23.2 Support boats shall carry a VHF radio and monitor Ch 77 and comply with all Victorian Marine Regulations as well as the instructions of the Race Committee. 23.3 On water coaching is prohibited between the Warning Signal, and the completion of that race. On this signal, all non-‐race committee boats must promptly depart the race area exclusion zone for the duration of the race, unless called on to assist by the race committee. Failure to comply may result in the disqualification of all competitors associated with the infringement. 23.4 The race area exclusion zone is defined below: • At least 50 metres clear of all course, start and finish marks. • At least 50 metres outside the course area including lay lines. 23.5 This instruction continues to apply if a general recall or postponement is signalled but not after a race is abandoned. 23.6 Two specified Official Coach Boats will be permitted within the course area and may provide coaching to boats at the back of the fleet at the discretion of the Regatta Management Committee. As a guide, the back 1/3 of the fleet on the course will be targeted for coaching. The intent of coaching is to keep the fleet together and reduce the delay between races. 24 RADIO COMMUNICATION 24.1 Except in an emergency, a boat that is racing shall not make voice or data transmissions and shall not receive voice or data communication that is not available to all boats. 25 RUBBISH DISPOSAL 25.1 Rubbish shall be retained on competitor’s boats, or may be placed aboard support or official boats. No rubbish may be disposed of into the water. 26 PRIZES 26.1 Prizes to be awarded include: • Australian Championship Trophy to the overall winner. • Australian Championship Handicap Trophy to the overall handicap winner. • 1st to 5th overall • 1st to 3rd on handicap • 1st to 3rd over the line in each race • State Team Trophy for the lowest aggregate point score of the three highest placed boats overall from a nominated State Team. Additional prizes may be awarded at the discretion of FASSAA. 6
27 DISCLAIMER OF LIABILITY 27.1 Competitors participate in the regatta entirely at their own risk. See RRS 4, Decision to Race. The organising authority, officers, volunteers or staff will not accept any liability for material damage, personal injury, or death sustained in conjunction with or prior to, during, or after the regatta. 28 INSURANCE 28.1 Each participating boat shall be insured with valid third-‐party liability insurance with a minimum cover of $10,000,000 per incident or the equivalent. Entrants in the Regatta are deemed to have declared that they hold such cover. Competitors may be required by the Organising Authority to produce evidence of such insurance and any competitor not holding such cover shall withdraw their entry. 29 BOAT STORAGE 29.1 There is storage for road trailers for the duration of the regatta, subject to space being available. 29.2 Competitors boats are permitted to be left in the main yard and front lawn area of the Club for the duration of the regatta. 29.3 Storage is at the owner’s risk. 30 MEDIA RIGHTS AND RESTRICTIONS 30.1 By participating in this event, all competitors, parents, legal guardians and custodians automatically grant to the Organising Authority and the sponsors of the event, the right in perpetuity, to make, use and show, from time to time and at the discretion, any motion pictures, still picture and live, taped or film television and other reproductions of him/her during the period of the competition for said event in which the competitor participated and in al material related to the said event without compensation. Competitors are obliged to make themselves available to authorised media during the event if requested. Suitable notification will be given. 7
