1 The Background The Paramedic Association of New Brunswick is pleased to release the “How to” document for the 2021 registration renewal process. What the process looks like, and how you navigate through it will be explained in detail in the following pages. What you need to know is that for 2021, the process will be the same as 2020 which included the purchase and showing proof of your own Professional Liability Insurance, the completion of Mandatory Online Educational Components, the requirement for Continuing Education Credits (obtained in 2020) and the renewal of your demographic information and payment of your dues. Also, as started in 2017, PCP’s and ACP’s will be required to upload proof of a current (within previous 365 days) CPR (HCP) level certificate. ACP’s will be further required to upload proof of a current (within 2 years) ACLS or PALS certificate. *****Don’t forget, all of these steps must be completed prior to your renewal being complete and must be done by December 15, 2020 to avoid the late renewal penalties, and the potential disruption of your ability to practice. *****
2 The Process In 2021 the process to renew your license to practice has not changed significantly. In order to meet these changes, some of the steps are required to be completed in a particular order to best ensure that you meet all of the requirements for registration in a timely fashion. The process can be broken down into six distinct steps, which can be completed in any order except that step #6 “Completing your Online Registration Renewal” cannot be completed until all of the other 5 steps have been done: 1. Complete and upload proof of 64 Continuing Education Credits over the course of the calendar year prior to registration period (In 2020 for the 2021 registration year) 2. Complete the Online Mandatory Educational Component(s) and the associated Quiz(s) 3. Complete and upload proof of current (within past 365 days) certification in CPR (HCP) 4. Complete and upload proof of current (within previous 2 years) certification in ACLS or PALS **ACP requirement only 5. Purchase and upload proof of your Professional Liability Insurance 6. Complete your Online Registration Renewal The completion of payment of your dues can happen at any time during this process and can be done in a variety of ways (payroll deduction – if previously subscribed through employer, payment in person at the PANB office, or payment through Service NB during the online registration renewal process). Payment of dues alone does not constitute renewal of registration. Only individuals who have completed all components of the process are considered complete and eligible for licensure in 2021.
3 Liability Insurance Prior to 2016 the provision of mandatory Professional Liability Insurance was completed through a bulk purchasing program on your behalf by the PANB. As previously announced at our 2014 Annual General Meeting, the Association will no longer be purchasing this insurance on your behalf, although you will be required to maintain it. As part of our relationship with the Paramedic Association of Canada, we have secured the power of bulk purchasing power through the insurance broker, Marsh Canada and an underwriter, Med Three Insurance (a subsidiary of Lloyds of London). While not required to be purchased from this company, this program is open to you as members of PANB as a cost effective way of ensuring that the costs of insurance are spread out over approx. 40,000 paramedics in the country. You will be required to show proof that any policy purchased meets or exceeds the requirements set by PANB ($5 Million per occurrence and $5 Million Aggregate per year). If by November 15, 2020 you do not receive notification from your insurer, and, you wish to renew your insurance through Med Three then you need to contact Marsh Canada (Med Three Broker) through one of the following methods: 1-888-725-5137. paramedic.service@marsh.com
4 Mandatory Educational Programs For 2021, the Association will choose a topic for the mandatory online educational module(s). These module(s) and the associated quiz(s) must be completed prior to completing your online registration renewal. You will receive notice separate from this document when the program is ready for completion and how to access the module(s). You are required to read through the module and then take a mandatory quiz to ensure that you have a basic understanding of the topics covered each year. By October 15th of each year an online link will direct you to the appropriate location to complete the study portion of the module. Inside the study module for each topic you will find an additional link to the quiz(s).
5 Continuing Educational Credits In 2021, the Association has added the requirement for 64 Continuing Educational Credits. The members of the working committee have reviewed the list and requirements extensively with the aim of ensuring that the requirements are not overly onerous on practitioners, while keeping the principles of protecting the public interest in mind. It has been determined that, without exception, practitioners can and should be able to complete these requirements without needing to spend monies on educational programs, unless they wish to. Also, as in 2020 the requirements of having minimum patient exposures and hours of practice have been incorporated into the Continuing Educational Requirements. What this means is that you will receive credit for your exposure to patients (only as the primary care provider) as part of the 64 credit requirements. This should eliminate issues with individuals who are off work for various reasons from being penalized. Attached, as Appendix A, you will find the credit listings that have been approved by the working committee. It is important to recognize that in no way is this an exhaustive list and that there has been a great deal of time spent ensuring that the categories are broad enough to allow you to slot your educational experiences into a category. Attached as Appendix C to this document is a step by step visual guide on how to navigate the Service Provider Database and the credit submission system.
6 Evidence/Proof Continuing on with the requirements to upload evidence/proof of insurance, in 2020 you will be required to log into the Service Provider Database to upload your Continuing Education Credits, as well as proof of CPR/ACLS/PALS. During the course of the year, if your wish to upload credits into the Service Provider Database system at once, you can still (and are strongly encouraged to) record your credits as an interim step. A fillable Credit Submission Form is available on the PANB website and downloaded for submission. It is also attached as Appendix B. What constitutes evidence/proof will vary depending on the situation. Educational programs like ACLS or PALS will produce certificates which would be considered a high level of evidence, whereas proof of reading books and journals through maintenance of a log or identifying website links would be low level evidence. The Association’s goal is that practitioners should be providing the highest level of evidence available based on the credit applied for. It is further hoped that practitioners will engage in a broad cross-section of Continuing Education activities that will form their portfolio and that the subsequent evidence/proof will be broad as well. In order to ensure confidentiality is maintained, evidence/proof of exposure to patients should be maintained in a non-identifiable fashion such as generic log that might include Date/Chief Complaint/Partner-Witness only. Use of any identifiable information must be avoided. Samples of evidence/proof that can be utilized to apply for credits include: • Certificates • Letters of participation • Copies of Rosters • Lists of websites • Logs • Photographs • Screenshots • Receipts of payment

Appendix C Log on to the Service Provider Database using your username and password Choose your language preference
Once you choose a language you will see your dashboard. The dashboard is where you will find the status of your 2018 registration information, a link to modify your existing 2018 information, as well as a link for the 2019 Registration Process and Information. You should click to renew your 2019 Registration information
The information here is related to your 2019 Registration. Don’t be alarmed that all of the information is in red as you have not completed the process for 2019 yet. It will change to green as you complete each phase of the process. Please note that you can print off receipts for the current (when paid) and previous 2 years of registration here. Choose the appropriate link based on what component of the program you are trying to accomplish. I.e. If you are trying to add your mandatory insurance documents, click on the “Proof of Liability Insurance” link. The Continue Later button allows you to safe any current work that has been completed and return later without losing the work.
As an example we are showing how to upload the CPR Certification proof. Once you add the proof to the system the requirement will change from “Incomplete” in red, to “Complete” in green, meaning that that requirement has been met. Click on the choose file to look for the location where you saved your proof document on your computer. Remember it must be either a PDF, Or Jpg/Jpeg type file to be accepted.
Once you find and select the file click on “Choose” Click on the submit button to upload into the system
Once the file is uploaded into the system you can see that the requirement has changed from red to green and now says complete, instead of incomplete. The date that it was uploaded is attached and you can review and/or remove the proof by clicking on the appropriate links. You can click on the back button to return to upload other mandatory certificates like Professional Liability Insurance or your ACLS/PALS Certificate (if licensed as an ACP). The process is exactly the same for uploading these certificates.
This is the status bar for the credits you are claiming. It will change as you add credits towards the 64 needed to complete the process To enter and upload continuing education credits you should click on the “Continuing Education Credits” link. Below is a picture of the screen that will open.
There are numerous sections and numerous activities within each section with which you can obtain credit points. Each section will have specific drop down lists for the activities for that section.
Once you choose a section and an activity with which you would like to claim credits, this is the screen that will appear.
You must add a description of what The number of hours, days, courses, you are claiming credits for. The committees etc. must match with the description should be detailed enough allowable multiplier. As an example, to allow a reviewer to determine what committees are credited by participation on you are claiming credits for. each committee so you would not apply for 8 for the number of meetings or hours you participated, you would apply for 1 for the committee itself. Conversely, if you were applying for completing an online education you would apply for the amount of hours you spent on each course not the number of courses you took.
Once you have a description you are ready to upload the proof. It is the same process as before. Choose the proof and hit submit.

No matter whether you apply for more credits than allowed for each activity, the system is designed to only allow for the maximum allowed as per the guideline. As an example, here you can see we applied for 30 credits for patient contacts, while the maximum allowed by the system is 24. It never hurts to apply for more credits than may be allowed since the system will count them for you.
Once you have added all of the Continuing Education Credits that you have, and you have at least 64 eligible credits you must complete any outstanding items such as Proof of Liability Insurance. Any outstanding items will be marked in red in the status box at the top of the page.
Once you have completed all of the requirements of the Continuing Education Credits, and have provided proof of your CPR, ACLS/PALS (if applicable) and Professional Liability Insurance, you are ready to submit the information to the system. This can be done by clicking the finish button.
You will receive a message that you have successfully completed the Registration Credit Program. You will also receive a Message in bold if you are missing any additional steps or information that will prevent you from completing the demographic registration process. Any of these missing steps must be completed prior to finishing the demographic portion of the registration and you will not be considered re-registered until this final step is complete.
Once you have met all of the requirements that will allow you to register your demographic information you will see and can click on the link to “Renew Registration Information”.
Review your demographic information to You must also answer the question in ensure that it is correct and make any reference to the absence or presence of necessary changes to the information. Please a criminal record. ensure that your Email Address is up to date as the Association uses this as a main means to communicate with members. You must check off the type of Membership you are applying for (active or Inactive) by using the dropdown list under Membership Status.
Once you have reviewed and completed all of the necessary information you can press the submit button to send the information to the Registrar.
Once you have pressed submit the page above will appear. If you need to pay for your registration, you can do so online by clicking on the above link. This will take you to the SNB Payment page, you can also pay by visiting the PANB office to use debit/credit. Please note PANB does not accept personal cheques for payment. Your registration is not complete until all of the steps and payment have been received by the Registrar.
