1. Background (1/2) Rapid demographic, socio-economic, and climate changes threatening the sustainable development of the Mediterranean countries. The capacity of Mediterranean societies to adapt and respond effectively depends on overall response integration
1. Background (2/2) Inter-linkages and inter-dependences among environmental, social, economic and institutional drivers and variables of the Mediterranean region. To ensure a healthy, sustainable and inclusive development an integrated approach is needed.

3. Coordination of Research and Euro-med cooperation during the last years In the last ten years, a number of cooperation networks have been created : bilateral (state-to-state, or EU-single state) multilateral (framework programme or major regional programmes) significant achievements in building a common Euro- Mediterranean area of research and innovation
>> INCONET : MIRA and MED SPRING to favour policy dialogue, integration of research and support with concrete actions the process towards an Art.185 >> BILAT: (Integrating Morocco in the European Research Area (M2ERA) >> ERA-WIDEs: (For example, MAP2ERA, MoICT ; CB-WR-MED; etc) >> ERANET with MPCs: ARIMNET 1 and 2 (Agro-food); FORESTERRA and above all the 1° ERANET in the frame of INCO CAPACITY: ERANETMED At EU level, • Some JPIs have been implemented at a stage when some integration in topics of mutual interest with MPC can be found • A great deal of experience in ERANET joint calls. It is useful to foster coordination of EU “integrated” research in specific sectors that are “strategic” or “very important” also for MPC. NEED for a stable long-term and sustainable frame of partnerships on specific topics on the basis of co-ownership, co-decision, and co-financing.
4. P.R.I.M.A initiative under art 185 of the TFEU Art 185 TFEU "In implementing the multiannual framework programme, the Union may make provision, in agreement with the Member States concerned, for participation in research and development programmes undertaken by several Member States including participation in the structures created for the execution of those programmes”. Article 185 initiative is the most suitable instrument to tackle the global challenges of the Mediterranean region in an integrated way.

Main features of P.R.I.M.A ɣ P.R.I.M.A initiative is based on principles of co-ownership, mutual interest and shared benefit needed to ensure the sustainable management of common resources and regional socio-economic growth ɣ Shared responsibilities, involvement of MPCs since the beginning ɣ P.R.I.M.A could bring the joint programming in the Euro Mediterranean area to a new, higher level. ɣ P.R.I.M.A partnership should cover the whole chain from research to innovation, mobilizing universities, public and private research institutions, industry, research and innovation-driven enterprises and SMEs, extending to organizations providing support services such as financial institutions and investors.

EU Presidency and the art.185 political commitment of Greece (first semester 2014) political commitment of Italy – second semester 2014 The importance of the Euro-Mediterranean cooperation in R&I and the thematic priorities for food and water have been re-affirmed.
