Project Goals

• Replace failing and undersized storm drain and culverts
  along portions of Main Street
• Replace existing curb and gutter and pavement to
  provide adequate curb height to intercept run-off from
  street
• Add new inlets to prevent flooding of Main Street and
  nearby residences

Failing Stormwater Pipes
Existing Vitrified Clay Pipes (VCP) storm drain pipes
were originally installed under Main Street over 50
years ago. These clay pipes have served beyond their
expected life-span and began to crack and fail along
the length of the culverts and lead to the formation of
sinkholes. These pipes are also undersized and can
not safely convey runoff from Main Street.
VCP storm drain is no longer an acceptable storm
drain pipe material. New storm drains would be
constructed of Reinforced Concrete Pipe (RCP) and
modern material with a superior service life.

                                    to adjacent properties. when the street
                                    was originally constructed over 50 years

                                    The proposed improvements would
                                    prevent future flooding and erosion.
                                    Appropriate Best Management
                                    Practices (BMPs) would be utilized to
                                    manage outfall velocities and reduce
                                    potential erosion and flooding
                                    problems on adjacent properties.

Street Flooding
Because of inadequate drain inlets and limited curb reveal,
the Main Street floods. The flooding and standing water
cause vehicles to splash water on to users of the adjacent
FireFly Trail and sidewalks.
The Firefly Trail and adjacent sidewalks serve as the Safe
Routes to School for Winterville Elementary. Out of fear of
being splashed by passing vehicles, pedestrians are fearful
of using these facilities when wet.
The flooding of the street and standing water limit the life
span of the existing pavement and subgrade causing
premature failure of the pavement system.

In what specific ways will this project “Close the Equity Gap” in
Athens-Clarke County, by improving the Equitability of Capital
Improvements throughout the entire community?

• The City of Winterville has received limited investment of TSPLOST
  dollars in the past TSPLOST projects.
• The City of Winterville is growing in population, and has become a
  place for citizens looking for a more affordable and less urban
  housing opportunities.

How will this project address one or more of the Mayor and
     Commission approved Strategic Commitments and Project
     Selection Criteria?

• Promotes the Goal of Improving Equitability if Capital Improvements throughout the Community by
  investing infrastructure funds in the City of Winterville, outside the urban core of the Athens-Clarke County
  community
• Protects the community’s existing transportation infrastructure investments. The existing storm drain
  network below Main Street is a mix of clay pipe, older concrete piping, and a combination of older materials
  that have begun to fail. Athens-Clarke County Department of Transportation and Public Works, Streets and
  Drainage Division continues to make small repairs and patches to the failing system, but a comprehensive
  approach is required to remedy the continued need for repetitive maintenance. The existing asphalt has been
  overlaid to the point that the curb reveal is so low that runoff from the street can no longer be captured,
  leading to standing water infiltrating the asphalt and subgrade there by damaging the asphalt pavement
  further.

How will this project address one or more of the Mayor and

      Selection Criteria?

• Promotes increased access to existing public facilities. Reduces the potential runoff to be splashed on to
  users of the Firefly Trail Use of the Firefly Trail after rain invents is discouraged by users because of the standing
  water along Main Street and the risk of trail users being splashed by water by passing vehicles. The trail
  network not only serves as a recreational facility but is also used as a Safe Route To School for Winterville
  Elementary. Standing water discourages pedestrians on either side of the street for fear of being splashed by
  standing water.
