Introduction Following the 911 incident, Jurong Island is identified as one of the critical infrastructure and key asset requiring protection

Introduction • All pass applications and entries are subject to stringent checks by authorities before approval is granted to enter Jurong Island o Thus the requirement for the details to be entered when applying for passes o Physical checks conducted in accordance with the security threat level o Equipment and systems deployed at Checkpoint – Under Vehicle Surveillance System – Cargo Scanners
Passes Issued At Jurong Island Checkpoint • Long Term Passes – 200 per day • Short Term Passes – 600 per day • Numbers fluctuates and surge under various situations such as: o Plant shut-down o Events/ceremonies
Types of Passes E Pass S Pass
Employee Pass (E Pass) E Pass Employees and staffs of the Jurong Island companies Spouse or family members of E Pass holder only • Singaporean or PR - Employment period • Foreigner – Expiry date of required document such as Work Permit / Employment Pass
Service Provider Pass (S Pass) S Pass Service providers such as contractors of the Jurong Island companies and JTC • Max 2 years • Depending on the contract agreement or validity of the required documents, whichever is lesser • Validity can be extended by sponsor
Commercial Important Person (CIP) Commercial important persons from companies • Max 2 weeks • Activate and sponsor online by lessee’s administrator • Return CIP pass to the lessee’s Administrator upon leaving
Taxi Pass Per Entry Basis with Pass Holder Passenger or On-Call • 1 day pass (till 2359hrs) • Return pass at Block 2 upon leaving
Visitor Pass Any individual who needs to access Jurong Island for official purposes on ad hoc basis • 1 day pass (till 2359hrs) • Multiple entries allowed • Return pass at Block 2 upon leaving
Visitor Group (Sticker) Pass Organized group visit who need to access Jurong Island for official purposes on ad hoc basis • For Group visitors • Customised Stickers will be printed upon clearance • Transported by Mini Bus or Bus • Nominee must bring along his original identification document such as photo ID or PassPort

Photography & Video Permits • Equipment Permit is required when entering Jurong Island • No filming/photos taking of: o Footage on Security measures, including process in clearance and equipment o No footage on coast line and facilities along the coast line, unless it is a close-up view on part of the facility or coast line o Bridge or Link bridges; and o Footage on the facilities of other company. • To be reviewed by the Security Agency before leaving Jurong Island • When required, to surrender the original and make 3 duplicate copies of footage • Enforcement framework is covered in the upcoming Infrastructure Protection Act (IPA)
Works in Restricted Waters and Shorelines of Jurong Island • To manage and regulate the coastal security. • Jurong Island Checkpoint is the ONLY security access point for entering Jurong Island. • All vessels entering Jurong Island are required to obtain the consent from the jetty and wharf owner and a written permit from the Maritime and Port Authority. • Crew members from vessels entering Jurong Island by sea are not allowed to land on Jurong Island, except for medical emergency case. • Contractor/vendor or Jurong Island Company to notify Jurong Island Security Department of such activity – to advice on security measures and procedures to adopt.
Switching to Corp Pass
Switching to CorpPass • Currently both SingPass or CorpPass is available • Only 43% of users using CorpPass, and less than 40% of the companies has switched to CorpPass • Inline with government effort to streamline all work processes for personal and business related transactions • OPS will switch over to CorpPass eventually
Management Of CMA /CSA
Management Of CMA /CSA • Number of account holders o CMA - 108 o CSA - 2667 • Reason for tightening control o CSA is having too many active sponsorship, impossible to monitor – No of CSA holding > 1000 nominees : 13 – No of CSA holding > 500 nominees : 52 – No of CSA holding 251 to 500 nominees : 2302 – No of CSA holding < 250 nominees : 408 o Inactive/non management of sponsorship will result in congestion at checkpoint due to U turn and Pass Office due to pass issues o Active sponsorship does not include expired sponsorship
Management Of CMA /CSA • All CMA / CSA are subjected to JTC Approval • CMA / CSA responsible for all sponsorship raised by them • CMA / CSA will have to do the primary check (e.g. Identification Validity, Workpass Validity, etc) before sponsorship via On-line Pass System (OPS) • All pass applications must be submitted in advance. (10 days in advance) • When pass holder ceases employment or providing their services, CMA / CSA must terminate their sponsorship immediately and return pass to Pass Office • CMA / CSA account MUST not be shared

Management of Sponsorships • System will automatically send out 4 email reminder to the sponsors : – 1 Month before the expiry – 1 Week before the expiry – 1 Day before the expiry – The day after the expiry to inform them the pass is expired • Inactive passes will deactivated: – 90 days for Singaporeans – 30 days for WP holders

Management of Expired Pass • Expiring Pass should be extended prior to expiry date as extension application done after expiry is considered fresh application and thus result in longer waiting time for approval. • Extension after expiry date result in companies applying for Visitor Pass while waiting for extension to be approved • Approximate time to issue visitor pass to fresh applicant – 3 mins • Approximate time to issue visitor pass to applicant holding on to expired pass – up to 10 mins

New Interface with State Authorities
New Interface with State Authorities • JTC has completed its interface with relevant authorities and thus CMA/CSA are to ensure all Jurong Island Pass are cancelled immediately when the pass holders work permit / employment pass is cancelled • The screening process and protocols for both STP and LTP Jurong Island pass applications by the relevant authorities requires time. All LTP application are to be submitted 10 days in advance • LTP has been reinforced and thus will requires longer clearance time, but currently unknown if STP will undergo same regime • CMA /CSA will be responsible for all sponsorship raised by the them on behalf of their company
Proposed Measures for JI Pass Application / Management
Proposed Measures for JI Pass Application / Management • To limit the number of sponsorships per sponsor (e.g. 500 active sponsorships per CSA) • Appeal for all companies to ensure CMA are at least HODs, for better control of CSAs • Company cancels, collects and then return the pass sponsored to JTC within 1 week from the termination of service of their Employee / contractors
Proposed Measures for JI Pass Application / Management • Issue letter of Advice to CSA if fail to manage their sponsorship o To deactivate the CSA for 1 week if fail to manage their sponsorship after the letter of Advice o To deactivate the CSA for 1 month if fail to manage their sponsorship after the first suspension o To hold back approval of all new CSA account during the 2nd suspension period • What constitute an infringement o If the pass holders WP suspended for more than 3 times after reactivation o 10 Expired pass not renewed on time o Sponsorship not cancelled at the end of employment/service

Measures to Ease Traffic at Checkpoint • Pulau Damar Laut Arrival Halls – implemented o 4 separate buildings o Increase from 62 to 80 Turnstiles o 40 dedicated alighting and boarding bays

Measures to Ease Traffic at Checkpoint • Vehicular Automated Clearance System – o 1st phase implementation Q3 18, full operations Q4 18 o Allows drivers and motorists to perform self clearance o The LAN-connected VAC kiosks can reduce the load of the wireless bandwidth at the checkpoint o The speed of biometric verification with the LAN-connected VAC kiosk is estimated to be up to 30% faster than mobile devices
