INTERNATIONAL DRAUGHTS FEDERATION Member of TAFISA Dobrich Region, Municipality Balchik, Kranevo, Chernomorska str. 41, 9649 Bulgaria, UIC 176513387 tel.+79219562001, e-mail: office@idf64.org, vlangin@yandex.ru, nikiforov@idf64.org No 5 from 08-01-2019 to all Draughts Federations International Draughts Federation (IDF) in accordance with the Calendar of the competitions in 2019 holds personal-team European Youth Draughts-64 Championship 2019 Rules & Regulations Place, date Championship will be held at the Sports Complex “Aqua Life”, Kranevo (Bulgaria) from April 26 (arrival day) to May 5, 2019 (departure day). Credentials Committee will work April 26 from 16.00 to 22.00. Participants who did not pass the Credentials Committee to 22.00 will not be admitted to the competitions. Participants Personal Championship is held separately for boys and girls in six age groups: Juniors 26 years and younger (1993-1999); Juniors 19 years and younger (2000-2002); Cadets 16 years and younger (2003-2005); Junior cadets 13 years and younger (2006-2008); Hopes 10 years and younger (2009-2010); Junior hopes 8 years and younger (2011 and younger). Boys and girls of younger ages may participate in age groups 1993-1999; 2000-2002; 2003-2005; 2006-2008, 2009-2010. Participants are allowed to participate in the competition, who timely filed an application for participation, registered in accordance with this regulation and paid tournament fee. The number of participants representing the country is not limited. Participants are obliged to comply with the Rules and Regulations of the competition, the Code of Ethics. To participant, who made the incorrect behavior, sanctions are applied. Participants are obliged to comply with the dress code – to be dressed in sports uniforms or clothing appropriate to the rank of the competition; and also have clothing for formal events (the opening ceremony, closing etc.). Participants must be present at the opening and closing ceremonies in compliance with the dress code. In case of absence the closing ceremony participants lose all official awards. Awards will not be sent or transferred. All participants must have medical insurance for the period of competition. Tournament regulations Competitions are held on the official rules of the IDF. Personal Championship is held in the three types of program: Classic game – with time control 40 minutes till the end of the game + 10 seconds per move; Rapid game – with time control 07 minutes till the end of the game + 05 seconds per move; Blitz game – with time control 03 minutes till the end of the game + 02 seconds per move.
All programs are held in international (Russian) version of draughts-64 by the system of micro- matches consist of two games. System of competition (Swiss or round robin) and number of rounds are established by the panel of arbiters depending on the number of participants. In age groups juniors born 1993-1999 and juniors born 2000-2002 draw of the moves according to the official table (745 positions) is held for boys and draw of the positions according to the official table (150 positions) is held for girls. In age groups cadets born in 2003-2005 draw of the first move of the white is held for boys and girls. Draw is binding on both games of the micro-match. In other age groups draw of the moves is not held. Team’s classification is determined in classic program of Championship. Team places are defined by the maximum amount of points scored 12 best players (one from age group 1993-1999, 2000-2002; 2003-2005; 2006-2008, 2009-2010, 2011 and younger for boys and girls). Team’s classifications are determined also separately for boys and girls teams by the maximum amounts of points scored 6 best players (by one from age group 1993-1999, 2000-2002; 2003-2005; 2006-2008, 2009-2010, 2011 and younger for boys or for girls). Awards Cups for the 3 first places in each tournament; Medals for the 3 first places in each tournament; Diploma for the 3 first places in each tournament; Cups for the 3 first places in the overall team’s classification; Diploma for the overall team’s classification for teams and it members; Diploma for the team’s classification among boys and girls for teams and it members Tournament fees Tournament fee for each participant is 50 Euro. Tournament fee gives the right to participate in all three programs - classic, blitz and rapid. The tournament fee for each participant for participation in two programs: blitz and rapid is 30 euros. Tournament fees must be transferred to the account of the International Draughts Federation no later than April 20, 2019 or, only in an exceptional case pay in cash to the credentials committee not later than April 26, 2019. In case of bank transfer payment receipt must be presented to the credentials committee. Sports Complex “Aqua Life” is closed and guarded territory. Peoples who do not live in the complex will not be allowed to the territory. The organizers provide accommodation and meals (three-time buffet) from April 26 (starting with lunch) to May 05 (ending with breakfast) one player (boy or girl) from each country - member of the International Draughts Federation (IDF) in age groups 1993-1999, 2000-2002; 2003-2005; 2006-2008, 2009-2010, 2011 and younger (6 participants total). Their travel costs, as well as costs of accommodation, meals and travel of other participants and coaches paid by their sending organizations or by the participants themselves.
Participants who provide accommodation and meals by organizers are required to participate in all three programs: classic, rapid and blitz. For the rest participants, coaches and accompanying costs of accommodation and meals (three-time buffet) are: Accommodation from 26 April (arrival day) to 6 May (day of departure) 2019 (9 days): Building "Active", two-person accommodation - from 261 euros; Building "Sport", three-person accommodation - from 243 euros; Accommodation from 26 April (starting with lunch) to 29 April 2019 (ending with breakfast), total 3 nights for participants of Blitz and Rapid programs: Building "Active", two-person accommodation - from 87 euros; Building "Sport", three-person accommodation - from 81 euros; If necessary, additional days are paid at the rate of: Building "Active", from 29 euros per person per day for accommodation in a 2-bed room; Building "Sport", from 27 euros per person per day for accommodation in a 3-bed room. Additional Information: The multifunctional sports hall in which competitions will be held is equipped with stands for spectators. Sports Complex “Aqua Life” will provide participants with free paths in the professional heated sports pool and sports fields. Travel You can get different types of transport to Varna. From airport of Varna to the bus station Varna by bus number 409 (the frequency of flights of about 20 minutes). Bus service or by bus line Varna - Kranevo, Varna - Albena and Varna - Balchik, which also come in Kranevo.
