UN/China Forum on Space Solutions Alliances in Space Cooperation to Create New Capabilities in Space: The Mexican Experience Jesús Roberto Romero Ruiz Mexican Space Agency Changsha, China, 24-27 April 2019
National Program Objectives of Space Activities (PNAE) Objective 1: Defining opportunity areas on the International Space Community with significant impacts in Mexico, as well as the relevant space forums and with prominence to successfully promote the Mexican engagement. Objective 2: To encourage and to seek support through international partnerships, regarding scientific projects and space technology as driver of know-how transfer in the area. Likewise, to reinforce the position of Mexico in the space matters, in the international framework.

International cooperation in space matters Forums To participate in defining space policies at the international level • Record of objects launched into outer space • Sustainability of space activities • Chair 2018 Platform for access to space-based information for risk management and emergency response • Establishment of the regional office in Mexico • An Early Warning Systems for Droughts (FOSAT-S) • Regional gathering of Experts in Mexico Discussion and exchange of practical improvements for the statistical recording of space activities and for promoting the industry • Space Forum Members
International cooperation in space matters Partnerships Initiative GEONETCast-Americas • Donation of 10 receiving stations • Training workshops about satellites GOES and GEONETCast uses Work with GEO in the AmeriGEOSS initiative • The plenary session 2015 was held in Mexico • Activities in the 4 priority areas (water, farming, ecosystems and disasters) • Training workshops Associate member of the Committee for Earth Observation Satellites • To strengthen the space activities in the region • To share technical data related to Earth Observation and working together with other CEOS agencies to develop projects. Regional Integral System of Satellite Information (SIRIS) • To enhance the agricultural, wood and ichthyology productivity; environmental and productive risk prevention at the regional level • Promotion and dissemination of leading technological products usage that contains information of a satellite source
Satellite applications through international cooperation : I. European Space Agency(ESA) – Integral Applications Program: a) Vessel Monitoring - In development, implementation Second semester 2019; b) Pipeline Monitoring
II. United Kingdom Space Agency (UKSA) - International Partnerships Program a) Flood Defenders Project - early warning system for floods through satellite systems in Veracruz and Tabasco. GOES-R SENTINEL 1 SPOT 6/7 INSAT-3DR LIDAR OTHER SEVERI WEATHER HYDROLOGY SOCIO-ECON INTEGRATED Risk maps Recovery Assessment IMPACT MODEL Alerts Damage Prediction III. Inter-American Development Bank - Regional Public Goods : a) SIRIS Project - GIS Platform that will provide information for agriculture, disasters and health among others.
Another important example of cooperation: International support during September 2017 earthquakes through the distribution of donated satellite images for emergency assistance.
Internacional cooperation earthquakes 2017 • Obtaining products such as Damage Proxy Maps and interferograms • Susceptibility products of landslide slopes. • Cosmo-Skymed satellite images-elevation and vulnerability maps • Products based on RADAR images • The information exchange was activated with the Copernicus team, who immediately began the processing and analysis of information from this fleet of satellites. • Products based on space technology called Grading maps, which provide an assessment of the degree of damage and these maps are derived from satellite images after the event. • Activation of the Digital Globe open data platform was performed for the acquisition of images before and after the earthquakes in very high quality resolution. • Images of satellite FASat-Charlie were obtained only for the earthquake of September 19 • Images with a panchromatic, multispectral resolution
