T he Community Santa Cruz County is located in one of the most beautiful areas in California on the sunny, northern side of the Monterey Bay, 70 miles south of San Francisco and 30 miles southwest of San Jose. Situated between magnificent redwood-forested mountains and the white-capped splendor of the Pacific Ocean, Santa Cruz is one of California’s most popular seaside resorts, with twenty-nine miles of beaches and the historic Beach Boardwalk seaside amusement park. The County’s population is approximately 273,200; the City of Santa Cruz is the regional center and county seat of Santa Cruz County. Downtown neighborhoods are a living historical treasure, with a significant number of Victorian homes and turn-of-the-century buildings. Santa Cruz County possesses a flourishing and diverse local economy based on tourism, retail, agriculture, services, and the high-tech industry. Santa Cruz County is known for its excellent K-12 public education system, as well as many exceptional private schools. Higher education is served by the University of California, Santa Cruz and Cabrillo Community College. The mild Mediterranean climate invites all to enjoy the numerous forest and mountain trails, spectacular ocean vistas, and rich and varied marine life. Recreational facilities in Santa Cruz County include seventeen state parks and beaches, five golf courses, and a small craft harbor: As the gateway to the Monterey Bay National Marine Sanctuary, the area offers a full range of activities for water sports enthusiasts, including kayaking, sailing, ocean fishing, and surfing.
Santa Cruz County has numerous art galleries and a thriving music scene. A wide variety of outstanding cultural and special events are offered year-round, including Shakespeare Santa Cruz, the Cabrillo Music Festival, the “Woodies on the Wharf”, vintage car parade, the Santa Cruz Blues Festival, and many exciting national surfing competitions. Area museums include the Museum of Art and History, the Museum of Natural History, the Pajaro Valley Arts Council and the Surfing Museum. T he Agency As one of the premier centers in the United States, Santa Cruz Regional 9-1-1 (SCR911) is dedicated to serving as the vital link between the public and public safety organizations through responsiveness and technical excellence while in partnership with its users and employees. Created in 1991, SCR911 is a Joint Powers Authority providing public safety and 9-1-1 dispatch services for the counties of Santa Cruz and San Benito, cities of Santa Cruz, Watsonville, Capitola, and Hollister. SCR911 also provides services to ten fire agencies, American Medical Response, Animal Control and serving a population of over 330,000 residents. SCR911 is the primary answering point (PSAP) for Santa Cruz and San Benito Counties, with the exception of the City of Scotts Valley and University of California, Santa Cruz. SCR911 acts as the secondary PSAP for these agencies. SCR911 maintains two fully equipped and operations Alternate Site Dispatch Centers in Watsonville and Hollister. SCR911 is governed by a Board of Directors comprised of the Santa Cruz County Administrative Officer and the City Managers for Capitola, Watsonville, and Santa Cruz. The User Agency Chiefs are members of the Users Committee and act as an advisory body to the Board of Directors. The agency has an operating budget of approximately $8.1 million and a staff of 57 employees.
Located between the 17th green and 18th tee of the DeLaveaga Golf Course, the communications center is housed in a 2,750 square foot purposely built building with 15 dispatch consoles. The center is equipped with state of art equipment including: Watson Console Furniture, Motorola Premier One CAD, Moducom Radio Consoles, and Intrado phone system. The building also contains administrative offices, locker rooms, conference room, training academy room, and the Emergency Operations Center for the City of Santa Cruz. SCR911 was one of the first stand-alone communications centers in the country to achieve CALEA accreditation. Taking a task team approach from planning and construction, through implementation, and into day-to-day operations, dispatchers participate in decision making processes of the communications center. The success of the organization is dependent upon dispatcher involvement with everything from Geofile to CAD, and procedures to quality improvement. T he Ideal Candidate The SCR911 Board of Directors is in need of a seasoned and dynamic emergency communications professional to lead their agency. A General Manager who will be committed to delivering the highest level of service to the agency’s constituents is needed. The ideal candidate will possess exceptional interpersonal and communications skills that will allow them to work successfully with a variety of partners, including the Board of Directors, City/ County management, various public safety professionals, and, of course, co-workers. The ability to facilitate inter-agency cooperation is vital to a candidate’s success in this recruitment. The selected candidate will remain apolitical, but have the savvy to work in a political environment and understand the political implications of decisions. The new General Manager will have the opportunity to oversee a dedicated staff of diverse talents. The ideal candidate will be a champion for a teamwork environment where feedback and suggestions are welcomed. A solid leader is needed who is able to identify and utilize each employee’s individual strengths, while mentoring and encouraging staff development. A high emphasis on community engagement is needed. The new General Manager will enter a workforce of a dedicated, hardworking, compassionate and friendly people.
With a budget supported by member fees (not a taxing authority), the General Manager must create a responsible budget to be sure each of the Users get a “good deal for their money”. The selected candidate will demonstrate solid finance and budgeting skills. They will be a creative problem solver with the ability to think outside the box in finding new funding sources for the agency. The General Manager is solely responsible for the creation of the annual budget. SCR911 is looking for a General Manager who can create success by actively addressing the current and future needs of the agency. The new General Manager will possess the readiness and conviction to assess current policies and procedures in place and make recommendations for better service delivery, but they will also recognize what systems are currently working successfully within agency operations. Four (4) years of college level course work in business management, public administration or public safety and Two (2) years of experience supervising or managing a public safety dispatch unit, program or operation within a police, fire, emergency medical, or consolidated emergency communications center. Public sector experience working with a JPA or similar body is desired. In addition, experience working with police and fire agencies would be ideal.
T he Compensation The salary range for the General Manager is open, DOQ. The prior General Manager’s salary was $175,290. The Agency also offers a competitive benefits package including: Retirement - P.E.R.S. 2%@60 for classic members; 2%@62 for PEPRA employees. The employee contributes 8%. Benefits - The Authority currently pays $2,120.86 per month for family medical; $1,539.82 per month for plus one medical and $752.33 per month for single medical coverage. The Agency contributes I00% towards the cost of dental and vision insurance for the employee and their family. Vacation/Sick Leave – Vacation leave is up to 200 hours per year; Sick leave is 120 hours per year. Administrative Leave - 80 hours annually. Holidays - 13 paid· holidays annually. Life Insurance - Provided in the amount of $50,000. Deferred Compensation - Available with voluntary employee participation.
