Gambling Harm Awareness Week ‐ Art Project to raise
        awareness of gambling harm in the Ballarat Community.

Introduction
Ballarat Community Health will commission an artist create a new public artwork at Alfred Deakin Place. The
artwork will be a temporary art work for Gambling Harm Awareness week 18‐24th October 2021 and will focus on
preventing gambling harm in the Ballarat community.

Background – All‐In Gambling Harm Prevention project
This project, All‐In: Reducing the Harms from Gambling, is a preventive health initiative designed to engage
organisations in the Ballarat and surrounding communities to support them to implement actions to reduce the risk
of gambling harm in the community. Through this partnership approach the aim is to reduce the stigma associated
with gambling harm, building understanding, promote help seeking for those impacted and promote alternative
recreation opportunities instead of gambling.

This project is funded by the Victorian responsible Gambling Foundation until December 2021.

The purpose of this project is to:

       Raise awareness and build understanding of gambling harm in the Ballarat community
       Reduce the stigma around help seeking and support
       Promote services and local support
       Promote alternative recreation opportunities

Aims and objectives of the art project
A new temporary public artwork is to be established at ‘’Alfred Deakin Place’’ with the aim of raising awareness of
gambling harm in the Ballarat community. The artist may need to be present on site for the week 18th‐24th October
2021 depending on the nature of the finished product – as it is expected that the art work will have an interactive
community component.

The artwork aims to:
    • Involve the community in becoming aware of gambling harm
    • Use sustainable materials
    • Able to either be removed each evening or be secure to stay in this public place for the entire week
    • Be interesting and engaging for the Ballarat community
    • A concept that can be captured digitally for future promotion
    • Be a design in keeping with this public space
    • Compliment the aims of the project and the values of Ballarat Community Health
Lifespan
The commissioned artist(s) will be provided with a contract detailing the following lifespan considerations:
      The artwork is expected to be a temporary art work to be installed for Gambling Harm Awareness Week 18‐
         24th October.
      The City of Ballarat will assess and approve the artwork under its events permit application process.
      The art work must be removed at the end of the timespan and either taken away by the artist or negotiated
         with BCH staff for future storage. This must be taken into consideration in the construction.

Artists should strongly consider how public interaction may affect their work and include in their proposal how their
design addresses threats of graffiti vandalism, incidental and wilful damage during this time period.

Site context
The artwork will be located at Alfred Deakin Place, Ballarat. (Between the rear of the Art Gallery of Ballarat and the
Federation University Camp Street Campus)
The site is an area that has a high level of foot traffic being in the CBD and in an area where students congregate, as
well as the nearby Art Gallery and Lydiard Street precinct. Alfred Deakin Place is also the site used for public activism
and campaigns in Ballarat so there is a connection for this site to advocating for issues of public concern. BCH is
looking to capitalise on this popular central location for the art project.

Specification details
The artist will produce an art work that demonstrates the gambling harm losses to the Ballarat community each day
and/or year and the harm associated with these losses. It will raise awareness of these gambling losses and the harm
associated in an interactive and engaging way to draw public attention to this issue. It may also incorporate or raise
awareness of help seeking or harm minimisation activities that community members can undertake, such as

Further information including a site visit will be provided to the shortlisted artists.

Artwork commissioning
The commission will be a two‐stage process.

The first stage will invite open expressions of interest in the project. From the submissions three artists will be
selected to develop proposals for the site design. Each artist will receive a flat fee of $500 to develop their concepts
at the first stage.

The artistic design will include:
     Representation of the above specification details to represent the issue
     Clear direction on how the community will interact with the art work
     Use of sustainable materials appropriate for an outdoor/temporary environment including consideration of
        security/vandalism etc
     Signage or a communication method for explaining the concept to the community (i.e QR code)
     Links to the All‐In project information or website (signage/QR code)
     Recognition of BCH and project partners

All applicants will be advised of the outcome of their stage one application via email.
The second stage is a formal acceptance of the detailed artwork commission concepts, project budget, any
applicable engineering details and production timeline provided by artist. The selection committee needs to ensure
the work meets the following criteria:

        1. Relevance to the project brief and (site) style and heritage

        2. Quality of the artwork proposed, and professional experience demonstrated

        3. Artwork materiality and durability and maintenance requirements

        4. Fit for purpose. Safety and suitability

The artist will receive $10,000 to produce the artwork and provide community engagement opportunities
throughout the week, install and de‐install the artwork. Ballarat Community Health will be responsible for providing
signage and photography of the artwork.

PDF file to: kated@bchc.org.au. Artwork that includes community engagement, interaction or education elements
will be viewed favourably. Please do not send concepts at this stage, all concepts will be commissioned once
shortlisting has taken place. Shortlisted artists will be advised by 9 August 2021.

Artist Fee
A sum of $500 and will be paid to each artists selected at stage 1 artist to develop their concept proposal.

A sum of $10,000 will be paid in two instalments to the selected artist and is the total cost of the commission. This
amount will cover all aspects of the development, fabrication, transport (installation) of the work. Artists must hold
current Public Liability Insurance to $20M to carry out the commission (this may be under a membership scheme,
please enquire if you do not currently hold this insurance).
