Inviting Expression of Interest (EOI) Invitation for Expression of Interest(EOI) for Technical Translation Service 1.0 Purpose Agriculture Skill Council of India (ASCI), section 25 company formed under the PPP model under the aegis of National Skill Development Corporation (NSDC)invitesa technical proposal and financial quotation from experienced translationservice providers to translate the contentfrom English to Hindi and other regional languages and make available in ready to print form. Translation, revision and proof-reading of the translated content are the expected works to be performed by the selected vendor. 2.0 Projected Timeline Issue Date: Dec 28, 2020 Response Deadline: Jan 11, 2021 Expected Award date: February 10, 2021 3.0 Period of Service Agreement The period of service agreement resulting from this solicitation is anticipated to be for two years. 4.0 Eligibility Criteria Minimum Three Years of experience in specific domain 5.0 Scope of Work i. Documents that may need to be translated include, but are not limited to: Training materials (that include Participant Handbook, Facilitator Guides etc.) Annual report Newsletters Website text Power point presentations Others as per requirement The primary target languages will be Hindi, Bengali, Marathi, Telugu, Tamil, Gujarati though other regional languages translation may also be required intermittently. ii. The selected vendor will use Kruti Dev Fonts for Hindi translation and others as prescribed by the ASCI. 2|P ag e

The assigned translation work will be accomplished with complete proof-reading, typing and complete page setting of the translated version in Corel (cdr) formats wherever required. iv. All the necessary changes/ corrections are to be incorporated in the final document.Final redesigned document will be required to share with ASCI in high resolution PDF format. v. In case of only content translation work without redesigning, the translated work will be shared in word format for further validation. 6.0 Submission Documents ASCI requests interested agencies to provide the following: Capability/Technical Statement: Should not exceed a three-page narrative on agency’s capabilities to perform the scope of work indicating past experience in translation and document design for ready to print. Timeline: ASCI anticipates the contract terms for two years. The timeline will be finalized after the selection of agency. References: Sample works and such minimum three previous work orders to be submitted to ASCI. Financial Proposal: The financial proposal will be based on the scope of work indicated above. All expenses should be aggregated into fixed price amounts per word. Pls. Note that all proposals shall: 1. Be in the English language. 2. Describe the experience and brief outline of capabilities of the firm/agency in providing the type of services being requested by this RFP. Also include: Full legal name, jurisdiction of incorporation and address, email address, and contact number of the company. 3. Encompass detailed cost in INR, with clear applicable tax/charges, if any. 4. Provide payment terms and conditions 5. Provide the registration proof of the organisation 6. Copy of PAN Card and GST registration certificate to be furnished 7. Copy of ITRs for minimum three immediate previous years 7.0 Selection Criteria ASCI intends to issue agreement to the service provider whose proposal contains the combination of those criteria offering the best overall value. The evaluation of each response to this RFP will be based on the requirements set out in the solicitation. Points will be assigned to the proposal based on the following criteria: Technical qualifications: 50 points Past Experience: 20 points Pricing: 30 points ASCI reserves the right to award the contract to the vendor whose proposal is deemed to be in the best interest of ASCI. The company with the winning proposal will be notified in writing. Those who were not selected may or may not be notified, at the sole discretion of ASCI. 3|P ag e
Inviting Expression of Interest (EOI) 8.0 Contract Mechanism ASCI will issue fixed payment(s) based on submission and acceptance of deliverables. Once a purchase order is issued, it will include a fixed price payment schedule with deliverables. ASCI may reject any or all offers, and/or make multiple awards. 9.0 Terms and Conditions 1. The Request for Proposal is not and shall not be considered an offer by ASCI. 2. All responses must be received on or before the date and time indicated on the RFP. All late responses will be rejected. 3. All incomplete responses will be rejected. 4. Prices proposed must be valid for entire period provided by vendor. 5. All awards will be subject to ASCI contractual terms and conditions. 6. ASCI reserves the right to accept or reject any proposal or cancel the solicitation process at any time, and shall have no liability to the proposing organizations submitting proposals for such rejection or cancellation of the request for proposals. 7. ASCI reserves the right to accept all or part of the proposal when the award is provided. 8. All information provided by ASCI in this RFP is offered in good faith. Individual items are subject to change at any time, and all bidders will be provided with notification of any changes. 9. ASCI reserves the right to require any bidder to enter into a non-disclosure agreement. 10. The bidders are solely obligated to pay for any costs, of any kind whatsoever, which may be incurred by bidder or any third parties, in connection with the Response. All responses and supporting documentation shall become the property of ASCI, subject to claims of confidentiality in respect of the response and supporting documentation, which have been clearly marked confidential by the bidder. 11.
