Important prerequisites for capacity in the European Airspace are spectrum efficiency and anticipation of UAV´s needs Spectrum efficiency: Decomissioning of Mode A/C* and enhancement to Mode S for all aircrafts, incl. MIL and GA – non compliant ADS-B operations. In the performance-based CNS framework, the „Minimum Operational Network“ (MON) needs to ensure sufficient capacity. Therefore, e.g. decomissioning of ILS CAT III not realistic within the next 20 years. Expected high volumes of UAVs need appropriate data links, e.g. LTE in aeronautical band. UAV surveillance / ADS-B for UAVs: Data Link 1090 MHz 1030 MHz, LTE. * Mode A/C currently consumes 40% of the spectrum in the frequency range DIESER TEXT DIENT DER NAVIGATION 3
AWAM contributes to cost-efficiency by decomissioning conventional radars AWAM in operation since 2012. Ongoing SSR decomissioning: Abbildungen: from 8 to 3 SSRs in Austria. - BUB - MLAT Sensor ADS-B Out enables „Domain of Interest“ coverage. Radar data exchange and synergies especially in FAB CE. Drone Evaluation Center Linz to gather first experiences in the efficient integration of UTM and ATM Temporary evaluation of different methods to detect Drones. Definition and evaluation of UAV- specific ARTAS. Evaluation of Drones for ILS measurements. Evaluation of parcel delivery between airport, harbour and hospital within the area of Linz. Delevopment of concept for BVLOS flight between Linz and Vienna. Higher integration needs layered architecture and appropriate products Idea: Evolution of ARTAS to contribute to a one harmonized European Core FDP (Flight Data Processor) Product. Further evolution of ARTAS: Evolution of ARTAS UAV - specifics fully covering ADS-B Military requirements („short version of call sign“). Synchronisation of mandates is key to establish Integrated CNS In general, Airspace Users, ANSPs and Airports shall agree on an “approach in partnership”. Ground implementation shall be mandated from the moment when AU’s equipage rate is >50%. Trigger-threshold may be when 40% new orders / retrofit orders are in place. Ground implementers and AU’s shall actively cooperate in deriving their common roll-out plans.
