Introduction The Federation International de Ski (FIS) Alpine Junior World Ski Championships will be held at Panorama Mountain Resort from March 1st to 9th 2022. Panorama will welcome up to 272 competitors, athlete supporters and spectators from around the world. During this unique time of pandemic, special provisions must be made to ensure the safety of the participants. Purpose This plan will outline the mitigating actions that will be used to reduce the spread of COVID-19 during the event. This plan will be used in conjunction with the Panorama Mountain Resort COVID-19 Safety Plan Scope This plan applies to the following people who will be participating in the event: Athletes Athlete Support Equipment Technicians Race Officials Local Organizing Committee Volunteers (LOC) Physical Requirements - Minimum The following information is applicable to everyone at Panorama Mountain Resort: Guests, staff, athletes, volunteers etc. The Local Organizing Committee will be aligned with federal, provincial and regional COVID-19 safety requirements. If FIS COVID-19 requirements are greater than the ones contained in this program. Precedence will be given to the program with the higher standard of safety. Federal Restrictions - Canada All international guests have to meet the Government of Canada requirements for entering the country. Information on what qualifies a person to enter Canada can be found at the following address: https://travel.gc.ca/travel-covid/travel-restrictions/wizard-start 1. Travelers to Canada must be fully vaccinated to enter the country. Vaccine(s) must meet Health Canada requirements. 2. Canada’s definition of fully vaccinated can differ from that of other countries. Provincial Restrictions - Alberta The restrictions in Alberta are often different than British Columbia. 1. Face masks are required in all public indoor spaces 2. Restrictions Exemption Program is the term used in Alberta for proof of vaccination required. Regional Restrictions – Calgary International travel to Panorama often involves travel into the city of Calgary. Bylaws regarding Calgary’s response to COVID-19 can be found at the following location: https://www.calgary.ca/csps/cema/covid19/response-to-coronavirus.html?redirect=/covid19 1. Calgary has a vaccine bylaw Provincial Restrictions – British Columbia Health care and associated restrictions are managed at the provincial level. This information can change rapidly. Current information can be found at: https://www2.gov.bc.ca/gov/content/covid-19/info/restrictions . Provincial Health Officer (PHO) Orders are also applicable. Face masks are required in all public indoor spaces 2. Proof of vaccination is required in restaurants and some other public indoor spaces. 3. Capacities and seating arrangements in indoor venues have been modified Regional Restrictions – Panorama Panorama is in the Interior Health Region of the province of British Columbia. At times specific regions of the province will be subject to localized restrictions. Currently, indoor organized events can have a capacity of 50 people or 50% of a venue’s capacity (whichever is greater). This information can change rapidly. Proof of vaccination is required in Alto Kitchen and Bar, the T-Bar, and the Pine Inn gym. 3. Chairlifts will be loading at 100% capacity. 4. Facemasks are not required in any outdoor space. The PHO for Food and Liquor Serving Premises applies: • The Great Hall will be closed to the public and reserved for the private use of WJC participants. • Tables will seat a maximum of 6 people and be spaced at 2m. When 2m spacing is not achievable, a partition will be installed. • Mealtimes will be staggered so that the required volume of people can be fed while maintaining the PHO order. Lift Lines Participants in the WJC will have a designated lift line at the Mile One and Champagne chairlifts. • This will reduce the amount of contact that WJC participants have with the general public. • WJC participants must not ride the chairlift with members of the general public. • The lift line will be on the skiers left side and have signage to inform the participants of their designated loading area. Proof of Vaccination Documents Proof of Vaccination records are different across the country and around the world. Acceptable forms for proof of vaccination are as follows: British Columbia BC Vaccine Card Other Provinces Official provincially recognized vaccine record International The proof of vaccination that was used to enter the country Event participants use the FIS passport to gain access to the event. The FIS passport, will have a record of the participants vaccination status. Vaccine(s) must meet Health Canada requirements. There are no exceptions or exemptions for any reason, including medical or religious exemptions. This applies to both vaccinations and the requirement to wear a face mask. As per the Panorama Mountain Resort COVID-19 Vaccination Policy, all staff and volunteers are required to be fully vaccinated. Proof of vaccination will be tracked by the Employee Experience department using a secure uploading portal in Dayforce. WJC COVID-19 Plan Revised January 27, 2022 4
Accreditation • Competitors in the WJC must present their FIS passport in order to receive accreditation. There is no access to the event without accreditation. • Register for a FIS passport at: https://fispassport.fis-ski.com/fis/ Access Code: FIS2022. • Questions regarding the FIS passport can be directed to C19support@fisski.com. • Passport holders make their own arrangements to have an up-to-date Rapid or PCR test result prior to arrival at the event uploaded to the FIS Passport system, to facilitate their access and accreditation. Accreditation zones and assigned cohorts will dictate access to areas of the mountain and base area facilities. • Proof of vaccination will be displayed on the WJC accreditation • The accreditation will serve as the only proof of vaccination needed for the duration of the event in all venues. The LOC will be granted access to FIS passports. Personal Health Every person participating in the WJC is required to perform a daily COVID-19 Self-Assessment. Ask yourself, are you experiencing any of the following: Fever or chills Cough Difficulty breathing Sore throat Loss of sense of smell or taste Headache Extreme fatigue or tiredness Diarrhea Loss of appetite Nausea or vomiting Body aches If you are experiencing any of the above signs and symptoms complete these tasks: 1. Assume you have COVID-19 unless proven or told otherwise 2. You must notify the COVID-19 Officer immediately. Ryan.stimming@panoramaresort.com 3. You will receive instructions on how to complete a rapid test 4. Update the COVID-19 Officer with the results of your test 5. If the result of the test is positive, you must fill out a COVID-19 Positive Test Result Reporting Form and follow the directions required by Interior Health 6. You must isolate for 5 days beginning at the start of your symptomatic period 7. You may return to normal activity if your symptoms are mostly resolved after 5 days 8. COVID-19 Testing (see Accreditation section also) • The closest location for a PCR test is Go Rapid Test in Banff Alberta. WJC COVID-19 Plan Revised January 27, 2022 5
• The LOC will have rapid tests available for purchase. • Rapid tests are also available for symptomatic people from the Invermere Health Unit COVID-19 testing site. Invermere Health Unit 850 10 Ave, Invermere, BC. Quarantine If a person is directed to isolate. A hotel room designated for isolation will be provided by the LOC. All other aspects of isolation, including the delivery of food will be the responsibility of that person’s team or support staff. The nightly rate for the room will be in line with event pricing. The occupant of the room or their designate will be responsible for the cost. In the event of a COVID-19 cluster or an outbreak, Interior Health will execute the management of public health. The LOC will work with the Interior Health Environmental Health Officer. Communication to those who have been exposed will be in coordination and at the discretion of Interior Health.
