Mass Dog Vaccination planning for 2021-2022 ❖Planning for the MDV • In Afghanistan there is no MDV regular vaccination campaign . • Future plans for sustainable MDV programmed in the country towards Zero by 2030. • The Dog vaccination in Afghanistan is based on sub -National and adhoc program. • Kabul ,Kapisa,Nangarhar and Balkh province . • The delivery mechanism are door to door , CVR, and the identification of vaccinated animals by color painting • Annually Budget which allocated more than 50000$ Government and donor community budget is not known .

Mass Dog Vaccination planning for 2021-2022 ❖Planning for the MDV • Bangladesh started the MDV from 2018, till it is running, the current program will be finished by 2023 • In Bangladesh MDV program running based on National rabies elimination program concept. • Bangladesh used a method of Capture-Vaccination-Release (CVR), we used permanent dye for free roaming dogs and collar belt for registered gods.

Mass Dog Vaccination planning for 2021-2022 - Implementation ❖ Lead agency or Ministry/Department and partners in organizing the MDV campaign Director General Health Services (DGHS) is the lead institute of MDV under the Ministry of Health and Family Welfare of Bangladesh ❖ The other supportive organization are bellow • Ministry of Fisheries and Livestock • Local Govt. Engineering Department • Food and Agriculture Organization • Obhayoronno-NGO ❖ Vaccination targets/coverage. In Bangladesh the number of rabies vaccination targeted was more than 17,19,912 and coverage is 14,03,504 ie 81.6% there is no group wise data
Future Plans on Mass Dog Vaccination In MDV we used only the free access online mobile app. i.e kobo toolbox ❖Future plans for sustainable MDV program in the country towards Zero by 30 - In future Bangladesh will be covered the second round dog vaccination towards Zero by 30 concept ❖Support envisaged from external sources. There is no external funding support for this MDV program, Bangladesh conduct this program by its own revenue budget. THANK YOU 11

Mass Dog Vaccination planning for 2021-2022 ❖ Planning for the MDV Background • The mass dog vaccination is carried out as an annual campaign in the southern districts which are endemic to rabies. • Routine vaccination is done at the animal health centres in the country • Vaccination is also a part of Dog Population Management Program ➢ Guided by the National Rabies Prevention and Control Plan, 2017 ➢ High Risk Districts of Bhutan : Samtse, Chukha, Dagana, Sarpang, Zhemgang, Pema Gatshel and Samdrup Jongkhar ,Tashi Yangtse and Trashigang ➢ Vaccination at strategic location and areas. The dogs will be sprayed with vegetable paints during the campaign when vaccinated ➢ Notched dogs: indicates the dog is neutered and vaccinated ➢ Fund i. RGoB : Nu 1.0 m (13000 USD) ii. FAO: Nu. 0.7 m ( 9000 USD) iii. WHO : Nu. 1.0 ( 13000 USD)- not approved
Mass Dog Vaccination planning for 2021-2022 - Implementation ❖ Lead agency or Ministry/Department and partners in organising the MDV campaign • Mass dog vaccination in Bhutan will be done through One-health Approach ▪ Lead Agency: Department of Livestock , Ministry of Agriculture and Forests ▪ Ministry of Health : Access to PrEP and PEP, Education and awareness ▪ Ministry Of Education: Awareness and Education ▪ Local Government : Co-ordination and Awareness AND Volunteer Groups: Awareness and Advocacy ❖ Details on vaccination targets/coverage ( Numbers to be vaccinated by species and type (owned, free roaming, etc ), vaccination coverage to be achieved ▪ At least 90% of the free-roaming unowned dogs in the districts sharing border with India ▪ 100% owned dogs ❖ Tools for dog population survey and mobile Apps used before/during/after MDV (if any) (list them and explain how you will apply them) • Sight and Resight method in the Epicollect-5 project for conducting population survey before, during and after the survey • Marking with paints: paints will be sprayed during the campaign to understand the coverage of the vaccination and for monitoring the campaign.

Mass Dog Vaccination planning for 2021-2022 ❖Planning for the MDV ➢ At present, India has no ongoing National MDV program • India is a federation of States and Animal Husbandry being a State subject, different States & Union Territories of India is performing MDV in their respective States and UTs • States & UTs like Sikkim, Kerala, Uttarakhand, Delhi, Meghalaya, Mizoram, Goa, Nagaland, Ladakh, Odisha, Himachal Pradesh, Punjab, Haryana, Karnataka, Madhya Pradesh and Tamil Nadu etc are performing anti-rabies MDV each year either as a routine vaccination program and/or in campaign mode and also as outbreak response as and when the situation demands • The numbers of vaccination per year ,vaccination coverage, time and duration of MDV campaign varies greatly between the States
Mass Dog Vaccination planning for 2021-2022 ▪ Planning for the MDV (cont..) • The Ministry of Health, Govt. of India has developed the ‘ National Action Plan for Elimination of Dog Mediated Rabies in India - NAPRE’ in collaboration with Department of Animal Husbandry, Govt. of India and other important Stakeholders which advocates for anti rabies MDV of at least 70% of dog population for 3 consecutive years for development of herd immunity and breaking the chain of transmission of rabies in dogs . • The plan is officially endorsed by all the concerned Departments/ Ministries but yet to be published officially. 18
Mass Dog Vaccination planning for 2021-2022 ▪ Planning for the MDV (cont..) ▪ ‘ National Action Plan for Elimination of Dog Mediated Rabies’ is a technical guidance document which encourages individual States & UTs for development of their own customized ‘ State Action Plan for Rabies Elimination’ based on the dog population, disease burden, manpower, infrastructure and fund availability in the respective States & UTs. 19

Mass Dog Vaccination planning for 2021-2022 ❖Planning for the MDV • In 1975 - first five year plan for eliminate rabies in the country through dog vaccination, dog population control and Post Exposure Treatment of affected people, manage to bring down the number of human deaths from 377 in 1970s to 19 in 2014 with tremendous efforts of the Ministry of Heath • Ministry of Health currently spend well over LKR 500 million for rabies control activities in the country and more than LKR million 350 spent only on post exposure treatments of dog bite victims. • GOSL took a decision in 2012 to engage the Department of Animal Production and Health in the National Rabies Control Activities by the cabinet memorandum No 12/0996/509/048 on July 13, 2012., expected that DAPH engaged in mass dog vaccination, dog population control and management and surveillance and diagnosis activities. National Plan • Zonal elimination – Divide the province/district into 4 zones and achieve 70% vaccination in a single zone in less than 3 months and move to the next • Emergency response mechanism - emergency vaccination in areas reporting human cases • Public private partnership in manpower utilization • Self-protection of high risk operators – pre-exposure vaccination of staff
National Level Campaign 4 vaccination points in the morning and evening to cover 8 location manned by 2 vaccinators in each point while a PHI is monitoring the process throughout. The proposed minimum holding time for a vaccination point is 3 hours. Delivery mechanism. A core component of MDV the registration and identification of owned dogs. Approximately 2.5 million dog population (~ 10% are free roaming). For vaccination – continuous vaccination at fixed points, vaccination using mobile teams, house to house vaccination can be implemented appropriately. Total budget committed is 225 million SLR (~113,6000 US$) to be funded by the Government 34
