2 2020 Representative Agreement Handbook INTRODUCTION Congratulations on being selected into the City of Blacktown Basketball Association (CBBA) - STORM representative basketball program for the 2020 season. We are looking forward to seeing you represent our association to the greatest of your ability, on and off the court. Commitment to a representative season does not just involve the athletes themselves, but also the coaches and in the case of junior players, parents. This handbook will outline what is expected from the players and parents for the upcoming season. Copies of the spectator’s code of behaviour and players’ code of conduct are attached, along with the representative player and parent/guardian agreement to outline what the player/parent/spectator expects, and what is expected of them. REPRESENTATIVE PROGRAM Season Scheduling • The CBBA - Storm competes in the Spalding Waratah Junior and Senior League competitions conducted by Basketball NSW. • Prior to the start of the season, some teams may be required to participate in the Waratah Metro Junior League pre-season. This pre-season is held over two to three weekends, with the aim of grading teams into an appropriate division. The pre-season period typically runs from late February to mid-March • During the proper season, Junior games are played on a Sunday. The starting and finishing time of these games can vary from anywhere between 8:30am to 4:00pm. Games are typically not played during the middle of the school holidays. However, games are usually scheduled the weekend before the start of the school term, and the weekend following the final day of the school term. • The regular season typically runs from late-March/early-April to mid/late-August. • Depending upon their division and success, teams will be required to compete at either the Waratah Junior State Championships (Division 1) or the Waratah Junior State Cup • The Storm’s home games are played at Kevin Betts Stadium, located at Ralph Place in Mount Druitt (Behind Town Centre Reserve). The Storm’s away games are played at various locations through the Sydney metropolitan area. A list of all associations and their venues will be provided with this handbook Training • Players must be at training 10 minutes prior to the commencement of training • If you are unable to attend training, please notify the Coach & Team Manager directly • If you are unable to participate in training due to injury or illness, you are still expected to present at training. The only exceptions to this are if you are being treated for your injury, or if your illness is contagious. • The current proposal is that each team will have two (2) 90-minute training sessions each week. Teams will be expected to start training in December. Note: This may be subject to change CBBA – BLACKTOWN STORM 2020
3 2020 Representative Agreement Handbook Registration • All players must be a current registered member of City of Blacktown Basketball Association (CBBA) • Players currently un-registered will need to register with the CBBA. • Players currently registered at another association will need to register as an affiliated member with CBBA. Playing Time • Playing time is not guaranteed at a representative level • The only exception to this is in the Under 12’s age group, where players are required to take the court in both halves • Some players will have greater court time over other players due to the Coach’s strategies. Time allocation is at the discretion of the coach. • Factors such as attendance at training, punctuality, behaviour may also factor into improving the likelihood of players increasing their court time. Parental Commitment • Parents are expected to be responsible for the transport of their children, to and from training sessions and games • In the likelihood that a parent is unable to transport their children, arrangements will need to be made with another parent. • It is compulsory for parents to undertake score table duties during the representative season. Families are rostered on a rotational basis. Parents will be required to attend a score table course during training February /March 2020. • Parents that do not fulfil their score table duties can risk their children’s participation in the representative games • Teams will be required to roster two (2) parents/ guardians 16yrs + per Home Game at KBS to assist in the collection of the Spectator Fee at least one hour prior to Home games. Local Competition • As part of the representative commitments, ALL players are required to play in our domestic competition. The junior domestic competition is held on Thursday & Friday evenings. • Each team in the domestic competition is only allowed a maximum of three representative (this includes Representative Development Players) players from their natural age group. Players playing up an age group, in the domestic competition (i.e. A U/14’s player competing in the U/16’s domestic competition), will not be classified as a representative player. • However, players must prioritise competing in the domestic competition in their natural age. 5 2020 Representative Agreement Handbook Uniforms A new STORM uniform will commence for 2020 Representative Season – Junior & Senior. It will be a mandatory requirement to purchase the new STORM shorts, STORM Warm-up Top, STORM socks & STORM reversible singlet (to be worn at all training sessions). All other uniform items are optional. Players entering any basketball stadium to represent the Club must be wearing the approved STORM uniform, this includes Jackets & Hoodies. Development players will only be required to purchase the STORM reversible singlet and Shorts. Should Development players be required to participate in any representative competition they will then be required to secure warm-up top. Fundraising All Representative Players & Families will be required to actively participate in all scheduled fundraising for the Blacktown STORM Representative program during 2020. Fundraising which involves The City of Blacktown Basketball Association – STORM Representative Program in any way must be approved by the CBBA Representative Committee to ensure that members are covered by the Associations insurance (through BNSW) while fundraising. Sponsorship All Sponsorship is required to be approved by the CBBA Representative Committee. The CBBA Representative committee will ensure that all sponsors / sponsorship deals are appropriate to the parts of the Association being sponsored and that there is no conflict with any existing CBBA agreements, policies or philosophies. Sponsorship enquiries are to be referred to bcbcreps@outlook.com Representative Acceptance All selected representative players are required to register and pay the acceptance fee (1st Instalment) $200.00 by the 15/12/2019. Representative fees do not cover all costs associated with the Representative Season. Please note Representative fees do not cover uniforms other than the playing top which is provided. Fee payments will only be accepted via SPORTS Tg. ‘No pay, no position’ policy. You must have paid by the agreed date or the position of your child may be given to another. This is the initial cost in 2020 for Representative Players and includes costs for: • Preseason Tournament Team Nomination Fee (excludes Travel, accommodation, Referee Payments) • Weekly Game Fees, Final (if applicable) • Training Sessions & Court Hire Fee commencing 01/02/2020 (proposed 2 per week – Season (excludes pre-season 01/12/19 – 31/01/2020)) • Referee Payments for Representative Games • Court Supervisors • Equipment provided for training sessions • Team nomination fee • Team Entry into National Championships, State Championships or State Cup (if applicable) Financial Hardship Cases of genuine financial hardship can be brought to the attention of the CBBA Financial Controller. Payment plans or requests for fee relief should be sent in writing (if under 18 years of age – the parent of the participant). All requests will be dealt with in confidence and on a case by case basis. Request for review must be received no later than 14th December 2019. Active Kids Rebate – Parents, Guardians & Carers of School Children can apply for a $100 voucher to use for sport & fitness costs. Vouchers can be used as part payments for the 2020 CBBA Representative Fees. Vouchers will need to be emailed to CBBA. 8 2020 Representative Agreement Handbook CODE OF BEHAVIOUR – SPECTATORS As per the Basketball NSW Constitution, Policies and the BA/BNSW Member Protection By-Law and/or this code, you are expected to meet the following requirements regarding your conduct at all times: • Remember that young people participate in sport for their enjoyment and benefit, not yours • Applaud good performance and efforts from all individuals and teams. Congratulate all participants on their performance regardless of the game’s outcome • Respect the decisions of officials and teach young people to do the same • Never ridicule or scold a young player for making a mistake. Positive comments are motivational • Condemn the use of violence in any form, whether it is by spectators, coaches, officials or players • Show respect for your team’s opponents. Without them there would be no game • Encourage players to follow the rules and the officials’ decisions • Do not use foul language, sledge or harass players, coaches or officials • Respect the rights, dignity and worth of every young person regardless of their gender, ability, cultural background or religion • That you will abide by the policy and guidelines of the statutory requirements of the NSW legislation in relation to child protection and “play by the rules“ sport rage guidelines • Do not use derogatory language based on gender, race or impairment. Actively support all efforts to remove all forms of verbal abuse e.g. sledging or trash talk from our sporting environment • Direct, hostile or negative comments to opposition coaches, players, referees or spectators are unacceptable. Furthermore, references made to ‘bait’ opposition players, coaches, referees or spectators are unacceptable • Spectators should not make comments of a personally insulting nature about opposition coaches, referees, players or other officials in a public forum. This has particular relevance for the media. Basketball NSW may take action under our Member Protection Policy By-Law for any registered members. Any breaches by non-members, may result in being refused entry and/or membership to ANY Basketball NSW sanctioned events or member associations. CBBA – BLACKTOWN STORM 2020
9 2020 Representative Agreement Handbook CODE OF CONDUCT – PLAYERS As a player appointed by the Blacktown City Storm, you are expected to meet the following requirements in regard to your conduct at all times: • That you will abide by the policy and guidelines of the statutory requirements of the NSW legislation in relation to child protection and “play by the rules” sports rage guidelines. • Play for the “Fun of it” and not just to please parents and coaches. • Avoid use of derogatory language/comments based of gender, race or impairment. • Be prepared to lose sometimes. Everyone wins and losses at some time. Be a fair winner and good loser. • Never argue with an official. • Control your temper. Verbal abuse of officials and sledging other players, deliberately distracting or provoking an opponent are not acceptable or permitted behaviours in any sport • Work equally hard for yourself and/or your team. Your team’s performance will benefit, so will you • Be a good sport. Applaud all good plays whether they are made by your team or the opposition • Treat all participants in your sport as you like to be treated. Do not bully or take unfair advantage of another competitor • Cooperate with your coach, team-mates and opponents. Without them there would be no competition • Participate for your own enjoyment and benefit, not just to please parents and coaches • Respect the rights, dignity and worth of all participants regardless of their gender, ability, cultural background or religion CBBA – BLACKTOWN STORM 2020
