RISK MANAGEMENT CHANGES 2021 ❑ CITRUS BLACK SPOT (CBS): ▪ Official recognition of the CRI Phytrisk as a system for predicting the risk of CBS (Laeveld Agrochem and QMS) ❑ FALSE CODLING MOTH (FCM): ▪ Compulsory registration of role players on Phytclean (third party & loading facility) ▪ Correct number of data trees as well as their markings ▪ Threshold for action for infested fruit during 12-4 weeks prior harvest from 0.2 to >0 ▪ PPECB to record the serial number of portable logger (FMS approved device) ▪ Voluntary withdrawal under the FMS (different from that of CBS) ▪ Orchards intercepted in EU for FCM will be suspended for the remainder of the season ▪ Phytclean option to indicate completion of harvest (to stop FCM processes) 15
PLAN FOR 2021: CBS AND FCM 1. Citrus Black Spot (CBS) • Possible increase in CBS incidents in 2021 (Due to high/ good rains) • CRI Cutting Edge No.313 on withdrawal to avoid CBS hits • Orchard inspection mandate back to DALRRD • Electronic inspection platform (will be announced) • Future of Mancozeb in the EU 2. False Codling Moth (FCM) • Audits by the independent team on system approach activities (high risk areas) • Audits by the DALRRD officials (all provinces) 3. Verifications and orchard inspections • Verifications started on the 16 February 2021 (done through emails) • EU verifications through Phytclean started on the 03 March 2021 • Orchard inspections started in February 2021 with the early varieties • Growers may still upload PQIs on Phytclean (DALRRD to update inspections status) 16

PLAN FOR 2021: NEW REGULATION BY UK • Brexit completed in December 2020 • New Phytosanitary Regulation from 01 January 2021: » The Plant Health (phytosanitary Conditions)(Amendment)(EU Exit) Regulations 2020 • New regulation only applicable to Great Britain (England, Wales and Scotland) but excludes Norther Ireland • 15 Product excepted from phytosanitary certificates and therefore no regulatory procedures are applicable anymore (i.e. citrus, mango, kumquats, persimmon, Pineapples, Dates etc.). • DALRRD communicated details on the letter to FPEF on the 12 February 2021 18
PLAN FOR 2021: MANAGEMENT OF MEALYBUG FOR KOREA 1. GROWER RESPONSIBILITIES • Growers must diligently follow Good Agricultural Practices for mealybug control, as outlined in CRI Production Guidelines, which will be updated from time to time. • Each grower producing fruit for export to South Korea must have a PUC specific plan for mealybug management. • Growers must keep records of mealybug monitoring data and control interventions applied. • Growers must be selective about the orchards presented for registration verification to export to South Korea. Any orchards that have any infestation of any actionable mealybug species at shortly before harvest must be withdrawn. • During verification, scouting records must be presented, including noting of the presence of any actionable mealybug species. Regular scouting in orchards must be undertaken as prescribed in the CRI IPM guidelines for mealybug (www.citrusres.com) and as reminded in CRI’s Cutting Edge No 268. 19
PLAN FOR 2021: MANAGEMENT OF MEALYBUG FOR KOREA 2. PACK HOUSES RESPONSIBILITIES • Each packhouse handling fruit for export to South Korea must have on record a plan detailing measures to minimise the risk of packing fruit infested with actionable mealybugs. • On first delivery of fruit from an orchard to the pack house, a sample of 100 fruit must be inspected for mealybugs. Inspection must also be conducted under the calyx of the fruit and a magnifying glass must be used. If the fruit are Navel oranges, inspection must also be conducted inside the navel-end if there is any sign of residues or sooty mould on the fruit. If any infested fruit is found, the fruit in the delivery must not be packed for the South Korean market. If any actionable mealybug species are found, the orchard must not be packed for South Korea. • Online graders and sorters must be alerted and trained to look specifically for mealybug infested fruit, including any signs of sooty mould, on the packing line and to diligently remove any fruit suspected of being infested. Graders and sorters must immediately report excessive findings to the packhouse manager. 20
PLAN FOR 2021: MANAGEMENT OF MEALYBUG FOR KOREA 3. PPECB RESPONSIBILITIES: • PPECB must ensure that the pack house inspections are conducted with a zero tolerance for live actionable and unidentifiable mealybugs. • In the event of a PPECB rejection for unidentifiable mealybugs, the pack house or grower must be given the option of having a laboratory mealybug species identification conducted. The consignment will be put on hold by PPECB pending the result. • Samples must be submitted by the pack house to DALRRD or CRI laboratories • If the non-actionable mealybug specimens are identified (e.g. P. citri) the consignment can be approved for export to South Korea. • PPECB must inspect and reject for marking requirements at the pack house. 21

PORT INSPECTIONS • If unidentifiable mealybugs are encountered during port inspections of fruit for export to South Korea, the grower / exporter will be given the choice of having a laboratory species identification conducted to determine if the specimens are non-actionable (e.g. P. citri). The consignment will be put on hold by DALRRD pending the result. • Samples must be submitted to the DALRRD diagnostic lab in Stellenbosch or Citrus Research International’s Laboratory in Nelspruit. 22
PLAN FOR 2021: MANAGEMENT OF MEALYBUG FOR KOREA 1. Samples of mealybugs intercepted by PPECB in KZN, EC and WC and those intercepted by DALRRD inspectors at the Durban port facility will be forwarded to the DALRRD Plant Health Diagnostic Laboratory in Stellenbosch 2. Samples of mealybugs intercepted by PPECB in the northern Mpumalanga and Limpopo areas will be forwarded to Citrus Research International (CRI) diagnostic laboratory situated in Nelspruit. 3. Unofficial grower/ pack house samples should be sent to CRI Nelspruit. 4. Packaging and shipping: Vials should be enclosed with packaging material to prevent breakage, placed in box or packaging envelope and sent with an overnight courier or delivered by hand. Sample information required should be completed in full as per diagnostic form requirements. 5. Clients (PUC or Packhouse) will be invoiced according to the tariffs published in the Government Gazette (No 43016) for the PCR identification 23
PLAN FOR 2021: MANAGEMENT OF MEALYBUG FOR KOREA CORRECTIVE ACTIONS FOR SOUTH KOREA A.The producer may voluntarily withdraw a Production Unit (PU) or orchards that are deemed to pose a mealybug risk. B.Rejection of a consignment due to wrong carton markings at the phytosanitary port inspections will trigger an urgent investigation of the pack house by DALRRD C.The reason for the occurrence of the wrong carton markings will be investigated, in conjunction with any measures that may be implemented by the pack house to avoid a recurrence. Based on the outcome of the investigation, DALRRD will decide if the pack house will be suspended from packing for South Korea for the remainder of the season. D. Packhouses that have been suspended for wrong carton markings at phytosanitary port inspections for two (02) consecutive export seasons shall not be allowed to register to pack fruit for export to South Korea in the third export season. 24
PLAN FOR 2021: OTHER MATTERS 1. EU’s Remote Plant Health Audit 2021-7288 (proposed 28 April to 7 May 2021) Postponed 2. Packhouse verifications for EU and special market and will be done by PPECB: • Will start immediately and completed by end of April 2021. 3. Ethephon test for 2021 on Valencias will start 04 April to 30 June 2021: • Sampling and dipping under the supervision of DALRRD. • Inspection after incubation will be done by PPECB. 4. Philippines market for citrus is still pending approval. 5. Vietnam market for citrus is still pending approval. 6. China market: Approval from MAFF to consider higher shipping temp for lemons is pending. 7. Japan market: MAFF inspectors will not come to SA for pre-approval, 2020 status quo remains. 8. India market: Pre-shipment procedure trial undertaken by the PPECB. 9. Korea market: Awaiting response regarding inspectors (mealybug and markings still a problem) 25
