City Council Meeting Minutes - FINAL March 15, 2021 A. Call To Order Meeting was called to order at 7:04pm B. Pledge of Allegiance Pledge led by Clark C. Roll Call Members Present: Amos, Bennett, Clark, Coolman, Milliken, Walker Member Virtual: Lynch D. Approval of Minutes MIN-21-008 March 1, 2021 Work Session Minutes Amos: I would like to ask for an amendment for the minutes that got cut off. I think the Work Session minutes, that we notate that there is a section of the minutes missing, due to the recording. With that change, I would motion to approve the minutes. Coolman: Do you know what part of the minutes were missing? Amos: It was the discussion we started about the Resolution. There were parts missing about what was said about the Board of Health. It looks like it comes a minute or two into it. Jackson: It’s the very beginning of Work Session missing. My suggestion would be then to hold up on voting on these minutes because we do run backup recording so perhaps we should check the backup. Amos: If you wouldn’t mind, I’d appreciate it. It just looked like it came right in middle of our conversation. Milliken: I was re-watching it on video, it doesn’t pick up audio until at least a minute or so in. Amos: Yes, that’s what I had heard and when I was reading the minutes I was like it’s half way thru the conversation. A motion, was made by Amos, to table MIN 21-008; seconded by Clark. Reports of City Officials and Staff 21-027 Mayor's Report Jackson: Mayor Ebert isn’t with us this evening but he said that if you have any questions that I am able to answer. I am here for you. Coolman: No Walker: Thank you, Mrs. Jackson 21-028 February 2021 Mayor's Court Report A motion, was made by Bennett, to approve the Mayor’s February 2021 Court Report; seconded by Coolman. The motion carried the following votes: Yes-7 (Bennett, Coolman, Amos, Clark, Lynch, Milliken, Walker) 21-029 Finance Director's Report Jackson: I do not have anything in addition to my written report this evening. Walker: Thank You 21-030 Public Service Director's Report Peoples: Just a few items, in addition to my written report. Phase 1: McGill Project – We are hoping to finalize design on that and get them over to the Ohio Department of Natural Resources to review. It will take a couple of weeks to get that done, we are hoping to be out to bid this time next month and go forward from there. Speed: I don’t know if anyone has noticed but out on E. Waterloo/Hill Road, the county moved back to 35 mph down from 40. I did not get notice of that, ~4~
City Council Meeting Minutes - FINAL March 15, 2021 I just saw it when I was out there. I’m not sure what the problem is but I don’t think anyone is really going to be complaining about it. It is something we requested over the years so it’s something they probably got to and we appreciate them for it. We are working with the Elementary School, Media Center Aide – Education Resources, they got a grant thru the Care Act on their idea to do a storybook trail. It’s a trail we put thru the woods at Westchester Park, its going to be turned into a storybook trail. Basically, its going to be a series of wooden stands with individual portions of books, pages of books, down thru there. I’m not sure what they have decided on yet but the grant will go towards that. We are still in the initial phase of that, they went out and saw the trail. It’s one of the projects we did thru Westchester Park upgrades and they were pretty happy with that and thought it was a great idea. They will be starting that soon. One of the newest Operator, Travis Lynch, at the Water Plant, obtained his Class I license. He has a little bit of time to put in so he’s still considered an Operation in Training. He will probably end up having that later on this month. Congratulations to him, that’s not an easy task especially for someone without a background in it. Amos: The strips on Diley Road, across from the condominiums. Are those our strips that are out? The traffic monitoring street strips. Peoples: No, they are not ours. Where are they? Amos: They are on Diley Road, right where the new condominiums are going and the warehouses, directly across from there. Peoples: Ok, the county or ODOT, I don’t think its part of the thoroughfare plan. It probably is part of the 33 study they are getting some traffic accounts from some of the side streets so that’s probably what that is. Amos: I just noticed them this morning. I thought maybe we were doing some new planning. Ok, thank you. Walker: Thank you, Mr. Peoples Fairfield County Sheriff’s Dept Sgt. Cassel: The brand new car you bought us, the Ford Explorer, had 900 miles on it. The engine blew up, Ford replaced it and put a new engine on it. Deputy Greathouse started full-time on third shift, two Sunday nights ago. ~5~
City Council Meeting Minutes - FINAL March 15, 2021 With St. Patrick’s Day coming up, we are concentrating our patrols on DUIs on night shift and second shift. I did send an email to all Deputies, since spring is coming up, to be leery and start concentrating on speed, speed surveys and stuff like that. We are aware that when Spring and Summer comes, people put their foot on the gas pedal. I do believe I will be replaced probably the first week of April. I don’t know who your new Sargent will be but I’m sure it will be a good one. That’s all I have, any questions. Amos: Did we run you off already? Sgt. Cassel: This was just a temporary assignment. I have been working this job plus my other job. Walker: We thank you for your service, Sir Amos: Did Meyers start at the jail? Sgt. Cassel: Well, starting this upcoming Monday he will be at Canal Winchester High School as the Resource Officer because Deputy West got his back operated on. He has been off since November. We have another Deputy who also got his back operated on. He has been out for several months and we have been covering that thru mandates and Overtime and the county is paying for all of that. Walker: Thank You, Sgt. Castle we really appreciate it. Development Director’s Report Haire: Last Monday, we had a Planning and Zoning Commission meeting on the Glenn Springs Run proposed preliminary plan and zoning amendments. That is the new subdivision proposed for Kay’s Road, Morgan’s Road and the Lithopolis Road area. I probably had about 15 residents in attendance, a few of them spoke. The main issues brought up were density, drainage and things of that nature so they requested to be tabled to continue to try to revise some of the issues they had on the application. They will be before the Planning and Zoning Commission at their next meeting in April. We are pursuing an annexation from three property owners at Hill Road and Basil Western Road so that is an annexation for 55 acres that will have us taking in Hill Road into our jurisdiction at the intersection of King’s Crossing as well. On Mr. Spencer’s report tonight, he said that we had some concept options on how we could potentially realign some of thee intersections and get some improvements there at King’s Crossing. The last few traffic studies done in that area have shown that it is a failing intersection. It needs to have turn lanes installed, a traffic signal installed in its current condition. It is not our roadway at this point so it’s up to the County to do all of that. This will ~6~
City Council Meeting Minutes - FINAL March 15, 2021 allow us to take it into our jurisdiction. We have had a number of developers deposit money towards the improvements for their share to the impact of the intersection so we are holding funds already to do that. We will be looking at some intersection improvement options as part of the future. I do have a need for an Executive Session this evening to talk about the sale of real estate and economic development initiative. J. Council Reports Committee of the Whole - Monday, March 29, 2021 at 6:00 p.m. Work Session/Council - Monday, April 5, 2021 at 6:00 p.m. Public Hearing - Monday, April 5, 2021 at 6:45 p.m. - Winchester Blvd Rezoning Work Session/Council - Monday, April 19, 2021 at 6:00 p.m. CW Human Services - Mr. Milliken Milliken: Human Services is working with the City to coordinate the Easter Egg Hunt. Prize baskets are being made and eggs are being filled. The Gardens are getting ready to be taken up as we get ready for Spring. Applications are available starting today. Grocery trips are still growing and a lot of Seniors are getting antsy and still looking forward to getting into the Community Center. That is all for Human Services. Thank You. CWICC - Mr. Clark Clark: The next meeting will be March 31st at 11:30am in the Interurban building. The McDorman Building meeting is March 23rd at 10am. Mr. Sims did a good job earlier giving an update on the building. CWJRD - Mr. Bennett/Mrs. Amos Amos: The next meeting is Thursday at 7pm on line. After that we will report more. Shamp: If you could say it that would be great. I also have it written down. Walker: Thank You, Sir. Shamp: You have already made the correct motion for economic development and the consideration of employment. We just need the added consideration for the sale of real estate under 122.2 G2. Walker: And to move to Executive Session to consider the sale of real estate under RC 122.22 G2. A motion, was made by Amos, to Adjourn to Executive Session for the consideration of employment under ORC section 122.22 G1, economic development and for the sale of real estate under 122.2 G2; seconded by Bennett. The motion carried the following vote: Yes-7 (Amos, Bennett, Clark, Coolman, Lynch, Milliken, Walker). Time out 7:27pm Council returned from Executive Session at 8:19 pm Coolman: We need to set a deadline date for applications for the Dr. Bender Scholarship. Jackson: It’s typically been April 1st but given the discussion and where we are at with the calendar, we would like to know how to advertise it. Amos: April 30th Milliken: That’s what I was thinking. Amos: That gives a month and a half for students to apply. If I recall it didn’t take a lot of time to review them. Bennett: Ms. Jackson, what is our typical window for that? How long is the window, is it like an eight-week window? Jackson: It’s usually a couple of months, yes. Bennett: I was thinking you could go to the end of May. Amos: But if you want to announce it with the school’s announcements that they do, it has to be done by the first or second week of May. Bennett: But these are guaranteed that they are going to be Canal Winchester students. So it’s nice ~8~
City Council Meeting Minutes - FINAL March 15, 2021 when it lines up, but this year, they don’t line up. I would propose end of May. Milliken: It’s been a long time since I filled out a scholarship application, but timing wise, maybe this affects a student’s decision on where to go, and timing for applications for things, does that timeframe bump into that? Actually knowing I’m going to have the money to attend a certain a certain school and making that decision to hit the application deadline for acceptance into a school. I don’t know, like I said, it’s been a while since I applied any applications. Amos: I’m not sure this one is going to make or break someone’s decision on a school but the only other thing I would say, if we go to May 30th, I don’t know that we will get any more people than if we said May 15th. My logic behind that is because kids are out May 22nd in some districts and May 29th in another district. Those kids have checked out by the beginning of May. I’d say are you going to get that many more than if we say a flat two months of May 15th at this point. Bennett: As someone managing all these deadlines, I’m applying for a lot of scholarships with my students, there are one’s that go out to July so it’s not unreasonable to go to the end of May. There are a ton of those that kids are applying for so the more time, I’m open to whatever. I’m just suggesting end of May, mid May, sometime in May. Amos: If you don’t think it’s a conflict on time, I’m fine with May 30th. Coolman: I don’t think a deadline will determine where a child will go to college. I think they’ve already decided, Mr. Milliken. But I think the more time we give them, the better. It’s better on the student. They’re trying to get out of school and get their stuff in order for college. It seems like timing is of the essence for that college bound child, at least it was for mine. So I think the more time we give them, the better. Amos: Does anyone have any problem with May 30th then? Milliken: May 30th is a Sunday. Jackson: Would you like to do the 31st of May? That’s the last day of May, but it is a holiday. Milliken: So maybe the 28th of May. Coolman: I’d say the Friday before. Amos: So May 28th then. Jackson: By close of business? Coolman: Yes, by close of business. That would be 4:30 pm. M. Adjournment A motion, was made by Bennett to Adjourn; seconded by Amos.
