MESSAGE FROM THE PRESIDENT: The October meeting of the Board of Directors had 47 members using their computers or phones to participate. This level of participation continues the trend that began with the introduction of Zoom technology at the start of COVID-19 restrictions. This meeting was plagued by previously experienced problems with the audio feed with members stating they experienced difficulty in hearing various Board members speak. The Board has obtained a multi directional microphone and hopes that this will greatly improve the volume and clarity of the meeting audio output. COVID-19 Update: The Board has reapproved COVID-19 operating rules that remain in effect and will revisit restrictions at the end of Fall to determine if changes are possible or necessary. The Board will closely monitor information and directives from the County, State, and the CDC. The Cost of Trash: The association has been required to pay penalties for trash disposal due to members disposing of prohibited items in the dumpsters. The two small dumpsters near the Battery Room are restricted to household garbage and trash. When our disposal service discovers prohibited items in a dumpster fines are applied and these have run into the thousands of dollars over the course of this year. In an attempt to avoid future fines and penalties, the Board has posted a list of allowed and disallowed items for the dumpsters on the Associations official website. A copy will also be posted on or near the dumpsters as a ready reference. As a final step, CCTV cameras have been set up in the area to identify gross abusers. Where it can be demonstrated that a particular member’s use of the dumpster results in penalties being imposed the member will be billed for the difference between regular weekly service and the invoiced amount. Winter Comfort Stations: There is a change in winter operations for comfort stations. In the past, all comfort stations were shut down and freeze protected as winter set in. When a member was in the park they could request that our maintenance crew open the station on their loop for the duration of their stay. This practice created unnecessary work to open stations and bring them back into functioning status and then cleaning and freeze protecting them again. Starting this winter, the five comfort stations that are now open will be maintained in an operational status at all time. An added benefit of this method is that there will always be open comfort stations available for members who arrive late in the day or when other service needs make staff unavailable to do an opening. Collections: The office has started formal efforts to collect sum $6,100.00 in overdue fines and penalties owed to the Association. The collection effort will involve seeking judgments from the Small Claims Court. Most of this amount represents payments that are over 1 year overdue. Foreclosure actions involve approximately $12,000.00 in overdue payments. All 11 cases are currently awaiting the end of the court mandated 90 waiting period that will be followed by foreclosure notices in the newspaper and foreclosure sales early next year. Park Security: Members reported what appears to be an increase in the frequency of thefts in the park. Some of the items that were taken would almost certainly require the use of a vehicle entering and exiting the front gate. Since the gate has not been physically disabled, someone with mal intent has a key card and using it. To help stem the tide, the new gate software upgrade implementation was moved up to October 15, 2020. This allows the park to restrict entry to verified current members in good standing. Members who have not had their cards entered into the new system may do so by contacting the office with vehicle registration information and the number located on the back of their card. Members who arrive at the park without having had their cards entered into the new system simply have to be let into the park by the office staff or in the event of after-hours emergencies, the on-call maintenance employee. Once inside, proceed to the office to have your cards activated in the new system. This change, coupled with high definition CCTV cameras will greatly improve our ability to identify thieves. 2
MESSAGE FROM THE SECRETARY: Yes, it’s fall time, which means Halloween is just around the corner. But one thing is a little different this year. Yep, that’s right, COVID-19. Halloween is a great time for tricks and treats, but it’s not for getting COVID-19. Remember, we are all in this together. Wear a mask, wash your hands, stay 6 feet apart, avoid gatherings, and get your flu shot. With your help, we can slow the spread of COVID-19. HAPPY FALL, Carol Keen 3
MESSAGE FROM MAINTENANCE: I would like to update the members on what we are working on, in maintenance. We have several projects going, in between our daily duties. We are installing a flush toilet in the office. They have been using an RV toilet system for years, and it's about time to upgrade to a better and more reliable system. We are also paving potholes and placing rip rock at vulnerable places along sides of roads where erosion is eating away at the road itself. I discovered a leak in the pond and we are going to seal and paint, bringing it back to life and make it more attractive and presentable. The log removal has been put on hold, due to the chance of a spark from a chain saw. We will get to it after the first precipitation. There are a couple of small water leaks at different locations within the park. To remedy this, we have to turn off water on several loops thus no water to certain sites, so I want to wait until it slows down a bit, I don't want anyone without water for a day. This would also impact the restrooms. Speaking of restrooms, if any member sees an unclean restroom please let me know ASAP, either through the office or me in person. I shouldn't hear about it a week or month later. Restrooms are a priority. We are also going to continue with bringing the restrooms up to date, with a fresh coat of paint and some toilet replacement. I know in the age of COVID-19 there has been a certain stress level. If it wasn't for the board's commitment to keeping the park open you would not be able to come up and enjoy. So please be patient, things will get better. What are unacceptable materials for permanent dumpsters? Here are some general guidelines of items that are NOT allowed: • Aerosol cans • All liquids • Animals • Antifreeze • Appliances • Asbestos • Barrels • Batteries • Chemical products • Computers • Contaminated Oils (mixed with solvents, gasoline, etc.) • Dirt • Fluorescent tubes • Hazardous waste • Herbicides and pesticides • Industrial waste • Lubricating/hydraulic oil • Medical waste • Microwaves • Monitors • Motor oil • Oil filters • Other flammable liquids • Paint (except completely dried latex paint cans, no liquids) • Petroleum-contaminated soil/lead paint chips • Propane tanks • Radioactive material • Railroad ties • Solvents • Televisions • Tires • Transmission oil 5
Keep in mind, some smaller dumpsters may also prohibit additional materials, such as: • Concrete • Bricks • Demolition material We appreciate your cooperation in keeping unacceptable materials out of the dumpster. It will save on money that can go toward better things! 6
OFFICE NEWS: ANNUAL DUES: Don’t forget that October 31st is the last day to take advantage of the 5% discount if you intend to pay the annual dues for the 2020/2021 fiscal year. The annual amount is $1,440.00 but with the discount you will only pay $1,368.00, providing last year’s dues are paid in full. Or if you prefer to pay monthly, the amount will $120.00. RAFFLE TICKETS: There is still plenty of time to purchase raffle tickets to win one year of free dues. The cost is $6.00 each or 4 for $20.00 and there is no limit on the number of tickets you may purchase. The drawing will be held on November 14th at the Board meeting. FRONT GATE KEY CARDS: If you have not registered your front gate key cards with the office, they will not work. Next time you come to the park please bring your vehicle registration(s) and key cards to the office to be logged into the new security software. You can also accomplish this by email if you prefer. WINTER HOURS & HOLIDAYS: Beginning November 1st, the office hours will be changing to 10:00 a.m. to 4:00 p.m. until April 1st. The office will be closed on the four winter holidays (Thanksgiving Day, the Friday after Thanksgiving Day, Christmas Day and New Year’s Day). Regarding a Sale, Transfer or Purchase of Membership Before selling, transferring, or purchasing a membership, the following requirements must be met according to Calaveras Timber Trails Association Articles of Incorporation and Bylaws: 1) Seller(s) must provide office with signed Notice of Intent to Sell, signed General Information/Disclosure form, pay all dues in full, surrender gate key cards, building access key cards and original Membership Certificate, properly notarized, pay $75.00 Transfer Fee. 2) Site must be inspected and be in compliance, site stakes located and marked 3) Buyer(s) must submit an Application, Background Check and Credit Report as well as 2 forms of proof of permanent residency 4) Buyer(s) are required to attend a New Member Orientation and Board meeting, at which time they will be given their Membership Certificate 5) Buyer(s) cannot use/occupy the site until the transfer is complete and approved at a Board Meeting. 6) Buyer(s) should be aware of 5' setbacks from property lines. 7) Buyer(s) are required to provide current DMV registration on all RV’s and licensed vehicles 8) Buyer(s) are required to provide current liability insurance on golf carts prior to using them in the park Please Note: CTTA Bylaw 10.7.
