CAAS enhances EASA Working Arrangement, signs
MOU & TA-M with UKCAA
CAAS and EASA have updated their bilateral Working Arrangement to facilitate CAAS’
validation of EASA aircraft type certifications. This will allow the two regulators to
collaborate on facilitating aviation innovations, such as electric-vertical take-off and landing
(eVTOL) aircraft. With immediate effect, CAAS will be able to validate EASA design
approvals concurrently and in close coordination with EASA’s type certification process.

CAAS and UKCAA also signed two collaborative agreements, strengthening their bilateral
partnership. The first agreement is a technical Memorandum of Understanding (MOU)
for cooperation across a wide range of areas in international civil aviation, such as aviation
safety and training, cybersecurity in air transport systems and safeguarding of public health
in air travel, including COVID-19. The second agreement is a Technical Arrangement on
Aviation Maintenance (TA-M), which facilitates the reciprocal acceptance of approvals
pertaining to MRO of aircraft and aircraft components by the CAAS and the UKCAA.

Info on Malaysia Movement Control Order (MCO) 2.0
In the light of recent COVID-19 developments in Malaysia, its Government had announced
MCO from 13 January 2021 to 26 January 2021 for 5 states, namely Melaka, Johor,
Penang, Selangor and Sabah, and the federal territories of Kuala Lumpur, Labuan and
Putrajaya.

On 12 January 2021, the Malaysian Ministry of International Trade and Industry (MITI)
announced that 5 essential economic sectors, being Manufacturing (including
Aerospace/ MRO), Construction, Services, Distributive Trade and Plantation Commodities,
will be allowed to continue operating during the MCO period.

MinLaw Re-Align Framework & Simplified Insolvency
Programme
To support small and micro businesses which are significantly impacted by COVID-19, the
Ministry of Law (MinLaw) had introduced the Re-Align Framework and Simplified
Insolvency Programme in January 2021.

Broadly, the Re-Align Framework will provide parties with a basis to renegotiate certain
types of contracts to come to a mutual agreement. If parties are unable to agree, the
contract may be terminated within provided parameters. Businesses will remain liable for
outstanding debts and obligations, but will not need to pay early termination penalties. The
framework is valid from 15 January 2021 to 26 February 2021.

The temporary Simplified Insolvency Programme has been modified from the existing
insolvency framework. Companies can benefit from simpler, faster and lower-cost
proceedings for debt restructuring and winding up.
