Page 5 of 20 1. LOCATION 1.1 Deca Cable Park in Clark Manila is the Capital of the Philippines (Asian & Oceanian region). Manila has a population of about 1.6 million people. Central Manila is surrounded by other cities. There are 12 million people living in this area, called Metro Manila. All Federations officials and riders are advised to fly to Manila’s International Airport, the Ninoy Aquino International Airport which is a two hour drive away to/from the Deca Wakeboard Park in Clark. A other Option is to fly to the closer International Airport: Diosdado Macapagal International Airport witch has used by Asian Airlines. The DECA Wakeboard Park in Clark is close to the city and is an ideal location to hold the IWWF Cable Wakeboard and Wakeskate World Championships 2012. HOW TO GET TO CLARK 2.1 By car: The Deca Wakeboard Park in Clark is 110km from the Ninoy Aquino International Airport in Manila and 5km from the Diosdado Macapagal International Airport. You can rent a car at both airports, but it’s highly recommended to use our shuttle service, taxi or coach service. A detailed direction map will be announced in bulletin 3. General driving information You are required to possess a valid International driving license. Please don‘t drink and drive – it‘s illegal and you are endangering your life and others..
Page 6 of 20 Speed limits: • Within built-up area (Inner City):30-40 km/h • Outside built-up area (Outer City): 80 km/h • Motorway: 100 -120 km/h (recommended) but no general speed limit 2.2 By Plane: The Clark/ Diosdado Macapagal International Airport is only 5km from the cableway. The following airlines are flying to DMI: http://www.dmia.ph/airlineinfo.htm The cost to take a shuttle from “Clark Airport-Hotel- Clark Airport” will be USD 20.00 Another option is the Ninoy Aquino International Airport in Manila, which is 110km from the cableway. There will be a coach service to Clark. Coach Service will be provided for the Arrivals on Friday 2nd, Saturday 3rd and Sunday 4th and Departures on Monday 12th and Tuesday 13th. The Price for the Group Shuttle Transfers in Coaches for “Manila Airport – Hotel Manila Airport” is USD40.00. GOOD TO KNOW IN ADVANCE 3.1 Visa Nationals from countries (refer to the link below) who are travelling to the Philippines for business and tourism purposes are allowed to enter the Philippines without visas for a stay not exceeding twenty-one (21) days, provided they hold valid tickets for their return journey to port of origin or next port of destination and their passports valid for a period of at least six (6) months beyond the contemplated period of stay. However, Immigration Officers at ports of entry may exercise their discretion to admit holders of passports valid for at least sixty (60) days beyond the intended period of stay. http://dfa.gov.ph/main/index.php/consular-services/visa http://www.tourism.gov.ph/SitePages/customs.aspx 3.2 Identity card/ Passport You need to have a passport valid for at least 6 more months. An identity card is not enough. Please confirm with your federation to reassure yourself.
Page 7 of 20 3.3 Health requirements The ministry of foreign affair recommends to check your status of following inoculations: tetanus, diphtheria, Poliomyelitis and hepatitis a but it is not required. It is also recommended to own an international travel and accident insurance. 3.4 Local currency The local currency is Piso (PHP). HOTEL ACCOMMODATION The Holiday Inn Hotel is the Official hotel for the 2012 IWWF Cable Wakeboard and Wakeskate World Championships: Holiday Inn Hotel Mimosa Drive, Mimosa Leisure Estate 2023, Philippines It is located in the city of Angeles City near the Clark Cable Park Manila and is 4 km from the cable park The organizer will provide shuttles from the hotel to the cableway.
Page 8 of 20 The cost of a double room (two people sharing), inclusive of shuttle transfer, breakfast and service charge is 3800 PHP per night. Important: Organized shuttles to the lake are only from 4th till 11th and included in the price for riders. Everyone else can book the shuttle service for 8 days for 32 EUR, or buy a friend’s pass that includes it. The exchange rate on 9 October 2012 is 53,8 PHP = 1 EUR / 41,38 PHP = 1 USD. So the current price in Euro would be around 71 EUR or USD92.00 USD for two persons in a double room per night. FAMILY & FRIENDS Family & Friends package that include lunch and dinner at site and shuttle service for 8 days will cost 120 EUR per person. 6. ENTRY REQUIREMENTS 6.1 Nomination It is the sole responsibility of IWWF-affiliated National Federations to select and enter their riders. There is no limit to the number of participants per each age category or Open category a National Federation can enter. No minimum entry is required. All entries must be submitted by National Federations. 6.2 Conditions The Cable Wakeboard and Wakeskate World Championships will be carried out according to the IWWF Cable Wakeboard World Council rules. A full copy of the rules can be found at: www.cablewakeboard.net 6.3 Safety Please note that you have to wear a helmet and an approved life vest. Page 9 of 20 Wakeskate: • Junior Men/Junior Ladies • Open Men/Open Ladies Please refer to the IWWF Cable Wakeboard World Rules for information on the Minimum Number of Riders per Category required. 6.5 License All riders should be members of their respective country's IWWF-affiliated Federation. All entrants should have the IWWF International Wakeboard License (National Federations have to register their riders license online at www.eame.be). How it works: IWWF has a network of +90 National Federations. Only IWWF-affiliated National Federations can submit entry forms for the World Championships. By entering riders for the World Championships, National Federations certify that their respective riders are in possession of a wakeboard license and a valid insurance (which provides coverage internationally). Each National Federation selects its team and decides on allowing the individual entries. If you are not sure how it works in your country or how to locate your respective National Federation, please contact us and we will provide information for you. Exceptions: Riders from countries that don't have a National Wakeboard/Waterski Federation affiliated to IWWF will be permitted to register to compete in the IWWF World Championships, subject to approval from the IWWF. Please contact us for more information. 6.6 Entry Fee Wakeboard and Wakeskate Girls/Boys 120,- Euro Junior Ladies/Men 160,- Euro Open Ladies/Men 160,- Euro Masters 160,- Euro Veterans 160,- Euro Riders starting in both wakeboard and wakeskate category will pay the additional entry fee for second category of 50 Euro for Open and older and 30 Euro for Juniors and younger. Please kindly note that your Entry Fee includes lunch, dinner and soft drinks from the day of the Official training till Sunday. Other drinks are not included but can be purchased at the cable park.

There will be a late Entry Fee of 10,- Euro per Day per Rider. Please refer to the following link for more details on Online Registration: http://entryform.cablewakeboard.net/ If you have any questions or if you require a password for your Federation to login, please write to secretary@cablewakeboard.net . Your dates for registration are 3rd November (Registration and Payments Day) and 4th November (Backup and Signing) November between 10.00-13.00 and 14.00 -17.00. Don't forget to bring along your passport. Registration Day: All Team Captains must register and pay entry fees on behalf of their Teams Payment and registration by individual riders will 3rd November: not be accepted. The timetable for Team training on 4th and 5th November will be based on t payment of entry fees by respective Team Captains and they will have until 5:00 pm on 3rd November to do so. Time frames for Registration for the different Teams will be published on the 28th October on the Competition Page. Please bring the signed Liability forms and passports for your riders with you. Liability Forms can be found here: http://www.cablewakeboard.net/news/59.html Backup and Signing Day: In the event that some documents are missing, bibs do not fit, etc. Team Captains can bring them to registration on the 4th November Registration Day: second day. No registration and submission of entry fees will be accepted.
Page 11 of 20 All Riders need a filled out Liability Form. Underage Riders have to have it signed by the parents too. Team captains please download here and prepare before you come to registration. Bring it signed for all your riders to the Registration. You can find it here: http://www.cablewakeboard.net/news/59.html The Riders Registration will take place at cable park. Further information will be announced in Bulletin 3. During the registration you will receive your official Rider’s Bib. Please note that you have to pay a deposit of 30,- Euro/ USD40.00/ 2000,- PHP for your Rider’s Bib. 6.8. Doping control In accordance with the IWWF Anti-Doping Rules, drug controls will be conducted during this competition. In entering this competition all riders agree to be subject to doping control. Information about the IWWF Anti-Doping program can be found at http://www.iwsf.com/AntiDoping/WEBpageinformation10.htm where there are also links to the list of banned substances. ALL Riders have to have their Passports with them all the time from the first day of Arrival until the final day of departure! 6.9 Official Practice Day Your official practice day for Wakeboard will be Sunday 4th and for Wakeskate Monday 5th November. Wakeskate Training will be allocated by age Category and after announcement. Wakeboard Trainings will be allocated per nation/team and after announcement. Exact Timetable for the Training will be created after Registrations closes at 5:00 pm on the 3rd November and will be published online. The official training is free of charge. Only Riders wearing bibs are allowed to train. 7. RENTAL HOURS AND PUBLIC HOURS (BY FAIRNESS, NUMBERS OF RIDERS) Until 31st October it is up to the Cable owner and Local Organizer to organize the public hours and the private bookings. There should be at least 4 hours per day where public riding should be possible for everybody. From 1st November the Training and Riding in Public Hours is organized together by the Local Organizer, Cable Owner and the Cable Wakeboard World Council. There will be the possibility of private bookings by teams and riding in public hours. Private Bookings by Teams Number of Minutes per Team for the Rental Hours are based on the Numbers of Rider entered online at the 14th October. There will be 15 minutes slots to book for Teams depending on number of riders. By the number of registered riders (Online Registration Entry Forms by Teams) until the 14th of October the time for rental training per Federation will be allowed. Please note that although the official Registrations deadline is on the 25th, you can book and have to pay for the total number of riders that were on the list on the 14th. 25,- Euro / 15 Minutes. Teams can choose depending on the total number of riders per federation when and how many 15 Minutes slots they want to book. Slots are bookable from 8.00 a.m until 11 a.m. and 3 p.m. until 5.30 p.m.! Cable Wakeboard Council will publish the plan on 15th October with a number of slots per Nation that will be possible to book per day. All Booking requests can be done after the 15th October to registration@cablewakeboard.net Slots what are not booked until 28th October will be open for public riding with max 20 Riders per hour or 5 Riders per 15 Minutes. Cable Wakeboard Council will publish a list on site from 29th on where individual riders can register for the open slots. Page 16 of 20 12. HEAT SYSTEM The Heat System will be published after the Registration. Wakeskate: As announced in the first Bulletin: Wakeskate Categories will only be Junior Ladies, Junior Men, Open Ladies and Open Men! Other Registered Riders have to ride in the relevant categories. For example a Girl that wants to compete has to ride in Junior Ladies. Wakeboard: All announced categories will be opened, except for Veteran Ladies where there are no entries so far. 13. PROTOCOL Cable Wakeboarding has been shortlisted for inclusion in the 2020 Olympics. Members of the IOC will visit the 2012 Cable Wakeboard World Championships to evaluate cable wakeboarding In our Bye Law Rules and LAO Contract for the World Championships we have the following Rules: DRESS AT AWARD CEREMONIES It is the responsibility of each representative Federation to ensure their medal winners are attired in the appropriate team uniform. GUIDELINE ON CLOTHING AND PUBLICITY (extract from the IOC rules) The Organiser shall make its best efforts to implement the IWWF clothing regulations herein. It shall be the responsibility of the IWWF to communicate and enforce that no form of publicity or propaganda, commercial or otherwise may appear on sportswear, accessories or on any article of clothing or equipment whatsoever worn or used by the athletes or other participants in the Events or the Competition except for the identification (as defined in paragraph 2 below) of the manufacturer of the article or equipment concerned, provided that such identification shall not be marked conspicuously for advertising purposes. For the avoidance of doubt, the following are examples of identification which is conspicuous for advertising purposes: The identification of the manufacturer appearing more than once per item of clothing and equipment. Equipment: any manufacturer’s identification that is greater than 10% of the surface area of the equipment that is exposed during competition shall be deemed to be marked conspicuously. However, there shall be no manufacturer’s identification greater than 60 cm2 except on skis which are identical to markings on skis usually sold to the public. Headgear (e.g. hats, helmets, sunglasses, goggles) and gloves: any identification of manufacturer which is greater than 6cm2 shall be deemed to be conspicuous. Clothing (e.g. shirts, shorts, sweat tops and sweat pants): any manufacturer’s identification which is greater than 12cm2 shall be deemed to be conspicuous. Footwear: it is acceptable that there appear the normal distinctive design pattern of the manufacturer. The manufacturer’s name and/or logo may also appear, up to a maximum of 6cm2, either as part of the normal distinctive design pattern or independent of the normal distinctive design pattern.
Page 17 of 20 The word “identification” means the normal display of the name, designation, trademark, logo or any other distinctive sign of the manufacturer of the item, appearing not more than once per item. Team Wear: All Riders must be attired in Team uniforms for the Opening and Clothing Ceremony and for all Medal Ceremonies. Rider Bib All riders are required to wear a Bib with an exclusive number during the Official Practice and Competition Starting Area: Please bring your equipment after your heat back to the storage area. Starting area has to be always clean of everything. 14. This Bulletin should help you to organize your trip and tell you more about the event. If you have any questions feel free to contact us! Page 18 of 20 The Officials seminar will be carried out according to the CWWC World Rules 2012. A full copy of the rules is available online at: www.cablewakeboard.net (direct link here) The seminar will be open to all registrants above 16 years, but only 1STAR and 2 STAR levels are open for participants under 18 years of age. Registration You need to register for the seminar at www.cablewakeboard.net If this is your first international event, first go to ‘registration’ and create a profile. Once you have a profile, ‘login’ and go to ‘My competitions’ where you can join the “seminar” Event. All participants should be members of their respective country’s IWWF affiliated Federation with a valid ‘Official/Competitor’ wakeboard license. A detailed timetable will be provided later to all registrants. th Please provide us with your arrival and departure times. The deadline to join the seminar is 30 October. However, we advise everyone to book the accommodation as soon as possible because of the limited availability in the hotels. Hotel Booking form you can find above in the Bulletin. Official Seminar: The seminar takes 2 days. During the competition we will have some practice and exams. It will be possible to combine riding at the event and doing the Seminar. IWWF Structures; Officials’ levels Organizing a competition: Crew for the competition Before the competition: Chief judge duties, Safety, Time table, Heat system During the competition: Judging system, Trick lists, Grabs, Slider, Tricks Short cuts, Overview of the rules, Changes to the rules, Protests, Video analysis Scoring the Competition: Scoring System and Program After the competition: Results, Paperwork Practical exercises: Videos, Theoretical & Practical Examination, individual evaluation, announcement of results You don't have to print the documents, printed copies will be handed to you during the program, but please study and prepare them so we can devote more time to the video sessions and practice. CLINIC INTERNATIONAL OFFICIALS SEMINAR Only for 4-star Officials or Higher, mandatory for officials of the World Cable Wakeboard Championships CABLE WAKEBOARD & WAKESKATE Clark, 3-5 November 2012 Dear 4-STAR, 5-STAR and 6-STAR OFFICIALS, You are on the list of nominees for the next cable wakeboard judging clinic based on your judging education, experience, quality, teamwork and loyalty. We have very important World Championships in front of us. In 2008 CWWC formed the Judges Development Commission (JDC) with main aims: - to develop judging and scoring - to organize judging clinics and train consistent judging - to summarize judging guidelines - to form judging panels for all international CW events - to educate instructors who'd run international cable wakeboard seminars around the world - to maintain a database of international CW judges worldwide and their activities - to overview cable wakeboard rules from judging and riders' perspective and recommend improvements to ECWC/CWWC YOU ARE INVITED TO COME TO THE FIFTH JDC MEETING AND JUDGING SEMINAR Please join the Event Online before 30th October CWWC has no budget available to cover your expenses. Clinic Costs will be 75,- per Person. Only Officials nominated for the World Championships will be fully reimbursed. Our most important immediate task is to organize the World Championships and to prepare the Season 2013. We are expecting from participants to officiate at least 3 or 4 events in the next 12 months and if possible to organize and hold a Seminar. If you're busy during season and can't judge at least 3 events, but still want to contribute to Judges Commission, you are welcome to join the clinic and /or seminar at your own expense. Page 20 of 20 17. RIDERS’ REPRESENTATIVE ELECTION This is the first time for the Cable Wakeboard World Council to welcome the riders' representative on board. The mission of the riders' representative is to represent the views of the riders and make their voice heard within the Council as well as through the IWWF Athletes Commission which has two representatives on the IWWF Executive Board. The term of the riders' representative is until the next World Champs in two years. Procedure The election of the riders' representative will take place during the riders meeting. Only the riders competing at these World Championships and present at the riders meeting have the right to vote. Any rider wishing to stand for the position will nominate him/herself latest at the time of registration on site. The nominees must: be over the age of 18 have competed in the finals of at least two titled events in the past 4 years be present at the World Champs at the time of registrations and the riders meeting, but not necessarily as a competitor After the registrations are closed, the complete list of nominees will be published on info boards at the cable, in the official hotel and at cablewakeboard.net. The ballot paper will be handed out to all riders participating at the Championships and the riders meeting and must be submitted by the end of the riders’ meeting to the ballot box. The results will be announced at the Opening Ceremony. If you wish to stand for the election, don’t wait till November!
