1. Match Officials’ Guide This Match Officials’ Guide is produced by Football West as a guide and contains recommended practice for match officials volunteering their time in the pursuit of a hobby. It is available on the Football West website and updated as often as necessary. If anyone believes that there is information in this guide that is incorrect or has some information that they believe would be useful, please contact Football West. Frequently asked questions and answers are highlighted for ease of reference. 2. 3. General Administration 3.1. Registration All match officials must be registered and made active in PlayFootball in order to be appointed to any matches, including pre-season friendlies. Registration is very simple and should not take more than 10 minutes. Access the Football West Self-Registration Guide by clicking here. I registered as a referee in 2020. Do I need to register again for 2021? Yes. Referees must register annually in order to receive appointments to matches, just as players and team officials must register annually with their club. Most registrations are approved within 1 business day. If your registration is still pending after one business day then please contact us for an update if: • You have provided us with a photo or scanned copy of your Working With Children Check card (referees aged 18 years or older); and • You attended the Pre-Season Referees Seminar and/or have completed the online Laws of the Game changes resource and/or have completed a Level 4 Referee course in 2021 I only referee senior matches. Do I need a Working With Children Check? Yes. 16 year old players are eligible to participate in senior matches and therefore all referees aged 18 years or older must provide details of a valid Working With Children Check in order for their registration to be accepted. 3.2. Registration Credits If you were a registered referee in 2020 then you are entitled to a registration credit to the value of 25% of your 2020 registration fee – see table below. This non-transferrable credit amount can be used for your 2021 referee registration, referee uniform or a referee upgrade course and expires on 31 December 2021. 2020 Registration Package 2020 Registration Fee (excluding FFA fee, 25% Credit Amount Laws of the Game book fee and merchant fee) Youth Referee $85.00 $21.25 Assessor $85.00 $21.25 Junior Competitions $145.00 $36.25 Adult Competitions $235.00 $58.75 NPL/State League $385.00 $96.25 Those match officials who have an outstanding credit amount available for their 2021 registration have been provided with a voucher code to use by email. 3.3. Refunds A match official who wishes to cancel their registration may be eligible for a refund as per the following: a. A referee who has not officiated in any matches during a registered season (including friendly or pre-season matches), and wishes to cancel their registration shall be entitled to a full refund (100%) of their paid registration component (i.e. not including the FFA Fee, Laws of the Game book fee, merchant fee or any registration amount covered by a registration credit as described in Section 3.2), providing notice is given to Football West prior to 30 June that year. After 30 June, no refunds will be issued. b. A referee who has officiated in any matches during a registered season, but wishes to cancel their registration shall be entitled to a refund of their paid registration component (i.e. not including the FFA Fee, Laws of the Game book fee, merchant fee or any registration amount covered by a registration credit as described in Section 3.2), as per the amounts listed in the following table: Prior to 1 April 75% refund Between 1 April & 30 June 50% refund After 30 June No refund 3.4. Accreditation It is the responsibility of all match officials to ensure their qualifications are valid, including by the arrangement of any revalidation activities (e.g. Laws of the Game examinations) in accordance with the Australian Officiating Development Schedule (AODS), available by clicking here. Match officials may check the validity of their qualifications at any time by clicking here. Match officials may gain higher qualifications by completing upgrade courses in accordance with the AODS, including Referee Assessor and Referee Instructor courses as organised from time to time. More information on upgrade courses, including registration links, can be found on the Football West website here. 3.5. Insurance Match officials are protected under the FFA National Insurance Programme (provided by Gow Gates) for any injury sustained during a sanctioned fixture or organised training by Football West or other sanctioned events as prescribed from time to time. Uniforms The full Football West Besteam referee uniform (shirt, shorts and socks) must be worn in all sanctioned matches. 3.7. Equipment Refereeing equipment (cards, flags, whistles, watches, notebooks, pens etc.) is available for purchase from our preferred supplier EssentialRef, with more information available on their website here. Equipment is also available for purchase at the Pre-Season Referee Seminars and Coaching Nights. 3.8. Physical Referee Training Non-compulsory Physical Referee Training is held each Monday and Wednesday evening (excluding public holidays and coaching nights) from 6.30pm-7.45pm at Noranda Sports Complex and all registered referees are welcome and encouraged to attend. I am a registered referee and would like to attend physical referee training. Do I need to let you know that I will be attending? No – any registered referee may attend physical referee training and no attendance registration is required. Please note that the use of studs is not permitted on the athletics track so please wear appropriate footwear. 3.9. Pre-Season Referee Seminars Football West holds two Pre-Season Referee Seminars, recognising that the season for some officials commences earlier than others. Both sessions will be identical in content and officials are welcome to register for whichever seminar they wish according to their availability. These seminars will provide officials with detailed explanations on the amendments to the Laws of the Game as well as any changes to interpretations as provided by The International Football Association Board (The IFAB). There will also be presentations on other topics pertinent to referees in preparation for the upcoming season, including administration and competition rules. There is no cost to attend the Pre-Season Referee Seminars, however attendance is strictly limited due to social distancing restrictions and therefore registration by clicking on your preferred date below is essential. 3.10. Coaching Nights Football West holds Coaching Nights from April to August inclusive in order to provide ongoing development opportunities to match officials of all ages, levels and experiences. All sessions are held at Dorrien Gardens in West Perth from 7pm-8.30pm on the following dates and bar facilities will be available to purchase refreshments: • Wednesday 21 April 7pm-8.30pm • Wednesday 19 May 7pm-8.30pm • Wednesday 16 June 7pm-8.30pm • Wednesday 21 July 7pm-8.30pm • Monday 16 August 7pm-8.30pm (Junior Finals Workshop) • Wednesday 18 August 7pm-8.30pm (Junior Finals Workshop) The August coaching nights are run as Junior Finals Workshops to prepare junior referees for appointments to finals matches, including assistant referee duties and kicks from the penalty mark. Junior referees wishing to be appointed to Finals Matches must attend one of these workshops, however senior referees are also welcome to attend should they wish. These workshops include a practical component and therefore attendees must wear their Football West referee uniform and bring their referee equipment (whistle, flags, cards etc.). 3.11. Appointments Appointments for all sanctioned matches will be determined by Football West as per the Referee Appointments Process and in accordance with any panels and requirements as determined by the Referees’ Technical Committee. Further information about panels can be found in the Referees’ Technical Committee Terms of Reference. Appointments must not be swapped or otherwise changed without the approval of Football West. Referee Support Officer Dave Avison is responsible for appointment of referees to all matches with the exception of the following competitions, which are appointed by Referee Coordinator Simon Hicks: • NPLWA Men’s (Under 18, Under 20 & First Team) • NPLWA Women’s (Under 23 & First Team) • Men’s State League (Under 18, Reserves & First Team) Do I have to referee an age group two years younger than my age? No. Referees may be appointed to any age group deemed suitable based on their experience and confidence. As a guide, new referees are appointed to matches involving players younger than their own age however this is not a rule. 3.12. Fitness Tests Pre-season and mid-season fitness tests are held to assist with placement of referees into appropriate panels as per the dates and fitness test requirements here. Note that it is not necessary for every referee to complete a fitness test however this is compulsory in certain panels. 6 Updated 7 April 2021
3.13. Match Fees A full schedule of match fees for the 2021 season is available on the Football West website here. Match fees for Grand Finals matches in the State Cup, Senior Cup competitions, Junior Cup Competitions and NPLWA Men’s/Women’s Finals Series will be paid by Football West at a rate 50% higher than that of the corresponding regular season rate. In cases where a cash match fee is required but not provided, (e.g. one or both teams are absent at a Junior Boys League fixture), the referee must submit a match fee claim by clicking here. Note that, in situations where only one team is absent, no match fee is to be taken from the team that is present and the full match fee should be claimed through Football West. Metropolitan match officials who are appointed to regional matches will receive a travel allowance at a rate of $60 for Bunbury matches and on a case-by-case basis for other regions, with the allowance to be paid to the match official(s) at the same time as the match fees for those matches are processed. Match fees which are not paid in cash are paid monthly* (e.g. a match played on 1 March will be paid in April). *excluding PSA (school) matches which are paid at the end of the season All match officials must enter their bank details into Schedula, even if you do not ordinarily officiate matches which are not paid in cash. I only officiate junior matches that are paid in cash. Do I need to enter my bank details into Schedula? Yes. If you update your bank details in Schedula (e.g. change to a new bank account), it is essential that you also email simon.hicks@footballwest.com.au otherwise your bank account details will not be updated, despite what appears on the Schedula pay advice. I have received a pay advice in Schedula but have not yet received payment. When will I receive payment? Although the pay advice in Schedula states that your bank account has been credited, this usually occurs approximately one week after the pay advice is generated (i.e. if the pay advice has recently been generated and you have not received payment, this is normal). The “Paid to Bank Account” total on my pay advice is negative. Is this an error? No. The “Paid to Bank Account” amount appears as a negative value. 7 Updated 7 April 2021
4. Match Day 4.1. Schedula Schedula is an online platform for referees to confirm when they are available for appointment to matches and to receive and respond to their appointments. Within 24 hours of your registration being approved, your account will be created with the following credentials: Username: The email address you are registered with in PlayFootball Password: Your date of birth (ddmmyyyy) If your account has not been created within 24 hours of your registration being approved then please contact simon.hicks@footballwest.com.au. Access the Schedula Online Appointments User Guide by clicking here. Note that availability must be entered for “All Organisations”. What is general availability? When you enter general availability (e.g. generally available until 12pm on Sundays), you are indicating that you want to be appointed to matches during these times. Although there may be some Sunday mornings when you are not available (e.g. holiday), in general you are available at this time. Do not enter midweek general availability unless you are regularly available for midweek matches. What is specific availability? Specific availability overrides your general availability and applies on specific dates rather than as a general rule. For example: • If you are generally available all day Sundays but you are not available on a specific Sunday during the year (e.g. holiday), you can “Add Additional Specific Availability” for this particular date. • If you are generally not available on Tuesday evenings but you are available on a specific Tuesday during the year, you can “Add Additional Specific Availability” for this particular date. 8 Updated 7 April 2021
When do I need to enter my availability by? Availability must be entered by 9am Monday (senior referees) or 9am Wednesday (junior referees). Availability is printed at these times and therefore any changes made after these times MUST also be emailed to the Referee Support Officer. What if my availability changes after the deadline for entering my availability but before the appointments are released? Making changes to referee appointments is a significantly easier process prior to the appointments being released. If your availability changes then you must contact Football West as soon as possible. The kick-off time for my appointment has changed to midnight – is this a mistake? When fixtures are forfeited or postponed, the kick-off time changes to midnight until the fixture is rearranged. The Referees Department will not necessarily be aware of this change. The game does not actually kick-off at midnight – please contact the relevant appointments officer to advise them that the game has been forfeited/postponed. My game has disappeared from my upcoming appointments on the day of the game – am I still appointed? Check your previous appointments at the bottom of your Schedula homepage. If the match is listed in your previous appointments then you are still appointed. If the match does not appear in either your upcoming or future appointments then please contact the relevant appointments officer. I have been appointed to two matches at the same time – what should I do? Schedula does not allow us to appoint a referee to two matches at the same time, so one or more of the kick-off times must have changed after you were appointed. Please contact the relevant appointments officer to advise them of this. 4.2. Match Preparation It is vitally important to conduct a pre-match check of both the field of play and the players’ equipment. Arriving a minimum of 30 minutes (junior/social matches) or 60 minutes (senior/elite matches) prior to the scheduled kick-off time allows the home club sufficient time to correct any issues identified during your pre-match inspection of the field of play. All items of jewellery are strictly forbidden, and it is the referee’s responsibility to enforce this. See the National Policy on the Wearing of Jewellery by clicking here. Note that these same requirements also apply to referees with the exception of a watch or similar device for timing the match. Referees must not allow friendly matches to commence without a team sheet complete with player name, shirt numbers and match details (date, venue, kick-off time etc.). A generic team sheet is available on the Football West website here to be printed off and taken to friendly matches. 4.3. Instructions to Assistant Referees The Standardised Instructions for Assistant Referees (available soon) set out instructions that are consistent with the Laws of the Game and apply to all Football West matches with official assistant referees appointed. regarding tactical matters and match management, which is an important process at higher levels of the game. Where official assistant referees are not appointed, instructions must be given to club assistant referees. Club Assistant Referees form an important part of the officiating team and should be made to feel as such. Basic instructions must be delivered to both Club Assistant Referees at the same time to ensure consistency, with examples including: • Signal when the ball out of play (goal kick, corner kick, throw-in) after eye contact with the referee • Offer an opinion when a player has committed an offside offence and keep the flag raised until acknowledged by the referee or until play is stopped • Do not signal for free kicks • Advise them that you will make the final decision on any opinion/judgement that they offer, and for them not to get offended if you happen to overrule them 4.4. Laws of the Game Refereeing errors of interpretation/judgement (e.g. a referee incorrectly judging the ball to be over the goal line) can be accepted as human error, however there is no excuse for errors in the application/understanding of the Laws of the Game. Every registered referee receives a Laws of the Game book as part of their registration and the expectation is that all referees regularly and thoroughly review its contents. Competition Rules The Football West Competition Rules are available on our website here and all referees must familiarise themselves with the Competition Rules applicable to their appointments, including: • Match duration • Substitutes • Temporary dismissals • Late kick-offs • Procedures to determine the outcome of the match (extra-time, kicks from the penalty mark) 10 Updated 7 April 2021
4.6. Assault Procedure Assaulting a match official is an extremely rare and serious offence which is not tolerated by Football West. In the case of an assault on a match official, it is important that the following procedure be followed: • Stop and abandon the game • Obtain the name of the assailant if possible – the offending club should be requested to provide it where possible • Advise Football West as soon as possible • Report to the police as soon as possible and obtain an incident report number • Submit the necessary incident report to Football West and advise the police incident report number within your report. Not all acts of deliberate contact with a match official are necessarily considered as “assaults” and the majority would not require abandoning of the match, but where such contact causes physical harm to the match official, or intends to cause physical harm (e.g. an attempted punch which misses), then the above procedure must be followed. 5. Post-Match Administration 5.1. Electronic Team Sheets Referees for all senior matches (excluding friendlies) must enter the result and match information online on the day of the match (i.e. by midnight). You can access the Match Official User Guide – Match Results Entry by clicking here. Please note the requirement to also enter votes in the below competitions. Voting is done for the entire game (not for each team) on the following basis: 3-2-1 Votes • Best Player – 3 votes • Second-Best Player – 2 votes • Third-Best Player – 1 vote Goalkeeper Vote • Best Goalkeeper – 1 vote Competition 3-2-1 Votes Goalkeeper Vote NPLWA Men’s/Women’s (First Team) Yes Yes NPLWA Men’s/Women’s (Under 18, Under 20 & Under 23) Yes No State League (First Team) Yes No State League (Under 18) Yes No Amateur Premier Division (First Team) Yes Yes Amateur Divisions 1 – 4 (First Team) Yes No There are no shirt numbers/players entered for one or both teams. Referees for junior matches are not required to use the User Guide above, however best practice is to confirm the final score with both teams prior to leaving the venue. Referees for junior matches must enter details of any cautions (not temporary dismissals) here and submit an incident report (see Section 5.2 below) for any send-offs/incidents. Entering of goal-scorers is not required for junior matches. If there are no cautions, send-offs or incidents during your junior match then you are not required to submit anything post-match. 5.2. Incident Reports Your role as a referee does not end at the final whistle. Post-match administration, particularly completion of incident reports, is vitally important. Incident reports are official documents and should be carefully checked/proofread before being submitted. All incident reports are submitted online here. Please read the Incident Report Writing Guide here for help submitting reports. 5.3. Disciplinary Action 5.3.1. The following fines shall be in place for the 2021 season: 5.3.1.1. Match documentation (e.g. online results entry, incident reports, assessment reports etc.) within the required timeframe – 50% of match fee 5.3.1.2. Failure to attend a match appointment without due cause – 100% of match fee 5.3.1.3. Wearing a non-approved uniform during a Football West sanctioned fixture – 50% of match fee 5.3.1.4. Failure to display a required sponsor logo on a uniform as directed by Football West – 50% of match fee 5.3.2. Match Officials who are alleged to have breached Football West, FFA or FIFA regulations, including but not limited to disciplinary, code of conduct, social media or statutes, will have the matter heard by the Referees’ Technical Committee in the first instance. The Referees’ Technical Committee reserves the right to refer a charge against a Match Official to the Tribunal. 5.3.3. Any match official who receives a fine as listed in Section 5.3.1 above may apply to the Competition and Club Manager for review.
