Buller District Council Health & Safety and Hygiene Procedures Booklet SITE INSPECTIONS Alert Level 3 (AL3) Updated 1 September 2021
Purpose This document has been compiled to provide all staff of Buller District Council conducting Site Inspections, clear guidance of their obligations and responsibilities for Health & Safety and Hygiene during the COVID19 pandemic at Alert Level 3. COVID19 is an illness that can affect your lungs and airways. It’s caused by a type of coronavirus. The new Delta variant has spread rapidly worldwide and is now the main variant in many countries. It is the most transmissible variant, spreading a lot more easily than the original version of the COVID19 virus and other variants. Key Requirements: ~ You MUST wear a face covering at all times, when on site ~ You MUST maintain 2m physical distancing at all times ~ You MUST Scan in or manually enter your Site Visits into the Covid Tracer App ~ If you are unwell, Stay Home ~ If someone on site is unwell, Stop the inspection immediately. The Rules at Alert Level 3 (AL3) BDC must ensure we do everything we can to provide a safe working environment for our staff and maintain the governments and ministry of health guidelines for each alert level at all times. BDC will continue to lead by example for our community at all times and with this in mind, we require all employees, contractors, and volunteers to adhere to the requirements within this booklet at all times. If you are unwell • If you are sick, stay home! Do not come into work – Do not socialise. • If you have a cold, flu, or COVID19 symptoms, call your doctor or Healthline on 0800 358 5453 and get advice about being tested. • If you have been told to self-isolate, you legally must do so immediately. When to wear a face covering At AL3, the risk of COVID19 being present in the community is still high. It is mandatory for all staff conducting a Site Inspection to wear a face covering. Face coverings must be put on prior to getting out of the vehicle. Refer to ‘How to wear a face covering safely’ and ‘How to remove a face covering’ in the appendixes to this booklet. Keeping track of where you have been Everyone must legally keep a record of where they have been when visiting certain places so contract tracing can happen quickly. This must be done at all Alert Levels. All staff that are conduction Site Inspection MUST download the QR Code App on their mobile device. Therefore, staff are required to scan in with the QR code at each site inspection or manually enter the site details into the Covid Tracer App. Travel and personal movements At AL3, legally we MUST stay our household bubbles whenever we are not at work. We can expand this to: • connect with close family and whanau • bring in caregivers or • support isolate people. It is important to protect your bubble and keep your bubble exclusive. Extending your personal bubble, risks any workplace bubbles which may be put into place. Travelling between regions is restricted and at AL3 there will be no approved work travel outside of the Buller District. Employees must seek approval from their Group Manager to travel outside of their township of work. e.g., if an employee is required to travel to Karamea from Westport, this needs Group Manager approval. All sites inspections that are visited MUST be documented and provided to HR & H&S Advisor on a daily basis. Council has pool vehicles for staff use. We ask all staff if accessing these vehicles for AL3 essential services requirements, to take particular care cleaning them. Please read and follow the cleaning guide instructions in the vehicle. All vehicles will have wipes provided for cleaning. Ensure you clean high touch areas such as the steering wheel, gear handle, door lever) on entering and exiting a vehicle. You can share a vehicle with another person who is in your work bubble (1m physical distancing). If you don’t typically work closely with that staff member we ask that you book two separate vehicles. If you are sharing a vehicle with another staff member, please maintain the 1m physical distancing. Example below: Public venues Hand Sanitation All employees MUST, use sanitiser before entering the site. How to sanitise your hands properly: The same goes for hand sanitiser: use a sanitiser that contains at least 60% alcohol. Rub it into your hands for at least 20 seconds to ensure full coverage. Physical Distancing Physical distancing (sometimes known as "social distancing") is about keeping a safe distance from others at all times. All employees MUST ensure that physical distancing of 2 metres between people is maintained at all times while on site. You must avoid handshakes, hongi and embraces as greeting to both people you have just met and old friends. Toilet Facilities If there is a requirement to use the facilities while on a site inspection, it is recommended that you use the wipes at your disposal from the vehicle to clean the area prior to use. Ensuring that you: • Wash hands prior to using facilities • Clean surfaces such as taps with antibacterial spray or wipes after use If you arrive on site and others are unwell • Immediately stop the inspection – Do not socialise. • Return to your vehicle and sanitise your hands • Inform your Team Leader / Manager.
