1. Background: 1.1. As part of the ‘Everyone In’ initiative, approximately 15,000 people who were sleeping rough, in unsafe communal settings or at imminent risk of rough sleeping have been placed into emergency accommodation during the COVID-19 pandemic. The Next Steps Accommodation Programme makes available the financial resources needed to support local authorities and their partners to prevent these people from returning to the streets. 1.2. There are two different aspects to this fund. One aspect is for long-term accommodation and support for rough sleepers, and the remainder is for interim accommodation and support for the 15,000 vulnerable people accommodated during the pandemic. Successful bids for capital funding for long-term accommodation property costs and associated revenue costs to ensure people are supported in their new tenancies will need to be input into IMS using this guidance. 1.3. Purpose 2.1. Detailed guidance on submitting offers in IMS is provided in the ‘IMS Bidding Guidance 2016 to 2021 – version 1.6’ available at this link: https://assets.publishing.service.gov.uk/government/uploads/system/uploads/attachment _data/file/678449/Submitting_Affordable_Housing_1621_Offers_in_IMS_- _IMS_Guidance_V1.6.pdf 2.2. The purpose of this guidance is to provide supplementary information for providers that are submitting offers in IMS for the Next Steps Accommodation Programme. Although the overall process for submitting Next Step Accommodation Programme offers on IMS is the same as for the main Shared Ownership and Affordable Homes Programme 2016-21, there are some changes to the information collected. 2.3. Providers should continue to follow the steps in the detailed “IMS Bidding Guidance 2016 to 2021 – version 1.6” guidance whilst taking note of the changes detailed here. 2.4. Partnerships: 3 OFFICIAL
3.1 Bids for the Next Steps Accommodation Programme are made under the Shared Ownership and Affordable Housing Programme 2016 to 2021 (SOAHP 16-21) Partnership. If a provider has an existing 2016 to 2021 Partnership as part of the main programme, this will continue to be used for the Next Steps Accommodation Programme. Providers without an existing 2016 to 2021 Partnership should refer to the SOAHP 16-21 bidding guidance for steps on how to create one. 4. Offers: 4.1. To create a Next Steps Accommodation Programme Offer, follow the steps as per the SOAHP 16-21 guidance; if you have already set up a 16-21 agreement for a different programme you do not need to create a new one. 4.2. When selecting the ‘Offer type’ ensure you choose ‘Next Steps Accommodation’. 4.3. All other steps when creating an Offer remain the same. 5. Offer Lines: 5.1. Continue to follow the SOAHP 16-21 guidance for creating an Offer Line, noting of course that the offer type will auto populate to ‘Next Steps Accommodation’ rather than ‘Shared Ownership and Affordable Housing Programme’. 4 OFFICIAL
5.2. The ‘Proposal type’ for Next Steps Accommodation Fund offer lines will not auto populate, but be aware that indicative proposals will only be accepted for offers that are bringing empty properties back into use (empty properties are considered to be any second hand dwellings which are not existing social housing owned by a Registered Provider). Once saved, enter the site details as per the SOAHP 16-21 guidance. 5.3. The following steps for submitting a Next Steps Accommodation Programme offer line are the same as for the SOAHP 16-21, so follow the guidance to populate the Offer Line products, sub-products and organisation tabs. 5.4. Continue to follow the SOAHP 16-21 guidance for the Capital Contributions, Scheme Costs, Scheme Forecast and Scheme Progress tabs. 6. Additional Information: 6.1. The Additional Information tab for the Next Steps Accommodation Programme differs from the information requested for SOAHP. Please note this screen is currently still in development & will be changed overnight on Thursday 17th September. Please do not complete this screen before Friday 18th September. 5 OFFICIAL
6.2. The information required for each Offer Line is described below. Each answer must be between 10 & 10,000 characters long. Scheme Proposal Outline Question: Please provide a brief outline of the Next Steps Accommodation scheme proposal. Sustainability Statement Question: How will the proposed accommodation meet locally identified needs and complement existing services? Please also describe the route into accommodation and the move on pathway. Question: Have local commissioning bodies been consulted? Question: Please provide a description of the level and type of care and/or support to be provided and links with local services and amenities. Question: Please describe how will the typology, location and design of the accommodation ensure it can continue to meet the needs of the relevant client group(s)? How will it respond to the recent public health guidance following the Covid 19 pandemic? Question: Is revenue funding needed for the intended operation of the accommodation, above what is requested in this bid, and has this been identified/secured? Question: Please describe the duration of the provision (including support), and strategies to maintain the provision for the intended cohort as part of MHCLG’s goal in establishing a “national asset” for people rough sleeping, at risk of rough sleeping or acute homelessness, including the forward strategy for revenue funding beyond the life of NSAP. 6 OFFICIAL
Question: What is the exit plan or alternative use for the building should commissioning priorities change in future? Design Statement Question: Please provide a description of the proposed scheme design to show how it will help meet the programme aims and the needs of the intended client group, showing consideration of how the built environment can support / promote recovery Question: (Where relevant) please provide a description of any modern methods of construction and/or modular provision to be utilised in the scheme, including how this will be consistent with industry standards (e.g. NHBC Accepts and/or BOPAS accreditation). Question: If the proposal is for shared accommodation, rather than self-contained, please state your business case for this and explain how risk will be managed. 7. Revenue Funding: 7.1. There is an additional IMS screen for the Next Steps Accommodation Programme for providers to include details of the Revenue Stream. Completing the Submission: 8.1. Once all tabs are completed and saved, select cancel to be taken back to the Offer Line screen. Providers can now save and validate the Offer Line and submit the Offer. Revert to the SOAHP 16-21 guidance for the final steps in validating and submitting a bid. 8.2. The final screen before submitting your offer will ask you to confirm the following statements (please note this screen will not be available until Friday 18th September.
