2. Last Minutes Action points from the last meeting are on the agenda. 3. Introduction and General Updates • NLC Building Control have agreed to extend their management of West • Lindsey Building control for a further two years. • Building Control have three new partners, taking the total to 28. These are: o North Lincs Structures o Jeff Brocklehurst o Shepherd Technical Services • Newsletters and information booklets (A Guide to Extending Your Home) has been circulated to Builders Merchants. • We are currently producing a new Building Control folder. This will be available in the new year. 4. Building Control Performance Standards Results • We are currently receiving 18% of applications online. • MJS asked how everyone was finding submit – a – plan everyone was happy with this. • The results for the performance indicators are on the North Lincolnshire Councils website • There will be a free seminar on the Party Wall Act at Rotherham on 26/11/09. MJS asked if anyone would like to attend as there were some places left. • There will be a seminar on Permeable Paving next year. MJS will inform everyone of when this will be. There were 146 respondents to the Building Control Performance Standards. The results are: BC1 Best Practice Service Delivery Overall North Lincolnshire’s result is in the top 10% BC2 Consultation with Fire and Rescue Authority Overall North Lincolnshire’s result is in the top 10% BC3 Staff Skills (Percentage of Qualified Staff) Overall North Lincolnshire’s result is in the lowest 25 – 50% BC4 Staff Development Overall North Lincolnshire’s result is in the top 10 – 25% BC5 On - site input Overall North Lincolnshire’s result is in the lowest 10% BC6 Ensuring Compliance Overall North Lincolnshire’s result is in the lowest 10%. However, figures should exclude travelling time and clearly most respondents have included this, which in turn shows
our return in a poor light. BC7 Customer satisfaction Overall North Lincolnshire’s result is in the top 10 – 25% 5. Future Changes to Building Regulations • Part G will be changing. (Discussed in the next item on the agenda). • Part L will be changing in October 2010 will need a 25% reduction of carbon emissions. • Part F will change in October 2010 • Part J will change in April or October 2010 • Parts A & C will be changing to combat the flooding problem. The changes have been put back for 3 years to 2013. • There will be documents coming out for The Code for Sustainable Homes and The Code for Sustainable Buildings. Building Control will try and provide training on these subjects in the near future. • There will be training events for the changes to Part L next year. • Building Control will inform everyone when the changes have been put into practice. 6. Overview of Changes to Part G The changes to Part G have been put back until April 2010. MJS went through a presentation regarding the changes to Part G. If you would like a copy of this presentation then please contact Sian Everett 01724 297413 or email sian.everett@northlincs.gov.uk. MJS explained that the potential consumption of wholesome water by persons occupying a dwelling to which this regulation applies must not exceed 125 litres per person, per day. Agents/Builders will have to send a notice to Building Control to prove that the water consumption is no more than 125 litres before a completion certificate can be issued by the Building Control section. LABC are currently developing a calculator to help Agents/Builders calculate the water consumption of a dwelling. MJS said that to achieve levels 5 and 6 under the Code for Sustainable Homes the water consumption will have to be no more than 80 litres per person, per day. MJS thinks that this will be quite difficult to achieve. The comments made on the presentation were as follows: GG asked how much more than 125litres would a bath use. MJS said that a bath shouldn’t be a problem, but it would not work for power showers. JT asked if there would be an Inspector to check the water use. MJS said that there would not be an Inspector to check the water use. There will just be a spreadsheet to guide you to check it yourself and then a completion certificate will be issued if it complies. MJS said that there will be more guidance notes issued in April 2010.
MJS asked JB if he thought it would be easy to comply with 125litres. JB replied that he thought it would be quite easy. MJS said that 80 litres would be very difficult to achieve and if anyone had problems with this then they should ring into the office to ask for advice. DE asked if this would just apply to dwellings or whether it would be for commercial as well. MJS said that this would include both domestic and commercial. VF asked if the April deadline would be for submissions or for completions. MJS said that it is for submissions. 7. South Yorkshire and Humber Building Excellence Awards MJS informed everyone that this years awards were held in March. MJS explained that there are 6 Authorities involved in the organising of the awards. They are: • North Lincolnshire Council • Rotherham Metropolitan Borough Council • Hull City Council • Doncaster Metropolitan Borough Council • Barnsley Metropolitan Borough Council • Sheffield City Council The companies that sponsored the March 2009 Awards were: • Yorkshire Water • Sandtoft Roof Tiles Ltd • Bramall Construction The charity that the Awards donated to was the Yorkshire Air Ambulance. The project at St Helens, Wrawby Road, Brigg which was designed by Brown & Buttrick and built by T G Sowerby, won its category of Best Domestic Project and also got entered into the national awards that was held in London. Unfortunately they did not win that category, but MJS congratulated them on the excellent standard of the work done on this job. Another winner was David Wall for his job, Oakwood House, Main Street, Gunthorpe. Mr Wall won the category, Best Sustainable Project. Other nominations from our area were, • Advocate Developments Ltd – The Orchard Site, Scawby – Best Housing Development 1-10 dwellings. • Keigar Homes Ltd – Worsley Paddock, Ulceby – Best Housing Development 11+ dwellings • HL Development UK Ltd – Apartments 1-3 Wesleyan Sunday School, Crowle – Best Restoration & Conversion • Potts, Parry, Ives & Young – Queen Street School, Barton – Best Restoration & Conversion • Clugston Construction Ltd – Unit 800 Bretton Street, Dewsbury – Best Partnership with a Local Authority
Next years 2010 Awards will be held at Forest Pines. The deadline if you wish to enter your job is 31 December 2009. MJS also informed everyone that there will be a charity Golf Day held on the same day as the awards at Forest Pines to raise money for next years chosen charity, which is Humber Rescue. New Services MJS informed everyone that Trevor Honess & David Allen can now provide Domestic EPC’s and SAP’s. Building Control also has 2 qualified Code for Sustainable Homes assessors and there is 1 person qualified at West Lindsey Building Control. MJS suggested that when building to comply to the Code for Sustainable Homes that it would be better and easier to design it to the code from the very start before its even submitted. Building Control should also be able to provide commercial SBEM’s and EPC’s from 1st January 2010. Doncaster Building Control also provide Air Pressure Testing for a fee of £150. 9. Feedback/Suggestions TJH said that Building Control were going to circulate some guidance notes around the Builders Merchants. He apologised as Building Control haven’t had time to follow this up. TJH informed everyone that the new Part G guidance notes are ready to go out and any other guidance notes will be sent around asap. MJS said that Building Controls income has risen this year because of all the new services we are providing. TJH added that this is because we have won some bigger jobs, e.g the Sports Academy, Melior college and Brumby Engineering college. MJS said that Building control are 45k up on last year excluding the fees from the above mentioned sites. HT said that he doesn’t use SAP’s could we explain the process. TJH said that each SAP has no set fee. The fees will be quoted individually when they are requested. The fees are based on an hourly rate. The whole fee for one SAP is usually about £100. Depending on the number of properties, this could be discounted to £50 per property. If it is the same type of property, but on a different site, this could also be discounted. Once we know the individuals type of design then this becomes easier and takes less time. HT asked if the fee will be payable at the same time as the Plan Fee. TJH said that the fee is payable when the SAP is requested, but it could also be made to be payable to run along side the Plan Fee. HT asked if SBEM’s will be the same. TJH answered that the service will always make the SAP’s work and will do the same with SBEM’s. TJH added that if you already have a SAP for a job then if you need an EPC as well, it will only cost £15. If you don’t have a SAP then there will be an additional charge for the EPC. DS asked if there would be an extra cost after the £15 if you do already have a SAP. TJH said that there wouldn’t be.
DS asked what the Air Testing figures were like. TJH said that he was surprised how many there have been. He said there are regular 4, 5 and 6’s on traditional builds and that there has been no fails yet. DS asked if we had any plans to provide noise testing. TJH answered that there were no plans at the moment, but LABC provide this service through noise.co.uk. MJS asked if everyone was happy with the pre-submission advice and communication from Building Control. Everyone seemed happy with this. GG asked why Building Control were putting the new guidance notes at Builders Merchants. MJS said it was because Builders are harder for us to communicate with. GG suggested that when Officers are visiting sites, then they take any new information with them and give it to the builders on site. GG also said that when he rings Building Control, they are always amicable. JT asked if there could be standard notes attached to plans to cover all requirements instead of sending plans back and forth. TJH said that some standard spec is irrelevant to the works and it should be a new or altered spec for each job. MJS said that every time the regulations change that we may be able to do some standard clauses on plans. JT said that this would be very useful. HT asked if you still need the percolation test to have come back before the job can be passed. TJH said that we can now conditionally approve them while waiting for the percolation test to come back. Next Meeting May/June - Pittwood House – Date to be confirmed
