RECENT CORRESPONDENCE • On April 19, 2018, Metrolinx issued the Notice of Commencement for the USRC East Enhancements TPAP • Several letters were received from the CAC, requesting a delay of the Notice and outlining outstanding concerns • Further delay would not change the options available to address community concerns, and would prevent Metrolinx from providing more transit service on the timelines that have been committed to • Moving forward with the TPAP does not in any way signify the end of community engagement, influence or solutions • Some outstanding concerns are addressed in the following presentation, and will also be discussed at the upcoming Public Meeting USRC EAST COMMUNITY ADVISORY COMMITTEE 6
NOISE FROM IDLING TRAINS – UNDER 30 MINUTES (SEPARATE FROM TPAP) • Continued commitment to no longer idle trains on track E0 and E1 for more than 30 minutes • Red / Green zones strategy o Step 1: Mapping out USRC to identify Red / Green zones Red zones are areas we do not want to idle trains Green zones are areas where idling trains would least affect residents o Step 2: Determine if infrastructure changes are needed to have trains idle in green zones Signals Track switches Other? o Step 3: Design / construction USRC EAST COMMUNITY ADVISORY COMMITTEE 7
NOISE & VIBRATION – RECEPTOR BASED MITIGATION ASSESSMENT (SEPARATE FROM TPAP) • Metrolinx is committed to mitigating noise • Currently undertaking study to develop noise mitigation options for the following locations: o Cathedral Court Co-op o Caroline Co-op o Longboat Area Residents Association o 15 Scadding Ave. (Toronto Community Housing) • Report recommendations anticipated in June • Noise and vibration measurements took place on March 10/11, 2018 and April 21, 2018 • Equipment used was the same as the rail equipment that regularly operates in the rail corridor • Equipment was operating at full capacity USRC EAST COMMUNITY ADVISORY COMMITTEE 8
Balcony glazed wall NOISE & VIBRATION – RECEPTOR BASED MITIGATION ASSESSMENT (SEPARATE FROM TPAP) • Preliminary mitigation options for discussion: Secondary glazing/ o Secondary glazing or window upgrade window upgrade o Door/frame upgrades o Balcony glazed wall o Angled wall lining, beginning at mid-height of wall (due to standing wave effect) Angled wall lining In-fill lower half of sliding door opening Double glazed window, with potential secondary glazing; or Glazed wall on balcony edge in location of existing handrail, extending almost to full height • These options are in addition to other potential mitigation (ie. noise wall) USRC EAST COMMUNITY ADVISORY COMMITTEE 9
NOISE & VIBRATION – RECEPTOR BASED MITIGATION ASSESSMENT (SEPARATE FROM TPAP) Emerging ideas on how to implement quickly: • Metrolinx role would be to fund appropriate treatments for each of the four locations • Metrolinx will prepare a performance specification for each location based on the receptor based noise and vibration assessment recommendations (currently ongoing) • Propose that appropriate governing bodies go to market and solicit minimum of three contractor prices • Governing bodies would need to present the results of the bidding to Metrolinx and propose lowest bid in order to obtain funding • Metrolinx to approve bid and provide funding to property management company to pay contractor(s) USRC EAST COMMUNITY ADVISORY COMMITTEE 10

USRC BRIDGES OVERVIEW • All four structures consist of: o Cast in place concrete abutments o Three steel bents supporting o Four continuous beam spans with reinforced concrete infill • All were constructed in 1927/1928 and have recently undergone rehabilitation: o Jarvis was rehabilitated in 2009 o Sherbourne, Parliament & Cherry were rehabilitated in 2014 • Metrolinx’s bridge specialist estimate that it will be 40+ years before the bridges will needed an rehabilitation update • The bridges currently have between 6 - 9 tracks on the deck • The Metrolinx heritage committee deemed bridges met Reg. 9/06 requirements for Provincial Heritage Property of local significance • USRC Bridges are in good condition and replacement is not under consideration USRC EAST COMMUNITY ADVISORY COMMITTEE 15

TIMELINE OF OVERLAPPING WORK 2018 2019 2020+ • The Pedestrian and Cycle Connections Spring Summer Fall Winter Study (PCCS): USRC East Enhancements TPAP Notice of Commencement: April 19 Design and Construction (2021 and beyond) o Will be funded by Metrolinx Statement of Completion: October 23 o Will be developed in consultation Pedestrian and Cycle Connections Study, Funded by Metrolinx with the City of Toronto and Consultation with City of Toronto, Waterfront Toronto and the community Waterfront Toronto, and the community • The PCCS will: o The CAC will have input into all o Run in parallel to the TPAP process phases of the study o Will run until the end of 2019 o Will seek ongoing community o Will evaluate potential future new input pedestrian and cycle connection(s) under the rail corridor USRC EAST COMMUNITY ADVISORY COMMITTEE 31
PEDESTRIAN AND CYCLE CONNECTIONS STUDY - (SEPARATE FROM TPAP) Purpose: • Look at ways of strengthening the pedestrian and cycling connectivity between the north side of the Union Station Rail Corridor East and the waterfront • It will also study ways to enhance the pedestrian and cyclist experience across the precinct A range of options: pedestrian and cycle connections USRC EAST COMMUNITY ADVISORY COMMITTEE 32
PEDESTRIAN AND CYCLE CONNECTIONS STUDY AREA - (SEPARATE FROM TPAP) Reference material will include: • Gardiner Expressway and Lakeshore Boulevard East Reconfiguration Environmental Assessment and Urban Design Study – Chapter 6 (City of Toronto and Waterfront Toronto 2017) • Master Plan Lower Don Trail (City of Toronto and TRCA, 2013) • City of Toronto 10 Year Cycling Network Plan • Preliminary planning for the future River Park • Waterfront Toronto North-South Connectivity Studies • Don Landing Restoration Project USRC EAST COMMUNITY ADVISORY COMMITTEE 33
PEDESTRIAN AND CYCLE CONNECTIONS STUDY - (SEPARATE FROM TPAP) • Design and engineering feasibility studies are needed to understand costs and to work through our process for the new allocation of funds to a joint project • The PCCS will include cost estimates for various options • The outcome of the PCCS is to be used in future funding discussions with our key partners (City of Toronto and Waterfront Toronto) • This process will be separate but complement the TPAP USRC EAST COMMUNITY ADVISORY COMMITTEE 34
PEDESTRIAN AND CYCLE CONNECTIONS STUDY - (SEPARATE FROM TPAP) The Scope of Work will include: • A precinct wide study of cycling and pedestrian patterns of movement and networks to inform potential locations for new underpasses • Analysis and assessment of the current connections and existing underpasses • Design and engineering feasibility studies for potential new underpasses • Research into relevant projects undertaken by other jurisdictions that address similar project parameters • Review of precedent projects from across the globe • Options and recommendations for improved connectivity based on best practices and the unique site constraints of this area • Design Workshops with key stakeholders including the CAC • Public Information Sessions USRC EAST COMMUNITY ADVISORY COMMITTEE 35
We will continue to work with the community and our stakeholder partners throughout all phases of the project. This will be a collaborative project that aims to integrate the different perspectives that each partner brings to the table. USRC EAST COMMUNITY ADVISORY COMMITTEE 36
