SESSION BREAKDOWN ANDREW HOGGARD Andrew Hoggard is the National President of Federated Farmers. He graduated from Massey University in 1996 with a degree in Agricultural Economics and spent a year in Canada before returning to dairy farming in Manawatu. He was a grand finalist in the Young Farmer of the year competition in 2003 and regional runner-up in the Sharemilker of the Year contest 2008. He has been actively involved with Federated Farmers since 2005 and his current policy responsibilities include Climate Change, Local Government, Economics & Commerce, Telecommunications, Firearms, Science & Innovation, Food Safety, Buildings and Farm Structures. He is a Board member of the International Dairy Federation. Andrew is married to Audra, and they have two daughters Michaela and Payton. SIR LOCKWOOD SMITH Sir Lockwood completed his M Agr Sc (Hons) at Massey University in New Zealand, lectured there in ruminant nutrition before winning a Commonwealth Scholarship to study for his PhD in animal science at the Waite Agricultural Research Institute, University of Adelaide. In the early 1980s he managed part of the then New Zealand Dairy Board’s marketing activities around southern and eastern Asia. Elected to the New Zealand Parliament in 1984, during a 29 year Parliamentary career, Sir Lockwood held the ministerial portfolios of education, tourism, deputy finance, forestry, agriculture and international trade. He was elected Speaker of New Zealand Parliament in 2008 before taking up the role of High Commissioner to the United Kingdom and Ambassador to Ireland in 2013, retiring in 2017. Sir Lockwood continued to serve on the board of the Commonwealth of Learning until 2020, and has since been a member of the Trade & Agriculture Commission of the United Kingdom. In 2020 he was also appointed to a Commission on reform of the UK Public Service conducted by London Think Tank, Policy Exchange. He was the first International Trade Minister in the world to sign China up to the WTO, and initiated both the Trans-Pacific Partnership and the NZ/Australia trade agreement with ASEAN. His wide ranging interests include singing and sport, having studied opera at the Elder Conservatorium of the University of Adelaide, and representing both the University and South Australia in Rowing. He remains Patron of the Lyall Bay Surf Lifesaving Club in Wellington. While studying, he also presented TV shows in both Australia and New Zealand. He has a lifetime of farming experience and, with wife and School Counsellor, Lady Alexandra, he continues to run his 340 hectare Belgian Blue beef farming operation in Northland. WAYNE LANGFORD Wayne is a 6th generation dairy farmer who wears many hats. He is the Dairy Industry Chair and National Board Member for Federated Farmers NZ. He founded and manages National Charity Meat the Need, a project which supplies meat and milk donated by farmers to food banks throughout NZ. More affectionally Wayne is known as the YOLO Farmer, coming from his social media platform which advocates for mental health and key issues within the Primary Sector. Wayne has numerous governance and representative roles. While passionately advocating for farming, Wayne also works in the veterinarian, education and health sectors, including representative roles in PrimaryITO and Te Whare Mahana Trust. This diversity of work has given Wayne the ability to look at scenarios from all points of view. Wayne’s social media platform YOLO (You Only Live Once) is a mantra in which he and his family now lives their life by. A life changing journey over the last five years in which they have challenged themselves to say they have ‘lived’ for each day. Wayne resides in Golden Bay with his wife Tyler and 3 teenage boys. Milking 230 cows (in his down time) and prides himself on being actively involved in his local community.
