2023 SCS All-Star Festival Sanctioned by: USA Swimming & Southern California Swimming Sanction No. S23-035 Sponsored By: Southern California Swimming Date of Meet: January 14-15, 2023 Saturday start times: Warm-up 12 pm; Meet 1:00 pm Sunday start times: Warm-up 8 am; Meet 9:00 am APPLICATION & SELECTION PROCESS: Times will be evaluated from Sept. 1, 2022 to the end of the Sectional meets on December 19, 2022. Using a low-ball point scoring system, swimmers will be ranked in their age groups, 10 & under, 11-12 and 13-14. The top 8 swimmers in the 11-12 and 13-14 age groups will be selected to represent Southern California Swimming at the Pacific Coast All-Star Meet January 7-8, 2023. The next 32 in each age group (plus to top 32 10 & under applicants) will be selected for the SCS All-Star Festival to be January 14-15, 2023 in Las Vegas, Nevada. Those swimmers (192 total) will be drafted onto 4 teams (Red, Blue, Black, & White teams) and the 4 teams will compete against one another. FACILITY: Pavilion Center Pool, 101 South Pavilion Center Drive, Las Vegas, NV 89144 COURSE: Indoor 25-yard competition pool with 14 lanes (8 competition & 6 for warm-up/warm-down). The pool has been certified in accordance with 104.2.2(C) on file with USA Swimming. Pool depth: start end 6.5ft-12ft with 12ft at turn end. WARM-UP PROCEDURES: All lanes will be open for USA Swimming Member Coach supervised warm-up Saturday & Sunday. Warm-up for all sessions will be split and teams assigned lanes; Team assignments to be announced the week of the meet. Diving will be allowed in designated practice start lanes only under the supervision of the coaches and marshals. The pool will close 10 minutes before the start of each session. All swimmers must use 3-point slide in entries into the pool for warm up, no jumping or diving. MEET REFEREE: Will be in charge of the meet. Any questions regarding the conduct of the meet should be directed to the referee Cami Stein (camistein2019@gmail.com). RULES: USA Swimming rules will govern including the Minor Athlete Abuse Prevention Policy (MAAPP 2.0), will govern this meet. All coaches on deck must complete the CDC or NFHS Concussion course. Current SCS meet procedures will be enforced and take precedence over any errors or omissions on this form. Swimmers must swim in their actual Age Group as determined by their age on the first day of the meet. Swimmers must be at least 5 years old on January 14th to enter this meet. Volunteer timers will be requested by all in attendance. Events will be swum fastest to slowest. Backstroke start wedges will be available for use at the discretion of the athletes. RECORDING DEVICES & MEDIA NOTICE: The use of audio-visual recording devices, including cell phones, are not permitted in locker rooms, changing areas or restrooms. Recording devices are not permitted behind the starting blocks during the starting sequence throughout the meet. This meet may be covered by the media, including photographs, video, webcasting and other forms of obtaining images of athletes participating in the meet. Entry into the meet is acknowledgement and consent to this fact. DRONES: Operation of a drone, or any other flying apparatus, is prohibited over the venue (pools, athlete/coach areas, spectator areas and open ceiling locker rooms) any time athletes, coaches, officials and/or spectators are present. SWIMWEAR: Swimwear must conform to USA Swimming Rule 102.8.1 F. Only swimsuits complying with FINA swimsuit specifications may be worn in any USA Swimming sanctioned or approved competition. Tech suits may be worn by athletes 13 or older. 12& under swimmers are not permitted to wear tech suits in competition. Please see the Tech Suit Policy on the SCS website (www.socalswim.org). Deck Changes are prohibited. RACING START CERTIFICATION: Any swimmer entered in the meet must be certified by a USA Swimming member coach as being proficient in performing a racing start or must start each race from within the water. When unaccompanied by a member-coach, it is the responsibility of the swimmer or the swimmer’s legal guardian to ensure compliance with this requirement.
2023 SCS All-Star Festival ELIGIBILITY: Open to athletes from Southern California Swimming who hold 2023 USA Swimming registration, who applied for the All-Star meets by the deadline, and were selected for the Team. Online registration in SWIMS 3.0 must be completed prior to the meet entry deadline. No late or deck registration will be accepted. CHANGE OF AFFILIATION: Club Transfers (unattached or attach) can only be completed online in SWIMS 3.0. At a meet, a swimmer may compete as Unattached, but is responsible to complete the Club Transfer process online in SWIMS 3.0. AWARDS: No awards will be given. TEAM SCORING: Individual events: 1st-20 points-17-16-15-14-13-12-11-9-7-6-5-4-3-2-1 Relay events: 1st-40 points-34-32-30-28-26-24-22 ENTRY FEES: $50 surcharge per swimmer. NO REFUNDS. The surcharge will be collected at SCS Swim Festival during registration. All entries will be entered by the SCS Swim Festival Staff. Checks made payable to Southern California Swimming. ENTRY LIMITS: Swimmers can compete up to 3 individual events and two relays per day. Teams may only enter A & B Relays ENTRIES DEADLINE: ENTRIES MUST BE RECEIVED BY THE MEET PROCESSOR NO LATER THAN 5 PM, Sunday, January 8th, 2023, from the designated coaches. 2023 SCS All-Star Festival ASSUMPTION OF RISK We have taken enhanced health and safety measures for all swim meet attendees. You must follow all posted instructions at this venue. An inherent risk of exposure to COVID-19 exists in any public place where people are present. COVID-19 is an extremely contagious disease that can lead to severe illness and death. According to the Centers for Disease Control and Prevention, senior citizens and guests with underlying medical conditions are especially vulnerable. By visiting the venue for this swim meet, you voluntarily assume all risks related to exposure to COVID-19. All athletes, coaches, parents, volunteers, and officials will sign the Sandpipers of Nevada Waiver of Liability Relating to Coronavirus/COVID-19. The waiver is included in this Meet Form and available for download from the Event Information Page. USA SWIMMING ACKNOWLEDGEMENT OF RISK An inherent risk of exposure to COVID-19 exists in any public place where people are present. Therefore, if you choose to participate in a USA Swimming sanctioned event, you may be exposing yourself to and/or increasing your risk of contracting or spreading COVID-19. 2023 SCS All-Star Festival All participants are invited to the… ATHLETE POOL PARTY! When? Right after Saturday session. Wrap up around 6:30pm Who? All swimmers! It is not required, but strongly encouraged What? Pull out lane ropes, open up diving boards, inflatables, music, movies. May organize other games Idea! Use your “spare” cap to trade or get autographs Food? Will have pizza & water for swimmers (let us know of food allergy issues) Bring a “leisure” suit if you don’t want to play in your competition suit No spectators/parents allowed to swim May have a few special guests make an appearance…
