PRESIDENT’S REPORT DAVID YOUNG It gives me great pleasure to present the 2019/2020 hours dramatically reduced across the board during the President’s Report, albeit somewhat belated. 2020 early uncertain days of Covid-19. They were required to will go down in history as one of the most difficult the take annual leave but were always available, sometimes Club has experienced financially due to the significant at short notice, to ensure the Club was positioned to impact of the worldwide pandemic Covid-19. re-open at any time when the lifting of restrictions allowed. From July 2019 to early March 2020 the Club was experiencing strong trading through all parts of our Our staff when able to return to work starting on operations and on the verge of commencing its heavily reduced hours set about to ready the venue for renovation when Covid-19 consumed the world in late re-opening by completing tasks that would normally March 2020. The Club, like many businesses went not be considered part of their duties e.g. security, into survival mode and the Flying Horse Entertainment food and beverage delivery, painting, cleaning and venue was closed for significant periods. general maintenance. For this I would like to thank them on behalf of the Committee for doing what was Like many other racing and hospitality venues, our needed for the survival of the Club. trade has delivered limited income since late March 2020 due to enforcement of State Government Fortunately racing could continue and it gave the Club restrictions. As you can appreciate, every effort was an outlet to keep its doors open, however it was really made to minimise costs across all elements of our just running the meetings for off-course interest but business; deferred payment arrangements were put in with substantially more operating costs due to the place where possible and all major projects, including OH&S implications required to conduct each meeting. the renovation of the flying horse were put on hold One small ray of light came in the form of steady for the foreseeable future. Harness Racing Victoria should be congratulated for All our staff including our management team had their their willingness to allow racing to be televised which would normally be outside its previous scheduling and this was willingly taken up by our participants which 4 provided much needed income during uncertain times. BDTC Annual Report 2019-20
Our Club was one of the few chosen in the early days of Regional Racing to carry the increased workload on behalf of the industry. Overall, given the likely gradual return to normal trading within the hospitality sector, and even longer roadmap for gaming, our revenue forecasts will naturally be lower for the foreseeable future. IN APPRECIATION OCT 2019 - Girls Night Out BUSINESS PARTNERS I would like to acknowledge H.R.V. as always for their support and assistance, and acknowledge the efforts of Chairman Dale Monteith, his Board and CEO Dayle Browne. We will continue to reach out to assist them wherever we can. It is important to recognise the relationship we hold with the City of Ballarat, particularly the Mayor, Councilors, and the City’s CEO. Our Club works closely with the City of Ballarat to develop Bray Raceway as a community asset for future users. OCT 2019 - Gordan Rothacker The Office of Racing led by the Racing Minister Mr. Martin Pakula has also been very supportive of our Club and the sport in general. SPONSORS We have many sponsors, most of them long-term, who have chosen to continue their support of our Club. We thank them for their understanding during these uncertain times. We do have a backlog of sponsorship allocated meetings (where sponsors would have normally been on-course) which will take some time to work through, so we thank everyone for your patience there. The Club also appreciates the support received JAN 2020 - Fashion’s On the Field from all the news and social media outlets who have taken interest in our Club over the past twelve months. We also appreciate the ongoing work of David and Bianca Brehaut who update all industry participants with their trial videos, results and racing news stories. Social Media played a huge part in promoting our Club particularly the Flying Horse Entertainment Venue during a period when the Club was restricted on funds. DEC 2020 - Beer Garden Flying Horse
COMMITTEE To all my fellow Committee, I extend my appreciation for your support and commitment to our Club. I would like to acknowledge Louise Toulmin who resigned from the Committee in October 2020 due to work commitments, and welcome Samantha Le Marshall who filled the casual vacancy on the Committee. My fellow committee and I are particularly excited with the addition of Samantha to Function Staff 2019 the Club. This enables us to maintain the reputation we have worked so hard to achieve. We also acknowledge the efforts of our Committee members’ partners for their support throughout the year. Furthermore, I would like to acknowledge the ongoing support of all our life members. STAFF The Committee acknowledge the efforts of our management team lead by Paul Rowse and staff. They take ownership and show such passion in operating our Club and business. Their leadership throughout the clubs most challenging year was something else. JAN 2020 - Horse Stall Renovations All our staff take great pride in presenting our Venue in the best possible condition at all times. We also thank our race meeting casual staff who assist at the 30 race meetings we conduct each year. To our hardworking friends, the Ballarat Harness Racing Association and B.H.R.A. Ladies Committee for assisting to conduct the trials on our behalf when they were able to be run. In closing, we are hoping like the rest of the world to get back to some form of normality A.S.A.P. At this stage it’s still very much day by day planning! We thank all members for their ongoing support and look forward to seeing you back at the complex soon. REGIONAL RACING DURING COVID Commencing Thursday 2nd March 2021, Victorian Harness Racing was conducted with racing in defined districts restricted to participants from those areas. The region-based racing calendar was implemented to limit travel for participants, in line with public health recommendations to slow the spread of the coronavirus. The model allowed Victoria to keep Empty Terrace Restaurant at Races essential personnel and participants at race meetings. It also provided the best opportunity for the continuance of conducting race meetings. Participant and staff health & well-being remained a top priority during uncertain times with a long list of safety measures undertaken including but not limited to:-maintaining physical distancing, wearing of masks, restricting attendance to essential personnel only at race meetings, performing temperature checks, requiring declaration forms be signed at the gates and keeping field sizes to no more than 10 horses per race during this time.” COVID Check-in Point at Horse Gate The initial new racing model saw Victoria divided into six regions, with meetings conducted at nine tracks – Inner West (Melton and Ballarat), West (Terang and Stawell), East (Kilmore and Cranbourne), North West (Mildura), Central (Bendigo) and North East (Shepparton). Every Victorian participant was assigned a specific region in which they are allowed to compete. The model was adapted from time to time depending on outbreaks in parts of the State and the associated restrictions they were placed on. Online Video Meetings with HRV 8 BDTC Annual Report 2019-20
On May 25 2020 six regions became three being East (Bendigo, Shepparton, Cranbourne, Kilmore), West (Stawell, Terang, Ballarat, Melton) and North West (Mildura). On the 1st of July 2020 Regional racing ceased in some part and metropolitan racing returned still under strict bio security measures. Clubs who hadn’t Empty Grandstand at a Day Meeting been able to race during this time were slowly re- introduced throughout the remainder of the year. Due to the restrictions on what horses and participants could race at Ballarat the Club along with many other Clubs decided to not to award premierships for the 2019-2020 racing season. TREASURER’S REPORT LEON UNDERWOOD FINANCE June 2019- March 2020 The Club recorded a Net Operating Profit of $86,278 The Flying Horse performed strongly, especially in for the year ended, 30 June 2020. This profit is after Gaming but supported by Food & Bar Sales which allowing for non-cash items of depreciation $307,083 were all well up on budget. We were well ahead of and Amortisation of Electronic Gaming Machines our forecast budget position at the end of February Licenses of $272,927. 2020, at that point holding a profit position of $148k compared to a budgeted forecast loss at this stage Overall, a moderate profit was a good result for the of the year. If business had been able to continue Club considering the emergence of the Covid19 as normal, we were confident that we would have pandemic in the last three months of the financial finished the year strongly and well above our budgeted year, effectively stopping the club’s ability to generate expectation. revenue in its tracks. Covid19 has continued to impact the Club in the 2020-2021 financial year. The Club was edging towards $200k in its Development account which would have seen us well It is best to analyze the last financial year in two placed to secure a loan or funding to commence our separate periods to better understand how the Club long-awaited renovation. operated. I normally wouldn’t touch on the club’s operations in this report post June 30, however last April 2020- June 2020 year was a year like no other. I think it is important The COVID-19 pandemic took hold in March 2020. for members to appreciate just how difficult it was States and territories closed their borders and enacted for the club committee and staff during this time a range of measures to contain the spread of the virus. and subsequently, I have included some additional commentary below. Social distancing rules were imposed first, and from there, the State Government began closing “non-essential” services. “Non-essential services” included social gathering venues such as pubs and 18 BDTC Annual Report 2019-20

The Flying Horse closed its doors to patrons having an immediate impact on the club’s revenue for the remainder of the financial year. A second wave of infections emerged in Victoria during May and June. Though largely localised to Melbourne, the whole of Victoria underwent a second strict lock-down which lasted almost four months. Melbourne residents were unable to travel to regional areas having a dramatic effect on our trade. The venue capacity limits imposed Melbourne Cup Function in Beer Garden have presented many challenges and I applaud the efforts of the management team for their willingness to adapt to whatever was thrown their way and their innovative thinking to get things moving as quickly as they could in a constantly changing environment. At the height of the crisis and given the shutdown of The Flying Horse in addition to restrictions on race-days and attendance, the committee, with the support of the management team, assessed a range of scenario’s given the high level of uncertainty ahead. With no definitive timeline for re-opening as ‘business as usual’, options presented included a full Flying Horse outdoor Beer Garden closure of operations that would have resulted in all but a skeleton staff remaining employed. In pure financial terms, this may have presented the most cost effective option, however it was ultimately decided that all staff would be supported by the club, with the assistance of the Federal Governments Job Keeper initiative and that every option would be explored to enable trading and racing where possible. I commend the committee for this decision and the management team for their commitment Flying Horse Limited to 20 guests when many other venues and operators saw this

This decision was largely enabled due to the cash reserves that had been accumulated given the strong trading performance for the first 9 months of the financial year. July 2020 - current The State Governments plan to re-start the economy post the second wave lock-down ‘Regional Road Map’ Enjoying meals in the Beer Garden was slowly rolled out in Sept/October. The Club’s Committee together with the management team spent many hours deciphering the information and then enacted a large range of measures to recommence business, some of which remain in place in early 2021. The Flying Horse Venue eventually re-opened when restrictions were eased with the Government allowing up to 50 people in the venue at any one time. Outside dining was implemented by the Club as per Government regulations but hospitality operators agreed it was not sustainable given the associated on-costs outweighing revenues as seen through our restricted trading to this point. Parma Tuesdays in the Flying Horse Given the continued uncertainty of the pandemic, the subsequent effect on our ability to trade and the continued challenge of paying wages in advance of job keeper being reimbursed, the club reached out to our Governing body HRV for financial support to ensure we could begin to repair the financial damage caused and to help us ensure a strong platform to relaunch our business. As we cross our fingers for a return to “Covid Normal” we will need to focus and invest in our race night engagement activities to stimulate attendance and renew confidence so we can return to our fundraising initiatives which we have built such a solid customer Fathers Day Gift Packs base from.
Take Away Packs - Flying Horse While investment into these initiatives is vital to ensure people return to the track, we will hold off the conversation around future stake money contributions until we have greater certainty of our way forward. It is also vital that the previously proposed upgrades are resurrected at first sign of stability to help with our re-build of our revenue base ahead of the next gaming entitlement period commencing in 2022.
